The legislature of Greater Rhomais is the Kosmikos Synodos or Temporal Synod. It generally meets as a single body, containing representatives of the clergy, nobility, citizenry (inhabitants of chartered cities) and subjects of each province. When it meets as a single body, the Emperor has the right to preside over the Synod, though this rarely occurs except on ceremonial occasions. On other occasions, the Grand Logothete (Chancellor) presides, and his protasikritis (senior secretary) acts as deputy.
When the divisions of the Synod meet independently as the Senate and Council of Citizens and Subjects, the Grand Logothete and his deputy act as ex officio presidents of the Senate, while the Council usually nominates its own proedros (president) by simple majority vote, who is then formally appointed by the Emperor, after which the proedros chooses his own deputies. The presiding officers regulate the business of the assembly and ensure that the standard rules of debate are adhered to. When the Synod meets as separate chambers, the presiding officers and their deputies liaise between the two chambers.
