The F.C.S C.A., in tandem with the Committee for Metaphysical Philosophy, has restructured and revised it's classifications for consulic relations to better account for varying degrees of congruity between multiversal relations and the Commonwealth. All extant relations will be updated accordingly - both here and on the relevant intranet page - whilst future prospective relations may optionally complete the revised application. It is the interest of the Commonwealth to develop more than perfunctory bilateral relations.
The F.C.S. C.A. acknowledges the sovereignty and indelible connection to Canberra of the indigenous Ngunnawal peoples, past and present, whose traditional lands we share and endeavour to respect in the facilitation of consulic cooperation.
The F.C.S. C.A. also accepts applications from states-in-exile, as well as from those with limited recognition or from self-determination movements.
An Introduction to Consulic Relations
Consulic Relations is the term used in Anglo-Australic for what most refer to as diplomatic or bi/multi-lateral relations. This covers both the establishment of embassies, consulates, legations, and other types of diplomatic missions, as well as the development and signing of pacts, treaties, and other international agreements. All consulic relations are handled under the purview of the Federal Consolidated Syndicate for Consulic Affairs, a branch of our syndicalist executive government, though particulars (e.g. defence and trade agreements) may then be referred to other syndicates for further development.
All nations of the
- Overtly fascist, authoritarian, unconstitutional, or otherwise highly repressive regimes will in all likelihood be denied.
In addition, the F.C.S. C.A. reserves the right to limit, pause, or accept applications in proviso under some circumstances:
- To request further information beyond what is readily available within a nation's factbook, especially for the purposes of trade, to ensure a clarity of understanding.
- To request modifications to the requisitions and declarations made within the applicant nation's application for consulic relations.
- If the existence of the applicant nation is incongruent with the reality in which the Commonwealth of Syndic Australia exists - Do Note that this does not preclude nations that explicitly do not exist within our reality.
- If the applicant state is actively at war or in the midst of a civil conflict.
Locations
It is expected that a state would open up its embassy in the capital city of Canberra. However, should a state wish to, they may chose another location. Additionally, a state may apply to open consulates as well as their embassy, in as many cities as they wish. The main options, aside from the capital, are as follows, though this list is not exhaustive:
- Melbourne - the largest city and Victorian capital.
- Perth - capital of Western Australia and main international transport hub
- Suva, Honiara, or Auckland - capitals of Fiji, Melanesia, and New Zealand respectively, better suited for Pacific states
- Another State capital (Adelaide, Mt. Gambier, Brisbane, Townsville, Sydney, Grafton, Darwin, or Albury-Wodonga)
- Mparntwe-Alice, capital of the Central Territories, best for those seeking to establish indigenous relations
Within Canberra, embassies are typically allocated depending on a state's global position relative to Australia; most embassies are located to the northwest, west, or south-west of Parliament House in the capital's main consulic district. However, should an applicant wish, there is also space for embassies to the south, and on the other side of Griffin Lake (the central lake of Canberra). In most other cities, embassies will be allocated within the city centre, though again another area may be requested.
Should a nation wish, the F.C.S. C.A. can dispatch, by mail, a current and accurate map of consulic missions and available space within Canberra.
Regardless of the location chosen, the areas demarcated for consulic use are within walking distance from the regional seat of government and most places consulic staff would need to visit as part of their missions. Elsewise, public transport is ubiquitous, as are pedestrian and cycling paths, and our high-speed train networks allows for rapid interstate travel.
Declarations
In regards to the equipage of consulic delegations, weapons and vehicles must be declared. In Australia, consulic security are limited to the use of semi-automatic rifles and pistols; shotguns, anything automatic, explosives, and other lethal weaponry are prohibited. Most non-lethal weaponry (batons, tazers, etc...) are allowed, with the exception of any sort of gas, as chemical weapons of any kind are prohibited.
In Australia, almost all vehicles are electric, or at the very least hybrid. Delegations are welcome to bring their own vehicles, though the F.C.S. C.A. recommends limiting the number of consulic vehicles to less than 10, as not only are numerous other options for transport available, parking may be difficult for such a large fleet as our road infrastructure is designed primarily for freight and commercial travel. The F.C.S. is able to provide up to 5 Australian-made consulic vehicles to any delegation, that are purpose-built for such use. Other transport, such as ships and aircraft, may be negotiated on a case-by-case basis.
Finally, plants and animals not endemic to Australia should be declared as well. Unless a plant or animal is considered invasive in Australia, it should be allowed.
