Tamriel punishes harshly crimes committed for futile reasons (and the judiciary considers conspiracies a futile reason) with some of the penalties being doubled.

Students learn about methods of verification and falsification of scientific theories, the burden of proof and about logical fallacies of the human mind — still the most common tool of cognition. We consider this knowledge essential, for it enables the people to make their own judgment, which is highly likely to correspond with the way the things are, and to rule the country effectively.

The idea here is that one thing is sharing a preposterous idea while being at a café drinking low-quality beer, one thing is committing crimes because of that preposterous idea.
Especially if it goes against what research and scientific method say.
Freedom of thought doesn't mean "freedom of considering true every single fantasy that comes to mind".
