Firearms rights are surprisingly expansive for a socialist country (partially because it seems unfair and rather pointless to restrict firearms when a significant part of the population has natural weapons that are similarly, if not more threatening).
Generally, any being that reaches age of majority for their species can freely own weapons. The lawful purchase of a firearm only requires a background check and medical certificate, which are not difficult to procure. In larger cities, they can even be accessed directly from special terminals while in a state gun store. Most guns, ammunition and accessories are sold through a network of state monopolies, often connected to gun ranges or military training clubs. Though artisan weapons and such can also be sold by small businesses or cooperatives with an according license.
One can also apply for a free firearm to be provided to them by the government, if they can prove a need for one, such as being an active member of a militia or living in a location with heightened activity of aggressive monsters.
There are few limitations on what types of weapons can be owned, even military-grade vehicles and explosives. Although heavy weaponry can be difficult to access; you can apply to take ownership of a military surplus tank for example, but unless you have a very good reason to own a tank you'll probably have to wait a decade in a queue just to have a chance to get one. If someone really wants a military-grade vehicle for purposes such as defending a community from very dangerous megafauna, they will usually pool resources with their local community/workers' council to get one in communal ownership, which is easier.
The government promotes responsible and skilled weapon use by organizing marksmanship clubs and competitions, funding local militia cells, and introducing optional military and survivalist training classes in schools.
