Your nation's full name (including pretitle) Great Bountiful Empire of the United Turtles, Mushrooms, and Men of TurtleShroom

Your nation's current year 2021 AD

Your nation's IC population Approximately 1.55 billion
Conformation - Is your nation MT? Yes.
Would you like to receive a TG updating you when your nation has been scored? Yes.

Section One - Health and Healthcare:
Does your government provide universal healthcare? If not, please give details.
TurtleShroomian healthcare is provided by the private sector, with the exception of mental healthcare, which is in the sole control of the State Hospital Service, which utilized institutionalization and mental asylums to treat (or if not possible, contain) mentally ill patients.

The principle laws governing healthcare are liability for injury and death, civil suits, and a requirement to truthfully label the effects of medicine. While individual Parishes can have their own FDA equivalents, none exist on the imperial level. The government actively purchases and distributes vaccines from the private sector.

The government donates billions of dollars to be distributed amongst Christian churches in the country, who are the primary providers of healthcare in TurtleShroom by far.

What percentage of your nation's government budget is spent on healthcare? 2.5%

What is the average lifespan of citizens of your nation (across all genders)?
  • For humans, the average lifespan is approximately ninety for men and one hundred for women.
  • For turtles, the average lifespan is one hundred thirty males and one hundred fifty (and still young) for females.
  • For mushrooms, the average lifespan is eighty years. There is no sexual dimorphism, or biological sex, for a mushroom.

Does your country have a current plan to eradicate cigarette smoking? If so, please give details. No. Multiple Parishes in TurtleShroom has a plan to introduce tobacco, ending a centuries-old ban in their jurisdictions.

Does your country have a current plan to reduce drug and alcohol abuse? If so, please give details.
Yes. It's called Prohibition, and TurtleShroom has strictly enforced it on hard drugs and booze since 1796 AD.

Do your citizens have access to mental health care of an internationally adequate standard?
TurtleShroom exceeds all international healthcare standards for mental health. The State Hospital Service provides comprehensive mental health services for all creatures in TurtleShroom, at taxpayers' expense.

In addition to an army of psychologists and psychiatrists in both the SHS, schoolhouses, and private healthcare, TurtleShroom sets the international standard for pioneering research in the innovative field of psychosurgery, consistently developing and redefining the effectiveness, accuracy, and precision of psychiatric neurosurgery. TurtleShroom is one of the capitals of Nationstates for brain surgery for this reason.

Robust institutionalization laws and involuntary commitment are used both to rescue the innocent from suicide and contain imminent threats to the population, all with the goal of curing or treating them. This aggressive use of preemptive treatment is one reason, coupled with near universal ownership of guns and/or tasers, that there are no real instances of mass shootings in TurtleShroom.

TurtleShroom's mental asylums are not now, nor have they ever been, places of punishment. That is what prison is for.

Are your citizens able to partake in experimental treatments for diseases?
Yes, without exception and for any reason. All they have to do is sign a waiver and get their contracts in order.

Does your nation have access to cures or advanced treatments for cancer?
The abundance of uranium and its closer proximity to the surface has historically led to a large amount of mutations and stillbirths in TurtleShroomian turtles and humans, as well as cancer. Over many centuries, this has developed a resistance to cancer in the population of TurtleShroom.

However, newcomers and immigrants in TurtleShroom, who do not have this natural resitance, still have to take iodine tablets and anti-radiation measures to prevent stillbirths and fetal defects.
Thankfully, technology has allowed filtering of both water and other substances in contact with naturally radioactive materials, minimalizing the increased risk of cancer that plagued the country before radioactivity was understood.

As cancer was and remains a significant problem in TurtleShroom, oncology has always been an important field of medicine. Cancer treatment and research is a subject found abundantly in TurtleShroom, with much of it (especially for children) provided at no cost.

What is the rate of VODAIS and HIV/AIDS prevalence in your nation? (%)
Doctor-Professor Solomon Armstrong, presiding Master Doctor of the TS SHS wrote:"If richer nations spent the money they blew on VODAIS and AIDS on real healthcare, they'd have cured cancer by now."

Both VODAIS and AIDS are not controversial in TurtleShroom. They are considered a Honorary Darwin Award and are ridiculed in both school playgrounds ("VODAIS/AIDS Tag" is a common game) and in the medical field ("well you shouldn't have gone to town, boy").

Almost all people discover that they have VODAIS AIDS when they undergo their post-conviction health check before being jailed for buggery, fornication, or all three. The population with AIDS and VODAIS are segregated from the rest of the population (see the canonical NS Issue), living in reserved areas akin to leper colonies. They are identified in public by dressing in red: crimson for AIDS and maroon for VODAIS.

Due to the obvious privacy implications and for the safety of both those released from prison and those who contract it by exposed wounds, the government does not publish medical records of how many people suffering these two STD's exist.

In TS, AIDS is called the "gay man's disease", as in-utero transmission of HIV/AIDS is almost entirely unheard of in the country. VODAIS is called the "fornicator's disease", and it cannot transmit in utero. Blood tests for AIDS and VODAIS are considered routine and are normally performed at every unmarried human's physical beginning and after the age of twenty-one.

TurtleShroom does not pursue AIDS research or mitigation procedures, as it deems it to be a waste- cancer and Alzheimer's being more important -and an attempt to bail out irresponsible people for their

What percentage of your nation's citizens are unable to access healthcare for any reason?
Thanks to the subsidization of the Church for the purpose of welfare, there is no real way a TurtleShroomer can find himself without any access to healthcare whatsoever. This is compounded by the general absence of excess regulation and bureaucracy, a privately-funded goal of innovation, and the propensity towards charity of TurtleShroom.

The number, functionally, is zero. Only remoteness, that is, the physical location of a TurtleShroomer, could possibly bar them from accessing a clinic.

While private entities are allowed to discriminate as they see fit, life-critical organizations like health cannot legally reject any creature coming in for medical help, which goes so far to include even illegal aliens.

Section Two - The Economy:
Please use NSD. $1NSD = $1USD
The definition of a NSD/USD dollar works like this: due to extremely low prices, a lack of inflation, and an abundance of resources, one hundred USD/NSD units in TurtleShroom has a purchasing power of approximately one thousand RL USD/NSD dollars. The Skillet, which is the national currency, is pegged to the dollar at a one-to-four ratio.

The purchasing power of a single NSD/USD is ninety percent higher in TurtleShroom than it is in RL. For this reason, consider everything here adjusted for inflation.

What is the average per-person income before tax in your nation?
Due to the wealth disparity between the rich and the poor, an average is not an accurate estimate.
This is why. Accounting for the rich and poor, the average income is TS+357,791 Skillets, or $1,431,164 USD/NSD.

The average income for a TurtleShroomer who is not wealthy is approximately $2200 NSD/USD.

What is the average per-person income after tax in your nation?
The imperial TurtleShroomian Constitution forbids an income tax exceeding ten percent at any time, and that tax rate is always, and must be, a flat rate. Depending on the amount of revenue and expenses the government receives, the income tax rate adjusts each fiscal year. The current tax rate is ten percent. Individual Parishes and administrative districts may tax that further.

On the imperial level, after tax, the average TurtleShroomer makes $1980 NSD/USD per year.

What is your nation's GDP-per capita (last full financial year)? 2,801.9355
What percentage of your nation's citizens are classified as unemployed? TurtleShroom currently has Full Employment.
What percentage of your nation's citizens are in the workforce? All TurtleShroomers who seek a job have found one, as TurtleShroom currently has Full Employment.

What percentage of your nation's adult citizens are homeowners? Approximately forty-nine percent of TurtleShroomer heads of household own the land of their primary residence.

What percentage of your nation's adult citizens are on social welfare?
With one exception, the government does not track this number, as welfare is issued to the Church. The government maintains a system called the Great Pension, which functions identically to the RL Social Security. However, unlike Social Security, the Great Pension's namesake pension is optional. The Great Pension also directly subsidizes orphans, widows with no family, and the poor, both in conjunction with and independently of the Church. Approximately a quarter of all TurtleShroomers have opted into the Great Pension's social safety net.

What percentage of your nation's citizens live below the international poverty line?
The average TurtleShroomian turtle or human family needs to make nine hundred NSD/USD dollars per month in order to acquire the most basic neccesities to survive, unless they are subsistence farmers or otherwise have access to food. That is about thirty dollars per day. The International Poverty Line, which defines Extreme Poverty, is one dollar ninety cents per day.

By this metric, eight percent of TurtleShroomers are below the International Poverty Line, and rapidly declining. This is the population of true subsistence farmers left in TurtleShroom. Outside this demographic, no TurtleShroomer that is not homeless is below this line.

Sixteen percent of TurtleShroomers are subsistence farmers. Eight percent of these are not free, as they are prison laborers.

One of your nation's standard unit of currency = how many $USD/NSD? One Skillet equals $0.25 USD/NSD. The purchasing power of one NSD/USD dollar is ninety percent stronger in TurtleShroom than RL.

Does your nation require its citizens to file individual tax returns, or is this handled automatically?

Section Three - Education:
Does your government provide universal education to children? If not, please give details.
TurtleShroomian law compels all TurtleShroomers to attend a K-12 education. The educational system is entirely funded by the taxpayer. No child or family can be charged for their K-12 education.

The imperial government does not regulate schooling. All schoolhouses are charter schools, independent of the Crown and privately or parochially controlled. Some Parishes, many cities, and other local regions elect provide their own public schools, but these must compete with the ubitiquous charters and don't receive confederal support. Each year, every TurtleShroomer head of household that has children is given a CAJUN Voucher, which they can redeem at any schoolhouse or other institution of learning in the country.

TurtleShroom also subsidizes college tuition for majors it deems desirable, such as STEM, medicine, nuclear physics, agricultural science, and Christian seminary. Each university offering these courses receive tuition fees from the government.

Courses not subisdized are extremely expensive. Only the richest TurtleShroomers could go to school, say, for a PHD in Journalism, any sort of arts degree, or a four year Dance Major, assuming the college doesn't laugh them out the door when they ask. Only seminaries and other religious colleges have art, music, and philosophy (etc.) majors.

What percentage of your nation's government budget is spent on education? As of writing, thirteen percent.

What is the average expected years of schooling per student in your nation (including university)? Thirteen: kindergarten through the twelfth grade.

Does your country have a current plan to reduce bullying in schools? If so, please give details.
In recent years, TurtleShroom's school systems have agreed that more needs to be done against bullying. They decided to implement a new program inspired by the Asian population of the country.

It's called the rattan cane, fresh from the Orient, and it is rapidly replacing the Western paddle.

All corporal punishment in TurtleShroomian schools is issued by the administrative staff (principals, vice principals, headmasters, etc.), in private, before two witnesses. Ordinary teachers cannot administer corporal punishment on children.
Being sent to the principal or headmaster's office is treated as a "Perp Walk" by the "condemned's" classmates, who will jeer and chant.

Almost every elementary, middle, and high school in TurtleShroom administers corporal punishment on uppity children. Most parents will not send their child to one that refuses to do it. The last college to abolish corporal punishment on its students was Jonesboro State Agricultural College in 2019 AD.

Does your country (or state governments) have an standard test that schools use to examine students?
No. However, all TurtleShroomers must meet a basic standard of education, in which:
  • They are fully literate in the English language.
  • They are able to perform addition, subtraction, multiplication, use exponents, and long-division.
  • They can calculate decimals, measure time, measure distances and other units, process fractions, administer a budget, count money, and master the TS Imperial System of measurements. They must also understand the most basic aspect of the Metric System, but not much detail is provided.
  • They must understand TurtleShroomian history and its most important moments from 1600 AD to the present.
  • They must understand the pre-Missionary era of TurtleShroom (predating 1600 AD), including the defeat of the Mongolian occupiers in the 1550's AD, the Mongoloid Yoke from 1200-155X AD, and other origin dates.
  • They must be able to understand and explain the organs and functions of the TurtleShroomian imperial government, the government of their administrative district, and the Constitution of TurtleShroom.
  • They must be able to identify TurtleShroom's system of peerage, what colored sashes represent, and how the nobility in TS functions.
  • They should be able to know how to contact their district's Senator, the Crown office, and other politicians over them.
  • They should be able to know how to vote, run for office, found a political party or faction, Recall a politician, and exercise their civic duties and privileges.
  • They should know their rights as a TurtleShroomer
  • They should be able to comprehend, explain, and then disprove Marxism as an economic, social, and political theory. They should also be able to explain and refute the teachings of Karl Marx and Engels, Vladimir Lenin, Leon Trotsky, Mao Zhedong (recently added), and especially the Liberation Theologists, plus the home-grown Jacobins and Marxist Society of Friends (Quakers).
  • They must understand and demonstrate competency in describing the human body, the turtle body, and the mushroom organism, and (where applicable) the organs and functions of the same. They must understand and demonstrate competency in the cellular structure of the body, what cells are, what they do, and so on.
  • They must understand the concepts of the round NS Hyper-Earth, both the religious and secular arguments made in favor of heliocentrism, and should be able to explain basic concepts of astronomy, what stars are, and so on.
  • They must have a basic understanding of practical physics, such as gravity, the Laws of Thermodynamics, Newton's Laws, General Relativity, electricity, magnets, and so on.
  • They must know the three states of matter (TS considers plasma to be a subset of gas), the nine (Pluto is grandfathered) planets of the NS Hyper-Earth solar system, and the basic makeup of nearby solar systems proven to host extraterrestrial life.
  • They must understand the Scientific Method, deductive reasoning, the experimentation process, and measuring.
  • They should know how to file Recall Petititions, vote, and exercise their civic duties.
  • By treaty, they must be taught of TurtleShroom's loss in the Dark Harvest invasion and be shown, in detail, what will happen to their country if they try the shenanigans that got them to be invaded again.

What is the political position of your nation's ruling Government?
The ideology of the government depends on the region or Parish. On the confederal/imperial level, TurtleShroom is far-right, paleo-reactionary, fairly economically libertarian, socially authoritarian, and can be placed squarely on the first quadrant of the Political compass.
A robust leftist minority exists in many Parishes, freely organizes throughout the country. and they outright govern provinces such as Kingfish. All leftists in TurtleShroom are mixed economic capitalists and classical progressives. Marxism and organized labor (unions) are illegal in TurtleShroom.

What type of Government does your country have? TurtleShroom is an illiberal, guided, plutocratic, theodemocratic confederation under a constitutional monarchy, in which the Crown holds actual political power.

How many members of your nation's national assembly/legislature are there? If you combine the Grand Boyar Council with the Congression Duma, well over ten thousand.

(OOC) Which real life nation would you describe yours as being most similar to?
TurtleShroom has the socio-political stratification and structure of Imperial and post-Soviet/Yelstin/Putin Russia. TS, however, has successfully conducted free and fair elections for centuries.

TurtleShroom has the cultural stratification and structure of the Antebellum South. However, racism between human races simply does not exist because of its non-human presence, and slavery has been illegal since the country's founding.
