In the very near future, global order is collapsing under the weight of debts, inequality, incompetent politicians and natural disasters. Centralised governments are no longer capable of providing equal access to public services for all their citizens. Self-governing rump states, ideological projects or simple anarchy gradually become the norm across much of the world.

The former bastions of the global economy - the United States and Europe - are now ravaged by civil conflict. Influenced by pro-equality propaganda emanating from liberal circles in the former United States, a number of European societies are seeing racial and religious clashes. With their main trading partners in turmoil, South American states are going through the worst economic downturn in history. Africa, still not consolidated, is quickly falling under the boot of Chinese hegemony or isolationist warlords. Most of Asia is facing a similar choice, though rising right-wing despots seem to be able to slow down the Red tide. And with the rest of the world preoccupied with far more pressing matters, Oceania is seeing a rise in independence and autonomy movements.

As determined as ever, the Bulgar Rouge are celebrating - the long-awaited downfall of capitalism has begun. A perfect opportunity is now in place for the Bulgar Rouge to fulfil their mission - destroy the old world and build a new one, a world without finance, wealth, pollution and cities. A pastoral world where people are no longer concerned with income or taxes, with health matters or global politics, but live sustainably and without worry, under the watchful eye and caring embrace of their omnipresent Party...

Purpose

This externalised factbook is meant to outline roleplaying details within Bulgar Rouge canon. It's a type of quick reference guide for roleplayers engaging in stories within the BR timeline. Using this, there won't be a need for a detailed clarification about the roles of particular nations. This should reduce high-level worldbuilding bloat within roleplays and allow players to focus more on the essence of their story, as they know they have a well-built world to develop into.

Scope

This covers the general political and economic situation across the globe, technological advancements, environment and some potential outcomes for PMT or FT roleplays.

Intelligence services

• Bulgar Rouge: State Security Department. A sophisticated, fearsome intelligence and counter-intelligence agency operating a vast network of informants across the globe, as well as profitable smuggling channels. It has its own militry units, some division-sized, part of the NPLA.
  
• Democratc Sabha: General Security Directorate (mukhabarat). While its foreign intelligence capabilities are lesser than those of the SSD, the Libyan mukhabarat's domestic intelligence and security functions are unparalleled; it is the world's most successful anti-jihadist service.
  
• Tamboko: General Intelligence Bureau. A modest intelligence arm of the Tamboko government, mostly active in African countries.
  
• Revolutionary Somalia: Defensive Security Agency (HANGASH). A relatively capable agency with known operations across the Middle East and most of Africa, as well as the Indian subcontinent.
  
• Democratic Aleutia: Native Protection Council. Little more than a police force with extraordinary powers of investigation and detention.
  
• Transitional Heavenly State: Collective Contemplation and Observation. Very little information on this service is available.

Strategic situation

As of 2024, the Bulgar Rouge continue their encroachment of Africa and Asia, and make political forays in South America and Oceania. The compounded effects of accelerating climate change and the 2021-2023 pandemic have plunged hundreds of millions into poverty. Agriculture-focused Bulgar Rouge satellites, as well as the Revolutionary entity itself, sabotage major capitalist economies by exporting vast surplusess of grain and vegetables to developing countries for free, or at symbolic prices. This export policy makes the Bulgar Rouge increasingly popular as it saves millions from famine in times of diminishing humanitarian aid and economic disarray. Major world powers are reluctant to counter this policy and impose sanctions, as it would lead to starvation across several regions and completely strip the last remaining bits of geopolitical legitimacy of Europe, China, and Russia.

The NPLA is rapidly accelerating its weapons production and upgrading with technology acquired through Transitional Heavenly State or Libyan (Sabhan) channels. As the Bulgar Rouge society matures and strengthens, its emissaries convert an increasing number of marginalised groups across the world to their cause. Bulgarian propaganda skillfully presents the Bulgar Rouge as heralds of a new world order, bound to annihilate current geopolitical structures in favour of a globally unified agrarian communal utopia. Scant evidence also suggests the Bulgar Rouge are investing heavily in a clandestine weapons programme. One of these programmes, called AZIMUTH, was revealed by a defecting Bulgarian scientist as a project for a "geophysical weapon" of planetary-scale power, but details remain scarce.

In Asia, the Transitional Heavenly State covertly dominates the governments of Indochina, functioning as a fanatical deep state. Its presence, however, is becoming more noticeable. Unconfirmed reports about mutinies within the standing militaries of controlled states indicate that resistance to the THS is becoming organised. The lack of clarity on the situation, however, suggests that THS control is now so extensive that an elaborate semblance of normality can be projected through its propaganda channels. Ironically, the remnants of the United States, most European governments and the Russian regime tacitly support the Transitional Heavenly State, as it is now the only force that can keep Chinese expansion in the Asia-Pacific in check. The THS, however, is itself becoming problematic for the Leftist Agrarian Revolutionary Union: its notoriously saddistic communes are reminiscent of an irrational death cult and have little to do with the clear political framework of the Bulgar Rouge. This somewhat discredits Bulgar Rouge efforts to present themselves as an alternative to existing global order, creating a tense relationship between the two nominal allies. Nevertheless, this marriage of convenience continues smoothly in the economic sphere - the THS supplies the Bulgar Rouge with vast amounts of narcotics, raw materials and sanctioned items for Bulgarian secret weapons programmes; provides strategic airfields and naval bases, and gives manpower for longer military campaigns. Bulgarian support is expressed in intelligence sharing by State Security and large-scale small arms deliveries for THS militias.

Africa has become a proving ground for tactics, strategy and weapons by both the Bulgar Rouge and Democratic Sabha. The restored Libyan jamahiriya is using its key location between Europe and Africa to control vital trade and migration routes. It has also become a technological powerhouse by attracting key European technology companies trying to escape the pandemonium unravelling on the Old Continent. Sabha's wealth and totalitarian stability have become the envy of Africa, which now looks up to the reconstituted Libyan state as a source of political guidance and cash. Democratic Sabha is instrumental in propping up the two other LARU regimes on the continent, Tamboko and Revolutionary Somalia. While the latter is slowly emerging from decades of civil strife and rebuilding basic public services and infrastructure, Tamboko still struggles to establish control over the Congo lakes area. Tamboko's small army is strongly dependent on Bulgarian and Libyan advisors, equipment and air support to fend off attacks from Uganda and Congo's central government.

North America has proven to be surprisingly susceptible to Bulgar Rouge influence. Revolutionary Comancheria, a mostly Native American communist group, has benefitted from the Second American Civil War the most. As the active phase of the Civil War concluded, the Omaha Protocols stipulated the creation of a buffer state straddling the now-depopulated West Texas and eastern New Mexico. As New Mexico and the mostly independent Texas were the most bitter flashpoint of the war, the eponymous Revolutionary Comancheria has become an insulator between the two, preventing any conflict from escalating further. This situation was not achieved without significant logistical support by Bulgarian State Security cells in Mexico. These State Security cells also support two other Bulgar Rouge-oriented American groups: the Midwest-based Edward Bellamy Brigades and the New England-centred Cornucopia Banner. Much further to the northwest, Democratic Aleutia has also used the Civil War to secede from the former United States and form its own Socialist society inspired by the Bulgar Rouge. Its islands host NPLAAF strategic bombers in striking distance of the American Pacific Coast.
