Through the power entrusted by the Assembly of Mars, Commissary-General, and President of the Commonwealth of Mars, the Commonwealth of Mars Commissariat of Foreign Affairs has authorized the establishment of foreign diplomatic missions within the Commonwealth. As our nascent republic continues to grow distant from our motherland on Earth, we must begin to establish bilateral diplomatic, cultural, and economic links with the international world. Our goal is to improve our own and other nation's livelihoods through international cooperation and a shared vision of the future. We hope you consider establishing an embassy within our nation, and that you allow us in-turn to establish a bilateral diplomatic mission within your nation. National Information

The Commonwealth of Mars is a self-governing, fully autonomous republic under the protection of the Federation of Carena that is roughly 24 million square kilometers running from both poles, or around 1/6th of the total Martian surface, and is home to 581 million people scattered across 39 massive underground complexes known as settlements. The largest of which, New Arlington, houses 121 million residents and is one of the financial, cultural, industrial, and scientific capitals of the Solar System. The capital of the Commonwealth is the settlement of Viaticum, which has 13 million people.

Viaticum was the first permanent civilian settlement established on the entire planet, being founded on July 3rd, 2061. Viaticum, along with most other settlements, were initially directly administered by an office in Libertatem, capital of the Federation of Carena, located in the former U.S. state of Colorado. However, as the Martian colonies grew self-sufficient, this arrangement proved problematic for both parties due to time delay and other distance related issues as well as a greater demand for autonomy & self rule by Martian colonists. To alleviate this, Libertatem created the Commonwealth of Mars in 2130, giving the Martian colonists much more freedom to govern themselves.

The Commonwealth's government can be described as a federal semi-presidential republic with a free market economy. The Commonwealth's government is divided into 3 branches of government: the Legislative, Executive, and Judicial branches. The legislative branch is made up of a 527-member unicameral legislature known as the Assembly of Mars led by the Commissary-General, currently María Luisa, who is selected by the Assembly in a majority vote and is roughly equivalent to a Prime Minister in other semi-presidential systems. The executive branch is headed by the President, currently Andre Johnson, and encompasses the various Commissariats who help shape policy. The judicial branch contains the Supreme Court of the Commonwealth who are led by the Chief Justice, currently Judge Jusi Man Urbina.

Today, the Commonwealth continues to grow as a major influential nation in the Solar System, renowned for it's fascination with sciencetific discovery. Many technological advancements that have been made in the Commonwealth, most notably subatomic wormhole generators enabling faster-than-light communication, hyper-realistic simulated universes, and transportable artificial magnetospheres to protect against solar radiation which enables long distance voyages through the Solar System, among many others.

Embassy Information

RULES AND REGULATIONS

• Each embassy may have a maximum of 55 technical and service staff, 35 administrative/diplomatic staff, and 21 security staff. Non-sapient Artificial Intelligence units count toward the security staff limit if used as security detail, but do not count toward other totals if performing non-security related tasks.
• No terrestrial vehicles may be brought into the Commonwealth without authorized approval. Ambassadors and other embassy staff will be granted International Transport Passes, giving free access to the Commonwealth's Metro and Hyperloop systems. Embassies and consultants in New Arlington will be provided with self driving 2297 Mercedes-Benz SE class hovercars.
• Security detail are only permitted to have semi-automatic handguns and non-lethal weapons such as tasers or batons.
• Any highly advanced weapons technology or weapons technology so incomprehensible that it's indistinguishable from magic may not be used unless it is non-lethal or able to be localized to a single target without any possibility of collateral damage.
• In the event that an individual convicted of a felony or pursuant to a warrant attempts to seek asylum within an embassy, failure to extradite the criminal may result in a suspension of the embassy.
• All individuals who enter the Commonwealth must be free of any pathogen that could be spread and cause mild to severe symptoms to humans.
• Any plants, animals, and drugs entering the Commonwealth must be declared prior.

Upscale commercial zone in Viaticum's Liverance district

Viaticum is the capital of the Commonwealth and is home to 13 million people. Being the capital city, Viaticum is the traditional location for diplomatic missions within the Commonwealth. It is also considered to be one of the safest and cleanest cities on Mars, and embassies here will have immediate in-person access to the Commissary of Foreign Affairs and other government offices.

New Arlington's vibrant skyline

New Arlington is a massive megacity home to 121 million residents, making it the largest city not located on Earth. Built within sealed off hollow cave tubes in the Hellas Platanias, New Arlington is one of the few open-air settlements in the Commonwealth, allowing for it to grow much larger than most other cities. Because of the extra space, nations choosing to build their embassy here may submit special building design requests rather than having a prebuilt empty rooms like in Viaticum, New Phoenix, and Hesberia. New Arlington is the industrial, financial, and cultural capital of the Commonwealth. A number of multiplanetary corporations such as Farrell Industries, Berkshire Hathaway, and Elitelligence have their headquarters located here, as well as being the processing location of the Martian Stock Exchange, making the location ideal for nations with economic ambitions seeking to entice Commonwealth investors.

New Phoenix's famous canals located in the Kinegaurd district

New Phoenix is the 8th largest city in the Commonwealth, housing 15 million people. Well known for it's beautiful, carefully planned architecture and luxurious living conditions, New Phoenix is considered by many to be among one of the best places to live in the Solar System. Whether it's relaxing at a partially simulated tropical beach indistinguishable from the sandy shores of Fiji, a romantic gondola ride through the Kinegaurd canals, or walking through the largest zoo and botanical garden in the Solar System, New Phoenix has any luxury amenity one might desire.

Though Azul is relatively small for a settlement with 6 million people, it's considered to be the scientific capital of the Commonwealth, with some of the most prestigious universities in the Solar System such as the University of Azul, Martian Technology Institute, and Holman University being located within the settlement, as well as many private and military research facilities, making the location ideal for nations with scientific pursuits and joint-research with the Commonwealth in mind.
