International Index of Corruption
Greetings to all nations of the world. The Drongonian Government, partnered with several NGOs and private research institutes, has compiled a questionnaire which seeks to establish the amount of corruption within any given country. We invite all heads of state (or their representatives) to take part in the survey and provide both us and the rest of the world with valuable feedback regarding who we should trade, ally and have diplomatic relations with.

We do request that all nations taking part in this survey give their honest and sincere answers when filling out this questionnaire. This allows all parties involved to get a better idea of the entire situation regarding every country. All data entered is handled according to our privacy policy.


Index Outline
The questions nations are asked to answer are listed in the codebox below. Please note, you are free to refrain from answering as many questions as you'd like, but each question you answer reduces the likelihood of an accurate score being given to your nation. If you do not wish to answer a question, simply leave it blank.


Index Scoring System
Nations are given a trustworthiness score from 0 - 100, with zero being most corrupt and 100 being a perfect score, indicating no corruption being present. Please note that the scale below is wide and variable. For example, a nation which scores 74.9 is not as corrupt as a nation with a score of 50, but they share a bracket and therefore a classification.

Not corrupt (90 - 100)
Nations scoring in this range are simply not corrupt. Robust processes are in place to prevent and punish any potential corruption. Corruption cases are few and far between, with public officials and members of law enforcement being held to very high standards with regards to their integrity.

Barely corrupt (75 - 89.9)
Nations scoring in this range can be considered not to be corrupt, and government bodies do their best to prevent corruption at every level. However, whether by fault of processes or a lack of resources for those investigating, corruption does occur on rare occasions and can go unchecked.

Moderately corrupt (50 - 74.9)
Nations scoring in this range do have processes in place which, on paper, seek to prevent corruption. However, these processes and punishments may not be sufficiently enforced or may be selectively enforced depending on who is in a position of power. Corruption is relatively common but not entirely pervasive and mostly has no effect on the average citizen.

Very corrupt (25 - 49.9)
Nations scoring in this range can be considered corrupt. Those in power are regularly left to act unchecked, and punishments are generally only handed out to those disliked by the government or civil service. Laws exist to prevent corruption but most of the time they are ignored. Citizens may encounter corruption in their day-to-day lives in regards to things including education, policing and immigration.

Entirely corrupt (0 - 24.9)
Nations scoring in this range are entirely corrupt. Those in power do whatever they like without fear of repercussions. Anti-corruption laws are either non-existent or ignored entirely. Those who seek to clean up the system are very likely silenced, exiled or simply ignored.

From which they may summon the person in question and also any witnesses (colloquially "invited to a coffee") for questioning, and it may lodge charges against any person.

If so, are they given freedom to report on confirmed and possible cases of corruption? Yes, they are given their own direct lines to the CPEC.

How many corruption-related arrests are made every year? Several hundred. Two years ago, this was 697. Last year, it was 662.
How many acts of corruption are estimated to go unchecked every year? At a local level, it is hard to say. There are some accusations, but it is not always clear if the accusations were made in good faith. They are always investigated, though. As far as municipal or national levels go, it is estimated to be around the low 10s: 10-15.
Do citizens complain about corruption via social media or other channels? Rarely. Usually, this happens just after arrests are made in a high-profile case.
Have you (the official participating in this survey) seen corruption in the past year? No.
Was your leader elected legitimately via a free and fair election? No. Elections are used to determine our auditory branch of government, namely the parliament. Leaders and representatives are appointed for a fixed term in a fair, meritocratic process.

Our meritocratic systems, while seemingly vulnerable to corruption, is extremely well audited. Term lengths cannot be changed by those who are serving.

It was an impromptu election during the Nuclear War, since Valentijn was voted on the sole grounds that he is the one leading Project Resolute. Eventually, due to his indefinite lifespan, he and a lot of the personnel are slated to lead for 1 term... which is 101.00e+5000 years.

To be very honest, I am not sure where Valentine Z will fall in terms of corruption index. Corruption as a whole is basically unheard of in Val Z thanks to the nature of the persons leading themselves. At the same time, going to be serving in the office for an indefinite term, the country's leadership is seen as an Extremely Benevolent Dictatorship, or an Autocracy.

1: Wayyyy back in 2025 (currently 2080), being trust into position of power, Valentijn “De Sierlijke en Vrij Valkyrie General ov Valentine Z” Samantha Maxwell Delta Weston Stijn Angelus Tracey Mitchell Tristian Marnix Basilisk Lewis Hyatt X. Constantine Sein Lin Zaw Naing got into a bit of a heat when it comes to corrupt practices, or by leading with an iron fist (literally and metaphorically). This is also OOCly reflected by the Corruption stats, NS-stats wise. He stepped down for a good few years, reflecting on what he could have done better, and to let go of the corrupt practices himself. With Foresittend Marcus Alan Ariel Maximillian “Infinity Hunter” Swifty Felix Maverick Prometheus Revlin Lynx Artyom Lichtenstein Baptiste C. Viot. Talon Haydn Lincoln Taal Reynolds Fang Wu Ying acting as the impromptu leader of Valentine Z, eventually stepping down to lead a smaller piece of land known as Victoriaans Nederlands, to which Valentine learned about the nature of leading by example, as well as being a Benevolent Dictatorship like a few IRL countries in the past. The practice of "You can be in indefinite power, as long as you lead by example and you give people power over legislation and how the country should be" became a staple of how Valentijn leads the world today. Side note that Valentijn and Marcus might be friends, but there was no corruption involved when Marcus was assigned to be the impromptu leader; just a string of coincidences that they were close friends, but Marcus was elected fairly (and now indefinitely).

In short, Valentine Z is still run by a group of individuals that has more or less occupied the office for themselves, but at the same time, the people and the nation as a whole are satisfied with how things are going, and for the abundance of public services and how easy it is for them to voice out other non-office-term related inquiries, effectively a band of Benevolent Autocrats with best interest for people.

Probably 10-15. This is because the State has a "no-nonsense" policy when it comes to it, and would rather expel an innocent person than let corruption, well, corrupt our party. In a situation where there is doubt around it, the individual in question is usually not arrested but just dismissed from their position.

Two or three. Most of the corruption that goes unnoticed is at a smaller level, as party members are closely monitored by their comrades.

Not often. Those that do are usually anti-communists which have no actual backing to their claims.

So, no, there was no election, but there is absolutely fair treatment.

  • There is no assessment of transparency in government and corporate operations. A lack of transparency can severely impede the ability of independent institutions to spot and report corrupt acts, such as for example irregular budgeting
  • While I understand where it is coming from, it seems odd that "Corrupt" is a worse category than "Very Corrupt". These category names should probably be inverted or the "Very Corrupt" one renamed

How many acts of corruption are estimated to go unchecked every year? We don't know for sure, because they were unreported and undetected. The only thing we know, that they go that way frequenlty within parliament, and extremely rarely if they cause any damage to society.

Do citizens complain about corruption via social media or other channels? Whenever it impacts common folks, expect to hear about it in social media, saloons, beaches and such... But if it doesn't spill out of parliament, they won't care.

Have you (the official participating in this survey) seen corruption in the past year? There was a case, when some official snatched money for school. Since he broke the sacred rule of "Don't steal from the people", he was quickly brought to justice.

Was your leader elected legitimately via a free and fair election? Yes and no. Our current Overboss was just a warband leader, who was taken in and appointed by the Council. But since people, at least 90% of whom have guns and bullets, weren't against, consider him elected...

What is the maximum sentence for committing electoral fraud? The sentence is imprisonment, ban from holding any official post and severe public shaming. Basically, end of political career.

Well, because of free speech in constitution and complicity of such cases, there might have been some possibly, but there were no cases in the court. Besides, if the voters feel misleaded, they can call for impeachment, and the person impeached will have no choice but to obey their will.

Glakta has a complex meritocratic system to fill most positions of government, though the Emperor also appoints a vast number of officials. The Emperor himself/herself is chosen from and by all aristokratos citizens (i.e. those that are eligible for public office after passing a General Aptitude Test) at special State Congresses, and serves for life (50 years for AI citizens).

Corruption Prevention

An anti-corruption framework is in place, both at the federal level and in most of the 200 federal states (for those states who do not have a specific anti-corruption framework in place, the federal one applies, otherwise both the federal and the regional frameworks apply).
Are elections for national, state and local government free, fair, open and subject to inspection? National and subnational positions are filled meritocratically through the General Aptitude Test (GAT) system. A GAT Audit Agency (GATAA) monitors the process and guarantees its integrity. However, a minor component of the GAT includes political reliability criteria.

GAT fraud is punished with revocation of aristokratos status (obtained after passing the GAT) and a permanent ban on retaking the test (effectively, it amounts to a permanent ban from public office as well as opening the door to being discriminated against in daily life). Heavy fines are also frequently imposed on cheaters as well.
