The Evil One has concluded that the People of Panslav live in total oppression, having all aspect of their daily lifes controlled by the government, He encourage them to take arms and revolt agaisnt this evil oppression,

While any sane person would see that Panslav seem to be a nice play to live in, thanks to laws agaisnt discrimination, a social welfare that protect the most unfortunate, a serious government who takes of their citizen, and let them do what they want in their personnal lives.

Its complicated and either public or private, but not government or state. In the Commonwealth Public does not mean government or state control. The Educational part of the system is either private -- 80% or public 20% (Administration, Teachers, Curricula, Education itself are treated 100% private but never by administrative government. The land grant, buildings, and plant maintenance are public utilities controlled at the most local jurisdiction by the public and are distinct and separate from the State. The top-down command concept of governance where the public schools have transmogrified into police state administratively run government schools (as what happened in the US) is totally foreign to the Commonwealth.

Public Schools (really Charter Schools in the American Sense) make up:
