Officially, the Pan-Asiatic Federal News Agency and Official State-Media (PAFNA-OSM), the PAFNA-OSM is the primary Pan-Asiatic government administration tasked with broadcasting and compiling domestic news from outlets across all of the states of the People's Federation in order to serve an international audience, and aid the Fourth Estate by presenting raw, unfiltered news. Both public and government media compel the agency to release their articles no matter the harshness of critique or outspokenness. SDPC Optimizes Int'l Trade Structure and Social Mobility

SUPREME CHAMBER OF PEOPLES' DEPUTIES, Neo-Manila, Pan-Asiatic States—The People's Federation of Pan-Asiatic States will promote high-quality development of trade and strive to optimize its trade structure, according to a statement released after the 10th public address of the State Development and Planning Commission (SDPC) this year for deepening overall reform on Wednesday. The Sixth Administration has given full support for the measures advised.

The statement called for promoting coordinated development between import and export, trade in goods and services, trade and two-way investment as well as trade and industries. The Secretary-General, the Supreme Commissary, and the State Soviet all signed-on to the statement although only the Supreme Commissary, Ren Cao, was physically present to observe the meeting in which it was signed.

Federal Commissary (Mr.) Ryang Dong-Wook, head of the central committee for deepening overall reform, presided over the meeting, saying that efforts should be made to strengthen the synergy, coordination and efficiency in advancing reform, and make institutions in all areas more mature.

A number of reform documents were reviewed and approved at the meeting, including a guideline on promoting high-quality development of trade, a guideline on supporting the reform and development of private enterprises, a guideline on enhancing social mobility of the labor force and talents, and a guideline on deepening the integration of advanced manufacturing and modern service industries.

To promote high-quality development of trade, the statement underscored the important role of the Belt and Road Initiative, which aims to build trade and infrastructure networks connecting Asia with Europe and Africa along and beyond the ancient Silk Road routes.

Moreover, it stressed that an orderly flow of the labor force and talents can greatly support sustainable and healthy development of the economy, calling for efforts to get rid of institutional defects that hinder social mobility.

Congressman Wan prefaced the discussions of the Federal Congress with suggestions for the government of the Pan-Asiatic States as a whole. The speech was delivered in the physical presence of Supreme Commissary Ren Cao, who agreed to observe the address. This speech has been put into the public record at the request of Congressman Wan and his Congressional bloc.




Good afternoon.

This morning, I would like to address a matter far more urgent than the planned Economic Recovery Bill; a matter that has been put on hold because of it, if anything. The matter of recent events regarding an influx of economy-related protests, both domestic and international, is something I believe this body needs to address. I, for one, can no longer stand idly by while our students take to the streets and members of the international community burn our flags.

Thus, I would simply like to state some reflections of mine for the general purposes of initiating discourse with other lawmakers and governmental bodies of the People's Federation of Pan-Asiatic States on the matter. It is my hope that in due time, these reflections will be transformed into action by the people's constituents.

It would be difficult for us to address the nature of this matter had we not had the support of so many senior comrades. Some comrades don't understand this point. They think it is simply a matter of how to treat the masses. Actually, what we face today is not just some ordinary people who were misguided, but also a rebellious clique and a large quantity of the dregs of society. The key point is that they want to overthrow our state and the party. Failing to understand this means failing to understand the nature of the matter. I believe that after serious work we can win back the support of the great majority of comrades within our Party, despite all that has transpired.

The Union of Albandrite Socialist Republics, in this article last month [Congressman holds up July 28 issue of the People's Tribune], criticized our People's Federation as "socially imperialist". And they are not alone in these criticisms, over the month of August we have seen the cancellations of several key trade deals with both Europe and South America; some even of our own ideological ilk. We have received multiple chastises by some member-states of the International Socialist Congress (ISC) on the actions of both federal anti-terrorism task forces and domestic law enforcement agencies in Xinjiang, Indonesia, and Indochina.

The outbreak of this dissidence is worth thinking about. It prompts us to calmly think about the past and consider the future. Perhaps this bad thing will enable us to go ahead with reform and the open-door policy at a more steady, better, even a faster pace. Also it will enable us to more speedily correct or mistakes and better develop our strong points. I cannot elaborate on this today. I just want to raise the subject here.

The first question therefore that I would like to raise is: are the line, goals and policies laid down by this Federal Congress of Soviets, including our economic development strategy, correct? The second, is it the case that because this riot took place there is some question about the correctness of the line, goals and policies we laid down? The third, are our goals ''leftist?'' Should we continue to use them for our struggle in the future? These significant questions should be given clear and definite answers.

We have already accomplished our first goal of doubling the gross national product in spite of a global pandemic. We plan to use 12 years to attain our second goal of doubling the G.N.P. In the 50 years after that, we hope to reach beyond the level of a moderately-developed country. A two-percent annual growth rate is sufficient. This is our strategic goal. We have raised 800 million people out of the poverty line in only a little under twenty years.

The Pan-Asiatic States is capable of realizing this goal. It cannot be said that our strategic goal is wrong because of the occurrence of this event. We have to firmly implement the series of policies formulated and learn from our critics. We must conscientiously sum up our experiences, persevere in what is right, correct what is wrong, and do a bit more where we lag behind. In short, we should sum up the experiences of the present and look forward to the future.

We must not give in to the words of foreigners who do not know our social and economic position, nor should we worship the youth too much for despite all their languor they are still naive. Yet we must rectify the problems they raise and examine our party line accordingly in order to build a strong and popular foundation for our nation. Let us all remember this moving forward with our discussions as a body, and indeed, as the primary voice of the people of the Pan-Asiatic States.

EC Discusses Water Resources Amidst Pandemic

SUPREME CHAMBER OF PEOPLES' DEPUTIES, Neo-Manila, Pan-Asiatic States—The Executive Council (EC) of the People's Federation of Pan-Asiatic States met this morning to discuss the agenda set by the Secretary-General earlier this week, Water Quality and Scarcity Amidst and After the Global Pandemic.

In a communique published earlier this week, today's meeting was called following signals sent from several key offices, with credible academic citations, reporting that the Pan-Asiatic government has been unable to keep the pace with the rapidly expanding population demand, and that the burgeoning water withdrawal rate, exacerbated by the global pandemic and the breakdown of core water resource infrastructure has increased at almost twice the rate of the Federal population since the outbreak of coronavirus in the Pan-Asiatic States.

According to several reports, this was owed to the poor quality of potable water from local sources due to improper waste management, lack of potable water sources altogether, and/or lack of proper transportation infrastructure to properly distribute potable water, especially in rural areas of the Pan-Asiatic States.

A recent study published by the University of Peking publicized that anywhere between 30,000 to 75,000 citizens have been exposed to contaminated water over the past 4 months alone - including 8,000 to 21,000 children. At least over 1,000 cases of people dying of preventable water-related diseases such as dysentery and diarrhea have been reported since February.

The study further implied that this poses a serious threat to a variety of economic sectors, most importantly, agriculture. A 50 percent surge in food demand as a result of irrigation failure is expected to occur throughout the Pan-Asiatic States by 2050 if the consequences of poor water infrastructure remains unmitigated.

The closed-door discussion this afternoon involved all 9 State-Presidents, the Sixth Administration, members of the Federal Congress of Soviets (CoS) Standing Committee, observers from the State Development and Planning Commission (SDPC), Ministress Citra Harjanti Muljana of the Ministry of Agriculture (MiniAg), and Ministress Moul Nearidei of the Ministry of the Environment and Natural Resources (MENR).

Acting as the spokesperson for the convention, Secretary-General Abramovich outlined the threefold approach the Pan-Asiatic States would undertake in the weeks to come, based on the discussions that had transpired:

  • The proposal for a Ministry of Water Resources, drafted on the 17th of September last year, will be re-introduced by the Standing Committee unanimously. Should it pass, it will become the executive department of the Pan-Asiatic government responsible for preparing, integrating, manipulating, organizing, coordinating, supervising and controlling all plans, programs, projects and activities of the government relative to clean water resource exploration, development, utilization, distribution and conservation, with the primary agenda being to render, develop, and maintain a continuous supply of potable water free for all Asian citizens - allowing for the administration of water infrastructure to become much more available in vulnerable regions.
  • The Sixth Administration, in line with its commitments to the Sendai Framework for Disaster Risk Reduction (SFDRR), will urge between member-states of the People's Federation as well as between itself and allies of the Pan-Asiatic States, to participate in high-level scientific exchanges that involve key academic institutions, non-governmental organizations (NGOs), infrastructural consultants, and third party think-tanks.
  • The State Development and Planning Commission (SDPC) will develop a coordinated framework for standardizing a uniform system of quality control to be established via credit system applicable to private international and state-owned corporations that produce water sanitation materials as well as any appurtenances to the fight against water scarcity, under the pretext that controlling the quality of water collection materials will go a long way in developing overall water potability and thus, rectifying the immunity of global citizens from the coronavirus. The accreditation system to be devised by the committee will serve as a standard for local government agencies to refer to when purchasing coronavirus-fighting equipment.

Several key leaders of Congressional blocs have already pledged their full support for the initiative, whilst others have merely expressed their intention to remain actively seized on the matter.

RE: Representative's General Address, Statement of Agenda, and Position on the Current Debate (10/1/2020)


Representative Jiang Xuegang of the Pan-Asiatic States delivered the following remarks during the Committee Session of the International Socialist Congress (ISC) dated October 1st, 2020. Echoing the current international policy goals of the government of the People's Federation of the Pan-Asiatic States, the representative evaluated the actions of the International Socialist Volunteer Corps (ISVC) in Jaragupta. The representative further addressed a wide array of issues such as building the operational capacity of the ISVC and the expansion of economic cooperation among ideologues of the ISC. The representative has chosen to abstain from the discussions on ideological plurality at this time.




Most Esteemed Delegates of the International Socialist Congress,

It is my honor to address this chamber once more, with a heightened sense of trepidation and awe. Trepidation, as at this very moment, our brave Volunteer Corps fights the imperial Jaraguptan menace with great determination and audacity in the face of overwhelmingly dangerous odds. Awe, as with our Socialist league's foothold in and around the Hutanijian region, we have attracted international attention from allies near and far.

All too often in the long sweep of history, we have seen longing for freedom and aspiration for social liberty denied at the threshold of fulfillment. Our own national experience, as sons and daughters of the Pan-Asiatic Revolution, has seen our union's nations aborted at birth, tossed in the sway of empires, gripped in irresolution and drift, paralyzed by disunity and strife, and hostage to chaos and instability. Like the Jaraguptans, our independence too, since the beginning has been partly cast in light, partly in shadow.

Unerringly, the many crises and trials of the nations of our People's Federation have repeatedly pointed to one recurring theme: the helplessness of government to cope with problems and its inability to prosecute national purposes and goals. In the Pan-Asiatic States, we have suffered less from the failure of political ideals than from the failure to make the People's Democratic government work and prosper in our land, as well as defending it. We have learned that we cannot simply establish socialism. We must build and safeguard it constantly.

And so today, our chief concern is to develop and perfect the means whereby government may recapture the original purpose of society—that of promoting the well-being of all the members of our community. This is no mere sentiment. This we recognize as a fundamental duty to be practically and resolutely pursued. This is the vision which Marx had for the world. This is the foundation for what we know today as socialist ideology. Its essence is less to be seen in what we say of those timeless principles we swear by than in the manner by which we organize justice and government for their realization in our society.

Our Secretary-General, the Leader of the Asian People and Supreme Executive of the Pan-Asiatic Revolution, has asked all of us to acquiesce these learnings from our history into our foreign policy. He has asked us to safeguard the peace and security established by this august body, and provide for the citizens of the nations it governs a better life in a harmonious society—not merely to improve the standing of socialism in the world but also to ensure the continued prosperity of people under socialism. This has been accomplished (thus far) four-fold:

  1. The People's Federation of Pan-Asiatic States has established itself as a military contributor to the ISVC by contributing nearly 2,000 professional military personnel for the advancement of this body's prerogative and the enforcement of the mandate of this body.
  2. The People's Federation of Pan-Asiatic States has forged cordial political and ideological connections with all member-states of the ISC, and in spite of certain nuances, maintains a policy of non-interference and non-aggression with other member-states who have pledged commitment to the values of the ISC.
  3. The People's Federation of Pan-Asiatic States has created valuable economic and trade relations with all the foremost representatives of the ISC, and has provided incentives for development and investment towards like-minded socialist nation-states, with special emphasis on industrial capacity-building and infrastructural collaboration.
  4. The People's Federation of Pan-Asiatic States has spearheaded initiatives based on its impartial and independent vision of what our program of international policy should be, such as by proposing the institution of the ISC Common Effective Preferential Tariff Scheme (ISC-CEPT).

Other international organizations may speak of their facile ideas to make change and development in our country. We shall address ourselves to the organization of international policy, to the engineering of change, to the management of our affairs for this is how, fundamentally and truly, the most lofty ideals begins to be realized and come to live in society. We have built this harmonious society in the ISC, and expanded its political prerogative by inciting revolution in lands most oppressed by the international bourgeoisie thereby increasing our strategic capacity in foreign waters and distant lands.

Building upon what His Excellency General Joffard Tozimbga of the Cardwidthian People's Army has rightly pointed out, if we wish to maintain the strategic position so coveted by other nations and organizations in places such as Jaragupta, we must provide that which the international bourgeosie has not been able to. We must create autarkic societies capable of democratic self-rule by building the industrial capacity and economic prospects of the lands which we currently occupy. I implore those capable members of this chamber to follow in the example set by my nation, the Pan-Asiatic States, as well as the Republic of Gylias', for their emphasis on political education hitherto in the Jaraguptan Liberation War. The people must lead themselves.

To this end, I have been given permission by His Excellency, the Secretary-General of the People's Federation of Pan-Asiatic States, to announce the intention of my country to upgrade its current deployment in the ISVC from 2,000 active military personnel to 10,000 by the month of May 2021. We wish to lead by example. This contingent will include not only the latest military equipment fielded by the Pan-Asiatic States Armed Forces (PASAF) at this time, but also medical personnel, community-builders, and political officers.

Lastly, I would like to address the issue brought-up by Representative Eleni of the Republic Gylias. As I have stated before, I believe that in order to counter the ever-expanding capacity of the international bourgeoisie to compete with our socialist nations' industries, we ourselves must work on expanding our own by increasing the level of involvement which new members to this Congress have with regards to how this organization is run and ensuring that many more members join our organization that the influence our accords have on the global market grows. In line with our Pan-Asiatic government's chief concern is strengthening our state's possession of foreign currency, we must urge member-states of the chamber to increase their economic involvement with our country and that of other members of this chamber. This may involve the renewal of economic treatises, the creation of new treatises to facilitate the exchange of new products, the building of technological capacity, the foundation of joint enterprises, and much more.

Other issues have been brought-up by some members of this chamber. One such which we have purposefully chosen not to address at this time is that of "revisionism" and ideological plurality among the socialist parties that comprise this chamber, as brought-up by the representative from the Union of Albandrite Socialist Republics. While we agree with the stance adapted by a majority of member-states in this chamber at this time, we have chosen not to respond to the statements made by the Union until they have revoked the statements they have made dated July 28 of this year via their party-publication, the People's Tribune.

Pan-Asiatic States Establishes East Atlantic Trade Promotion Commission (EATPC)

SUPREME CHAMBER OF PEOPLES' DEPUTIES, Neo-Manila, Pan-Asiatic States—At its inaugural ceremony this morning, Secretary-General Guanyu Abramovich Jr. announced the Executive Council's latest flagship trade development project, the establishment of the East Atlantic Trade Promotion Commission (EATPC), which aims to streamline the de-tariffication, investment, and negotiation processes with the Pan-Asiatic States' closest economic partners by consolidating three of the Pan-Asiatic States' most important Trade Promotion Boards (TPBs) under one administration.

The Pan-Asiatic States' TPBs provide support to both the international private and the local public sectors, execute various trade-related tasks, and are assigned with solving irregular trade diplomatic challenges. These organizations are required to provide public benefits while also behaving as private sector companies. They are requested to produce very detailed and specific reports of their impact, while having very little direct control over the ultimate outcome they seek: an increase in sustainable exports. The uniqueness of their situation requires an exchange of good practices and practical experiences to improve their operations and enhance their performance. To do this they need standardized systems (which they coordinate with their counterparts in other countries) and processes for gathering, processing and disseminating information on practices that can improve business and management processes.

It is the close interaction between TPBs and their network of trade support institutions within and across regions that permits them to identify markets and partners for their clientele as well as for their own activities and benefits. By pooling resources and competencies to deliver services they are enabled to together meet the increasingly specific needs of clients and avoid the duplication of their efforts.

The committees which have been merged through the establishment of this new commission include the Asiatic-Reinkalistani Trade Promotion Board, the Asiatic-German Trade Promotion Board, and the Prusso-Polish-Asiatic Trade Promotion Board. Each previous individual Board Director, respectively: Mr. Cheng Yahui; Mr. Yektiurip Tsun-chùng; and Mrs. Ham Kang-Hee, has been assigned the role of Regional Division Director and assume more or less the same authority under the new commission, with the exception of the fact that they must report to a High Commissioner of the EATPC, personally-appointed by the Secretary-General. Furthermore, the Secretary-General may remove and appoint a new High Commissioner at will, throughout their term as Secretary-General.

Secretary-General Abra has assigned Inspector-General (Ret.) Sieng Khemera as High Commissioner of the EATPC to serve for an indefinite term. Mr. Khemara, who had served as Inspector-General of the Asian Federal Gendarme (AFG) between 2011 to 2015, first entered the public scene when he embarked on an anti-corruption drive during his term as Inspector-General that eventually led to the dishonorable discharge of over 588 high-ranking gendarme officers and administrators. In his acceptance speech this morning, the newly-appointed High Commissioner vowed to strengthen the Pan-Asiatic States' prestige among its allies and emphasized the importance of international cooperation during the trying times of the coronavirus pandemic.

Some people have scrutinized the Secretary-General's decision to appoint Mr. Khemara as the organization's High Commissioner. Aaron Xiao, a spokesperson from the unelected Hong Kong party League of Peace, Progress, and Justice (LPPJ), stated in a press release that has garnered over 225,000 reactions on social media at the time of writing, that he questioned how Mr. Khemara's experience in the military would help in formalizing cordial relations with the Pan-Asiatic States' allies. Other public entities, such as Media Free Asia in a recent press release, have agreed with this stance, pointing out the fact that Mr. Khemara has had no formal enrollment in the Asian Diplomatic Cadre (ADC).

RE: Civilian Advisory In Light of the Russian Invasion of Aureumterra


The PEOPLE'S FEDERATION OF PAN-ASIATIC STATES is closely monitoring the situation in Aureumterra. The Sixth Administration of the Pan-Asiatic States calls upon all parties currently participating in the conflict occurring in the Aureumterran territories to implement the utmost restraint, prevent any further aggression against civilian, and ensure the respect for human rights.

All Asians who are still in Aureumterra, particularly those who are in the country for non-essential reasons, are encouraged to consider leaving by commercial means at the earliest possible time. Non-combatant government-sanctioned commercial convoys will also be provided for those lacking in finances to retreat via conventional transportation. These convoys will be able to accommodate a capacity of an estimated one thousand (1,000) civilians per day, and will be accommodating natural born citizens of the Pan-Asiatic States only. Asians who are planning to visit Aureumterra are advised to defer their travel until the situation becomes more stable.

I have summoned the State-Presidents of the People's Federation, and an emergency session has been called into order. Nuances to the Pan-Asiatic States' position on the situation herein are being deliberated by the Executive Council, and will be announced at the soonest opportunity.

RE: Russian invasion of Aureumterra11th February 2021

    It has come to the attention of the ESCB that the Russian Republic has initiated an invasion of Aureumterra. The intervention of the ESCB in the conflict was one hotly debated by representatives; however, after a three-to-one majority vote in favour, the Security Council ratified ESCB intervention into the conflict.

    Generally, the perspective of the ESCB is one of anti-imperialism in an economic sense. The Russian Republic, in its invasion, necessarily renders itself as a distinctly imperialist power; one which has spat on its once proud legacy of triumphant multipolarity and instead sided with an imperial, liberal agenda. Through confirming itself as analogous to liberal democracy, the once proud Russian peoples have shamefully bowed their heads to a kleptocratic oligarchy to now cast its shadow over the world. They now operate upon the mandate of spreading this ideological scourge embodied in the essence of their very actions. Fundamentally: the ESCB cannot endorse any form of action undertaken by the Russian state.

    However, at the same time, it is understood well and truly that Aureumterra is no innocent bystander in this case. Premier Zhelezkin's indictments of the Aureumterran Empire in their ruthless persecutions of the minority ethnicities under their control most certainly base themselves in fact. But, perhaps beyond that, it is well-known that the imperial influences wrought by the colonies of Aureumterra mark a decisive victory of liberal ethics and ideology throughout the world. Across Africa, Latin America, the Middle East, and more, the hegemony of Emperor Fredrik's realm and the ostensible illnesses it has wrought makes itself ever-apparent. As such, we see an evil pit itself against a greater one in a match to re-divide the world they desire to exploit.

    The details of this were the subject of much debate, but eventually it has been decided that intervention against Aureumterra - and only Aureumterra, alongside their imperial holdings - shall be authorised. The Prussian-Polish Commonwealth, People's Federation of Reinkalistan, and Reorganised German Reich now stand posed to assail the liberal-imperialist agendas of the Empire.

CoS Passess Federal Act to Develop, Centralize Administration of Water Resources
Does this mean an introduction of more red-tape for member-states, or the prevention of an agricultural calamity?

HALL OF 4000 VOICES, Neo-Manila, Pan-Asiatic States—The Federal Congress of Soviets (CoS) of the People's Federation of Pan-Asiatic States voted on and passed a Federal Act today titled the "Water Infrastructure Rectification Act" with 3,077 votes in favor; 65 against; and 858 abstentions.

The new act has been one of the most contentious pieces of legislation in recent memory. It failed to reach a majority when it was first introduced in September of 2020; was re-introduced by State Soviet Yoon-Sook in September of this year, 2021, as part of the Secretary-General Abramovich's instruction for the government to tackle the agenda Water Quality and Scarcity Amidst and After the Global Pandemic; and was tabled in February both due to the emergency session held regarding the Russian invasion of Aureumterra as well as to give the Congress more time to debate and amend its finer points.

The "Water Infrastructure Rectification Act" seeks to tackle the vast issues in water quality, water supply, and waste management due to poor infrastructure and governance in rural areas of the Pan-Asiatic States by establishing a "Ministry of Water Resources" and resolving the need for developing countries to strengthen the ability of their own state entities such as state actors and publicly-owned corporations to improve systems in supplying and decontaminating water resources for the general public. Across the Pan-Asiatic States, office spaces for this new Ministry of Water Resources are already being designated and/or constructed, and according to the Secretary-General, Supreme Commissary Ren Cao has begun the process of organizing the staff of this new wing of the Pan-Asiatic States government.

State-President Cho Nandar of the Burmese Soviet Socialist Republic (BSSR) has been a strong proponent of this act since its conception, and many Burmese representatives, following suit to the stance of their State-President, have argued for its implementation. "Across the Pan-Asiatic States, irrigation failure is expected to drive food production costs upwards to around 55-65% given the current state of our water infrastructure and our population growth. In my state, this percentage is even higher—the projected cost lies at an average of 87%. There is also the issue of the consumption of contaminated water, which has been detrimental to the health of many of the Pan-Asiatic States' rural citizens, especially women and children. I am glad that the Congress has finally passed this much-needed Act, I only wish it had been passed sooner.", remarked State-President Cho Nandar during a press conference this afternoon.

Across the aisle, however, members of a bloc, composed of 7 representatives from the Siamese Soviet Socialist Republic (SSSR) and 4 from the Tri-Interregional Popular Republic of Indochina (TIPRI), have argued that such reforms would diminish the independence of states to deal with their own issues and increase their reliance on the Federal government's bureaucracy. Vưu Gia Vinh, a district representative from Hanoi who had been responsible for leading the coalition against the act in its 2020 reading, stated that he was appalled by its passage, "I'm angry! When a majority of Congress abstained from the bill last year, I believed a majority of them could be convinced that the whole bill is downright rotten. I was clearly wrong. I will tell you all what I told them then. This is clearly just another trick by the highly-incompetent Abra Administration to beget funds from an already strained coffer. We don't need to hire more suits to tell us what we already know, much less tell us how to fix our states' problems. We instead need to spend our existing infrastructure funds more wisely, and increase anti-corruption oversight so that resources are being truly allocated to serve the people."

Secretary-General Guanyu Abramovich, who had been publicly supportive of Yoon-Sook's original proposal from its conception, also made a few personal statements this afternoon from his office in Malacañang Palace. "It is a step in the right direction, I think. The detractors of this act need to remember that the purpose that the People's Federation's central administration serves is to make-up for the shortcomings of local administrations. Sometimes, as in this situation, the government must step-in with a heavy hand and a coordinated bureaucracy."

The Secretary-General also remarked that the issue of water resources will be forwarded to the Pan-Asiatic Quasijudicial Law Advisory Committee (PAQLAC) so that a resolution to address the same issue the Pan-Asiatic States faces may be proposed at the next convention of the General Assembly of the World Assembly (WA), as well as the International Socialist Congress (ISC).

RE: Declaring 29 April "Day of International Communist Solidarity" as a Federal Non-Working Holiday


WHEREAS Section 7, Article II of the Constitution of the People's Federation of Pan-Asiatic States establishes that the federal government will actively promulgate Democratic Socialism, Marxist-Leninism Maoism, and Orientalism; which represent the modern ideas, dreams, and aspirations of the Asian peoples and the Pan-Asiatic Revolution;

WHEREAS the Asian Communist Party (ACP), the governing party of the People's Federation of Pan-Asiatic States and the ultimate progenitor of the aspirations of all Asian peoples everywhere, exhibits the function of heralding, representing, and promulgating the evolution of Marxist communist and socialist ideology in the 21st Century;

WHEREAS 29 April marks the occasion of the official acceptance of the People's Federation of Pan-Asiatic States into the international partnership known as International Socialist Congress (ISC), the largest and most significant affiliation of left-wing communist and socialist organizations in the world, which should be commemorated as a historic milestone in the advancement of the ideology of the Pan-Asiatic States and celebrated by its people as a day of solidarity with the Nation-States that pursue an allied foreign policy with the the Pan-Asiatic States;

WHEREAS the celebration of this occasion in our rich history shall strengthen the resolve of the citizens of the Pan-Asiatic States to carry-out revolutionary acts aligned with the aspirations of the Asian Communist Party and that of the International Socialist Congress (ISC) alike, as well as serve as a platform to expand the ideological common ground we have with our allied Nation-States and the whole world by exhorting them of the unwavering, spirited commitment the Asian peoples have in forwarding left-wing solidarity;

NOW, THEREFORE, I, GUANYU ABRAMOVICH y FLORANTE JR., Secretary-General of the People's Federation of Pan-Asiatic States, Chairman of the Asian Communist Party, by virtue of the powers vested in me by the Constitution of the People's Federation of Pan-Asiatic States and existing laws, do hereby declare 29 April as a federal (non-working) holiday regarded as the "Day of International Communist Solidarity" in every state of the People's Federation in celebration of the acceptance of the People's Federation of Pan-Asiatic States into the International Socialist Congress and the continued commitment of the Pan-Asiatic States government to exalting communist ideological tenets in all of its policies.

As part of the celebrations of International Communist Solidarity in the Pan-Asiatic States, the Pan-Asiatic States Ministry of Culture (MOC) shall lead, coordinate and supervise the federation-wide observance of the Day of International Communist Solidarity.

Exercise Scarlet Zenith: Pan-Asiatic States Drills Reinkalistani Red Fleet

In coordination with the South Reinkalistani War Commissariat, the P.A.S Type BBGN-097A Zhou-Class Battleship Ho Chi Minh, along with the P.A.S Type V-334 Moriya-Class Aircraft Carrier Sandakan; P.A.S Type BBG-100G Song-Class Battleship Mahathir Mohamad; P.A.S Type CAG-112C Yuan-Class Battlecruiser Zongdao; P.A.S Type CL-498B Dayang-Class Fast Missile Boat Badik; and P.A.S Type CL-498D Dayang-Class Fast Missile Boat Clurit - joined by a convoy of companies E and F of the 10th Pan-Asiatic States Marine Division - is scheduled to depart from Yulin Naval Base in Hainan at approximately 3:00 tomorrow afternoon for the purposes of participating in a scheduled combined arms military drills off the coast of the Ganvadak Strait, in the People's Federation of Reinkalistan, designated by the Pan-Asiatic States Ministry of Defense as Exercise Scarlet Zenith.

According to a communique by the Pan-Asiatic States Ministry of Defense, Exercise Scarlet Zenith, which will take place over the course of two (2) weeks beginning on the 27th of April 2021 hopes to enhance the People's Maritime Army's crew proficiency destroying simulated enemy off-shore targets in a live scenario, galvanize the strategic command coordination of Reinkalistanian-Asiatic allied military operations, as well as plan for a potential evacuation of the strait-side city of Tarratek.

International observers note that this exercise comes at a time of domestic political turmoil for the Kaskia Republic territory of the People's Federation of Reinkalistan. The Rekkutomel, the reorganized military wing of the underground pro-monarchist terrorist plot to overthrow the democratic socialist government of Reinkalistan, has heightened its activity over the past month and declared a new offensive for the restoration of the title of the former duke of Kaskia as King of Reinkalistan. Their concentration in the North-East coastal periphery of the Reinkalistani People's Federation has reportedly concerned many strategic advisers in Neo-Manila, who believe that the subsidence of the Kaskian region would hurt both the geopolitical and commercial interests of the Pan-Asiatic States, that engages heavily in low-tariff trade with Reinkalistan, particularly through Kaskian ports.

"Exercise Scarlet Zenith is an example of the Pan-Asiatic States' routine maritime presence in international waters—it is a display of our commitment to security, stability, peace, regional cooperation, and economic prosperity for all communist nations around the world," spoke the Second-Ranked Vice-Chairman of Asian Military Command (AMC), Air Force 5-Star General Muto Sachio regarding the current deployment, during a press conference at 3:30 this afternoon. General Sachio further confirmed that he would be coordinating the Asian side of the exercise, and would be absent from the political engagements of the AMC until its' conclusion. When pressed for further comment regarding future joint Asiatic-Reinkalistani military exercises, the Second-Ranked Vice-Chairman said that there were none such planned currently and that the media would be informed of any such exercises as soon as they were drawn-up by the Asian and Reinkalistani governments.

The Secretary-General has not released an official comment on the exercises, but was mentioned by the Second-Ranked Vice Chairman of the AMC as the exercises' "brain".

KDA Legislation Successfully Implements Road Management Workforce Increase
Supreme Commissary Promises Bigger Budget to Improve Korean Transportation Infrastructure

The Korean District Assembly's (KDA) passage of the "National Land Management Law" last March has already led to an increase in the number of workers in municipal and county road management units in several of its provinces. Citizens from Ryanggang Province say that they have already noticed the effects of this increase and are satisfied with the actions of the Assembly.

"The number of workers in national land management agencies has doubled in recent years," a Ryanggang Province-based source told Rodong Sinmun. "There are now more than 10 units managing roads in Paegam, Pochon and Kimjongsuk counties." In the past, there had been about three to five road management units in each municipal and county road department in the province.

"Now that the coronavirus pandemic has forced a lot of people off of the roads, the state can now implement many road infrastructure projects that would otherwise be a logistical nightmare," the source continues.

"Ryanggang Province has a lot of tourist sites, so the area warrants a lot of attention on road construction and repair," the source said. "In the past, the authorities would repair the roads in one fell swoop, but now they place small units near important roads in the province." Each road management unit is made up of five to seven workers, the source added.

The Pan-Asiatic States' road system divides its roads into six classes depending on their type, ranging from highways to small roads within towns. "In Kimjongsuk County, there are 10 road management units managing second-class roads, and another nine units managing third-class roads, for a total of 84 workers, including supervisors," said one of the sources. "There were only around 30 or so workers in 2015, so the number of workers has almost tripled." The increased number of workers set to work on the repair and management of the roads has led to an improvement in road maintenance and repairs overall, according to the source.

"Samjiyon County in Ryanggang Province has also increased the number of its road construction workers," the source continued. "The road units in each of the counties meet with each other and share how they’ve improved their roads." Road departments create special road management units to care for roads used exclusively by Korean State-President Kim Jong-un, one of the sources added.

"Pochon County’s road management unit has designated supervisors to ensure roads exclusively used by Comrade Kim Jong-un in their area are managed properly," one of the sources said. "Road management units pay special attention to the state of the roads during August, when there are a lot of events attended by Kim Jong-un."

Supreme Commissary Ren Cao released a written statement on May 7 applauding the Korean District Assembly's initiative, as well as Korea's state government for thoroughly executing their legislature's prerogative. He further added that the project's success has reinforced the federal government's belief in administrative devolution, and that federal institutions are prepared to assist in the further development of Korea's transportation system through an increase in funding during the next budgeting season.

"The Pan-Asiatic States federal government commends corruption-free initiatives," the Supreme Commissary's statement reads. "Let the KDA's actions be a shining example for all state-legislatures in the Pan-Asiatic States to be diligent in their following-through of projects."

Declaring Delegates and Other Employed Personnel of the Governments of the Member-States and Agents Working For the Institutions of the Great Patriotic Pact Persona Non Grata in the Pan-Asiatic States

WHEREAS the Pan-Asiatic States detests colonialism as well as imperialism, has fought wars as well as revolutions to inhibit the mobility of hostile anti-communist movements, and established ideological fortresses to protect Marxist-aligned democracies from the grips of desecration by financially-motivated groups;

WHEREAS the Great Patriotic Pact has promulgated advovacies that are directly in conflict with the values of the Pan-Asiatic States and the Asian Communist Party, including a denunciation of alternative forms of popular self-determination, such as communism, free trade, and globalism not only by actively instigating the suppression of such ideas, but also by welcoming historic oppressors of peoples within its ranks;

WHEREAS the Great Patriotic Pact constitutes a threat to the world peace established by the Pan-Asiatic revolution by creating an economic and political consortium of colonial and imperial nations entirely dedicated to the estrangement of the people from communist ideas—a trend that has, in the Pan-Asiatic States' experience with the North American Treaty Organization (NATO), Tada'i, and the Axis Powers—led to the deaths of hundreds of millions of innocents in brutal ideological extermination campaigns and wars;

WHEREAS individuals acting as employees of the governments of the member-states and agents of the bodies of the Great Patriotic Pact pose a serious threat to the ideological constitution and wellbeing of the people of the Pan-Asiatic States by currently possessing the capacity to abuse their diplomatic immunities and priveleges for the purposes of establishing counterrevolutionary institutions under the Great Patriotic Pact's umbrella while remaining unprosecuted by ideological protections put into place by the laws of the Pan-Asiatic States;

WHEREAS Persona Non Grata is a status defined by the Pan-Asiatic Ministry of Foreign Affairs (PAMFA) applied to foreign diplomats to remove their protection by diplomatic immunity from arrest and other normal kinds of prosecution, that can be applied to personnel which the government of the People's Federation of Pan-Asiatic States has revoked its trust of or wishes to disincentivise from taking actions that would estrange their nations' relations with the government and people of the Pan-Asiatic States;

NOW, THEREFORE, I, GUANYU ABRAMOVICH y FLORANTE JR., Secretary-General of the People's Federation of Pan-Asiatic States, Chairman of the Asian Communist Party, by virtue of the powers vested in me by the Constitution of the People's Federation of Pan-Asiatic States and existing laws, do hereby declare all personnel working in the governments of the member-states that have been accepted into and other agents performing various roles participating in internal affairs within the Great Patriotic Pact Persona Non Grata beginning June 11th, in the year 2021.

Let this declaration discourage all countries that intend to support the morally-degenerate political advocacies of the Great Patriotic Pact, and serve as a comeuppance for those who already have declared their support. Particularly, those with existing embassies or consulates with the Pan-Asiatic States that are administrated by personnel applicable to the characterizations of this directive shall have their immunities and priveleges revoked by the aforementioned date.

What's Taking the Pan-Asiatic States So Long To Roll-Out Its Own Vaccine?
The Pan-Asiatic Central Infectious Disease Research Laboratory (CIDRL) was established in 2019. We should be ahead in the vaccine game, but aren't.

Currently, the Pan-Asiatic States relies on generous amounts of Sputnik V vaccines from the Union of Soviet Socialist Republics, and, has hitherto immunized an estimated 4.1% of its population—not even close to the amount it needs to achieve herd immunity but an impressive feat given the short time frame nonetheless. A localized vaccine could do a lot to help bolster immunization efforts, but while one is in development, progress is slow.

The Pan-Asiatic States' most advanced homegrown candidate, CIDRL CoronaVac (known colloquially as AsiaVac due to its subsidization from AsiaVac Pharmaceutical Concern) officially remains still in Phase 2 trials. Investigators report that it was well-tolerated and moderately immunogenic in healthy adults. However, CIDRL has yet to assess T-cell responses in Phase 2 and did not include participants from more susceptible risk groups. Other limitations included the lack of support for powerful statistical conclusions for calculated P values, low T-cell responses measured by ELISpot in patients receiving the vaccine, and lack of inclusion of immune reactions mediated by CD8 cells.

Politicians in Neo-Manila have kept reassuring the general public that a locally-produce vaccine will be rolled-out any day soon, and that the economy is ready to transform into one geared towards vaccine mass production as soon as AsiaVac surpasses Phase 3 testing. The thing is, every day that one isn't rolled-out, is another day that more Asians die of one of the most contagious diseases in recent memory. Protests, though relatively small-scale due to social distancing protocols enforced by the government, have nonetheless been mobilizing in Beijing, Neo-Manila, Bangkok, Ho Chi Minh City, and Jakarta in increasingly rapid succession. The two questions most frequently raised during these displays of public dismay?—Where are our own vaccines, and when are they going to be distributed?

It isn't an unreasonable ask. In 2019, the Pan-Asiatic Central Infectious Disease Research Laboratory (CIDRL) in Naha, Okinawa was constructed with the approval of the Federal Congress of Soviets to "provide intellectual and infrastructural support with facilities for clinician researchers and scientists to conduct their infectious disease laboratory-based research", in the words of Japanese State-President Kazuo Shii. For over three years, the new facility integrated research activities in the area of infectious diseases with interactions and collaboration with other sciences, providing avenues for multi-disciplinary activities. Studies initiated in this laboratory included research on Mycobacterium tuberculosis, Human Immunodefienciency Virus (HIV), Dengue Viruses, Influenza Viruses, various bacterial pathogens, and then eventually, the coronavirus.

The government sank over 120.14 million PALV into Applied Biosystems 3100-Avant Genetic Analysers that can perform DNA sequencing, genescaning, and single strand conformation polymorphism analysis; Roche LightCycler Real-Time PCR Instruments that provide real-time PCR analysis in pathogen detection and gene expression analysis; MagNA Pure Compact automated benchtop systems for nucleic acid purification with low to medium samples; imaging systems and softwares; cell culture incubators; and other means of conducting vaccine research.

Setting aside pre-conceived hearsay from some Western tabloid companies that this is proof that the Pan-Asiatic States engineered the coronavirus pandemic, the fact is that we constructed this entire apparatus at least a year earlier than the surge of infections that disrupted the lives and livelihoods of so many in 2020. What happened to the money we gave CIDRL? Was it snuffed away by corruption? Was it misspent? Was the facility mismanaged?

Budgeting season begins next month, in July, and the government needs to take control of the coronavirus situation in the Pan-Asiatic States. If the government doesn't, then public unrest can surely be expected to accrue even further as hospitals are filled, the economy continues to plummet, and people become more and more desperate.

The claims appear to have only further been substantiated as on top of unconfirmed reports that the immigrant Tagalogs were publicly involved in a number of pan-Filipino, anti-Bruneian ultranationalist organizations, today, as part of the broader Federal investigation into the incident, the autopsy of Mrs. Sipangkar revealed that she was shot a total of 16 times by the same 9mm caliber used by the Bandar Seri Begawan gendarme. The coming-to-light of this fact is expected to bolster the alleged story of the eyewitnesses against the People's Police, which members of Mrs. Sipangkar's family have vowed to turn into a serious legal case.

RE: His Excellency, Secretary-General Guanyu Abramovich Jr. Addresses the State of the Economy and the Upcoming 2022 Federal Elections

Secretary-General Guanyu "Abra" Abramovich addressed the citizens of the Pan-Asiatic States at 6:30 this evening from his office and place of residence, the old colonial era Malacañang Palace via Federation-wide television and radio broadcast as well as a variety of internet-based news dissemination outlets, to deliver an outline of the Asian Communist Party's (ACP) agenda in the last year of his term as its Chairman ahead of the Federal Policy Address and only a few days after the commencement of budgeting season. He was accompanied by his wife and his two children.

In his speech, he stated that he will not be running for re-election in 2022 and emphasized the necessity of the allocation of the federal welfare funds to reinvigorate the Pan-Asiatic States' state-run industries, facilitate the digitization of education, maintain law and order in conflict-stricken regions, and continue to build-up the Pan-Asiatic States Armed Forces.





Good evening, my countrymen.

Tonight, I want to speak with you about this government's unprecedented economic recovery plan to remedy the detrimental social conditions caused by the coronavirus outbreak not only as a matter of fulfilling my role as the paramount representative of the Asian Communist Party and informant of its present policies, but also to reassure you, as your fellow citizen, that this federation is on the verge of a final victory over the current threats against its existence.

I and the faithful members of my administration, are doing everything of our utmost capability to marshal the full power of the Pan-Asiatic States' enduring revolutionary spirit and the capacity of government to protect the People's Federation from the coronavirus, domestic threats, and foreign powers. The question that remains to be seen is whether this momentum can be sustained by another demonstration of the world-renowned devotion of the Asian peoples to their ideologues or, conversely, if this covenant will once and for all be crushed by the mandate of our enemies.

Thus far, we, as one Pan-Asiatic people, have succeeded to survive and prevail over crisis after crisis. Approaching the final year of my term as your Secretary-General, I would like to attest to that fact. We have remained united despite the incessant attacks of terrorists and clandestine counterrevolutionaries against the capability of our government to operate. We have stricken fear into the colonial heart of the West. We have generally advanced the living conditions of everyone within our borders. The People's Federation stands and the Harmonious Society exists, able to cope with adversity and vicissitudes. We need only make one last great effort to secure the victories that we have attained for them in the past 4 years.

That effort takes the form of confronting the truth about our political system and our economy. For too long, federal officials like myself have lied to you: we have time and time again violated the emblazoned slogan that decorates our Great Seal. In the most critical moments of our years of public service, we haven't been serving you—we've been serving only ourselves. The need to keep up the appearance that we are nurturing the proletarian dictatorship keeps us from enacting real, lasting change. We are prone to making fleeting decisions—giving handouts instead of developing the means of production. Politics and the desire to be re-elected are prioritized instead of making genuine attempts to lead.

I never admitted that the Pan-Asiatic States' unique system of government was a perfect one. At the beginning of my term I promised you all that the road ahead would be tough and full of crossroads of democratic reform such as the one that currently confronts us. However, our forefathers had the foresight to provide us with an ideological attitude with which we must move forward—enshrined in their delineation from the Soviet command-style ultra-Marxist way of organizing the economy is a signal that they believed in the Pan-Asiatic States' capacity to revise and adapt its ideological tenets in accordance with the will of the people and the changing of the times. Instead of dekulakization, we dared to incentivize innovative individuals by creating the world's first state-controlled competitive market.

The price of this balance between maintaining the development of the state and protecting the interests of the people was the parallel maintenance of a democratic apparatus that, while giving the people a more representative and participatory role in governance, could potentially leave us open to exploitation by the corrupt, self-serving Congressmen and federal officials who say much but mean very little. These parasites of the people's labor are undermining the progress that we have made under my administration, and they threaten to besmirch our final victory because they are, and have been, profiting from our defeats.

I know that you, the Asian peoples; my constituents, are tired of this endless game of politicking. So am I. I am also sick and tired of the filibustering of laws by ultra-Marxists that could help build-up our nation. I detest the annual melancholy of the Pan-Asiatic States' economy during election season. I despise the useless-eaters who are colluding with the West to bring about the steady moral and cultural degeneracy of the Asiatic civilizations by perpetuating and encouraging the decadent narrow-mindedness of elected officials to appease fleeting needs rather than creating avenues for less fortunate people to improve their own situations.

The best, most efficient way for us, your government, to serve you, the people, is to give you those avenues. That's precisely what I intend to do in my final year in office. Our battle-cry will be this: socialism serves best those who serve themselves. If you want something, and you can earn it yourself—go out and get it. In the next few months, the Sixth Administration leadership will introduce a number of new industrial subsidies, infrastructural development programs, and needs-based job creation projects targeted at resuscitating the in-decline Pan-Asiatic economy. In conjunction to this we have also decided to not only continue but elevate further our high-maintenance program of digitizing education amidst this pandemic—we want every child to have access to the resources they need to excel in whatever field they choose to pursue. We will also moderately increase the funding provided to law enforcement and the military, conscripting more courageous young men and women into our various anti-terrorism task forces and sending them to conflict hotspots such as Xinjiang, Indochina, Burma, Bruneian Malaya, and Melanesia, for the purposes of ensuring that the industries and youths who we are investing in do not fall into the control and influence of the enemy.

The cost is seven hundred billion PALV. To pay for it, we will embark on a restructuring of the Pan-Asiatic States' welfare apparatus, which hitherto we can no longer maintain as we know it.

Now, that's not a popular thing to say. Anyone running for office wouldn't dare utter those words. Every advisor and consultant and staff member would beg a candidate not to say them. But I can say them. Because I will not be seeking the Asian Communist Party's Secretary-General nomination in 2022. I'd rather leave this office having accomplished something of value than secure another five years having done nothing at all.

When innocent people suffer, because our politicians lack the will, or the courage, or the basic decency to change, I am not able to look the other way. I have visited the laid-off factory workers, and the communities crushed by our horrible and unfair trade deals. These are the forgotten men and women of our country. People who work hard but no longer have a voice. I will be their voice.

Make no mistake: the drastic shift in the way in which we are managing our means of production well and truly is, as I told you at the beginning of this address, unprecedented. Many will call it an experiment doomed to fail. However, I would prefer to call it revolutionary. It is symptomatic of this administration's enduring persistence to act on our promises of change.

JDA President Kurokawa Suspected of Plotting NatSoc Coup, Arrested
Kurokawa Yoshiyuki, President of the Japanese District Assembly, is accused of being a front for right-wing extremism and has been detained.

KURUME, Japanese Soviet Socialist Republic (JSSR)—Federal gendarme arrested Japanese District Assembly (JDA) President Kurokawa Yoshiyuki at his grandmother's apartment in Kurume at around 2:01 a.m. GMT+9 following the approval of a warrant of arrest from the Higher People's Court of the Fukuoka Prefecture issued by the Honorable Justice Wanijima Abi over charges of plotting an insurrection and treason against the Pan-Asiatic States government. The warrant, filed by Lieutenant-Commander Imamura Danno of the Maritime Army branch of the Pan-Asiatic States Armed Forces (PASAF), accused Kurokawa of conspiring with the National Socialist Japanese Workers' Party (NSJWP) - an outlawed terrorist organization in the Pan-Asiatic States that advocates for the return of the Japanese Empire and the implementation of a Hitlerite "National Socialist state" alleged to be operating in rural JSSR - to overthrow State-President Kazuo Shii.

Kurokawa was elected to the position of District Assembly President in November of 2019 and ran on a platform of self-sufficiency for the Japanese state and civil rights for the Japanese people. In his 8-year-long term as a member of the Japanese District Assembly, Kurokawa led a coalition to combat the passing of laws that allowed for the Pan-Asiatic States' naval construction to be more concentrated in Japan based on the assertion that the massive ecological destruction the State-President wanted to allow would permanently harm the Japanese fishing industry and increase the JSSR's reliance on the Pan-Asiatic States. He also actively promoted gender expressionism and was the leader of a project team within the assembly that did a survey on "excessive sexual education and gender-free education" that sought to provide contrast to the rulings of the Federal Congress of Soviets of the Pan-Asiatic States as well as the Ministry of Education (M-Ed) on several federal acts that they claimed were extremely homophobic—including a 2010 act that combated "Homosexual Propaganda", which they Kurokawa and his supporters claimed was tantamount to legalizing a state-sponsored persecution of the LGBTQIA+ community.

Lieutenant-Commander Imamura claims, through a yet-to-be-publicly-disclosed recording of their meeting, that Kurokawa approached him on March 2nd earlier this year to ask for his support in this plot and that in the past year he had gotten much of the ethnic Japanese army and navy forces of PASAF to join in his conspiracy. The meeting was alleged to have taken around 2 hours, and Kurokawa supposedly discussed in detail how he and his supporters would move to seize government offices in Fukuoka in order to proclaim the establishment of a Japanese military junta independent of the Pan-Asiatic States whose aims were to find the last remaining heirs of the emperor of Japan and restore its imperial government. Kurokawa would also allegedly have asked his supporters to block the Nishi-Kyūshū Expressway as well as its access roads to prevent any of the city's government officials from exiting the city and also to disrupt intercity trade. The NSJWP had also allegedly successfully infiltrated the local gendarme and would not make any efforts to prevent the hypothetical coup from succeeding.

Imamura further claims to be in possession of the JDA President's irregular travel logs, which note several trips to noted right-wing terrorism hotspots; a recently-declassified document procured from a raid on an NSJWP safehouse noting the existence of a high-ranking spy within the Japanese state-government and evidence to link Kurokawa to being that spy; a copy of Kurokawa's essay against the Pan-Asiatic States' federal system written around 1995 recovered from a high-ranking NSJWP ring leader's jacket when during a gendarme raid in 2004; as well as testimonies from other PASAF army and navy officers who also claim to have been approached by Kurokawa regarding a military coup against the Japanese state-government.

Kurokawa admits to having had a few disagreements with the executive government of the JSSR but not to the extent of being willing to overthrow it. Kurokawa claims the charges were "trumped-up" by Imamura and are "totally bogus".

Many legal experts in the Pan-Asiatic States fear the worst, however, given that historically, the charge of "treason" has been used to an incredibly vague degree. The legal definitions of "treason" and other subversion-related crimes in the Pan-Asiatic States' criminal code have always been criticized for being overly broad and vague—they can be used and have been used in the past to arrest individuals engaging in what under World Assembly definition can be considered the peaceful exercise of human rights, though officially it is the "espionage, disclosure of state secrets, or any other assistance rendered to a foreign state or terrorist organization, or their representatives in hostile activities to the detriment of the external security of the Pan-Asiatic States, committed by a citizen of the Pan-Asiatic States." The charge brought against Kurokawa claims that the JDA President was a "ring leader" of the NSJWP, meaning he could receive anywhere between 12 to 20 years in prison, the penalty of death, imprisonment for life, or imprisonment without prison labor for life.

Currently, Kurokawa is detained in Fukuoka Detention Center and is expected to meet with the Higher People's Court of Fukuoka on Monday to determine a date for a public trial.

Secretary-General Abramovich was pressed for comments by reporters during a press conference regarding the Kurokawa arrest around 9:30 this morning. "I am doing everything in my power to make sure the trial is fair," the Secretary-General remarked. "I want this to be an example for the Pan-Asiatic people and the world, that we in the Pan-Asiatic States hold our politicians accountable in the same light as the common man. He [Kurokawa] is innocent until proven guilty."

One reporter from Eastern Universal Press asked if the Secretary-General found it odd that an LGBTQIA+ activist would actively promote the implementation of a national socialist state, to which the Secretary-General responded: "I'm not saying that he's guilty—again, I don't have that kind of power, but I will say that if the courts find Lieutenant-General Imamura's account to be true, this would kind of be like a Yukio Mishima situation."

The Yukio Mishima that the Secretary-General was referring to was, of course, a famed Japanese neo-nationalist and known homosexual. He was an inaugural honouree in the Rainbow Honor Walk, a walk of fame in San Francisco's Castro neighbourhood noting LGBTQ people who have "made significant contributions in their fields" in reference to his literary works. Mishima died screaming "Long live the Emperor!" in 1970 while committing seppuku. The Secretary-General seemed to want to imply that being a national socialist, particularly in Japan, did not have to contradict one's gender identity.

  • Pravda Asiatica: Health Workers Strike! — An estimated 13,000 people rallied outside the office of the Federal Health Commission (FHC) in Neo-Manila today, mostly health workers from the Tagalog Soviet Socialist Republic—the largest gathering so far amidst a week of intense protest throughout various major cities of the Pan-Asiatic States each numbering in the thousands. In today's demonstrations, protestors burned effigies of Secretary-General Abramovich and Health Secretary Ngư Tuyết Anh as well as threw tomatoes at the Federal Health Commission's seal, demanding higher pay and better equipment for nurses and doctors. Local gendarme attempted to prevent the crowd from breaching the office buildings themselves and were initially overpowered, until the order to use tear gas was approved by the local city administration at around noontime and a federal force was brought in to help strategically deploy the substance. 52 in total, 27 of whom were determined to be a few of the protests' organizers, were arrested on charges of unlawful assembly. The streets were cleared by around 6 in the evening, however, the event has permanently embarrassed the Pan-Asiatic States' pandemic-fighting programme.

  • Bagumbayan: Federal Congress of Soviets In Deadlock, Secretary-General Assembles Standing Committee — The Strategic Vaccine Distribution Act, which primarily concerns the liberalization of the Pearl River Delta area, is now in its 3rd month of fierce debate between party hardliners and market reformists. Experts as well as various politicians of state-governments have criticized the Pan-Asiatic States' legislative arm for not reacting quick enough to the developing situation of the coronavirus pandemic, though Secretary-General Guanyu Abramovich hopes to speed-up the proceedings by personally brokering a compromise through a series of closed-door meetings with members of the Standing Committee of the Federal Congress of Soviets (SCFCS). It has not been stated by the government for how long such negotiations will take. I am coordinating with them as well through the State Soviet to make sure that they are passing laws in accordance with the individual economic and social situations of your states. When this [Federal Act] is passed I will make sure it is comprehensive—do not judge the Congress of Soviets based on the number of laws it passes, but the contents of those laws."

  • Eastern Press Universal: Budgeting Season Begins — The Supreme Commissary of the Pan-Asiatic States, Ren Cao, ordered District Councils to begin submitting their proposed budgets during a press conference at around 5:00 this afternoon, signalling the beginning of the budgeting process annually conducted in the Pan-Asiatic States to determine the contents of the Federal appropriations for fiscal year 2022-2023. The District Councils have been given until December 20, 2021 to coordinate among themselves and their respective state-governments so that the Federal administration will be able to publish the GAA (General Appropriations Act) Early Release on schedule. Our preliminary survey showed that many citizens would like an increase of funding in the healthcare, industry, and law enforcement sectors. Regarding the first two sectors, interviewees talked about wanting more funding for hospitals and a subsidization of local businesses to help them stay open. The third sector was a particularly prominent concern among Asians in terrorism hotspots, where attacks on civilian population centers continue to remain rampant amidst the coronavirus pandemic.

Kembaren Leads the Fight For States Rights, But at What Cost?
State-President Laban Kembaren of the Federation of New Nusantara (FNN) is quickly becoming one of the most talked-about politicians in the Pan-Asiatic States—and not just because of his heavy-handed approach towards the illegal drug trade, his controversial attitude towards Muslim minority sects, and his sweeping censorship of Western television. During an incident which went viral online last August, following his petition to the local procuratorate to delay the demolition of an illegal settlement by 2 weeks was denied, he was caught on video repeatedly punching federal gendarme tasked by the West Java Higher People's Court with carrying-out its sentence. This latest bout of conflict between the federal judiciary and a local government unit was applauded by some netizens, but does it represent a growing dissonance between Neo-Manila's party-line and the influence of its constituent states? And how will it affect Secretary-General Abramovich's effort to reform the Pan-Asiatic States' welfare policy in his last year in office?

    • Higher Salaries, Less Government Workers? — Recent reports by the Pan-Asiatic States State Development and Planning Commission (SDPC) have revealed that the mean rise in the margin of error for government workers filing housing, energy, and water utility access and registration permits has dropped by at least 13.1% since 2019.     • Investigating the Arakanese Revolutionary Council's Schism — In November, the Pan-Asiatic States Ministry of Defense publicly reported their speculation that the terrorist organization operating mainly out of the Rakhine and Kachin State in the Burmese Soviet Socialist Republic (BSSR) known as the "Arakanese Revolutionary Front" or ARF may have splintered for hitherto unknown reasons. The group was founded sometime in 1994 as a coalition of ethnic Arakanese peoples seeking independence from the Pan-Asiatic States, and has since been pinpointed as the instigators of several terror-bombings and raids on the local Burmese population. Little is known about their leaders, their political beliefs, and why rumors of a schism among their leadership (known as the Arakanese Revolutionary Council) may have erupted. Some point to factors such as disagreements over how the ARF ought to treat Rohingyans, the effect that the coronavirus has had on indigenous groups, and disagreements over strategy in lieu of renewed counteroffensives by the Pan-Asiatic States Armed Forces (PASAF) as key motivators of this schism. We conducted interviews with surrenderees, captured rebels, local villagers, and military officials to find out the truth about these speculations.

    • Power Struggle in the Japanese District Assembly Ensues the Arrest of Its President — Japanese District Assembly (JDA) President Kurokawa Yoshiyuki's arrest over his alleged ties with the Japanese irredentist movement has caused a dramatic shift in the power dynamics of the Japanese Soviet Socialist Republic's legislature. In October, Kurokawa's allies in the assembly were accused by the majority opposition bloc's leader Yamakawa Ashihei as being the legal front of an underground National Restoration Society with significant influence in the Pan-Asiatic States military.     • The Chinese Obesity Epidemic — Obesity rates in the Chinese Confederation have doubled within two decades, and health authorities warn of a surge in chronic diseases such as diabetes, hypertension and cancer. One report found that 34.3 percent of adults were overweight and 16.4 percent were obese. It looked at a group of 600,000 Chinese residents between 2015 and 2020. By comparison, 30 percent of Chinese adults were overweight and 11.9 obese in 2012. The Chinese District Assembly recently passed a law expanding the number of mandatory physical fitness programs which students are required to take but experts say it's not enough and that more programs need to focus on the adult demographic. Sixth Administration Leaves Behind Legacy of a More Prosperous Xinjiang Despite Foreign Lies
Even if many of the Pan-Asiatic States' current leaders are not re-elected next year, they leave behind a proud legacy of unparalleled stability for Northwestern China

Northwest China's Xinjiang Uygur Autonomous Region is and always has been a land of beauty, diversity and unity. Fifty-six ethnic groups are closely united as family members, just like pomegranate seeds that stick together, to build a beautiful homeland, maintain social stability, and realize economic development and prosperity, flourishing cultural heritage preservation, ethnic unity and harmony, and freedom of religious belief, with people of different ethnic groups living and working in peace and contentment. The preservation of these conditions have been paramount to the Asian Communist Party (ACP) and its agenda, and the admirable performance of the Sixth Administration has never reflected this better—despite being faced with a great adversary our leaders have never once flagged or faltered.

The countless terrorist attacks which have occurred in China's northwestern region of Xinjiang from 1990 up until today in 2021 have destroyed many innocent lives. Such extremism has uprooted the peaceful lives of local residents and the Sixth Administration astutely adopted a multi-faceted approach to solve the issue: one that focuses on the core tenets of re-educating both potential and captured extremists, bringing the Xinjiang region into the fold of common Asian prosperity, as well as embarking on multiplying the Pan-Asiatic States' military force deployment to conduct tactical counter-offensives against suspected Islamist hideouts.

Indeed, ever since the launch of Supreme Commissary Ren Cao's 100-Day Anti-Crime Initiative, economic opportunities have become more available to one of the most rural regions in the Pan-Asiatic States; its people have grown fond of the increased military presence of federal peacekeepers; and the establishment of a moderately-prosperous society has thusly begun to take root and benefit the Uyghur people. And yet in spite of all of this, some anti-PAS forces in the West have still concocted and disseminated plenty of false information about the Xinjiang Uygur Autonomous Region in order to slow down the Pan-Asiatic States' development and even sabotage its political stability. In doing so they have smeared the Pan-Asiatic States' image, slandered its policies on Xinjiang, interfered in its internal affairs, and attempted to deceive the international community.

In these arduous times it is important to remember the facts. The foremost of which is that the legitimate rights and interests of the people of all ethnic groups in Xinjiang have been protected. All ethnic groups, regardless of their population, have the same legal status and enjoy various rights in accordance with the law, including participation in the management of state affairs, freedom of religious belief, receiving education, using their own languages, and preserving their traditional culture.

Second, the vocational education and training centers established in Xinjiang in accordance with the law were education and training institutions in nature and were preventive counter-terrorism and deradicalization measures taken by Xinjiang. The Sixth Administration's aim was to eradicate the breeding ground for terrorism and extremism from the source, and in this they have been both largely successful and humane. The vocational education and training centers fully respected and protected trainees' freedom of religious belief, ethnic customs and habits, and the right to use their own ethnic spoken and written languages. The trainees could decide on their own whether to take part in legal religious activities when they got home; a variety of nutritious Muslim food were provided free of charge; and the regulations, curriculum, and menus at the centers all used local ethnic languages as well as standard Chinese.

Now more than ever, Asians everywhere need to support the Sixth Administration in their crusade against violent Islamist extremism. People all around the world too must realize that Xinjiang-related issues are not about human rights, ethnicity or religion at all, but about combating violent terrorism and separatism. The Pan-Asiatic States' government has launched anti-terrorism and deradicalization efforts in Xinjiang in accordance with the law to protect people's lives, which has garnered ardent support of people from all ethnic groups. People in the region continue to embrace peace and prosperity and Xinjiang society continues to develop steadily. And at the end of the day it is these facts that are the most powerful tools to debunk lies on Xinjiang.

Sports Daily: Pan-Asiatic Games of the XXVIII Olympiad — The Pan-Asiatic Games of the XXVIII Olympiad, officially known as the 2021 Pan-Asiatic Federal Olympiad or 2021 Pan-Asiatic Games, was the 28th edition of the Pan-Asiatic States Games, a biennial regional multi-sport event which was held in the Japanese Soviet Socialist Republic city of Fukuoka from December 2nd to December 14th, 2021. This year, the State General Administration of Sports included baseball, softball, karate, sport climbing, surfing, and skateboarding to its program - the last four of which made their debuts, and the last three of which will remain on the Administration's permanent program. The Federation of New Nusantara (FNN) scored the most amount of medals numbering at 103 (29 Gold, 39 Silver, 35 Bronze), whilst the Chinese Confederation had the second most at 79 (40 Gold, 8 Silver, 31 Bronze), and the Tri-Interregional Republic of Indochina placed third most medals at 71 (20 Gold, 28 Silver, 23 Bronze). Though widely televised throughout the Pan-Asiatic States, this year's games were largely held behind closed doors with no public spectators permitted due to the declaration of a state of emergency by the city of Fukuoka in response to the pandemic.

Pan-Asiatic States' Federal Congress Passes Sweeping Nuclear Safety Regulations
The rough patchwork of varying nuclear safety laws adopted by District Assemblies in the Pan-Asiatic States was consolidated today by the Pan-Asiatic States' top legislature.

After months of postponement, debate, and revision, the Pan-Asiatic States' Federal Congress of Sovietes passed a new nuclear safety law today aimed at improving regulation in the nuclear power sector as new projects are built across the People's Federation. Officials say the law will give more powers to federal regulators, standardize existing guidelines established by the District Assemblies of local states, and establish new systems that will improve the disclosure of information on issues like radiation, as well as prevent or minimise risks from nuclear accidents.

"It fully embodies our 'safety first' approach and reflects our image as a responsible power, and also our strong determination to develop nuclear energy and the use of nuclear technology using the highest safety standards," Renewable Energy Management Bureau spokeswoman Khat Vimean told reporters at a briefing in the Supreme Chamber of Peoples' Deputies.

Weak and opaque governance has long been seen as an industry problem, especially when it comes to determining the precise roles of the government, the military, and state-owned nuclear enterprises on issues such as the handling of nuclear materials and the disposal of spent fuel. Jiang Jiahao, a member of the Federal Congress' standing committee and the law's leading proponent said the new regulations focused on strengthening the Pan-Asiatic States' nuclear safety regime, and would create "institutional mechanisms" and a "division of labour" among regulators and enterprises to clarify responsibilities for safety.

Since traditionally, only some states had the capacity to operate and maintain nuclear power plants, there was never any immediate urge for the Pan-Asiatic States to adopt universal guidelines or regulations on their operation. The Ministry of Energy has mostly delegated such tasks to its local chapters in the few regions in the Pan-Asiatic States where such plants could sustainably exist - namely: China, Indochina, and Korea. Now, Congressman Jiang says, all states will have to follow the dicta of federal authorities or risk incurring penalties.

Officials have repeatedly said that the Pan-Asiatic States' nuclear industry has not experienced a single major accident or serious radiation incident in the 25 years since it connected its first reactor to the grid, making it far safer than coal. With the introduction of the new legislation as well as further funding having been included in the proposed early release budget of the General Appropriations Act, Congressman Jiang says that the State Development Directorate can expect to receive even more of the building-blocks they need to be encouraged to confidently invest in developing the nuclear energy sector of the Pan-Asiatic States' economy in line with the Asian Communist Party's vision of effectively meeting the demands of the Pan-Asiatic States growing urban population.

When asked to comment on the new law State Development and Planning Commission Federal Commissary Ryang Dong-Wook stated in a press conference that the Asian Communist Party's drive to construct dozens of new projects, many using advanced and untested "third-generation" reactor designs, has put the federal government under increased pressure to continue improving public trust in nuclear power. He stated that the Pan-Asiatic States also needs to expand its waste processing capacity and train hundreds of new technicians and safety staff. According to the Federal Commissary however, despite all of these hurdles, his outlook on the party's current policy was 100% positive and that the best efforts to ensure an effective execution of the party's plans by his office were being made.

"I hope that at the very least people outside of the Pan-Asiatic States will commend and applaud the passage of legislation that empowers legally, without any doubts, the regulator to be responsible and to be authoritative," Ryang told reporters this afternoon.

On social media, reactions by the Pan-Asiatic States' netizens have been extremely skeptical of Kurokawa's death, with the phrase "Kurokawa Didn't Kill Himself" going viral within hours of the news' release. No comment has been made yet by any member of the Sixth Administration.
