Yes, Many of China’s coastal cities, are considered well-lit especially along the Yellow River, and the interior, albeit, the Western areas, as well as the region of Dongbei, and the Mongolia Area lacks sufficient and poorly resourced lighting in its cities, however, there have been proposals by the local administrated governments in expanding the power grid accordingly.

Do members of the police patrol cities and towns regularly? The Central Police Administration, founded under Article 118 of the constitution, which gives the central government power to regulate "the police system", is a civilian agency supervising other police authorities. Its principal duty is to ensure that no police authority deviates too far from a common standard and that all officers are held to a basic organizational and behavioural standard that is nationally applicable. It also has the power to establish the national pay scale for police officers, to manage senior police personnel, and to discipline police officers for misconduct. It does not have the power to set policy, which is a provincial jurisdiction. Disputes between provincial authorities are resolved by the CPA.

Police service is provided at the provincial level, so there's no overall label for the police forces of China. Each province has its own police force, so each is named after the province in which they serve. Article 119 of the constitution grants to provinces the jurisdiction to establish and execute provincial police and security policy; as such, most activities deemed part of "national security" in international jargon is part of the provincial jurisdiction in China.

The central government is allowed to set some basic standards to ensure that provinces do not become embroiled in conflict with each other, but these have been rather ineffective at enforcing uniformity since the central government does not directly control provincial security forces, who answer to their provincial political leaders. Intervention by the central government, while legally permissible, usually is politically impossible.

If a province is governed by the same party governing centrally, there is little political impetus to stop the province misusing its security forces; if it is governed by a different party, acting against it may inspire that party's central arm to unite with other opposition parties to endanger the central government.

This article discusses the generally applicable situation across provinces but not the situation in any particular province, since they may differ significantly from province to province, in how the government decides to format and organize its internal security forces.

As such, all provinces maintain their internal security forces, staffed by recruits that the province enlists, who are armed with weapons that the province deems appropriate for its purposes. Much of the institution of internal security forces date from the demobilization of regular troops after the end of the WWII; with professional soldiers outnumbering the available quota for the peacetime military, they were offloaded to provinces in a similar role to prevent social unrest due to the sudden (and largely uncompensated) discharge of over 3 million soldiers. On average, each province received 100,000 soldiers that had no other skills.

In more liberal places such as Shanghai, LGBT communities encourage people in the closet to declare their exit at a public ceremony with lots of fanfare and celebration. In any event, China has long accepted the presence of non-orthodox sexuality, even before the advent of the modern LGBT community from the West. The government firmly believes that what happens between two consenting adults behind closed doors is not the government's business, though no legislation has been passed to protect this community. In a number of exceptional cases, some local authorities have attempted to put up punitive legislation against LGBT communities, but they were either dissuaded by the central government well in advance, or these laws were declared unconstitutional by local courts.
