Betutu Securities Commission warns investors about unlicenced investment advisers

GAGUK, Republic of Betutu, Jan 2 — The Betutu Securities Commission (BSC) has cautioned the public against dealing with unlicenced investment advisers as they can be defrauded or used as part of a market manipulation scheme.

The SC also issued a Guidance Note on Provision of Investment Advice to provide clarity to the industry and the public.

This is in regards to any conduct which the regulator will consider as falling within the regulated activity of providing investment advice under the Betutu Capital Markets and Services Act 2015 (BCMSA).

"It is in response to the increasing number of queries and complaints received regarding various social media that appear to be providing specific stock recommendations and/or investment advice to members of the public, who are given access to these recommendations and/or advice upon payment of a fee.

"Investors are reminded to verify the licensing status of platforms, companies and individuals offering capital market services or products, including the provision of investment advice, before making any investment decision," the BSC said in a statement.

"Any person carrying on a business of giving investment advice without a license commits an offence under the BCMSA which is punishable with a fine not exceeding 10 million Betutu Talers (about US$2 million) or imprisonment not exceeding ten years or both, if found guilty," it said.

The BSC said members of the public who have any information on any person providing investment advice without a licence may contact its Consumers and Investors Department.

Betutu targets 150 hectares for pineapple cultivation in 2021

Betutu Agriculture and Food Production Minister Mr Shao Ruo Lan said the income raised from cultivating pineapples could match the income earned by the farmers from planting tobacco, which these places were previously known for.

GAGUK, Republic of Betutu, Jan 3 — The Betutu Ministry of Agriculture and Food Production is targeting to have more than 150 hectares of land in the island nation cultivated with pineapples.

Its minister Mr Shao Ruo Lan said farmers living in Lindung, Tabajang and Mutan districts with sandy loam type of soil would also have the opportunity to plant the crop.

He said the income raised from cultivating pineapples could match the income earned by the farmers from planting tobacco, which these places were previously known for.

He said this to reporters during his visit to the pineapple venture project between the Lindung Vocational College cooperatives and Ming Hopsan Pte. Ltd. here today.

Also present was Betutu Fruit Industry Board (BFIB) director Mr Yusof Jamlee.

Mr Shao said Betutu has great potential in pineapple cultivation as its land is fertile.

In addition, he said pineapples have become increasingly popular among people from every segment of society yet the supply is still insufficient.

He said throughout 2019, 300 hectares of land had been cultivated with the crop with a production value of 7 million Betutu Talers (about US$1.4 million), managed by BFIB.

“This year, the ministry through BFIB has allocated 2.4 million Betutu Talers (about US$480,000) to help the state’s pineapple growers to expand to Rambat, Kamunjow, Pangal and Makalom,” he said.

He said a total of 103 pineapple farmers cultivating almost 70 hectares of land in the areas received various incentives from the government.

On the pineapple cultivation project, Mr Shao said it provided exposure and training to the students in the field of agriculture where they learn proper techniques and methods in pineapple cultivation.

Policewoman in Betutu charged with soliciting bribe

Sergeant Gloria Labak, 42, from the Gaguk city police headquarters, made the plea after the charge was read to her before judge, Mr Aaron Jayparc.

GAGUK, Republic of Betutu, Jan 3 — A policewoman today pleaded not guilty in the Sessions Court, here, to two counts of soliciting bribe as inducement not to continue the investigation on a man who was arrested for theft early this year.

The accused, Sergeant Gloria Labak, 42, from the Gaguk city police headquarters, made the plea after the charge was read to her before judge, Mr Aaron Jayparc.

According to the charge, the accused had on February 13, 2020 at a restaurant here, agreed to accept 3,000 Betutu Talers (about US$600) from one Mr Daniel Paul as inducement not to continue investigating him for the theft under Section 372 of the Betutu Penal Code.

On the second charge, she is accused of accepting 3,000 Betutu Talers in bribe from Mr Daniel on February 17, 2020 at the Crime Investigation Division, Gaguk city police headquarters, for the same purpose.

Both charges under Section 9 of the Betutu Anti-Corruption Agency (BACA) Act 2001, which provides for a jail term of up to 20 years and a fine not less than five times the value of the bribe or 10,000 Betutu Talers (about US$2,000) or whichever is higher.

The court then allowed the accused, bail of 10,000 Betutu Talers with a deposit of 8,000 Betutu Talers (about US$1,600) and one surety. She is also to report to the BACA office here once every two months and to hand in her international passport to the court.

Prosecution officer Mr Mohd. Bojang Karimi appeared for BACA while the accused was represented by lawyer, Mr Asin Norzehan . The case mention is on January 19, 2021.

Betutu, Pakistan to enhance trade, investment

Betutu-Pakistan Business Council (BPBC) chairman Mr Abdullah Majin expressed optimism on the potential growth between Betutu and Pakistan.

GAGUK, Republic of Betutu, Jan 3 — Bilateral relations between Betutu and Pakistan will be enhanced within the next five years in the areas of trade and investments.

Betutu-Pakistan Business Council (BPBC) chairman Mr Abdullah Majin expressed optimism on the potential growth between Betutu and Pakistan.

"We have requested to both governments to create awareness about Betutu-Pakistan Close Economic Partnership Agreement (BPCEPA) through workshops as well as to review the agreement, and use it as a platform for making practical steps to facilitate and grow bilateral trade and investment," he said at a virtual BPBC town hall today.

About 30 participants from Betutu and Pakistan as well globally participated this webinar.

Mr Abdullah said BPBC sees Betutu to be increasingly important to Pakistan economically and that both countries find a lot of commonality on issues of regional and global importance.

"The roles of both the countries are to assume greater importance as developments are likely to unfold on regional as well as global scales in the coming decades," he said, adding that the association has been taking a strong stand to explore and venture more business opportunities between the two countries.

Mr Abdullah said BPBC is in close coordination with government agencies in Betutu and Pakistan to facilitate trade and investment opportunities.

He said BPBC exco team has formed various sub-committees, business development and strategy, information technology (IT) and digital, textile and apparels, travel and tourism, import and export as well membership for the purpose.

These committees are small focused groups of experts in their fields of specialisation who drive various business engagements and initiatives.

"BPBC is looking for people from diverse disciplines to join us to get benefit from their skills and may make the association a better mutual cooperation than before," he said.

Mr Abdullah also said BPBC plans to continue building on continuous initiatives in 2020 and targeting to bring a trade delegation from Betutu to Pakistan in the first quarter of 2021.

"We hope that 2021 brings happier prospects and sees a return to some sort of normality and wishes all to welcome 2021 warmly," he added.

Betutu’s jobless rate expected to remain high until mid-2021

Digital economy will be taking a more central role in the main economy next year and the gig economy will become mainstream.

GAGUK, Republic of Betutu, Jan 3 — Betutu’s unemployment rate will likely remain high until the middle of next year before more economic activities could recover on the availability of Covid-19 vaccines.

Betutu Employers Federation (BEF) executive director Mr Noel Sibagu said hiring activity remains dependent on economic outlook, border reopening and people’s confidence to spend.

“Every year, some 42,000 Betutuans enter the job market, which means next year, there will be at least 84,000 jobseekers from this year and 2021. They will definitely have to compete (for jobs),” Mr Noel told Island Bulletin.

“The government needs to enhance the policy to address excess unemployment that can lead serious issues,” he added.

According to the Betutu Department of Statistics, the number of unemployed persons in October went up by 1.5% to 62,350 persons.

Mr Noel foresees fresh graduates will continue to face challenges in being employed as employers in the private sector usually look for experienced workers.

“Majority companies want to hire someone who is agile and able to multitask. It means multi skills are needed.

“The graduates may opt for the gig industry, but the main concern is the social safety net system,” he added.

Meanwhile, University of Betutu - Gaguk's Business School Assoc Prof Dr Jennylyn Mojulat said long-term planning of workforce training is crucial as educational mismatch remains a major problem.

According to her, 250,000 jobs created for the last 10 years are skewed towards low-skilled jobs (74%) and only 26% jobs are for highly skilled workers.

“Skilled graduates had to go for low-skilled positions, resulting in low wages and low productivity.

Dr Jennylyn called for the government to restructure the education system to be more industry-based.

“Students must be exposed to industry experience as early as primary level, giving them the insights of the job demand,” she added.

The questions remain on how fast the economic recovery will be, how quickly it can absorb new graduates and the current existing unemployed persons.

“Drastic short-term plan in expediting e-commerce industry, logistic industry and all industries positively benefitting from the Covid-19 situation must be executed in full force.

“Entreprenuership or technopreneurship must be a second nature to all able-bodied Betutuans to engage. In order to spur and enlarge the domestic ecosystem of the economy, buying local products and services must be engraved in all citizens,” she said.

Island Business College Assoc Prof Dr Geok Siew Chan said there will be more demands for sectors that utilise technology across retail, finance, agrifood, health and manufacturing next year

“Digital economy will be taking a more central role in the main economy next year and the gig economy will become mainstream.

“Nevertheless, the government should encourage the diversity of this gig economy by supporting higher value-added types of gig services, such as consultation, programming, design and creative works,” he told Island Bulletin.

Looking at the unemployment rate which seems to remain stagnant between 4.6% and 4.7% for the past few months, Dr Geok said it is possible that the number of unemployed persons will continue to increase in 2021 if the government’s plan under Betutu Budget 2021 and extension of Wage Subsidy Programme, fail to materialise in the beginning of 2021.

“Of course, the delivery of vaccines by early next year will build up the market confidence and increase the prospect of high employment, but it depends on how fast the vaccine will be delivered,” he said.

“In addition, the new virus strain from the UK might cause fear and extension of Movement Restriction Order, especially on cross-border movement, which will further hamper the economic recovery,” he said.

Betutu cops probe cafe owner for putting up Mao Zedong wallpaper

The wallpaper featuring the former communist leader Mao Zedong was found at two cafes owned by the same person in the capital.

GAGUK, Republic of Betutu, Jan 3 — A cafe operator here is being investigated for decorating two of his outlets with communism-themed wallpaper, police said today.

Visuals of the wallpaper bearing drawings of late Chinese communist leader Mao Zedong and also depicting elements of communism have gone viral since yesterday.

Inspector General of Police Mr Filip Puralupa said the outlets, located here are owned by a 40-year-old man.

“Police have recorded statements from several individuals, including workers of both outlets to facilitate investigations.

“Police will record a statement from the owner who is currently undergoing a Covid-19 two-week quarantine,” he told Betutu Times here today.

Investigations revealed that the outlets had been operating since 2016 and 2019, respectively but the wallpaper was only put up recently, he said.

Police took them down yesterday, Mr Filip said.

He said the case is being investigated under Section 39 of the Betutu Societies Act 1968 for publishing propaganda of an unlawful society and Section 497 of the Betutu Penal Code for making, publishing or circulating any statement, rumour or report with intent to cause, or which is likely to cause, fear or alarm to the public.

All educational institutions in Betutu to open according to 2021 academic calendar

This opening involves educational institutions nationwide, including in areas which are placed under the Conditional Movement Control Order (CMCO).

GAGUK, Republic of Betutu, Jan 3 — All educational institutions under the Betutu Ministry of Education (BMoE), as well as private educational institutions (PEI) registered with the ministry, which includes international schools, will be opened according to the 2021 academic calendar.

BMoE, in a statement today, said that for the PEI, the dates are subject to the institutions’ respective academic calendar.

“This opening involves educational institutions nationwide, including in areas which are placed under the Conditional Movement Restriction Order (CMRO),” it said.

It also stressed that the operation of all educational institutions is subject to the Management and Operation of Teacher Education Institute and Matriculation College in New Norms Guidelines.

The MOE will always monitor the current situation of the operation of educational institutions together with the Betutu Ministry of Health and the Betutu Security Council to ensure that the health and safety of educational institutions continue to be given priority, it said.

GAGUK, Republic of Betutu, Jan 3 — The government will monitor closely the activities of a particular group that is spreading propaganda regarding the Covid-19 vaccine through social media so as to prevent it from influencing public perception, said Betutu's Minister of Science, Technology and Innovation (Mosti) Mr Mohammad Ali Pijo.

He said the ministry, in cooperation with the Betutu Ministry of Communications (BMCom), was studying the need to create certain laws to curb the matter.

“The government had previously set up the Special Committee on Covid-19 Vaccine Supply Access Guarantee and, through it, a sub-committee on communications was formed to draft a strategic communication plan to present accurate facts and information on Covid-19 to the people.

“The committee also identifies the various categories of people’s level of confidence in the Covid-19 vaccine, including that of the anti-vaccine minority group as it’s very difficult to change the perception of this group of people,” he told Free Betutu Press today.

He was replying to a question on the government’s actions to address the anti-vaccine propaganda and measures taken to educate the public on the importance to take the Covid-19 vaccine.

The second category, he said, made up the biggest group in the country, comprising people who are confident of the importance of the vaccine and are not easily influenced by the anti-vaccine propaganda.

The third category is called the ‘vaccine hesitancy group’, comprising people who have doubts about the vaccine but who do not reject it directly either.

Mr Mohammad said this was the group that could be easily influenced when exposed to messages and propaganda spread by the anti-vaccine group.

“As such, the government is actively implementing proactive communication strategies, through various platforms and communication mediums, to provide a clear explanation to the people regarding the importance of taking the Covid-19 vaccine, which the country expects to obtain by the first quarter of next year.

“To ensure that the message is disseminated comprehensively, the communication plan that is being drafted will also involve various community groups, such as non-governmental organisations (NGOs), religious people, community heads as well as the private sector,” he said.

He said this included the Islamic Council of Betutu (ICB) so as to provide information on the vaccine from the point of view of Islamic law, including the halal status which is the main concern of Muslims in the country.

Betutu Anti-Corruption Agency detains five, including senior govt officers, over shipping graft scandal

GAGUK, Republic of Betutu, Jan 3 —
The Betutu Anti-Corruption Agency (BACA) detained five people, including a department deputy director-general, over a graft scandal related to the approval and special exemption granted to several companies shipping heavy grade oil (HGO) in Betutuan waters.

Also detained were a department secretary and three directors of shipping companies.

The five, aged between 35 and 54, were arrested at the BACA headquarters here yesterday when they arrived to give their statements.

Sources close to the investigation said the two senior government officers were found to have abused their powers by issuing exemption letters to selected companies without the knowledge and approval of the Betutu Transport Minister.

"In fact, the director-general of the particular department was not even aware of the said exemption letter.

"This is because the director-general had issued an order to bar the use of Single Hull, Double Bottom (vessels) to ship HGO in Betutuan waters," the source said.

The source also said there had been numerous complaints received from shipping operators who had shifted to Double Hull, Double Bottom vessels.

"This is in line with international standards to prevent leakages and pollution in the event of oil spills by Single Hull vessels," the source added.

The five were produced at the Magistrate's Court here for remand under Section 109 of the Betutu Criminal Procedure Code.

The case is investigated under Section 9 of the BACA Act 2001.

Meanwhile, BACA Director-General Ms. Jannah Dzulkipli, when contacted, confirmed the arrests.

She, however, declined to elaborate on the case.

‘Winter monsoon’: Downpours, low temperatures in many parts of Betutu

GAGUK, Republic of Betutu, Jan 3 — Entering the third day of 2021, a cold snap greeted Betutuans overnight with downpours in many parts of the island nation, overcast skies, and mist in some places.

Temperatures across the capital Gaguk dropped to as low as 23 degrees Celsius today, among the lowest in months as the country is currently gripped by cold weather due to the northeast monsoon season, commonly known as the ‘winter monsoon’.

According to the Long Range Weather Outlook posted on the Betutu Meteorological Department (BMetD) website, the cold and rainy monsoon season which started on November 11 last year is expected to continue until March this year.

“During this period, the country will receive a steady north-easterly wind with occasional strong winds, with speeds of between 10 and 20 kilometres per hour.

“A series of heavy rainfalls are expected to occur mainly in the east and northeastern coast districts of Betutu,” it said.

The department also warned that continuous heavy rainfall for several days can result in floods in low-lying and flood-prone areas, and the risk of flooding may worsen if heavy rainfall coincides with high tide.

In addition, continuous and strong north-easterly winds can cause rough seas and big waves in the waters of the Celebes Sea.

BMetD also reported that many areas in the country are experiencing continuous rainfall today, with the minimum temperature recorded in Pandik district at 17 degrees Celsius followed by Lindung district (22 degrees Celsius) while Gaguk city and Kolopia municipality at 23 degrees Celsius.

Some social media users expressed their joy at the weather, some even describing it as ‘winter has arrived in Betutu’.

A postgraduate student Ms Chan Chong Wai, 24, who is currently residing in Lindung district said she did not have to switch on the electric fan or air conditioner all day long due to the chilly weather.

GAGUK, Republic of Betutu, Jan 4 — The Betutu Vaccination Plan scheduled to start in February will be finalised this Thursday, Betutu Health Minister Dr Liu Jing Fei said.

She said this would be discussed in the Covid-19 Vaccine Supply Access Guarantee Committee Meeting to be chaired jointly by her and Minister of Science, Technology and Innovation (MOSTI), Mr Mohammad Ali Pijo.

“We aim to launch the implementation plan when we have acquired supplies of the Covid-19 vaccine,” she told reporters after attending a Health Ministry meeting, here today.

This is a comprehensive plan which covers the period before the vaccines are received including the hospitals that can be registered to have access to the vaccine as well as the transportation and storage of the vaccines.

Meanwhile, in a separate function, Minister of Science, Technology and Innovation (MOSTI), Mr Mohammad Ali Pijo said MOSTI was also drafting a Low Touch Economy Plan in collaboration with several ministries including the Public Works Ministry and Housing and the Home Affairs and Local Government Ministry to avoid risk of the public getting Covid-19.

He said this long term plan which would bring changes to the economic environment would focus on the development and use of robotics which would eliminate the need to touch surfaces.

“People no longer have to meet in crowded places and close contacts will be reduced,” he said adding that these measures would help to reduce the number of Covid-19 cases.

GAGUK, Republic of Betutu, Jan 4 — The Betutu police busted a scamming syndicate that laundered its illicit gains, said to be worth 28 million Betutu Talers (about US$5.6 million), through a network of bank accounts after nabbing 12 individuals in series of arrests last month.

Betutu Inspector General of Police Mr Filip Puralupa said the 12 – nine men and three women – all locals aged 29 to 68, were arrested in various locations in the island nation from Dec 3 to Dec 21, last year.

They were all directors of companies linked to the syndicate.

The syndicate was said to have used a network of mule bank accounts to transfer money deposited by unwary victims in an effort to elude detection by the authorities.

“The police managed to trace 91 accounts used in the scam – 18 of them belonging to individuals and 73 company accounts – belonging to two companies managed by the syndicate’s mastermind and his two sons. The proceeds were then used to invest in cryptocurrency and to purchase properties,” he said in a media conference here yesterday.

Mr Filip said the syndicate’s activities were exposed after the police received reports from victims in Betutu involving losses of around 462,000 Betutu Talers (about US$92,400).

“Further investigations revealed that a property developer had received payments of 2.08 million Betutu Talers (about US$416,000) from the 91 bank accounts linked to the syndicate.

“The payment (BT2.08 million) is part of the purchase price of 100 luxury condominiums and commercial units in Gaguk, Kolopia and Lindung,” he added.

He said all 12 individuals arrested last month were released on bail.

The mastermind, however, is believed to have fled Betutu and is believed to be in a neighbouring country.

Mr Filip said police are looking for the father and sons and the case is being investigated under Section 412 of the Betutu Penal Code for cheating.

Twenty percent of 1,500 food premises around capital closed down, says restaurant association president

GAGUK, Republic of Betutu, Jan 4 — Some 20 per cent or about 300 of over 1,500 food premises in and around the city have closed down amid the economic crisis resulting from the Covid-19 pandemic.

Gaguk Restaurant Owners Association (GROA) president Mr Hun Sang Lee said there were new food premises coming up despite the pandemic, but the number of closure outweighed that of the newly-opened ones.

“Of course there are new food premises around but in terms of closure of food premises, the number can be significant. I don’t need to look far, within Food City (a food court where Mr Hun operates a restaurant) alone, three food premises have closed down,” he said when contacted by Free Betutu Press.

Mr Hun said an established food court here, believed to have been in business for three decades, ceased operations on Dec 31 last year.

According to him, many food premises operators have been facing high overhead expenses and such financial burden aggravates during the Covid-19 crisis.

He said rental fees made most of the overhead expenses, could even go up to 50 per cent.

He also observed that 70 to 80 per cent of the food premises operators in and around the city did not own the property.

Citing his own business as an example, Tan said he had to set aside at least 9,000 Betutu Talers (about US$1,800) for rent payment every month.

“We have been hoping that the property owner would review or reduce the rental charges, but the owner insists that he is only renting the property to us and we have to take care of the rest.”

He said the Betutu government had been offering assistance to property owners, such as a year-long moratorium to cushion the economic impact of the pandemic.

Despite such assistance, he regretted that property owners refused to review rental charges, which should help lighten the financial burden of business operators.

Mr Hun said his business area was struck by the pandemic in November last year when he recorded only 10 per cent of the usual revenue.

“Albeit I do not get any rental reduction from the property owner, I offered a 20 to 30 per cent off for my stall operators last November.”

Despite the insistence of the property owner, he said business operators in Food City still hoped that rental reductions could be offered during these trying times.

Expect F&B prices to rise after Chinese New Year festivities

On another matter, Mr Hun said consumers here can expect to fork out more for food and beverages (F&B) after the Lunar New Year celebration next month following the rising costs of ingredients.

He said it was highly likely that F&B industry players would hike up prices not just due to the increasing costs of ingredients but also in light of the Covid-19 pandemic.

He observed that many food premises operators had been struggling to make ends meet during the pandemic.

“With the costs of ingredients going up and up, it is natural for F&B prices to increase too. Most probably, the prices will increase after the Lunar New Year celebration,” he said.

The Chinese community across the globe is ringing in the Year of the Ox on Feb 12.

Mr Hun cited the cost of coffee powder as an example, which had increased by 1 Betutu Talers (about US$0.20) per kg.

“It used to be 19 Betutu Talers (about US$3.80) per kg and it’s now 20 Betutu Talers (about US$4.00). Although you see only a 1 Betutu Talers difference, when you use 10kg of coffee powder a day, it is 10 Betutu Talers (about US$2.00) per day.”

On the issue of manpower, he said the F&B industry was not facing any shortage of workers.

While other industries such as the construction faced shortage of workers, he said the F&B industry, in fact, had an oversupply of manpower.

According to Mr Hun, such oversupply of manpower is because of many food premises having ceased operations as a result of the pandemic.

“Even the number of workers at my food court has reduced from 15 before the MRO (Movement Restriction Order) to 10 now.

“Some of those who left were the ones who decided to return to their respective hometowns during the MRO and they never came back again. Of course, there were those who left for greener pastures,” he said.

He added that the current number of workers was "just nice to meet the demand."

Mr Hun said he appreciated the financial assistance offered by the government to help employers reduce their financial burden during the Covid-19 pandemic.

He said the Betutu government had provided special aid for employers, who recruited new workers.

“The various government assistances more or less help even though unemployment is happening on the ground,” he added.

Betutuan property market recovery by third quarter of 2021

GAGUK, Republic of Betutu, Jan 4 — The property market in Betutu hit rock bottom last year in terms of transaction volume and value due to the impact of the Covid-19 pandemic, said Betutu Housing and Real Estate Developers Association (Bhoreda) president Ms May Leonilda David.

She said the transaction value of the Betutu Home Ownership Campaign (BeHOC) alone for 2020 was merely 28 percent of that in 2019.

Nevertheless, she is optimistic that the property market would rebound gradually following the availability of the Covid-19 vaccine.

However, Ms May opined that signs of recovery would only be apparent in the third and fourth quarters of 2021.

She said Betutu achieved 703 million Betutu Talers (about US$140.6 million) in property sales during BeHOC 2019, but last year (2020), only 173 million Betutu Talers (about US$34.6 million) worth of properties were sold, meaning that the transaction value has dropped 75.4 percent.

While she remained optimistic on the outlook of the property market in 2021, Ms May admitted that developers were in for a bumpy ride this year.

With the availability of the Covid-19 vaccines, she expected the pandemic could be controlled more effectively this year, which allowed the market to recover.

“One thing is for sure, the property market this year will not be worse than 2020.

“The property market has hit rock bottom in 2020. This year, the market is expected to rebound gradually,” she said, adding that the Betutu government has given the green light for BeHOC 2021 to be extended till June this year.

Ms May said the year ahead is challenging for developers. She said signs of recovery would only be apparent in the second half of the year, though it would be very tough to achieve the performance of 2019.

She also anticipated more properties sold at lower prices or auctioned off by banks in the third and fourth quarters this year, which may be an opportunity for property investors.

GAGUK, Republic of Betutu, Jan 4 — The government has agreed to allow the reopening of the sports and recreational sector in Betutu starting Feb 1, said Home Affairs Minister Mr Lee Fatt Tan.

He said the reopening, however, excluded areas placed under the Enhanced Movement Restriction Order (EMRO).

He said local sports tournaments in Recovery Movement Restriction Order (RMRO) areas were allowed with an audience capacity of 10 per cent or a maximum of 4,000 people.

"However, sports with the participation of over 500 participants such as running, cycling and marathons are not allowed," he said at a press conference here today.

Mr Lee said that as for areas placed under the Conditional Movement Restriction Order (CMRO), individual and team-based sports and recreational activities for training and tournaments, both indoor or outdoor, are allowed without spectators.

"The capacity for each premises involved should not exceed 50 per cent of the total capacity.

"Mass activities as well as sports events and competitions in the presence of spectators, however, are not allowed."

Mr Lee also announced that the Betutu Football League competition will be allowed to start in February.

As for organising international tournaments, Mr Lee said it is subject to the Betutu Immigration Department (BIMD).

"Participants from high-risk countries are not allowed unless authorised by the BIMD."

He said the participation of Betutuan athletes in international tournaments, especially in high-risk countries, is also subject to permission from the BIMD.

"For contact sports, participants need to undergo a swab test and must test negative before they are allowed to join the event."

He said the detailed Standard Operating Procedure (SOP) is available from the Betutu Youth and Sports Ministry and the Betutu Security Council.

Meanwhile, Mr Lee said the government has also agreed to allow the reopening of Meetings, Incentives, Conferences, and Exhibitions (MICE) starting Jan 9, with visitors limited to 50 per cent of the size of the space.

He said the Betutu Tourism, Arts and Culture Ministry had presented the SOP to the technical committee yesterday.

The authorities have also given the green light to reopen craft carnivals and travel fairs.

"Under tourism products, activities that are allowed to reopen include farms, extreme and adventure parks, nature parks, recreational areas, and aquariums.

"Also allowed are museums, art galleries, libraries, cultural and arts centre, cultural villages, cultural performances, and educational exhibition centres."

He said stage performances are also allowed albeit without the presence of the audience.

Mr Lee said the government has also agreed to the reopening of theme parks, family entertainment centres and indoor playgrounds, namely dry and water parks, arcade games, indoor funfair, kids play parks, and edutainment centres.

5-time Betutuan convict ends up back in jail

GAGUK, Republic of Betutu, Jan 4 — A 53-year old man today ended up in jail for the sixth time for carrying two machetes in public here.

Five-time convict Mr Abdulla Kindal was sentenced to five years' jail by the Sessions Court here after he pleaded guilty to the offence.

Judge Ms Jen Chong Chien ordered the sentence against Mr Abdulla to run from the date of his arrest on Dec 31, 2020.

Before handing down the sentence, Ms Jen asked the accused how many times he had gone to jail and how he ended up there.

"I have been sentenced to jail five times for being involved in fights," Mr Abdulla replied.

According to the charge sheet, Mr Abdulla had possessed dangerous weapons unlawfully which were two machetes that he carried in public at about 10.20am on Dec 31 last year.

Based on the facts of the case, the ex-convict was arrested after police found him walking nonchalantly along a road while holding one machete and another one tucked in his waistband.

The offence under Section 14 of the Betutu Offensive Weapons Act 1966 carries a maximum imprisonment of 10 years, and whipping, upon conviction.

However, Mr Abdulla was was exempted from whipping as he is more than 50 years old.

Deputy public prosecutor Mr Barzan Abadi prosecuted while Mr Abdulla was unrepresented.

Main roads in Betutu cut off by landslide: Public Works Dept

GAGUK, Republic of Betutu, Jan 4 — Landslides that occurred in two locations following heavy rain since last night had resulted in two main roads linking Pandik district to the capital being cut off today.

Betutu Public Works Department director general Mr Nasip Kahau told Island Bulletin when contacted today: “The landslides that occurred between 10.30am and 11am today had caused the roads to be cut off and inaccessible."

At present, the cleaning work is being done, he said.

Meanwhile, a Island Bulletin check found that several other rural roads, including from Pandik to Bangkutak town had also been cut off due to landslide

Betutu lawyer fined 30,000 Betutu Talers for contempt, three others fined 50,000 Betutu Talers each

GAGUK, Republic of Betutu, Jan 4 — Senior Betutuan lawyer Mr Sarkunan Faizul was fined 30,000 Betutu Talers (about US$6,000) in default one month’s jail by the Betutu Supreme Court for contempt of court for being disrespectful of the Supreme Court in a property dispute case.

A three-member bench led by Supreme Court judge Khairul Hassan Abdul Kadir also fined three other individuals who are partners of a licensed moneylending firm 50,000 Betutu Talers (about US$10,000) in default one month’s jail each for a similar offence.

Justice Khairul, however, allowed the trio and Mr Sarkunan’s requests to settle the fine by Friday (8 Jan).

The panel, which included Justices Linda Lee and Marisa Rokseng, also ordered the three individuals to pay 50,000 Betutu Talers costs and Mr Sarkunan to pay 10,000 Betutu Talers (about US$2,000) costs.

In sentencing the four, Justice Khairul said contempt of court must not be taken lightly.

Justice Khairul said the court imposed the 50,000 Betutu Talers fine on Mr Leo Zen, Mr Mamet Zen and Mr John Paul Zen as they did not express their regret or show remorse to the court after they were found guilty for contempt.

He said instead, they were persistent that they acted on the advice of Mr Sarkunan, who was their former solicitor.

He said Mr Sarkunan had apologised to the court unequivocally and unconditionally, adding that it was obvious that he was genuinely remorseful.

Justice Khairul, however, said the court also took into account that Mr Sarkunan only decided to apologise to the court after being found guilty.

He said the contempt committed by Mr Sarkunan, who is an officer of the court and a senior member of the Bar, was against the apex court.

Earlier, Justice Linda, who delivered the court’s decision on the contempt, said that the court was satisfied beyond reasonable doubt that the three partners of Rombituon Amas Pte. Ltd. and Mr Sarkunan were guilty of contempt of court.

“We are, therefore, of the view that such behaviour of the respondents and Mr Sarkunan was contumacious and disrespectful.

The Betutu High Court in 2012 allowed the suit filed by Mr William Ing and his son Mr David William and held that the sale and purchase agreements of properties in Serampang district, east from here and the tenancy agreements and transfers of those properties were null and void.

The Betutu Court of Appeal, however, reversed the High Court’s decision, ruling in favour of Rombituon Amas and the three individuals.

The Betutu Supreme Court on June 20, 2017 allowed Mr William Ing and Mr David William’s appeal and reinstated the High Court’s decision and ordered Rombituon Amas and the three partners to return the properties within 60 days.

However, they filed the first review through their previous lawyer which was subsequently withdrawn and was struck out by the Supreme Court.

Mr Sarkunan was then appointed to represent the trio and he filed the second review and subsequently a third review of the Supreme Court’s decision. Both reviews were dismissed by the court in May 2019.

The Supreme Court, on the same day, also granted leave to Mr William Ing and Mr David William to commence committal proceedings against the trio and Mr Sarkunan.

Lawyer Mr Allan Theo represented Mr William Ing and Mr David William while lawyer Mr Adam Grimon appeared for the three partners. Lawyer Mr Melvin Faria represented Mr Sarkunan.

Betutu authorities foils attempt to smuggle out durians worth over 22,000 Betutu Talers

GAGUK, Republic of Betutu, Jan 4 — The Betutu Department of Quarantine and Inspection Services (BDQIS), with the help of the Betutu Airport auxiliary police, detained a man who tried to smuggle durians to Riyadh, Saudi Arabia through the Gaguk International Airport (GIA) at 12.30pm yesterday.

In a statement, BDQIS director Mr Neville Maris said they seized 280 packets of durian, weighing 126kg, worth an estimated 22,400 Betutu Talers (about US$4,480) following inspections carried out on seven bags owned by the Betutuan.

"The durians are believed to have been meant for sale in Saudi Arabia, and were seized because there was no export permit and valid phyto-sanitary certificate for them," he said.

Exporting agricultural goods without a valid permit is an offence under Section 19 of the Betutu Quarantine and Inspection Services Act 2003.

If convicted, the exporter can be punished with a fine not exceeding 100,000 Betutu Talers (about US$20,000) or imprisonment for a term not exceeding six years or both.

BDQIS views seriously the issue of food safety, disease control and risk of pest entry, which can affect the country's agriculture industry.

Laws will be enforced to ensure disease control for animals, fish, and plants and to guarantee food safety, it said.

China-Betutu shipping fees rise over 20%

GAGUK, Republic of Betutu, Jan 5 — Shipping fees from China to Betutu has soared 20 to 30 percent owing to the shortage of empty containers in China.

The issue is caused by the delay in the return of these containers from Europe and United States back to China.

The shortage of refrigerated containers for fresh vegetables and fruits is even more severe, resulting in more than 50 percent increase in shipping fees.

Mr Jimmy Hamin, managing director of Bingko Shipping Pte. Ltd., a major industry player in Betutu, said the prices of Chinese New Year goods this year were bound to rise due to the significant increase in shipping fees.

However, he said the extent of the price hike was difficult to gauge for the time being.

Bingko Shipping has been established for more than 30 years and operates shipping routes all over the world.

Nevertheless, Mr Jimmy assured that the shortage of containers in China was only temporary and he expected the situation to return to normal after the Lunar New Year.

Many importers in Betutu have stated that the shipping fees from China to the island nation have increased significantly, in addition to delay in shipments by up to four weeks.

One of the reasons was the shortage of containers in China as the containers that had been shipped to Europe and United States did not return China on schedule, he explained.

“Generally, containers shipped from China to United States and Europe would return to their country of origin within 45 to 60 days, where they will be loaded and shipped out again.

“However, these containers that have been shipped to United States and Europe did not make it back on schedule, resulting in the shortage of containers in China.”

He continued to say that the shipping costs from China to Betutu have always been three times more expensive than the sea freight rates to other ports in the region because the volume of shipment bound to Betutu was less.

Similarly, he said the shipping costs from these ports to China was also three times cheaper compared to that from Betutu.

For instance, he said a container bound to China from Port Klang in Malaysia only cost US$50 at times, but a container shipped from Betutu to China cost US$300 to US$500.

“We are less favoured by major shipping companies because our volume is small.”

As comparison, Mr Jimmy added that the container throughput for half a day in Port Klang was equivalent to a month’s worth of container throughput in Betutu.

Nonetheless, he believed that the issue of container availability in China was only temporary and would return to normal after the Chinese New Year.

“However, Chinese New Year goods in Betutu are expected to be more expensive this year due to the increase in shipping costs.”

Betutu has 2.6 million motor vehicles, 1.3 million drivers

GAGUK, Republic of Betutu, Jan 6 — Betutu recorded 2.69 million motor vehicles as of Dec 31 last year, with an average increase of new vehicles exceeding 100,000 compared to 2019.

The number of licensed drivers also showed an increase of 2.86 per cent to 1.31 million compared to 1.27 million in 2019.

Meanwhile, Betutu Transport Minister Mr Sanip Madran said the Betutu Road Transport Department's (BRTD) collection last year proved to excellent.

The government agency collected 345.25 million Betutu Talers (about US$69.05 million), despite the challenges brought about by the Covid-19 pandemic.

"The manifestation is that the increase in the total output of drivers and vehicles directly has a huge impact on all matters and transactions related to BRTD, involving vehicle licensing, driver licensing or enforcement duties.

"Besides that, the increase in the number of road users gives a hypothesis that is very synonymous with the role of BRTD related to education and enforcement of road safety, especially after the Road Safety Department (RSD) was absorbed into BRTD," he said.

Mr Sanip said this to reporters after performing the ground-breaking ceremony of the Driving Test Training Circuit at the BRTD Academy here, today.

On the development of the Driving Test Training Circuit, the Minister said the project, which costs 191,000 Betutu Talers (about US$38,000) and is located on two-hectares of land, can be used as a basic, intermediate and advanced training facility to produce more competent teaching professionals as well as testers on par with developed countries such as China, Japan, South Korea and Singapore.

Betutuan Tourim Minister Mr Shao Ruo Lan said the pandemic had triggered not just a health crisis but also an economic crisis.

He said to fully recover from this, it would take time and a holistic approach, as well as a huge injection of funds.

“Based on the Betutu Economic Action Council, we are looking at least four years to rehabilitate the nation’s tourism industry.

“Many are placing their hopes on Covid-19 vaccine to help bring things back to normal once it’s available in the first quarter of next year, but any recovery will not happen overnight. Just like opening our borders does not mean that visitors will suddenly come streaming in,” he said in an interview with Free Betutu Press here on Tuesday (Jan 6).

Mr Shao said the ministry’s current allocation of 2.08 million Betutu Talers (about US$416,000) to the Betutu Tourism Board to promote the island nation as a travel destination may not go far if it took into account recurring and overhead costs as well.

“To really rehabilitate the industry additional allocation is needed to create publicity and attract investors and flights to fly to Betutu. It is not easy to estimate how much is needed overall, but we will know better once the industry starts up again, and the economic chain becomes more evident,” he said.

The Betutu Tourism Ministry is in the process of preparing an estimation on the exact amount needed through its tourism recovery committee.

Mr Shao said that while the vaccine is much anticipated and the government will do its utmost to speed up the recovery process, there are many factors at play that are beyond control.

“While it won’t be easy to fully recover, it is not impossible. It can be done but will take a while. Let’s not hope or expect something to happen overnight,” he said.

In 2019, Betutu hit its peak in tourism arrivals, registering its highest-ever tourism receipt of 6 billion Betutu Talers (about US$1.2 billion) from a record-high 2.8 million arrivals, of which just over a third was from international arrivals. The figure is a 5.3 per cent increase in tourists from the previous year (2018).

However, in 2020 tourism ground to a near halt with a 68.8 per cent decrease following the pandemic, and the lockdown which began in March. Domestic tourism picked up mid-year but was again affected with the third wave of Covid-19.

17 million Betutu Talers plan to rehabilitate tourism in 2021

In another matter, Mr Shao said the government is serious in its efforts to assist tourism industry players in the country who have been badly affected by the COVID-19 pandemic for the survival of the industry.

According to him, this was proven through the 17 million Betutu Talers (about US$3.4 million) allocation for the Betutu Tourism Recovery Plan under the Betutuan Budget 2021 as tabled by President Mr Duim Kimpos, who is also Senior Finance and Economic Affairs Minister.

Mr Shao explained that even though the allocation was not stated in the tabling of Budget 2021, the allocation was provided to his Ministry.

“This is not a Supplementary Budget, this is the Budget for tourism for 2021. Apart from that, there was allocation for handicraft as well...if last year we received only 4.75 million Betutu Talers (about US$950,000), we are getting 7.58 million Betutu Talers (about US$1.51 million).

“Similarly, the Academy for Betutuan Cultural Heritage (ABCH) was not mentioned and all these Budget allocations are important for us to highlight and to inform industry practitioners especially in tourism and those involved in handicraft," he said.

Under the Betutu Tourism Recovery Plan, he said the Ministry would be implementing several initiatives such as discounts for tourist destinations, family holiday packages, arts and culture promotion, accommodation vouchers and Let's Meet in Betutu campaign.

He said several areas were not mentioned in the Budget presentation and he was aware of the grievances of industry players who were unhappy as their sector was not directly mentioned in the Budget.

As such, Mr Shao said several days after the tabling, he held an engagement session with industry practitioners to explain to them and discuss efforts to expedite restoring the tourism sector.

He said among the quick actions taken to assist the tourism sector was a meeting with Betutu Central Bank soon among others to discuss issues on Tourism Financing Scheme raised by industry players.

Issues such as difficulties in getting loans, strict application conditions and rejection of applications faced by industry players as they are categorised as high-risk industry, he said.

Besides giving new ideas to the government to allow tourism activities between green zones in the country, the Ministry has and will implement several main strategies to help the recovery of the domestic tourism industry, he said.

“These include offering more creative and interesting tourism packages such as organising tourism festivals and carnivals online besides giving priority to government approved segments, such as medical tourism, theme parks and MICE (Travel, Meeting, Incentive, Conference, Exhibition),” he added.

President Duim when tabling the 2021 Budget announced several allocations for the tourism sector, including 4.2 million Betutu Talers (about US$830,000) for maintenance and the repair of tourism facilities nationwide in addition to the special grant of 1,000 Betutu Talers (about US$200) to traders and hawkers in Betutu who are affected by the drop in tourist arrivals due to the COVID-19 pandemic.

GAGUK, Republic of Betutu, Jan 6 — The Betutu Home Affairs Ministry (BHAM) has gazetted a prohibition order on two publications, titled "Gay is OK! A Christian Perspective" and "Peichi" under Section 15 of the Betutu Printing Presses and Publications Act 1992, effective today.

Its Minister Mr Lee Fatt Tan said that it is absolutely prohibited to print, import, produce, reproduce, publish, sell, circulate, distribute or own these publications in the island nation.

"These publications have been banned because they contain content that might be detrimental to public order, morals and public interest," he said in a statement today.

He said the contents of the publication "Gay is OK! A Christian Perspective" was viewed as an attempt to promote homosexual culture in Betutu, which goes against religious and cultural sensitivities in the country.

"Deviant lifestyles are banned and in opposition with all religious teachings, including Islam, Christianity, Buddhism and Hinduism," he said.

The publication entitled "Peichi", he said, contains pornographic and immoral material that goes against the cultural values and norms of Betutuan society, which emphasises civility.

He said anyone who violates the order can be jailed for not more than three years or fined not more than 20,000 Betutu Talers (about US$4,000) or both.

Betutu govt offers 200 Betutu Taler rebate to buy energy-efficient fridge, aircon

The government is providing a 200 Betutu Taler rebate for consumers who buy an energy-efficient refrigerator or air conditioner this year.

GAGUK, Republic of Betutu, Jan 9 — Consumers who buy an energy-efficient refrigerator and air conditioner this year will be given an e-rebate of 200 Betutu Taler (about US$40), energy minister Ms Wilhelmina Simuh said today.

The rebate is for the purchase of locally made 4-star or 5-star energy efficient refrigerators and air conditioners, or those manufactured and certified by Standards & Industrial Research Institute of Betutu (Sirib) or its equivalent in Betutu.

“This rebate is limited to one account only for every air conditioning or refrigerator purchase in 2021 or until the quota runs out, whichever comes first,” she told reporters after launching the SAVE Programme here today.

The government has allocated 2.5 million Betutu Taler (about US$500,000) for the programme, which is expected to benefit 12,500 Betutuan households.

Consumers or owners of electricity accounts registered with Betutu Energy Corp. are eligible to apply.

Applicants could obtain e-rebates by bringing the latest electricity bill to make a physical purchase at an electrical shop or supermarket registered under the SAVE Programme, or apply for e-rebate by making an online purchase through a recognised e-commerce platform, she said.

“For online purchases, e-rebate application through Shopee has been opened from Jan 1. Meanwhile, e-rebate through physical purchase can be enjoyed starting today (January 9),” she said.

Betutu has bought a new Mercedes-Benz S560e luxury hybrid saloon for President Duim Kimpos to replace the existing official car which was purchased in 2013.

GAGUK, Republic of Betutu, Jan 9 — Betutu has bought a new Mercedes-Benz S560e luxury hybrid saloon for President Duim Kimpos to replace the existing official car which was purchased in 2013.

President Duim, who was spotted alighting from the brand new car at the swearing-in ceremony of the Gaguk City Council's councillors at the City Hall here this morning, said, he had just received the new car yesterday.

"I don't know the details of the purchase. The Chief Secretary will issue a statement on this soon," he said when asked about the new ride.

Later, Betutu's Office of the Chief Secretary to the Government confirmed the purchase of the 2019 selenite grey model at a price of 458,122.78 Betutu Talers (about US$91,634), with a discount of 127,765.22 Betutu Talers (about US$25,553).

The price of the brand new car is almost double the price of the previous official car used by Mr Duim, a Mercedes S300L bought for 298,263 Betutu Talers (about US$59,652).

"The Betutu Cabinet consented to the purchase of the new car on Nov 29, 2019," it said in a statement.

In Aug 2019, Betutu confirmed receipt of 15 new units of the Toyota Camry 2.5 CBU for official use, replacing the previous CKD model.

Each car was priced at 184,912.50 Betutu Talers (about US$36,982), and the government managed to obtain a discount worth 4,990 Betutu Talers (about US$998).

A decision was made to replace the older cars to reduce maintenance costs as well as for safety reasons.

At that time, the old fleet of cars had been in use for six years and was no longer under warranty. They also needed to be sent for constant maintenance, costing about 11,030 Betutu Talers (about US$2,206) annually for each unit (between 2013 and 2018).

In Aug 2013, the Betutu government replaced 15 official cars with the new Toyota Camry 2.5 Auto units.

Prior to that, Mercedes Benz and Honda Accord units were used for an average of 15 years.

At the time, the specially ordered Camry was priced at 113,700 Betutu Talers (about US$22,740) each compared to the government-approved market price of 174,820 Betutu Talers (about US$34,964).
