Almost all people discover that they have VODAIS AIDS when they undergo their post-conviction health check before being jailed for buggery, fornication, or all three. The population with AIDS and VODAIS are segregated from the rest of the population (see the canonical NS Issue), living in reserved areas akin to leper colonies. The imperial government does not regulate schooling. All schoolhouses are charter schools, independent of the Crown and privately or parochially controlled. Some Parishes, many cities, and other local regions elect provide their own public schools, but these must compete with the ubitiquous charters and don't receive confederal support. Each year, every TurtleShroomer head of household that has children is given a CAJUN Voucher, which they can redeem at any schoolhouse or other institution of learning in the country.
