Are major metropolitan areas monitored for crime by the police or other agencies? The Central Police Administration has jurisdiction across China and has a major presence in all metropolitan areas, as does its special sub-agencies.

Are most public areas of large towns and cities well-lit at night? Yes, Many of China’s coastal cities, are considered well-lit especially along the Yellow River, and the interior, albeit, the Western areas, as well as the region of Dongbei, and the Mongolia Area lacks sufficient and poorly resourced lighting in its cities, however, there have been proposals by the local administrated governments in expanding the power grid accordingly.

Do members of the police patrol cities and towns regularly? The Central Police Administration, founded under Article 118 of the constitution, which gives the central government power to regulate "the police system", is a civilian agency supervising other police authorities. Its principal duty is to ensure that no police authority deviates too far from a common standard and that all officers are held to a basic organizational and behavioural standard that is nationally applicable. It also has the power to establish the national pay scale for police officers, to manage senior police personnel, and to discipline police officers for misconduct. It does not have the power to set policy, which is a provincial jurisdiction. Disputes between provincial authorities are resolved by the CPA.

Police service is provided at the provincial level, so there's no overall label for the police forces of China. Each province has its own police force, so each is named after the province in which they serve. Article 119 of the constitution grants to provinces the jurisdiction to establish and execute provincial police and security policy; as such, most activities deemed part of "national security" in international jargon is part of the provincial jurisdiction in China.

The central government is allowed to set some basic standards to ensure that provinces do not become embroiled in conflict with each other, but these have been rather ineffective at enforcing uniformity since the central government does not directly control provincial security forces, who answer to their provincial political leaders. Intervention by the central government, while legally permissible, usually is politically impossible.

If a province is governed by the same party governing centrally, there is little political impetus to stop the province misusing its security forces; if it is governed by a different party, acting against it may inspire that party's central arm to unite with other opposition parties to endanger the central government.
