New Carthagea Q&A Thread [IC & OOC]

The Government of New Carthagea, recognising the importance of spreading information and awareness of New Carthagea and its culture, people, economy and system of governance, has decided to establish an inquiries office, for representatives of foreign countries to inquire the Foreign Ministry about various aspects of the country, and the user behind it.

The Government has stated that any question may be asked, as long as it abides with the rules and regulation set by NationStates, and follow basic civility and decorum during the conversations. Links for any further information about the major facts about the country may be found in the nation's signature. A simple and brief overview may be found below.

You may ask questions to the Inquiries Office; The King and Queen, or me the user directly. The old thread was dead and lost, so I'm starting afresh!

New Carthagea comprises of 7 provinces and 1 territory: Gauthalonia, Rhonesia, Peliera, Liguria, Corsica, Sardinia, Balearica and the territory Phoenicia. The Constitutional Monarchy of New Carthagea adopted a system of federalism and devolution in the year 1899, as soon as the constitutional monarchy was established, in order to make administration easier, and to take a down-to-up approach in democracy. The country was divided into 7 provinces, which were the largest sub-national units, which were controlled by a provincial government which worked in a way similar to the Central Government, only at the provincial level. The City of Phoenicia, which was the capital of the country, is a territory, and is directly governed by the Central Government to avoid regional influences on the Central Government.

I don't believe we have had the opportunity to speak much since what has happened in the past. However, I am not one to hold bitterness for very long, It is just that my view on handling war should be left to those that declare it, without the needless loss of innocent lives. But I am fully aware that not everyone is capable of such things. Nevertheless, I am happy to see things are finally at peace.

Anyway, I have noticed that you have made no mention of your environmental views and would like to touch on that subject. What are your views on the environment in general, and if positive, what sort of protections or regulations do you have set to help it? Do you protect the rights of animals, and if so, how far do you go with it?

"Greetings, Sera. I am glad things have become better between us both. Answering your question, we New Carthaginians do take the environment seriously. Until the 1980s, our bustling automobile industry and factories had led us to mostly ignoring the harmful effect of industrialisation on nature. Since then, however, we have realised the importance of it.

Under my regime, we have been able to ban usage of all single-use plastic in the country in 2018, and we've also set up more national parks in Corsica and Sardinia. We've been working with the food industry to eliminate more cruel practices while killing animals for food. Outside of the country, we have been working in cooperation with the governments of Kenya, Tanzania and the United Kingdom to protect the wonderful wildlife of the Serengeti."

Hello travellers! You're very much welcome to New Carthagea!
I see you're in search for some fine wine. Then, I would suggest you visit the rural areas of the region of Gauthalonia to find some fine white wine, which goes well with some nice omelettes by the side. You can find some fine rosé in Rhonesia, which is absolutely wonderful with some nice fried quail, a local delicacy. These regions are rather crowded and touristy, though. If you want to go on an off the beaten path, I suggest you go to northern Peliera. There, you will find the finest beer in all of southern Europe hardly known to the outside world, which you will definitely enjoy with the lively pubs and night life. Hope you have a great time here, folks!

Mah' wife probably gonna kill me with a frying pan when I come back, ha, ha! Just kiddin', when time's up, I am gonna ride with my warband to other countries and enjoy them to their fullest! I mean, we have deserved a joyride around the world, after we have shown those terrorist bastards, what it's like to screw with us! Guess, they gonna stay the hell away from New Carthagea, or else we gonna come again! I still remember, how mah' Red Menace SMG roared away all it's mag and then the room became full of terrorist corpses riddled with bullets! Or how, we have defended a convoy... Islamists charged from... everywhere, and we shot em'!

I don't know, if me and my boys can actually teach your soldiers our style, they are too orderly and disciplined for becoming one with war chaos and instinctive fighting. They are different. So, it's not likely, that we would be able to embrace discipline and order either. I still remember, how when your men saw us, drunk and weed high dudes and dudettes, looking like metalheads and hippies, their look was... priceless. Guess, if one of your soldiers was half as chaotic as we are, he'd get chewed out by a drill sergeant and then would have to call himself a cleaner for a long time.

But those differences are trivial, for we have foguht together and sealed our camaraderie with terrorsit blood!

I hope your people won't mind us enjoyin' ourselves, we can sometimes get rowdy and loud... ya' know, fight hard, play hard! By the way, thanks for telling my wife some good news!"-Man-at-arms.

Ah, most New Carthaginians do respect your people for helping us in our war against extremism and terror, but your ways, are, uh, indeed considered "strange". Many people find the lack of orderliness, conduct and discipline in your armed forces to be quite strange, and honestly, rather terrible. They also think roaming about the world after victory, leaving their families at home alone, is certainly not a good way to rejoice. They're fine with the guys visiting and staying in the country, but feel bad for family members and loved ones such as your wife, waiting dearly for you at home.

"My powers are certainly put under check by the constitution signed in 1899 by my great-great-great grandmother Queen Elissa II. I certainly do have more powers than other European monarchs such as those of the UK or Spain, and me and my predecessors have actively used those powers of royal prerogative when democratic systems of our nation failed to deliver their promises to the people at the right time. I as the King do have the right to pass my own laws, or overrule any of the Parliament's decisions, but if the Parliament thinks it is really unjust, they may make my decision null and void with a two-thirds majority vote."

Greetings. As the newly elected President of the Confederacy, one of the decisions of top priority has been joining the GRAIL alliance. I believe it will bring us safety under the protection of the combined armies of several strong nations, but the opposition parties don't see my reason. They see it as losing our sovereignty. As your great nation has been its member, and been through a war with GRAIL on your side, I wanted to ask you, what's your opinion on it? Is there a loss of sovereignty? If there is, is it a fair price to pay for the security you get from it?

Also, we request for permission to establish an Embassy in your country and allow your nation to do the same. If accepted, we would send George deCosta as the Ambassador and request to be informed about the name of the Carthaginian Ambassador.
