Bunkaiia has 5 Heads of State, 4 of which represent the four sacrosanct endeavors (a.k.a. Objects of Veneration) directly extrapolated from the Mazdakite cosmology - which Bunkaiia is heavily influenced by, while the fifth one represents the "peacemaker" and "emergency decision" maker position. Together the Five are collectively called the Gouwul (GO-wool). Each Gouwul member serves only for one year and is the head of 12 cabinets and 7 committees. The cabinet members are generally appointed and do not generally change with the election cycle providing for some stability on a yearly basis.

The way each Gouwul member is elected differ between the specific Venerated Object's field in question:
    -Head of Discernment Spàpet- Legal Affairs, Diplomacy, Legislature & Executive branch - Democratically elected from a qualified pool - Elemental sign: FIRE
    -Head of Preservation Kordet- Environmental, Social affairs, Agriculture & Public Health Policy - Meritocratically elected (focus is on where you started and what you have achieved based on a point system) - Elemental sign: WATER
    -Head of Comprehension Herpet - Education, Infrastructure, Research & Development - Geniocratically elected (A series of academic tests are done, the one with the highest average earns the position) - Elemental sign: EARTH
    -Head of Joy Ràmešket- Entertainment - Ergatocratically elected (kind of like "America Got Talent") - Elemental sign: WIND
    -Theocratic Representative Moupet ("Priest & Peacemaker") of the Mazdakite Zoroastrian Religion - Only really consulted to break stalemates - Theocratically elected by other priests and acolytes. (Hermaphrodites are commonly chosen as they are considered blessed) - Elemental sign: TIME

Alongside the 5 Gouwuls are the 4 representatives of the autonomous communities who do not recognize the supremacy of the Moupet. They are:
Four autonomous regions/assemblies that have some limited right to go ignore the wishes of the Moupet are:
    -The theocratic-kingdom of the Assyrian Nestorian Christian twin-islands of Hashadooma
    -The tribal confederacy of hundreds of tiny Malagasy folk religion-adhering Doyan Islands, islets and atolls
    -The democratic Pinonimi (Karaite Jewish sect from Yemen) lake-side city of Ceikarokh (CHAY-carr-rokh)
    -The Yabaneiiani (Yapaniyan Jain sect from Tulu Nadu) communities of Samberiti & Maleibidulu
The large Somali and Yemeni Sunni Muslim communities, as well as the Irreligious/Agnostic group, make up the two largest religious minority groups without their own respective assemblies as of yet.... though this may change in the future!

Whoever wins in the duel will be denied the title and will be given to another more civilized person who has not wanted to get into the fight but is interested in the title.(Always of the royal family)

This avoids possible extremely aggressive leaders. Of course, none of the possible heirs knows the process so a sincere result is obtained

Members of the People's Congress, usually known as Representatives, are elected by their respective syndicates, or unions, generally through a preferential voting system. The number of seats allocated to each syndicate is proportionate to their number of members as of the most recent survey (taken every other year). A certain number of seats is reserved for non-syndicate members.

Members of the Council of Delegates are chosen by the legislatures of the nations and regions of the Commonwealth, which are elected through a similar method to that of the People's Congress. Each nation / region is allocated a number of Delegates proportionate to their population.

The President of the Commonwealth is chosen by popular vote in a two-round election. To run for President, one must be nominated by at least 500 local, regional or federal elected officials, or at least two syndicates with over 100,000 members. If one candidate receives more than 50% of votes in the first round of voting, they will be declared the winner, and sworn in as President the following week.

The 1000 seats in the National Assembly is elected by closed list PR in a nation wide district with a .5% threshold. The 488 seats in the Federal Senate are elected by STV in 3 to 6 member electoral districts with 1 senator being elected by the Commonwealth of Isla de Flores.

Both of these systems have been in place since 2021. Previously the Federal Senate was elected by a two round system with one Senator per province. The National Assembly has changed electoral systems several times over the years with the first system being FPTP which lasted until 1908 at which point Thermodolia switched to IRV.

In the 1970s the system was changed again this time to a mixed system of IRV and SNTV. 368 seats where to be elected by IRV in single member districts, while 184 seats where elected by SNTV in 46 4 member districts. This system was created as compromise between those who wanted a Proportional system and those who didn’t.

When it comes to the provinces the electoral systems can vary widely. Each of the 5 republics have different electoral systems:

The Traditional Republic of Fêthænthdóla elects it’s 23 member unicameral legislature by indirect election.
Jûnstan and the Commonwealth of Isla de Flores elect their chambers by STV with both provinces electing 5 members per district.
Krâthístan elects it’s assembly by open party list PR
Rânthâ elects it’s bicameral Congress by IRV for the senate with one per state and elects 248 members of the 250 member House of Representatives by regional party list PR, with the last two being elected by IRV.
The Republic of Sorraca has a bicameral legislature that is elected by two round for the senate and the lower house is elected by MMP with 150 seats as list seats and 150 as single district seats elected by IRV.

All devolved provinces except for the districts elect their chambers by IRV, all other provinces may choose from IRV, STV, MMP, or SNTV.

The Cisairse Parliament is bicameral, with different election methods:
  • The Conclave (the lower house) is elected via closed party-list proportional representation in a single nationwide district. Parties are allocated seats using Jefferson's Method.
  • The Senate (upper house) is elected via multi-member districts on ranked-choice ballots counted via the single-transferable-vote method.

There are 430 members of the Conclave and 100 members of the Senate.

Every Subject that has completed military or civillian service (which is only availlable to those unfit for military service) over 25 years of age may cast their vote. We use simple proportional representation, even though the regional assemblies that each Sanjak, Viyalet (higher subdivision) and Eyalet (of which we have four: Arabia, Anatolia, Rumelia and Africa) elects do send up a portion to the next-higher representative council.

In Practice:

Mehmed Musulman (our John Doe) has done his 2-year service and turned 25, so he may vote. Every 4 years he may cast the ballot for the Meclis of his Sanjak, voting for his party of choice. The party lists are then counted out and the appropriate numbers assigned to the assembly. At the same time he casta another vote for the Meclis of his Vilayet. The assembly numbers of the oldfashioned Vilayets vary, since the vilayets themselves are not equal in population. The Vilayet itself is an antiquated, but traditional, division of the Empire, and the political power of the Meclisi-i-Vilayet is rather low. They are mostly responsible for cultural events and environmental protection. The Meclis-i-Sanjaks 100 delegates nominate 5 of their number to the Meclis-i-Vilayet, and the ballot of the subjects accounts for the rest of the delegates under the same representative method. On the alternate turns, every 4 years, the subjects may elect the Meclis-i-Eyalet. 400 delegates, same method and representation. These form the highest elected body of the Empire, meeting 12 times a year to general assembly presided by the Sultan.

The power of these assemblies is limited, in fact as well as law, since officially the Empire is an absolute monarchy, personal property of his Imperial Majesty the Sultan and Caliphe of the house of Hamid. De facto however these councils form one of the pillars of state governance. The others are separate and not elected but nominated by the Sultan:

1. the Defterdars.

Money makes the world go round, a fact well known to the Empire since the time of Hamid Ghazi. Thus he created an independent Tax office, nominated the High Defterdar (the all-highest tax-collector) to take care of that vital aspect. These days the High Defterdar and his subordinates manage the entire financial system of the Empire.

2. the Beys

Money without violence is worthless, another fact of life. Thus the Sultan entrusts the execution of his Will to the High Vizier, and his subordinate Beylerbeys, Beys and Sanjakbeys on the three levels of governance. They are responsible for the military development and order in the provinces, for the police force and the security agencies. They however have to coordinate closely with the defterdar offices, since their funds, another old fact, are the sinews of war.

3. the Kadis

The Empire uses an "enlightened" version of the ancient Sharia law system, codified by Caliphe (and Sultan) I. Murad in 1529. The law system as is in use tioday dates to 1934 and Sultan IV. Suleyman.

Outside of this system the Sultan may at any time ensend a Pasha of his to oversee and control (in an absolute fashion) any portion of the empire. In the past thios mechanism has been used to many an end, from making a disgraced official a Pasha of a small village in the south Sudan and requiring him to go and stay there to making the Heir of an inept Sultan the Pasha of Rumelia, Anatolia, Africa and Arabia and thus de-facto Sultan of the Empire.

The Assemblies are mostly given free reign in how to govern, without undue interference from the appointed officials, but disobedience or failure to pay the taxes resulted in swift military action in the past. The poisoned ruins of Kabool stil bear whitness to the end of the Afghani rebellion in the 1920s: the last of Amanullah Khans forces tried to make a heroic last stand there, only to be shelled with mustard gas, phosgene and high-explosive until "total victory in the field" had been certain in 1929. To this day Kabool ranks among the most poisoned and dangerous places on the planet, due to residual poisons and unexploded ordnance. The "Afghan Example", even though not officially acknowledged, is something very well known in the empire and abroad.
