Conception
IPPETASP was conceived by the independent advisor to President Matteo di Conza on Quay rights, Cyrica di Vaio, on 4th May 2010. IPPETASP recognises an International trend of maltreatment and second-class citizenship for non-human intelligent species, and the Pact will be a group of Nations which swear to abide by a code of equality as agreed by IPPETASP members.

Expectations
Member nations of IPPETASP:
- Must recognise each non-human sentient species on the IPPETASP dossier (hereby NHSS) as equal in rights to humans.
- Must recognise cross-species offspring of NHSS and humans as NHSS, where such ancestry is proven beyond reasonable doubt.
- Must not engage in any practices of slavery (or forced servitude) of NHSS, or of humans.
- Must agree to treat NHSS as though they were human, for the purpose of travel between IPPETASP nations.
- Will not engage in political union (military or legislative) with nations on our blacklist. This does not affect trade agreements, charitable agreements or travel arrangements.

Goals
IPPETASP aims to unite nations and expand laws of those nations in order to give our NHSS a variety of travel destinations, and to give the world a list of all NHSS. IPPETASP also plans to 'blacklist' those nations which are known to maltreat NHSS, or to engage in practices of slavery.

How does one define NHSS?
NHSS must be tested to prove that they are capable of similar achievements to the human race. This would include the ability to learn communicable languages, the ability to do basic mathematics, the ability to write and the ability to do basic logic. This is to prevent non-intelligent species from being given legislative rights to vote, to consent to sex and other devices which would be harmful to themselves or to the nation.

What does this even mean? Your wording is incredibly unclear. Are you saying that all parties must send a representative for this travel? Or that we should permit any member to travel within our borders, gratis? And is this once, or frequently? Some of us derive much of our economy from tourism. This would be damaging.

No. You have not defined this 'political union', and in any case you restrict your members unduly. It is up to individual national conscience to refuse these things, not you. IPPETASP does not deal with the affairs of semi-sentients and does not restrict how any nation should treat those species. Those species which can demonstrate the ability to become educated and make decisions are the species with which IPPETASP is concerned.

Firstly and foremostly, IPPETASP stands for the freedom of ability to work, travel and vote as human equals, we do not believe it to be relevant to the crystalline species in nature as they are unlikely to work, travel or vote. We also do not believe it to be ethical to impose laws which would allow semi-sentients to vote or work, as they may not be able to become educated or make correct decisions.

Regarding our crystalline friends; you'd be surprised. They do require mechanical assistance to travel, but in any fair society they can vote. We never said they couldn't communicate.

In any case, while we're troubled to have needed to ask for clarification, we do applaud your efforts to stand for a higher class of treatment than many locations.

We do permit almost* all sentient beings here, and grant them equal rights to any other visitor or citizen, according to their status. They are free to travel, do as they wish within our laws and to maintain their personal integrity.

* Unfortunately, some species are too dangerous to allow upon the planet, for a variety of reasons. Otherwise intelligent beings might pose a severe danger if they retain violent instincts or cultural habits they cannot or will not set aside. Dear sir/madam/other,

Queen Liasa of Zeltros, having had a brief insight into your nation during our war of independence, if I recall correctly, and I must say that the event burnt quite a pleasant imagine onto my retinas, you dispatched an elite stripping special operative called Mary who distracted the entire opposition, I have to express bemusement at any concerns you may have at admitting hostile species into this endeavour. This should not be balanced in terms of humans, but rather sentience. If a being is hostile to other species then it must be excluded. In the case of the Kashyrii they claim to be able to co-exist with humans. Therefore, this should pose no more concern than admitting humans which demonstrate on multiple occasions to mistreat other races. Why, just last night, I had to scold a little girl living in the second floor flat for not feeding her goldfish.

Besides, surely the party atmosphere of Zeltros will overwhelm any who dare to attack? I would be surprised if an army got past border control, I imagine that it consists of highly trained limber and flexible all female fighting units.
