Are elections for national, state and local government free, fair, open and subject to inspection? Kinda...? In local governments people aren't elected, but rather they become parts of the local government when they gain full-citizenship (To put it simply, all Andronyans gain normal citizenshipm but undergoing some form of public service such as military, police, emergency-responce, etc. grants them full citizenship, which grants them expanded rights and responsibilities, among them participating in their local government), the federal government does have free, fair and open elections though.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? Yes, they don't have to swear an oath, but acts of corruption can get people in government out of their position, so an oath is technically enforced.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Yes, said framework has been expanding in recent years.
Is reporting of corruption able to be done anonymously and discretely? Yes and no, it depends on wether there is actual evidence for the report, using the system just to falsely accuse someone can result in criminal prosecution, so if the report is done maliciously the reporter can and will be prosecuted, but if there is actual evidence the reporter can rest assured his/her identity will be protected.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? Yes, and it has been expanded in recent times.
If so, how much authority does this body have? Can it make arrests? It cannot make arrests themselves, they have to go with the police for that, but otherwise they are receiving more funds in recent times.
Are there non-government bodies who investigate and report corruption? Yes, quite a few of them.
If so, are they given freedom to report on confirmed and possible cases of corruption? Yes, but again, there must be clear evidence for such an accusation, malicious/false reporting is defamation and can and will get the reporter in trouble.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Very much so, freedom of speech is thoroughly protected in Andronya.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? The person will be removed from the government, irreversably lose their full-citizenship status and get a considerable fine, usually the total amount stolen plus a considerable extra.
What is the maximum sentence for committing electoral fraud? Lose full-citizenship and any place already held in government, as well as losing any posibility of running for office ever again in the future. Jail time and a fine will also be included.
What is the maximum sentence for misleading voters in an election? There isn't really a punishment for that, but considering the transparency laws in the country, it's more than likely that someone doing that won't be voted again into office.
What is the maximum sentence for committing a conflict of interest crime? That depends, in government it usually can't happen, since local governments are given by merit and federal government places are voted in, so it's hard to commit them, the result is usually like the previous cases if it actually happens. In the private sector it usually results in heafty financial penalties, which can go as high as 2.5 times the amount stolen/misplaced.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? Yes, it is Andronyan law that anyone under criminal investigation or trial cannot be in office during the duration of such, however, to balance this, it can result in very severe penalties to do a false accusation (Example: if someone from an opposing party accuses a congress-member of corruption and there is no evidence for this the accuser can be put out of office permanently.).

END
Are you satisfied with this index? Yes
Any suggestions or comments on how to improve? Not really.

Your nation's full name (including pretitle) The Democratic Republic of Grussland
Your nation's (IC, non-NS) population ~25,000,000
Would you like to receive a TG updating you when your nation has been scored? Yes please, that would be highly appreciated.

Corruption Prevalence
How many corruption-related arrests are made every year? An average of 7 a year since 2006 as per official statistics.
How many acts of corruption are estimated to go unchecked every year? A average of 4 official/white collar and 15 petty corruption instances a year since a number of think-tanks started making estimates in 2015.
Do citizens complain about corruption via social media or other channels? Sometimes, when there is a perceived act of petty or official corruption. In many cases, there might not actually be an act of corruption so much as a misinformed perception.
Have you (the official participating in this survey) seen corruption in the past year? Not first hand; only heard of one second-hand account of petty corruption (bribery) at vehicle inspection garage (wherein the mechanic was paid to "pass" a car on a safety check without due diligence)
Did your leader come to power via transparent, trusted and legal means? Yes, he was elected to party leadership and the State Council via open ballot elections.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Yes, notable the Criminal Code, 2019 Free And Fair Election Code, Police Powers and Accountability Act, Political Party Registration Act, Lobbying Act, Government Financial Management Act, Public Service Staffing and Appointment Act, Code on Public Service Procurement, Treasury Guideline on Military Procurement, Law on Union Management and Accountability, Basic Law on Banking and Financing, Financial Transfer and Reporting Transparency Code, and other similar acts/laws.
Are elections for national, state and local government free, fair, open and subject to inspection? Yes, though this was only really true of the recent 2020 election. Previous elections were often dogged by complaints and questionable conduct.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? Yes, they sign a legally-binding oath.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Yes, some of which are outlined by the acts mentioned above.
Is reporting of corruption able to be done anonymously and discretely? Legally and practically yes, including whistle-blower protection. However the reporting individual(s) may be called to testify as witnesses in court and may be granted compensation and protection from blow-back.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? Yes, there are a few overlapping departments/agencies. The Office of the Auditor General handles bureaucratic instances of corruption and performs rotating audits on a schedule (which is not known publicly until the month before end of fiscal), the Department of Justice handles political and police instances, the Office of the Financial Ombudsman tackles white-collar crime in private industry, the Grusslander Border Services Bureau handles customs and border fraud, Grusslander Immigration Services handles immigration/citizenship cases, Grussland Revenue handle tax cases, and so and so forth for other specific areas of society. Most government departments and agencies also have internal ombudsmen. Police forces may also handle petty corruption cases not involving police corruption accusations.
If so, how much authority does this body have? Can it make arrests? All aforementioned bodies can make arrests within their specific jurisdictions or, in the case of internal ombudsmen, refer the case to the court system for appropriate police arrests.
Are there non-government bodies who investigate and report corruption? Yes, there are a number of them. Most are tied to media companies or special interest groups.
If so, are they given freedom to report on confirmed and possible cases of corruption? Yes, but they must practice due-diligence themselves to avoid accusations of slander.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Yes.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? This is dependent on the severity of the case, with the maximum sentence being 7 years.
What is the maximum sentence for committing electoral fraud? As above.
What is the maximum sentence for misleading voters in an election? This is dependent on the severity of the case, with the maximum sentence being 3 years.
What is the maximum sentence for committing a conflict of interest crime? This is dependent on the severity of the case, with the maximum sentence being 1.5 years.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? This depends on the situation as there is the assumption that individuals are innocent until proven guilty. Elected officials and private-sector individuals may continue to hold their office/position as the investigation runs its course. Public servants, police/military personnel, and judges may be placed on administrative leave with pay (in cases with overwhelming evidence, such as video or voice recording, this might be leave without pay)

END
Are you satisfied with this index? Yes, this is very interesting and forced me to think deeply about a few things.
Any suggestions or comments on how to improve? Perhaps there's room to add some questions on whistleblower protection and/or media accountability and/or slander litigation.

Welcome to Grussland: The land of beer and bratwurst.
A modernized ex-communist country that chose reform instead of capitalism. It went through a period of de-communization and economic reform without the nasty crashes faced by other ex-communist countries by refusing wholesale adoptation of capitalism with basically zero transition.
Doesn't represent my views. Mostly me asking... what if East Germany, Poland, Czechoslovakia, etc had not gone down the neo-con crash capitalist route, and instituted people-oriented reforms instead?
