Introduction

Greetings to all nations and leaders of the World. In the search for a more detailed and throrough research about education in the multiverse, the government of Norden has, along with a team of specialists, created an series of questions in order to determine the functionality and structural quality of various educational systems. As such, noting the importance of determining something as important as the formation of new young minds, which will lead the future, the government of Norden invites all nations to answer this questionnaire.

This index is made to reflect the reality of "Modern Technology" nations. If your nation has a different tech level, it will still be ranked, but be aware that the result might not reflect the actual situation of your nation in its own tech level - Thoroughly, this is something the government of Norden is working on, and in the future there might be indexes acceptable for other technological levels.

Index Description

In order to rate education fully, the questionnaire is divided into 6 sections (thoroughly, only 4 contribute to the actual result): Basic Information, Formation & Values, Educational Structure, Educational Freedom, Educational Quality and Additional Information. Each question has its own value and the index is measured in quantities between 0 and 100, with 100 being a fully functional educational system and 0 being a completely destroyed/ missing educational system.

Classifications
Very High
(80-100)

Nations in this category have very highly developed educational systems. Not only do students have quality infrastructure and methods of teaching, as they have freedom to express theirselves and are taught how to be real citizens. These educational systems are the best ones for one to study, and have little to no flaws.

High
(65-79.9)

Nations in this category have highly developed educational systems. Students have quality infrastructure and methods of teaching, along with reasonable amount of freedom and civic education, making these educacional systems good. Thoroughly, there are some noticeable flaws, which may be solved easily through reform.

Moderate
(40-64.9)

Nations in this category have moderately developed educational systems. The infrastructure and acquisition of information is acceptable, and there is some freedom and civic education to students. These systems are not exactly bad, but lack several features, which need some medium-long term reform to solve.

Low
(25-39)

Nations in this category have underdeveloped educational systems. The infrastructure and methods of teaching lack quality, and the freedom of students is considered low. Theses systems are not the best to study in, and need lots of reform to become better.

Very Low
(0-24)

Nations in this category have extremely underdeveloped educational systems, if they even exist. Infrastructure is of extremely low quality, and methods of teaching are lacking information and experience. The freedom of students is almost non-existent, and civic values seem to be outright forgotten. These systems are amognst the worst to study in, and reform is almost impossible.

Are there parts of your nation that do not have access to formal education? All parts have access, though some regions in the disputed Papua/New Guinea territory are autonomous and thus have their own systems.

Can teachers in your nation choose the educational material (such as textbooks) used? The various a academic syndicates will provide a list of textbooks certified to respective syllabuses. This certification is determined by consensus amongst it's members, so if most teachers agree the content is correct and relevant, then it is certified. However, a teacher is free to use any texts in auxillary to the main and certified texts, as one might want to for comparison.

Can teachers in your nation choose their educational methods? Within certain regulations, yes. This is another instance where certain methods will be approved by consensus.

Do teachers in your nation have an labour union (or equivalent)? If so, how much power does it hold? Teachers and other academics belong to their relevant syndicates. Syndicates exist for every profession at the communal level, and consolidate at higher levels (state and federal) into more broadly encompassing syndicates. They fulfil the function of both a union and executive department and are all meritocratic (by consensus). The members of a syndicate will elect their own leaders, staff, and delegates to higher level syndicates, and propose regulation in their area and level, which can be approved or not by the legislature. Syndicates are the executive branch of government and as such are quite powerful. All academic syndicates consolidate at the state level into the State Consolidated Academic Syndicates, and then at the Federal level into the Federal Consolidated Academic Syndicate, who elect a Cabinet Minister of Academic Affairs to sit in the Executive Cabinet under the Prime Minister.

They have a decent amount of power, and can cooperate with the school authorities in many areas of policy.

At secondary level a student can pick their own classes, though Maths and English are mandatory until Year 10, and Health and Civics remain mandatory. At Year 10, a student can also choose to do a part-time apprenticeship instead of optional classes, though they will still have to the two mandatory courses.

Do schools in your country discriminate against certain societal sectors? No. Schools are designed to be cultural/societal melting pots to encourage the development of well adjusted, well informed, and productive adults.

Are teachers in your nation politically impartial? They are entitled to their political opinions; political opinion has no bearing on their employment.

What are the expected years of schooling in your nation? Secondary schooling must be completed. Civil Service is also mandatory. The expected years of schooling is 13, 15 counting civil service, with preschool and tertiary study being optional.

What are the mean years of schooling in your nation? Slightly under 15/17, as most people do undertake both preschool and tertiary study. Those who have less than the 13/15 year 'minimum' are almost entirely those who immigrated here with preexisting and equivalent education from a shorter system.
