Corrupt Dictatorship

Postby Estainia » Sat May 16, 2020 7:27 am

Your nation's full name (including pretitle) The Greater Empire of Estainia and Alisonia and Her Colonies
Would you like to receive a TG updating you when your nation has been scored? Sure why not.

Corruption Prevalence
How many corruption-related arrests are made every year? Between 1 - 10
How many acts of corruption are estimated to go unchecked every year? Thousands.
Do citizens complain about corruption via social media or other channels? Certainly.
Have you (the official participating in this survey) seen corruption in the past year? Perhaps.
Did your leader come to power via transparent, trusted and legal means? Her Imperial Majesty was duly and rightly crowned Empress.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? There are, enforcement however is lacking.
Are elections for national, state and local government free, fair, open and subject to inspection? Elections in the Empire are only open to those who own at least $2000 worth of property, the votes of women count for twice as much as the votes of men.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? They swear personal loyalty to their lord and the Empress, as all Imperials do.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Yes, there is, it is surprisingly efficient when they enforce the law.
Is reporting of corruption able to be done anonymously and discretely? It is, and it is taken incredibly seriously, despite low turnover.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? The Ministry of the Interior and the Ministry of Culture share jurisdiction dealing with corruption.
If so, how much authority does this body have? Can it make arrests? The Ministry of the Interior can arrest anyone who is not a landed noble. Landed nobility can be arrested by the Ministry of Culture, provided they are below ducal rank. Dukes and Kings answer to the Empress's council directly.
Are there non-government bodies who investigate and report corruption? There are several.
If so, are they given freedom to report on confirmed and possible cases of corruption? They are.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? They are.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? Death.
What is the maximum sentence for committing electoral fraud? Death.
What is the maximum sentence for misleading voters in an election? Death.
What is the maximum sentence for committing a conflict of interest crime? Death.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? Yes they are.

END
Are you satisfied with this index? Indeed.
Any suggestions or comments on how to improve? Nope.

Your nation's full name (including pretitle) The Kingdom of Coconut Palm Island
Would you like to receive a TG updating you when your nation has been scored? Yes please

Corruption Prevalence
How many corruption-related arrests are made every year? On average, 12/year at the Island/federal level, and an additional 3/year at the district level (all districts combined)
How many acts of corruption are estimated to go unchecked every year? While we can't quantify acts of corruption, experts estimate 1.5% of officials are " criminally corrupt", and an additional 3.9% are "morally deficient but not criminally corrupt".
Do citizens complain about corruption via social media or other channels? Very rarely; as corruption is so rare, scandals do get major attention on social media
Have you (the official participating in this survey) seen corruption in the past year? (Speaking as King Alexander)-- Yes, although it is rare, as King I sometimes witness corruption. In the past year, I've witnessed or been directly told about two acts of corruption. The first was a Senator's Chief of Staff taking bribes to influence the Senator. I ordered an investigation into the matter, and the King's Royal Guard (equivalent to the American FBI and Secret Service) found that no other individuals in the government were involved-- the corrupt Chief of Staff was fired, made to donate all of the bribery money to charity, and sentenced to 100 hours of community service and mandatory therapy. The second incident involved a Royal Guard agent intentionally destroying evidence to keep his brother from being convicted of a crime-- the agent was fired, banned from ever working in law enforcement again, and sentenced to 30 days in a Rehabilitation Center.
Did your leader come to power via transparent, trusted and legal means? Yes. The Monarch is chosen by the Senate, while Senators are elected by the people directly. The Senate has the power to recall a Monarch at any time for corrupt or illegal activity.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Yes-- Corruption by a Public Official is a Class D offense, punishable by up to a year in a rehabilitation center, or more commonly community service and mandatory therapy. Corruption by a Law Enforcement Officer is a Class C offense, punishable by up to three years in a rehabilitation center. Penalties depend on the severity of the action-- a politician taking bribes will get a light sentence, but a police officer working for criminals will get a severe sentence. In addition, the higher up the corruption goes, the higher the penalty. The King taking a bribe is much more severe than a low-level assistant doing so.
Are elections for national, state and local government free, fair, open and subject to inspection? Yes (although there are no local elections, only national and district elections). The Royal Court (with justices appointed by Senators) monitors all elections. Royal Court Justices are paid about 1 million USD per year to make them rich enough to never be tempted to take a bribe.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? Yes. In addition, all must swear to uphold the Royal Charter, with extensive protections for civil rights and honest government.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Yes. We have a very simple system in place-- there is an online form where anyone can report government corruption (in good faith). Any suggestion not filtered out as spam or a prank is sent directly to the King, the Senate, and the Royal Court. All such reports are made public 180 days after they are made (the delay is so that an investigation can happen without the corrupt official knowing they are being investigated), and when they become public the government must say what they did to investigate the report.
Is reporting of corruption able to be done anonymously and discretely? Yes, see above.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? Yes, see above. As any branch of government could become corrupt, each branch has the ability to investigate other branches. However, at the end of the day, most investigations are conducted by the Royal Court (or lesser courts for minor corruption).
If so, how much authority does this body have? Can it make arrests? Theoretically, the Royal Court will issue either an arrest warrant, and the King's Royal Guard will carry out the warrant. However, all officials accused of corruption to this date have turned themselves in for a trial rather than running.
Are there non-government bodies who investigate and report corruption? The Press often reports on possible cases of corruption.
If so, are they given freedom to report on confirmed and possible cases of corruption? Yes; however, all anonymous reports aren't shared with the press until 180 days later (or sooner if the investigation is over) to give time for a secret investigation. If the press finds the story on their own, we can't stop them from reporting it.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Yes. However, with corruption being relatively rare, the press often focuses on individual cases rather than saying "the whole Senate/Court/Monarchy is corrupt".

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? Class C offense- up to 1 year in a rehabilitation center or community service
What is the maximum sentence for committing electoral fraud? Class A offense- up to 20 years in a rehabilitation center
What is the maximum sentence for misleading voters in an election? Depends on what is meant by "misleading". If it is just lying, it's not a criminal offense, the but the newspapers will report on it. However, if they tell a lie affecting the results of the election (for example, lying to citizens about when election day is so they don't vote) is a Class A offense as above.
What is the maximum sentence for committing a conflict of interest crime? Conflict of interest, while frowned upon, isn't considered a crime in and of itself. Actual misconduct has to be proven for criminal charges. For example, a police officer investigating his best friend is considered stupid, but not a crime. However, a police officer tampering with the investigation for his best friend is a Class C offense.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? No, they are entitled to due process. Otherwise, one could claim corruption just to get a political opponent out of power. Investigations happen quickly, so corrupt leaders don't stay in power for long.

END
Are you satisfied with this index?
Any suggestions or comments on how to improve?

Your nation's full name (including pretitle) Flux Empire of the Auto-Reds/Sefeiunto-Redu Fliumenino Mandmeno
Would you like to receive a TG updating you when your nation has been scored?

Corruption Prevalence
How many corruption-related arrests are made every year? In absolute terms, around 2,000ish. This is however a very small percentage (less than a billionth) of our total population. We just have a lot of space, and a lot of officials governing this space. Pretty much all of them are local governors of outlying regions.
How many acts of corruption are estimated to go unchecked every year? Probably another few hundred or so. Nowadays we're quite good at finding corrupt officials.
Do citizens complain about corruption via social media or other channels? Yes, a lot of the time citizens would complain openly on the Fluxnet, and usually someone at a higher level would notice.
Have you (the official participating in this survey) seen corruption in the past year? I personally haven't seen much. A governor was caught redirecting funds, and a citizen living in the region they govern reported this to the governor above them. The governor organised an investigation that quickly discovered the corruption. They then replaced the corrupt governor and gave that governor a 1 civil month ban from being an official.
Did your leader come to power via transparent, trusted and legal means? Um, well the Fliudero became officially acclaimed as ISRA of the Redstone Empire by the Antiurenia, after attacking the Redstonian capital.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Yes, there are specific laws against many forms of corruption, including knowingly harbouring a corrupt official.
Are elections for national, state and local government free, fair, open and subject to inspection? Elections for both the Seniae and Antiureniae are heavily protected from corruption due to their importance. The elections are free and open, with individuals able to vote for whoever is eligible, which the majority of people are. Additionally people and systems involved in
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? Yes. As part of entering public office the official must adhere to an oath where they swear to uphold the values of Sefeiuntism and to fulfill the duties of their office with honesty and integrity.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Yes. There's a system of randomised investigations by antiudecte who specialise in this sort of investigation. In addition public officials are sworn to transparency and many official decisions are made public. Concerned citizens can also officially and anonymously report to higher level governors who can then investigate the corruption of lower level officials. If this isn't done an even higher level governor can be informed, and both the corrupt governor and the first higher level governor could receive corruption charges.
Is reporting of corruption able to be done anonymously and discretely? Yes.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? Typically this role is done by the Ministry of Internal Affairs, however other parts of the government are at least partially responsible for oversight within their own branch and within other branches.
If so, how much authority does this body have? Can it make arrests? Yes, this body has the power to arrest other government officials with a few exceptions, most notably the members of the Imperial Senia and Antiurenia, or the Fliudero himself. Members of the Senia and Antiurenia can however be put on trial or otherwise barred from their respective body.
Are there non-government bodies who investigate and report corruption? There are numerous NGOs who take it upon themselves to investigate and report possible corruption to higher level entities.
If so, are they given freedom to report on confirmed and possible cases of corruption? They are allowed to report on confirmed corruption cases, and provide with them references to sources used in the investigation. They can also report potential corruption cases with sources.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Yes, members of the public are free to express their opinions and concerns surrounding the local and Imperial government. Often these concerns are looked in to.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? 2 civil months of isolation and 24 months barred from public office.
What is the maximum sentence for committing electoral fraud? 4 civil months of isolation and 36 months barred from public office.
What is the maximum sentence for misleading voters in an election? Lying to your voters isn't a crime, but if discovered would be a quick end to ones political career. However if other forms of corruption are discovered it can add an additional 4 civil months barred from public office.
What is the maximum sentence for committing a conflict of interest crime? Technically not a crime, but such cases are scrutinised, and corruption cases involving a conflict of interest can earn an additional 4 civil months of isolation and 12 civil months barred from public office.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? Officially no as otherwise the reporting system could be abused to temporarily remove someone. However those being investigated typically withdraw from their public office, only doing some duties.

Your nation's full name (including pretitle) The National Feudalist Militarized Republic of The Third Duloch
Would you like to receive a TG updating you when your nation has been scored? Yes

Corruption Prevalence
How many corruption-related arrests are made every year? 100,000 but nearly all of these arrests are of political opponents who are falsely labeled as corrupt to consolidate power within the lord.
How many acts of corruption are estimated to go unchecked every year? Many tens of thousands since the majority of those arrested are simply political opponents and the members of the national feudal party are exempt from all laws on corruption. It is estimated that hundreds of billions have been lost to corruption
Do citizens complain about corruption via social media or other channels? No. They get taken away and executed if they even think about snitching on the members of the ruling party.
Have you (the official participating in this survey) seen corruption in the past year? Yes, since I myself have committed some fraud and bribery. All of us in the national feudalist party have committed some form of corruption.
Did your leader come to power via transparent, trusted and legal means? No. We are a fascist military dictatorship and Lord Fuhrquaad consolidated power and suppressed all democratic transparency, executing opponents and banning freedom.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? There are laws but they only apply to non-members and rare used to charge dissidents instead of actual corrupt politicians, who are rewarded for being corrupt
Are elections for national, state and local government free, fair, open and subject to inspection? No. We are a totalitarian regime and the government is extremely opaque.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption?
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? No, since the feudal oligarchs and their corporate allies control the public sectors, allowing for endemic corruption to occur. The only framework we have is to prevent dissent and exterminate the fairytale creatures for disrupting the order.
Is reporting of corruption able to be done anonymously and discretely? No, since people are not allowed to report any corruption and our mass surveillance online makes it impossible to be anonymous. Those caught violating this law are sent to execution camps.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? There is but it has no power and the leaders themselves order people to be punished for “corruption”.
If so, how much authority does this body have? Can it make arrests? No
Are there non-government bodies who investigate and report corruption? We are fascist meaning that we ally with the private sector while maintaining a semi-mixed leaning market economy(like modern day China or Saudi Arabia) in that the state owns certain parts of the country. But everything is linked to the National Feudalists and most non-governmental anti-corruption organizations are purged
If so, are they given freedom to report on confirmed and possible cases of corruption?
Are journalists and members of the public free to express their concerns regarding corruption in your nation? No

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? Execution by law, but it is typically unpunished as members of the party are awarded an economic incentive for being corrupt
What is the maximum sentence for committing electoral fraud? We always commit electoral fraud, so there is no sentence
What is the maximum sentence for misleading voters in an election? We don’t really have exactly free elections ever since Fuhrquaad rose to power and created a colossal tower in the capital.
What is the maximum sentence for committing a conflict of interest crime? Execution but party members are exempt
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? No, unless they are political opponents who are incriminated in that they get executed immediately

END
Are you satisfied with this index? Yes
Any suggestions or comments on how to improve? No

Your nation's full name (including pretitle) The People's Federation of Pan-Asiatic States
Would you like to receive a TG updating you when your nation has been scored? I would like that very much, yes.

Corruption Prevalence
How many corruption-related arrests are made every year? 29,035~ cases when a sum total of local, military, State, and Federal arrests is procured, based on 2020 statistics from the Ministry of Justice. It is worth noting that, for the last two years, as part of a massive anti-corruption campaign, over 120 high-ranking officials, including about a dozen high-ranking military officers, several senior executives of state-owned companies, and five national leaders have been arrested. Furthermore, greater than 100,000 people have been indicted for corruption between 2015 and 2020.
How many acts of corruption are estimated to go unchecked every year? 50,800~ cases go unchecked every year, based on a 2010 study conducted by Peking University. However, the age of the study is worth noting, and should be assumed to have decreased significantly in 2020.
Do citizens complain about corruption via social media or other channels? Yes. The courts of the Pan-Asiatic States begin at the lowest level in the form of both residential and industrial councils. Courts for reporting one's employer and one's local village head to one's workers' council are governed separately.
Have you (the official participating in this survey) seen corruption in the past year? Yes.
Did your leader come to power via transparent, trusted and legal means? Yes.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Yes, it is enshrined in the constitution. In addition, 4 Federal codes dictating the guidelines constituting corrupt activities exist in public law.
Are elections for national, state and local government free, fair, open and subject to inspection? Yes, but only by NGOs approved by an executive commission of the Ministry of Justice. The World Assembly is regularly prohibited from making thorough inspections of Federal expenditure for reasons involving military and political confidentiality.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? Yes.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Yes, in the form of yearly fiscal auditing.
Is reporting of corruption able to be done anonymously and discretely? No. Allegations of corruption are filed into the public domain the moment the accusation is officiated by an accuser. It is up to the Ministry of State and Public Security's leadership whether or not to consider an individual worthy of witness protection, but even if they are entered into a witness protection program, their name is not censored by court proceedings.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? Legally speaking, there is no official committee whose primary task is to regularly investigate corrupt activities. However, the National Audit Office (NAO) must ensure that funds are being allocated correctly every time a new year's fiscal budget is proposed.
If so, how much authority does this body have? Can it make arrests? No. Arrests can only be made once due process is fulfilled and a standing order to do so is approved by a judge.
Are there non-government bodies who investigate and report corruption? Yes. Several democratic preservation committees investigate corruption as NGOs throughout the Pan-Asiatic States.
If so, are they given freedom to report on confirmed and possible cases of corruption? Yes, but an individual accuser must be held accountable for the accusation.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Yes. This is enshrined in the constitution as well.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? Death penalty.

This nation is neither dystopian nor utopian; rather, a mix between idealist policy-making with ruthlessly-pragmatic enforcement thereof. "The Order of H Light" is an alt account of mine that plays out as a more straightforward dystopia/false utopia.

However, my IRL political views are admittedly very weird and may intersect with this nation in more ways/less ways then I care to admit.

Have you (the official participating in this survey) seen corruption in the past year? "Last year, no. Now in my past 40 years working I saw a big scandal which brought down an entire government.

I think it was around 1985 when the conservatives were in power, it result's that a foreign company, an airline from Arteris, AeroUnity. The airline operated in Mervay for a few years by then, however, their airplanes were found to be in deplorable conditions with little to no maintenance and unsafe to continue their operations. The airline paid the Royal Civilian Air Security and Maintenance Agency inspectors to cover their deficiencies and report their planes were in perfect state and well maintained, they even went as far as bribe the Minister of Transport back then to support their claims as their operations were being investigated by clean members from the agency and their director. The Minister tried to block any attempts to suspend the license of the airline to operate in Mervay calling the move as an and I quote: Move worth of conspiracionists that doesn't believe the facts when they see them.; for which he faced heavy backlash.

But the worse was about to come when in July 20th, 1985; an airplane from the airline crashed in middle of the mountains south of Vitoze when it was en route to Sudentor. There were no survivors of a flight of 450 people plus staff. The Minister and the agency begun an investigation, but when it was officially announced it was underway that minister said that it was obvious that what happened was an human error and fault than the airline's one, he also blocked any attempt from the director of the agency from speaking and giving any explanation to what happened.

It was later found out the airline was at fault because of their planes not being maintained and not respecting any safety standards; the inspectors that made the reports about the airline were all took out of their jobs and arrested while the airline's assets in the nation were frozen until new advice while a trial and judicial investigation was made too. The Prime Minister came out in national television and supported the Transport Minister, which led to massive protests calling for the government to resign with, his back then, Majesty Aurelius VII pressuring the government to resign and then setting an temporal one until elections were called.

The company's directors were then put on a most wanted list because of what happened and could be subject to suffer an sentence in Mervay if arrested. These people went to trial with the inspectors that made those false reports, condemned to the surprise sentence of 250 years in prison with possible death penalty. The Minister of Transport tho, he had the worst of all since he also defamed His Majesty and the Royal Family!! He called the trial a move from the King to have an absolute rule over the nation, but if you thought that was bad, he even said it was the victims fault for choosing that airline than his for not making his job. He had the worst of all... He was sentenced to the death penalty directly. The former Prime Minister, which was an minor actor, defended the minister on what he said AND was sentenced to 20 years in prison and was banned from holding any public charge. The airline was banned from operating in Mervay and it's airspace with a hefty fine of 800 million albats in the end with the agency being reformed from zero.

Sometimes. Citizens mostly care about corruption whenever it causes direct effect, such as the delayed construction project, etc.

(As Sultan Yuwa Zara) Yes, but mostly from the report from Office of Executive Staff, which can be boring to be read sometimes.
Did your leader come to power via transparent, trusted and legal means?
Yes. The successor of the Sultan must be selected by the Sultan himself AND receive 75% of vote from the member of Parliament in order to be chosen as the Crown Prince. When the Sultan "retired", the most senior Crown Prince must receive the oath of allegiance from at least 0.1% of the entire population, gathered in one place at once.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts?

The General Election is held directly by Ministry of Home Affair, for every position in government that is elected directly by the citizens. Not all positions are elected directly by the citizens. Some of it include the ministers, coordinating ministers, and judges in the Council of Judges. Yes. They must declare the oath of allegiance to the Sultan and their adherence to the Book of National Jurisdiction.

Yes. Yuran Society of Auditors and Accountants (YSAuAc) had received permission from the Sultan to conduct detailed surveilance on most of government projects and contracts vulnerable for corruptions. They do so by continously audits most of the officials involved in a certain government project or contract. Any suspicious flow of money that can't be explained officially will be reported to the Office of Executive Staff.
Is reporting of corruption able to be done anonymously and discretely?
Not always. Usually, acts of corruption is reported by a government body or large organization, upon which the report must be held accountable. No. Monitoring and reporting act of corruption is an authority given by the Sultan to non-government bodies.
If so, how much authority does this body have? Can it make arrests?
Are there non-government bodies who investigate and report corruption?
Yes. Some of it received authority from the Sultan (for example, YSAuAc), while some others work independent fronlm the government (for example, Student Alliance for Anti Corruption (SAAC), and National Corruption Prevention Agency (NCPA)).
If so, are they given freedom to report on confirmed and possible cases of corruption?
Yes. All reports and investigation results can be given from the already mentioned organizations to the Office of Executive Staff, which will acts as the prosecutor (the reporting organization will serve as the witness) in the national trial.

Yes, but any exaggerations will be considered provocative and potentially dangerous.

Your nation's full name (including pretitle)
- The Commonwealth of the Peoples of Southern Thelar'áí/Commonwealth of Southern Thelar'áí
Would you like to receive a TG updating you when your nation has been scored?
- Yes please, with a link to the index/scoreboard itself.

Corruption Prevalence
How many corruption-related arrests are made every year?
- The current year is 2120.
- 53 on average from 2116 to 2119 (96 in 2116, 43 in 2117, 31 in 2118, and 42 in 2119) at the federal level due to the ongoing crackdown on corruption initiated by Lucas Kasketal (native name Kəskét'al Letísz Lijúthrəx), the current President of the Government. In 2115, however, 472 federal officials, including Kasketal's predecessor and former PoG K'arótesz Lákos Takórtas, were arrested on charges of corruption, abuse of power, and extrajudicial killings. At the state/subnational level, it can vary depending on the size of the state/subnational government and other factors, though it typically does not exceed 70 per state/subnational government.
How many acts of corruption are estimated to go unchecked every year?
- At the federal level, approximately 22 acts of corruption have been believed to go unnoticed annually since 2116. At the state/subnational level, it varies depending on certain factors, though it typically does not exceed 60 per state/subnational government.
Do citizens complain about corruption via social media or other channels?
- They are granted free rein to do so officially or unofficially, though they have recently only made occasional complaints due to the Kasketal administration's staunch anti-corruption platform. Sometimes, however, theese complaints are not about corruption in general, but rather about what some citizens would perceive as the anti-corruption program's occasional laxity.
Have you (the official participating in this survey) seen corruption in the past year?
- A few corrupt federal officials here and there, and they were part of the 42 arrested that year.
Did your leader come to power via transparent, trusted and legal means?
- The current President of the Government, Kasketal, initially came to power in 2115 as an interim leader after his predecessor K'arótesz was forced to resign amidst widespread condemnation by the legislature, judiciary, and armed forces for the following offenses: initiating an unlawful power grab which triggered a two-year constitutional crisis, ordering extrajudicial attacks on political opponents, extortion, graft, and embezzlement. K'arótesz initiated the power grab in order to bypass the restrictions imposed by the then-sharply-divided Hiletrai (Parliament/Grand Assembly) and an uncooperative Grand Judicature, consolidate power, and further his and his coalition's agenda. He was then arrested on multiple criminal charges including corruption. Kasketal was then formally elected the next year (2116) by the Hiletrai, as per standard procedure, then proceeded to form a new government. The election itself was deemed free and fair, especially when the then-turbulent political situation was taken into account.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts?
- Yes. These laws are enforced much more stringently with higher-ranking officials, and they were recently strengthened by the Kasketal administration.
Are elections for national, state and local government free, fair, open and subject to inspection?
- Elections for all levels of government are typically regarded as free and fair, and they are subject to inspection by independent electoral commissions, both domestic and foreign. One major pitfall, however, is the fact that all members of the gray-skinned Tsethethioaian race, making up about 1.7% of the total population of 1.9 billion citizens, are systematically repressed to a certain extent and widely discriminated against, being barred completely from running for political office. This is largely due to their deeply-rooted historical rivalry with the dominant greenish-skinned Vrakhoiethioaians and is not a product of political corruption. They are permitted, however, to vote in these elections with relatively little coercion or interference.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption?
- Yes.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military?
- Yes.
Is reporting of corruption able to be done anonymously and discretely?
- Yes.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption?
- Yes. It is known as the Federal Directorate for Institutional Integrity, and since 2116 it has been granted relative autonomy from the government in order to ensure its independence.
If so, how much authority does this body have? Can it make arrests?
- It is granted a broad range of powers such as the power to prioritize the investigation of more critical cases. Recently, under the Kasketal administration's crackdown on corruption, its powers were expanded in order to combat corruption more effectively. Its officers are authorized to directly arrest federal-level officials after a thorough investigation, though it has to cooperate with subnational, state, and local police forces in order to arrest subnational-level, state-level and lower-ranking officials. It is subject to oversight by other government institutions such as the Grand Judicature and the Ministry of Law and Justice, as well as some trusted NGOs, in order to ensure that it stays true to its purpose.
Are there non-government bodies who investigate and report corruption?
- Yes, and there is a wide variety of them. One such example is the Society for Interplanetary Transparency (SIT), an international/interplanetary NGO based on both Earth and Thalassa (the planet Southern Thelarai is on, between Earth and Mars) that serves as the legal successor to Transparency International.
- Another example would be the leadership of the largest Vrakhoiethioaian religion, which most of the population adheres to. This is largely due to the native populace's generally deep devoutness, which hinders any attempts at effective separation of religion and state. Some of the religion's teachings include strict avoidance of dishonesty, especially in public service, however, and it also strictly applies to the religious officials themselves.
- Independent investigators and watchdogs are also occasionally seen monitoring corruption.
If so, are they given freedom to report on confirmed and possible cases of corruption?
- All of the aforementioned bodies are given free rein to report any confirmed and possible corruption cases. The leadership of the aforementioned Vrakhoiethioaian religion are also authorized to censure/excommunicate high-ranking officials known to have undertaken corrupt acts, though these acts of censure are generally independent of the government.
Are journalists and members of the public free to express their concerns regarding corruption in your nation?
- Journalists and concerned citizens are free to express their concerns regarding corruption, whether it be actual cases or the government's perceived laxity, without any official pressure or coercion. Some seasoned corrupt officials, however, might attempt to hide their crimes through bribery or threats, though it has recently gotten much more difficult for them to do so thanks to the administration's crackdown on corruption.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means?
- For federal offenders, the maximum sentence is approximately 25 years in prison, along with non-punitive prison labor to encourage productivity and prevent further development of antisocial behavior. Due to the sacred status of humanity in Vrakhoiethioaian religion, however, human offenders would be tried by separate human courts which can hand out a sentence of up to 30 years. If the human offender, however, is a higher-ranking federal official such as a member of the Hiletrai or a cabinet minister, they would be tried by normal means, with the same maximum sentence length as the aforementioned separate human courts. The leadership of the main Vrakhoiethioaian religion may also issue an official censure against high-ranking federal officials convicted of financial fraud, though this censure may be revoked and is generally independent of the government. (Please note, however, that Southern Thelarai, is NOT a theocracy, and religious officials themselves may also be convicted of and punished for acts of corruption.)
- At the state/subnational level, punishments may vary. Some states or subnational republics/monarchies may also employ non-punitive prison labor in addition to regular imprisonment.
What is the maximum sentence for committing electoral fraud?

Due to the sacred status of humanity in Vrakhoiethioaian religion, however, human offenders would be tried by separate human courts which can hand out a sentence of up to 20 years. The leadership of the main Vrakhoiethioaian religion may also issue an official censure against high-ranking federal officials convicted of conflict of interest crimes, though this censure may be revoked and is generally independent of the government.
- At the state/subnational level, punishments may vary. Some states or subnational republics/monarchies may also employ non-punitive prison labor in addition to regular imprisonment in order to encourage productivity and prevent the further development of antisocial behavior.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place?
- Yes, and they are temporarily replaced by trustworthy officials for the duration of the investigations. If they are found guilty, they will be replaced via normal means. If they are found innocent, they will be returned to office, albeit with some suspicion.
END
Are you satisfied with this index?
- Yes.
Any suggestions or comments on how to improve?
- Perhaps you could add an additional field for officials representing applying nations to describe their nation's political background and recent political incidents, as there may be relatively few instances of corruption at present, but they might have had a major instance of corruption or abuse of power in the past few years, such as the 2115 resignation and arrest of former PoG and borderline dictator K'arótesz, that still has far-reaching consequences.

Currently retired. This nation (my first on this website) will be put to rest after 4 years on April 22.
A pacifist union located on the utopian planet Delotheaa. Nothing notable other than its longevity (as the nation has existed for over 10,000 years) and its unusual ability to repel invasions.
We are also called Deetileaa-Deluaiia.
2nd Allied Tribe War is over, The Allied Tribe repels an invasion by ATFF | The Allied Tribe officially bans Child Labor, Compulsory Organ Harvesting | The Allied Tribe states that force must be used strictly defensively, begins armed neutrality and cuts aggressive military ties with all nations
