No. There is no single position in government that could wield the powers necessary for dictatorship. Our Prime Minister is drawn from the legislature and thus directly accountable to the people, our State Council is similarly drawn from the Senate, and the Federal Cabinet is drawn from the Federal Syndicates, which are also democratic/meritocratic. The closest any person could have legally come to dictatorship was prior to the 1950s, when it was possible for a PM to come from the Senate and also sit on the State Council. At most though, that would make them the head of government and 1/3 of the Head of State - and not at all a judge or syndic. In any case, a referendum closed that loophole.
