Postby Tristan de Cunha » Sat Mar 18, 2023 6:22 pm

Your nation's full name: The Republic of Tristan de Cunha
Your nation's current year: 2023 CE
Your nation's IC population: 4,029 (2022 estimate)
Confirmation - Is your nation MT? Yes
Would you like to receive a TG updating you when your nation has been scored? Yes. That'd be awesome

Section One - Health and Healthcare:
Does your government provide universal healthcare? If not, please give details. Yes. Universal basic healthcare is provided to all residents free of charge. However, care for more serious conditions requires transport to facilities in the UK or South Africa, and can carry significant associated costs. Currently, there are two health clinics, and a total of five physicians on the island (12.4 physicians / 10,000).
What percentage of your nation's government budget is spent on healthcare? 16.7% (approx. NS$ 1.9 million annually, or NS$ 470 per citizen)
What is the average lifespan of citizens of your nation (across all genders)? 69.81 years
Does your country have a current plan to eradicate cigarette smoking? If so, please give details. No, however due to geographic isolation and transport costs, smoking is comparatively rare.
Does your country have a current plan to reduce drug and alcohol abuse? If so, please give details. No, however due to geographic isolation drug use (other than alcohol consumption) is almost unheard of. Alcohol consumption is likewise done at a lower rate than the international average.
Do your citizens have access to mental health care of an internationally adequate standard? Yes with caveats. Mental health care is available for residents, but is not covered under the national health plan. A small (3 staff) counseling and psychiatric service has existed on the island since 2005.
Are your citizens able to partake in experimental treatments for diseases? Legally, yes. However, due to geographic constraints, such opportunities are limited to citizens living abroad.
Does your nation have access to cures or advanced treatments for cancer? No.
What is the rate of HIV/AIDS prevalence in your nation? (%) 0.00%
What percentage of your nation's citizens are unable to access healthcare for any reason? Thanks to the small size of Tristan de Cunha, all residents are easily able to access on-island healthcare. Access to mental health services, or healthcare off-island is very limited and involves at least a 5-day trip by boat from the island.

Section Two - The Economy:
What is the average per-person income before tax in your nation? NS$ 4,386.15
What is the average per-person income after tax in your nation? NS$ 1,540.30
What is your nation's GDP-per capita (last full financial year)? NS$ 4,308.81
What percentage of your nation's citizens are classified as unemployed? 8.4%
What percentage of your nation's citizens are in the workforce? 57.1%
What percentage of your nation's adult citizens are homeowners? 81%
What percentage of your nation's adult citizens are on social welfare? 13
What percentage of your nation's citizens live below the international poverty line? 0.00%
One of your nation's standard unit of currency = how many $USD/NSD? 1 Tristan Dollar (TDC$) : (NS$) 0.305 National Standard Dollars
Does your nation require its citizens to file individual tax returns, or is this handled automatically? Taxes are calculated automatically by the state.

Section Three - Education:
Does your government provide universal education to children? If not, please give details. Universal primary and secondary education is provided to all residents (ages 6-17). Post-secondary education is only available on-island for certain fields (school of agriculture, religious seminary, and various apprenticeship programs), but is free-of-charge for residents. Other tertiary education is only available overseas, and carries the associated costs.
What percentage of your nation's government budget is spent on education? 20.3% (Approx. NS$2.25 million annually)
What is the average expected years of schooling per student in your nation (including university)? 13 years.
Does your country have a current plan to reduce bullying in schools? If so, please give details. No.
Does your country (or state governments) have an standard test that schools use to examine students? No.
Do your country's schools meet an internationally acceptable standard in regards to cleanliness and habitability? Yes.
Are your students able to travel overseas on foreign exchange programmes? Tristan de Cunha operates a joint student exchange program with the United Kingdom and various private donors for students ages 15-17. However, only around 20% of students participate in the program. Exchanges with other countries are not operated by the government, and are almost unheard of.
What percentage of your nation's students leave school before completing the standard expected period of schooling? Approx. 5%
What percentage of your nation's citizens are literate in at least one national language? 99.8%
What percentage of your nation's citizens are unable to access education for any reason? Access to primary and secondary education is universial, however access to post-secondary education is extremely limited unless the student travels overseas.

Section Four - Crime and Punishment:
What percentage of your nation's citizens have been the victims of crime in the past year? 0.1%
Does your nation use the death penalty? If so, what crimes are eligible for use of the sentence? No.
Does your nation maintain a police force which can be trusted to uphold the law? Yes. The Tristan de Cunha Police Force serves to ensure law and order in the country. The 31 members of the Police Force are responsible not only for local law enforcement, but also customs enforcement, harbor patrol, and local search and rescue. The Sheriff and Bailiff are elected by popular vote every six years, and the Police Force is generally well regarded.
Does your nation's judiciary system maintain independence from the government? Yes, with caveats. Judges are appointed for 10 year terms by the President, and approved by the National Council. Once appointed, judges can not be removed except in cases of gross misconduct, and are relatively free of government oversight. However, practically speaking, the size of Tristan de Cunha dictates that judges are never completely removed from local politics.
Does your nation give financial compensation to those wrongly imprisoned? No. However, this has never been an issue due to the size and crime rate of Tristan de Cunha.
Does your nation operate trial by jury (barring exceptions such as complex financial crime)? Trial by jury is available for all crimes carrying a sentence of more than 2 years, however this is rarely used due to the low crime rate and small population.
Are incarcerated individuals given access to educational opportunities? Supplementary education via apprenticeship is available to qualifying prisoners. However, due to the low number of incarcerated people, this is seldom used.
What is your nation's murder rate per 100,000 people? 0. Only one murder was recorded in the history of Tristan de Cunha, in 1924.
What is your nation's rate of incarceration per 100,000 people? 4.96

What percentage of your nation's area is covered by mobile phone service? 56.0%. However, only Gough Island, with a population of just 15 permanent residents, is not included in this area. Over 99.6% of the population has access to 3G cellular service.
Is technological literacy taught in your nation's schools? Yes. Basic typing, word processing, and technological literacy classes are included with primary and secondary education.
What is the average household Internet speed in your nation? (Download Only) 2.7 Mbit/s
Are citizens able to contact the Government via the Internet? Yes.
Are citizens able to perform societal functions such as paying their taxes online? No.
Are next-generation services such as 5G and Gigabit fibre available in your nation? No.

(OPTIONAL) - More information
We would appreciate filling in as much of this information as possible. However, this is not required to receive a complete score, and filling this information out will not change your score in any way.
What is the approximate ethnic makeup of your nation? (in percentages) Tristanian (93.1%), Anglo-American (3.5%), Indian (0.8%), African (0.8%), Portugese (0.7%), Italian (0.6%), Chinese (0.5%)
How many official languages are there in your nation? What are these? 2 National Languages - British English and Tristan English. British English is taught in schools and used in government publications, but Tristan English (an isolated and not always mutually-intelligible dialect with strong Italian and Afrikaans influence) is the lingua de franca. Most Tristanians speak both British and Tristanian English to varying degree.
What is the political position of your nation's ruling Government? Unclear - government is too small and local to properly distinguish between parties. The only split is between the "Liberal" and "Conservative" factions of government - only loosely distinguished from one another based upon their relationship towards the UK-appointed Representative of HM's Government, and towards UK politics. Current President Thomas Glass was once styled as a "Liberal" as Councillor for Education in the 2001-2007 government, but later turned "Conservative" during his 2019 Presidential campaign which drew the support of several Conservative British MPs.
What type of Government does your country have? Conservative Unitary Republic
How many members of your nation's national assembly/legislature are there? 13 National Councillors
(OOC) Which real life nation would you describe yours as being most similar to? Hard to describe. It's a micro-state, and very geographically isolated. Nauru, or other small Pacific states, but shrunk in population and inhabited by Anglo-Americans. You can read my factbook for a bit more context.

END
Are you satisfied with this index? I like it.
Any suggestions or comments on how to improve? Distinguish between area covered by cellular service and % of households covered by cellular service.

NOTE: I have been using European numerals, so the , and . are used opposite to normal in English. Habits die hard, I apologize.

Your nation's full name (including pretitle) The Constitutional Monarchy of Da Cunha
Your nation's current year 2023
Your nation's IC population 131 million
Confirmation - Is your nation MT? Yes, it is.
Would you like to receive a TG updating you when your nation has been scored? Thank you kindly, that'd be much appreciated.

Section One - Health and Healthcare:

What percentage of your nation's government budget is spent on healthcare? 13%
What is the average lifespan of citizens of your nation (across all genders)? 65,13 years
Does your country have a current plan to eradicate cigarette smoking? If so, please give details. Yes, we do. The intention is mainly to ban the import of cigarettes and rely on the fact that we have no domestic production of cigarettes to let them die out naturally.
Does your country have a current plan to reduce drug and alcohol abuse? If so, please give details. To an extent. Treatment centers are available for both, and synthetic drugs are considered anathema to the health of the state. However, the government also recognizes that natural stimulants from traditional plants, as well as alcohol, are in moderation a right of the people to enjoy. Those who find themselves victims of their own abuse of these must be helped to moderate through therapy, counselling and other societal functions.
Do your citizens have access to mental health care of an internationally adequate standard? Yes, they do. This is included in our universal health care. Waiting times for licensed mental health professionals such as therapists and psychologists are a bit longer than we would like them to be, but it is a boon that they are desired, to be sure.

Does your nation have access to cures or advanced treatments for cancer? Yes, we do.
What is the rate of HIV/AIDS prevalence in your nation? (%) Around 0,7%
What percentage of your nation's citizens are unable to access healthcare for any reason? While we would love to say none, we do recognise that some people might find themselves effectively unable to access adequate healthcare due to reasons such as remote place of habitation, fear of criminal investigation or deportation. The number is naturally not well documented, but where citizens are concerned, we expected the number to be well below 0,1%, but above 0.

Anyone exhibiting these tendencies will be attending special classes after normal school hours to teach them worthwhile passtimes to do instead of bullying. Additionally, counselling is available in case the bullying has roots in at-home issues.
Does your country (or state governments) have an standard test that schools use to examine students? No.
Do your country's schools meet an internationally acceptable standard in regards to cleanliness and habitability? Hrm. They are not really made of modern materials, and they probably get a bit drafty. We keep them clean and sanitised, but in terms of buidling quality, probably not.
Are your students able to travel overseas on foreign exchange programmes? Yes, provided they are willing to travel by boat as we do not allow aeroplanes.
