Our government has had security on our border for years.
All people wishing to enter our land are free to do so, providing they have a clean "green" card, either provided by their goverment, which has to be allowed to do so by ours, or by border posts. Exceptions are only due to disaster of country in question, as well as oppressed beings, though protocol does demand contact with former nation and verification of oppression.
We are not too keen of tourism to just happen, as it has been voted to being a corrupting factor, though not illegal to travel and just "look at things" we are not actively supporting such extravagant occupations as a people.
So we cannot allow free travel to take place as it will make circumvening these laws possible.
Should any nation wish to engage in trade this is possible in the borderpostings, where all foreign transaction takes place, unloaded and from there shipped forth into the nation, we found this a highly efficient method to contain human-, drug-, and general smuggling. And creating job opportunities for our people.
