Ask Anything - IC or OOC about Me

Postby Mizialand » Wed May 13, 2020 3:25 am

ASK ABOUT MIZIALAND

An IC/OOC Initiatve

"It seems to me that the best relations, the ones that last are frequently the ones that are rooted in friendship." - Dana Scully, The X Files

I have been quite obsessed with the X Files, a science fiction US TV series. For me Mulder and Scully have been the epitome of friendship and Dana's quote beautifully summarizes their relationship. I have this phantasmagorical idea of bliss that Mulder and Scully experience, their life has something, or at least the idea of something that all humans aspire for. After all as Andre Aciman says "we were friends first and lovers later".

Now I am of course not looking for a friendship of Carter's and Aciman's imagination here. This initiative is rather to expand my IC and OOC interaction with the NS community - its like sort of getting to know everyone. Below I have described myself OOCly within limits and then ICly. The idea is that if you like what you read you can ask some questions about me ICly or OCCly through this thread. Also, this is sort of sandbox of all type of OOC/IC interaction that you can have with me. These are not limited to questions but include official government communications, missives, letter, telephone, email conversations etc.

OOC

So who are you?

Well simply I am the player behind Mizialand. I am 22 and I live in India, though I am Swiss from my mother's side and Indian from my father's side. I graduated last year from England and I returned this year to India to live with my parents for personal reasons. I am currently working on thesis, which is required for the completion of my graduation.

Do you like living in India?

Honestly, no. It's great place but its not for me. If given a chance I would like to take the first flight out of here. The key word here being chance. Now though I hold a Swiss passport I can't just leave everything and go back. Honestly I've never really lived in Switzerland. I have no friends or family there. Last time I visited it was way back in 2010. That said, I really want to move out, perhaps to an English speaking country because after being in India almost all my life, I have, at least lost my fluency in French and my degree isn't really employable.

What are your political views?

While I don't like tags, I would say centre with a slight deviation to the left. Also, I believe in decentralisation and principle of subsidiarity that is as far as possible the real power should be delegated to the lowest level possible which is as close as people. Further with new technologies like blockchain and quantum computing, I think we can integrate them into political process bringing reformation in the way we use democracy - rather than a one time voting exercise using technology to further people's participation.

IC

What is "decentralized factbook mechanism"?

Rather than putting all information about Mizialand at one place I have decided to put information regarding Mizialand at different places. For example, information about Military you will find at the II Wiki page but Economy is described in the factbook. Also rather than simply following a "factbookesque" style, for some articles, such as economy are written in a lecture format while some such as "Demographics" have been "extracted from various publications". Also information may be in the form of newspaper articles, government publications, editorials, opinions. For example a brief history of the Mizia monarchy you will find in this opinion piece. Even this post is a part of the DFM. Thus decentralisation is not only in the terms of structure but also in the terms of content and rubric.

Won't that make finding information cumbersome?

It would. A simple solution is to compile and consolidate this "decentralised factbook" at one place. Since the factbook writing process is of continuous evolution, I will consolidate all links at one place shortly.

What is a "semiconstitutional monarchy" ?

This was the form of government that was followed in Mizialand till 2016. The unicameral legislature was established in 1968 and consisted of 'non official' and 'official' members. Initially it was intended as a deliberative rather than a legislative chamber. Non official members were to be either elected directly by the people (in form of limited franchise) or indirectly by self governing bodies at municipal or village levels, official members were nominated by Her Majesty Government. Initially the legislature had an official majority. Gradually the non official elected members were increased as were the powers of the legislature. By 2016, the legislature had a non official elected majority. In 2016, HMG stopped appointing "official" members and by the 2016 constitution, a tri cameral legislature was established.

A tricameral legislature?

Yes! We have a tri cameral legistlature - the lowest chamber is directly elected, the second consists of representatives of the local bodies, and the third has nominated members (who were erstwhile "official members"). The third chamber's role is similar to the RL House of Lords of England and the second chamber and first chamber have different powers, which I will detail in a separate post later.

Is Mizialand a federation?

Going by the defintion of the term, no. Mizialand is a unitary state. However, substantial powers have been delegated to the local bodies.

What is the philosophy of the 2016 constitution?

Your Economic System?

Evolved from state capitalism to a free market economy with a strong welfare state.

How can I interact with you?

Well, OOCly shoot a telegram! Or ask any question OOC or IC here. You can ask something you would like to know about myself or my nations or you can for example, ask to be invited as a Chief Guest on the Queen's day. Though I have mentioned "since 2012", I can change that to accommodate you earlier. Or you can ask one of the streets to be named after your leader or anyone else. Then there's the embassy programme. Or you can simply post your interaction here.

Cheers!
The Player Behind Mizialand.

EDUCATION SYSTEM IN MIZIALAND

Image

The above flowchart explains the complex Mizialand Education System.

SCHOOL

State schools in Mizialand are funded by the state. Compulsory education starts when your child is five years old, and generally continues until they are aged 18. Most children actually start school at the age of four. Education is free at both the primary and secondary level up to the age of 16. However parents may be asked for a voluntary contribution to cover costs for such things as school trips and after school clubs. Tuition fees are payable for children who continue with their education after the age of 16, though these are low in comparison to other countries.

At a standard primary school your children will study mother tongue (French, Dutch or German), English, maths, social and environmental studies, creative expression and also sport and movement. In an effort to promote diversity in education, the Mizia government introduced funding for independent schools. As a result most independent schools, which would normally be in the private sector, are actually funded by the state. In fact over 60% of state-funded schools are independent. Many of these are religion-based, but there are also numerous schools following Montessori, Steiner, Pestalozzi and other methods. There are also special education programs for non-French, Dutch or German speaking children between the ages of two and six.

In year 8 (usually aged 12) your children will generally take the multiple-choice CITO test. Some schools use other tests. The results of these tests will be used by the school, together with their knowledge regarding the children’s progress over the previous years, to advise parents on the most suitable secondary school for their children. This is very important because the Mizia secondary school system has four separate types of school, each of which caters for a different level of intellectual ability or vocational aptitude.

The four types of secondary schools are:

  • University Preparatory Education – These provide education for children suitable to help them gain entry into a Research University. They are usually attended for six years. There are three varieties: Athenaeum, Gymnasium and Lyceum, each with a slightly different emphasis in the curriculum.
  • Senior Secondary Education - These provide education for children suitable to help them gain entry into a University of Applied Science university (equivalent to a polytechnic). They are usually attended for five years.
  • Pre Vocational Secondary Education - These are ‘middle schools’ aiming to provide a general education for children who are unlikely to enter university, but will enter the labour market in the fields of business, care and welfare, agriculture or engineering and technology after completion. They are usually attended for four years.
  • Senior Seconadary Vocational Education and Training – These are for children who have received a VMBO diploma and wish to continue their vocational studies. They are usually attended for three of four years.

UNIVERSITIES

There are over 100 universities in Mizialand. While there are some private universities, it is the public ones that have the highest reputations and toughest competition for available places. There are two kinds of universities in Mizialand:

  • Research Universities - traditional universities, some of which date back to the 17th century, specializing in academic education and scientific research. Only research universities can confer PhDs, and
  • Universities of Applied Science/Professional Education – vocational-based, with an emphasis on practical education in the student’s chosen field, with a view to providing well-trained graduates suitable for the job market.

Some of the research universities, including Heleventia and St. Louis, have satellite university colleges. Instead of concentrating on a single chosen subject, these colleges offer a broader education across a range of subjects in the early part of the course. Specialisation only occurs in the final year. The degree courses at research universities generally last for three years.

Degree courses at universities of Applied Sciences can last for four years, some last only three. The practical nature of the education provided generally means that work placements play a significant role in the courses offered; many will also involve a period of learning in another country.

In choosing which university type to attend, is important for prospective students to decide whether they wish to narrow their horizons down to a single area of expertise, with a greater expectation of subsequent employability, by attending one of the universities of applied science, or keep as many options open by studying a general course at a research university.

Q: My question will be about the media in your country. How do your citizens get the latest news?
What newspapers, magazines, TV channels, websites do Mizaland have? Maybe there are some other your own indigenious media instrument?

Among different sections of the civil society, the media, often called the fourth pillar of democracy, is described as generally free in the country. Since the beginning of the political and civil reforms in early 1980s, the role of state owned media has fallen while that of privately owned media has increased. The media in Mizialand, may thus be divided into - state owned and privately owned. State owned media is further divided into that owned by Her Majesty's Government (i.e. the union or the federal (though federal is not the description to apply here) government) or owned by the Communal Councils through cooperatives. Privately owned media, like that of many Lorecian countries, is majorly owned by large corporations. It is estimated that 98% of media houses are owned by 4 corporations in the country.

Newspapers and Magazines - The oldest newspaper was founded in 1767 by Ryan Ten Dostche, the Volkskrant. A number of newspapers have been founded since then, mainly in the three widely spoken languages of Dutch, French, and German. However, they were subjected to gagging and regulation by decrees passed by Sanchez rulers. Regulations continued even after the establishment of the Vincent Dynasty. In 1919, the entire private newspaper (or the media industry) was banned and Aquitaine, being published in the three languages, became the sole government mouthpiece. The situation remained unchanged till 1981 when private industry was again allowed in media. Since then, it has only grown with the Kingdom now having more than 2,500 publications in 10 languages, which include, besides the widely spoken ones, English, Bengali, Arabic, Turkish and a few tribal languages. The government mouthpiece stopped publication in 1997. Political organisations, cooperatives, unions, students, etc publish numerous newspapers and magazines contributing to a healthy and vibrant civil society in Mizialand.

TV Channels - The television was introduced in 1936 in Mizialand. in 1942, Her Majesty's Government (HMG) passed the Cinematography (Regulations) Act which regulated, among other, the television industry. It effectively established a state monopoly and METV 1,2,3,4 and RTR were set up as government run TV channels. They provided programming varying from news to kids entertainment. The deregulation was done in 1982 and since then Mizialand has 288 broadcasters offering entertainment in 15 different languages, besides international broadcasters. The present role of HMG is mainly regulatory and not restrictive.

Can you expand your question? If you are asking about my OOC preference - I reckon I prefer, but not always, people of my own race who usually, but not always, have black hair.

I was wondering which hair color indicated the master race in your nation.

Her Majesty's Government has long discarded the theory of biological superiority of any particular race. Influenced by modern liberalism, the belief in equality is a cornerstone of the Mizia polity. That said, like any society, hierarchies are established in Mizialand with race forming but one component of social stratification. Blondes, mainly Arthelian (IC equivalent of white Europeans) constitute 75% of the Mizia population. Their representation in politics, economic institutions, higher education institutions, share of income, etc. is in excess of their population. Similarly, their share in socio-economic indicators such as percentage below poverty line, prison population, availing social security benefits, unemployment, etc. is much below their share in population. Maghrebis, blacks, and tribals are represented far in excess in the latter parameters as compared to their population.

Her Majesty's Government endeavours for a just society with equitable distribution of resources. One of the objectives of the welfare state, as propounded in early 20th century, is establishing a social democracy beside a political one. To that end, HMG's attempts to abrogate the distinction between races, which any way arise due to socioeconomic and not biological factors.
