As many of us know, the Wuhan Corona Virus has ravaged much of China and is spreading fast. As such, I have come here today to ask what your nation is doing to combat the virus?
Are you researching a cure? Locking down Chinese air travel? Or are you just gonna nuke or napalm China?

We have established containment protocols, by putting in quarantine every citizen confirmed to be contaminated with the virus, 80 cases so far.
We are also checking the temperature of every passenger arriving on international flights, not only from China.
All citizens that have been in China in the last three months MUST report to the nearest hospital to be tested.
Also, interstate travel in the Empire has been asked to be reduced, the Armed Forces reserves have been called back and are ready to be deployed to institute a Quarantine nationwide.
And of course, the Centers for Disease Control are actively researching a cure.

Vexilia fortunately only had one case from a citizen who returned home from a vacation. We cannot disclose what happened to this citizen upon arrival.
Since then, all travel in or our of the nation has been forbidden, with the exception of foreigners who are trying to leave to their home country.
Due to the unpleasant conditions near the Vexilian/Rebel borders there has been a large medical team dispatched not too far away to help quell things before they get out of hand.
The Rebel Government has yet to make a statement regarding infection rates within their territory.

On January 21, the Ministry of Transportation together with the Ministry of Territorial Affairs enacted both a temporary travel ban on flights between Zhouran and China, and entry restrictions for anyone who had traveled to-and-from China, thus making Zhouran the first nation to enact travel suspension during the COVID-19 outbreak. This would later be extended to all of Europe, the US, Australia, Canada, Middle East, South Asia, Southeast Asia, East Asia and Latin America by March 12 with the ban on flights to-and-from China and entry restrictions for those who traveled to-and-from China to be lifted by somewhere around the first week of April. As a result, the MoT are cracking down on any possible chance of an outbreak spreading due to imported cases from international travel while the MoTA together with the Ministry of Health are working together in maintaining and securing Zhouran's highly-strict biosecurity, in order to protect the health of the people, fauna and flora of the nation from outside diseases.

Apart from temporary travel bans, Zhouran was the first nation to evacuate its citizens out of China, first beginning with Zhouranese citizens in Hubei on January 23 and later on Zhouranese citizens in most of China's eastern major cities. Zhouran's six major national airlines, consisting of Air Zhouran (national flag carrier, largest airline in the country), Zhouran National Airlines (second largest airline in the country), Zhouran National Air Fleet Express (third largest airline in the country), Zhouran National Aviation Services (fourth largest airline in the country), Zhouran Civil Aviation Express Airlines (fifth largest airline in the country) and Zhouran Civil Air Transport Services (sixth largest airline in the country) were responsible for flying the evacuees back home. Zhouranese citizens that had evacuated from China were placed on a two-week quarantine by the Ministry of Health and the Ministry of National Emergency shortly after arriving back home.

For several days after COVID-19 started spreading internationally, Zhouran was only classed as a nation with suspected cases. The first confirmed case did not surface until around February 27, and by March 7 there were three confirmed cases in the nation. Luckily however, thanks to Zhouran's rapidly-implemented quarantine, highly-effective state-of-the-art publicly-funded decentralized universal healthcare system (ranked as best in Asia and one of the best in the world), highly-efficient merit-based social-security system (also ranked as best in Asia and one of the best in the world), and a highly-robust high-tech socialist economy that cares for the welfare of the people, the number of confirmed cases in Zhouran had only peaked to around twelve by March 19 with the curve now flattening and going on a downward trend as the number of confirmed cases in Zhouran has decreased to around five while seven have already recovered with none having died so far as of March 22. In comparison, the number of confirmed cases in the west is in the several thousands with the US leading in the skyrocket of COVID-19 cases in the west thanks to the inefficient bureaucratic nature of neoliberal late-stage capitalism in decay, the incompetence & sheer ignorant dogma of the Trump administration (including the slashing of CDC budget), and the US government's helpless nature in effectively containing the outbreak (because to them, the effective measures put in place by China & Zhouran are "demonically authoritarian"), not to mention the US media's scaremongering on the reporting of COVID-19 and spreading both fake news and alternative facts (in comparison, Zhouranese media has been very factual, rational and calm on reporting the outbreak). From a cumulative numbers perspective, the US is gaining more cases at a quicker time period than that of China during the initial outbreak, which shows the disparity between the effective socialist system of China (dubbed 'authoritarian' by western corporate media) and the 'supposedly-efficient' neoliberal system of the US.

In order to prevent the spread of COVID-19 within the nation, the Ministry of Health began establishing guidelines and safety recommendations for citizens on March 2. These recommendations include using face masks while outside, avoiding large crowds, maintaining a safe distance from others, washing hands, staying indoors most of the time, and going outside only for the necessary task of collecting necessities such as food and medical supplies. As a result, this has further contributed to Zhouran's effective containment of COVID-19.

Because of Zhouran's academic year, Term 1 starts in early February and ends in mid-March, meanwhile Term 2 starts in early April and ends in mid-July. Because of the COVID-19 pandemic, academic classes for primary schools, middle schools, high schools, universities, vocational tertiary schools, and military academies will be cancelled on the first week of April with classes to resume on the second week instead.

When dealing with viruses, the situation can vary however the national government maintains various protocols for decades ever since the establishment of the PRZ. Regarding contagious airborne viruses such as the 2009 swine flu pandemic or the 2019–20 Wuhan coronavirus outbreak, the Ministry of Health would keep citizens up to date on any potential cases of infected individuals in the country and keep a close observation on the contagious virus. Not only that, MoH would establish guidelines on avoiding getting infected and what to do if infected, as well as providing other information and raising awareness regarding any virus that might pose a threat to public health. Meanwhile, the Ministry of Transportation together with the Ministry of Territorial Affairs would keep an eye out on any mass movement of people entering the nation especially through customs & immigration, and if an outbreak in another country is already enough to pose a massive threat, the MoT can suspend travel to Zhouran from that nation. For example, during the Wuhan coronavirus outbreak, the MoT suspended any flights from Mainland China to Zhouran, meanwhile the MoTA works together with the MoH in maintaining and securing Zhouran's highly-strict biosecurity, in order to protect the health of the people, fauna and flora of the nation from outside diseases.

If there is a large-scale viral outbreak within Zhouran, the Ministry of Health together with both the Ministry of National Emergency and Ministry of Defense would rapidly mobilize assets to deal with the virus and contain it, thus mobile field hospitals from the MoH, MoNE, and the Zhouranese People's Army would be quickly set up in affected areas.

Zhouran has been providing humanitarian assistance to affected countries since February 27. Specialists from the Ministry of Health and Ministry of National Emergency have been sent to various nations including Italy, Iran, Greece and Spain to assist in dealing with COVID-19 in those nations while production of face masks in Zhouran has increased since the first week of March. The Wuhan Pneumonia is not currently present in TurtleShroom. However, that specific Chinese-cultured nation has already been sanctioned by TurtleShroom in the past.

The Wuhan Pneumonia is actively being resisted as follows:

• All travel to that specific Chinese nation is prohibited. This is fine, because that specific country embargoes TurtleShroom and its citizens.
• All TurtleShroomers currently present in that specific nation have been recalled and screened before reintroduction to the country. (This isn't an issue because the specific Chinese country in question is already sanctioned by TurtleShroom and vice-versa, as said above.)

As TurtleShroomers are not legally allowed to enter the Chinese-cultured nation from which the Wuhan Pneumonia arose, there is thankfully nothing to quarantine. Yet. Coronaviruses themselves, however, have a much darker reputation and are feared for a reason.

Influenza is a coronavirus. General/classical influenza is still quite lethal in TurtleShroom and there is no cure or vaccine to stop it or prevent its exposure. Every year, ten to twenty percent of TurtleShroomers get the disease (about one hundred million cases annually). Furthermore, normal human influenza has a 0.25% death rate* in TurtleShroom. Wuhan Pneumonia would likely be higher. A similar coronavirus, the Spanish Flu, hit remote parts of Nationstates about one hundred years ago, and its death rate was ten percent.

It is believed that Wuhan Pneumonia would have a similar death rate to the Spanish flu. Worse, unlike normal influenza, evidence suggests that the disease could spread to turtles. The biggest fear would involve the Wuhan Pneumonia spreading to turtles while being asymptomatic. This could result in the deaths of many millions of older TurtleShroomers, who are, traditionally, dangerously exposed to pneumonia.

The tourists in the infected regions should be put in quarantine locally, and so should all the ships, planes, trains, or other means of transport which come from the regions with virus epidemic. Shooting the infected should be reserved for very desperate cases. Doubly so because a coronavirus strain was responsible for killing 40% of the Chinese population in the 2030s and throwing them back into warring states for several decades.

- Contact tracing is used to trace all people that the infected have come into contact with. They will be watched closely, and quarantined for treatment.
