The Republic of Port Ember is situated within the Northern Ocean and consists out of the Ember Archipelago, comprised of a large tropical island chain, containing two large inhabited islands - simply named Ember North Island & Ember South Island, and more than 200 smaller islands and islets.
Geographically the islands are tropical in nature and posesses large lush tropical jungles filled to the brim with exotic and dangerous animals. In stark contrast to these lush jungles lies four large cities, including the Mega City of Port Ember Megalopolis.
The Republic holds a long and rich history, spanning from periods of an asiatic runaway slaves kingdom, to a free pirate republic who waged war against the multiverse, to a British Colony and finally a global trading empire.
Today Port Ember is famous for being a giant in the world trading industry, posessing one of the largest merchant ports and merchant navies in the multiverse, its ships and goods spreading to all corners of the globe on a daily basis.
This mass global trade has brought immense wealth to the islands and it was used to develop the Republic into a highly developed country - becoming a bastion in global economical, educational, cultural, health, industry and technolgy & science aspects.
The two billion Port Emberians calling the islands home are a proud, highly individualistic and pro capitalist people, mainly from white anglo descent. The islands wealth, tropical climate, world trading views and individualistic nature have fostered a strong link with culture and art, and the folk are generally known as rowdy, cheerfull and passionate.
Furthermore due to increasing world influence, the Republic has obtained two colonies - The Colony of Braziliztan and the Colony of Port Arthur PE, administrated as overseas territories. The Republic is governed as a constitutional republic, governed by a seperated Executive Branch, Legislative Branch and Judical Branch. The Republic is well known for being one of the most liberal nations in the multiverse concerning its laws - allowing near endless liberties to its populace.
Internationally, the Republic is committed to upholding and promoting international free market trade, as evident of being a 'Gold Star Member' of the Council of Free Market Economies and a member of the Reichsburg Free Trade Agreement. The Republic is also the founding member of the Northern Ocean Strategic Alliance.
The government of the Republic understands that open diplomatic dialogue between other nations are critical in modern times. The Embassy Program of the Republic of Port Ember, led by the Ministry of Foreign Affairs, aims to fulfill the primary objectives of diplomacy - the exchange and management of diplomatic missions with other nations. Thus we invite nations of the international community to our capital, Port Ember Megalopolis, to establish an embassy!
The Port Emberian Embassy Program
The Embassy Program is a government program operated by the Port Emberian Ministry of Foreign Affairs designed to welcome and adminster foreign diplomatic missions inside The Republic. It includes the establishment, management, and cooperation of embassies by foreign governments inside the Republic.
As a body of the Ministry, the Embassy Program also strives to foster communication between the Republic and foreign representatives, and protect and regulate foreign staff on domestic soil.
Embassies are defined as a diplomatic mission stationed in the Republic to represent their home government's views, policies, and people; they serve both as the residence for their country's appointed representative, and as that country's diplomatic headquarters in the Republic. Embassies are all located in the Embassy Quarter of the Lilly Black Borough within the capital, Port Ember Megalopolis. Unfortunately there is no freedom of choice when it comes to deciding embassy locations; slots are pre-measured, randomly assigned, and come with several regulations to ensure any structures refrain from inhibiting or disturbing their neighbors. Regardless, each diplomatic mission's grounds are respected as foreign soil loaned to them by the Republic. Appointed representatives, designated as Ambassadors or Consuls, will be respected as the emissaries of their government; they along with other diplomatic staff will receive special diplomatic immunity while other service staff will enjoy only limited immunity.
Embassy Regulations
The following regulations lists the potential diplomatic mission's rights and responsibilities which must be adhered to by both parties at all times:
Regulation 1: Diplomatic Immunity
The Republic of Port Ember is a full member of the World Assembly and therefore abides by the General Assembly Resolution #22 "Diplomat Protection Act" passed on 18 October 2008. The following is a table of policies on the diplomatic immunity:

Regulation 1a:
Port Emberian citizens within the employ of the embassy does not enjoy any form of diplomatic immunity.
Regulation 2: Sovereignty of the Embassy Grounds
The Republic considers the Embassy and its grounds as foreign soil and will respect that nations sovereignty.
Regulation 2a:
The Republic maintains the right to force the closure of any embassy and reclaim the land and infrastructure from said embassy, if the embassy or its host nation has shown without a doubt that the embassy's presence is causing a grave threat to the national security and sovereignty of the Republic as a whole.
Regulation 3: The Embassy Grounds
Embassies are defined as a diplomatic mission stationed in the Republic to represent their home government's views, policies, and people; they serve both as the residence for their country's appointed representative, and as that country's diplomatic headquarters within the Republic.
Regulation 3a:
The assigned grounds are chosen by the Port Emberian Ministry of Foreign Relations only, the embassy nation has no choice in this manner.
Regulation 3b:
A wall/fence may be constructed surrounding the Embassy grounds, but must still be on the assigned grounds. Furthermore, the fence/wall may not exceed 3 meters in height. Added security measures may be added on top which does not exceed 0.5 meters (barbed wire for example) and must be aesthetically pleasing.
Regulation 3c:
The diplomatic mission are prohibited to alter, reconstruct or further expand the Embassy building before consulting with the Ministry of Foreign Affairs.
Regulation 3d:
The Embassy holds the right to display any national flag/symbol of the embassy nation as long as its on display within embassy grounds. Any vulgar/offensive signage may be requested to be withdrawn by the Ministry of Foreign Affairs.
Regulation 3e:
The embassy building may not exceed 3 floors above ground level, and may not exceed one sub-level (basement). The basement may also not cross embassy grounds boundaries.
Regulation 4: The Embassy Staff
All diplomatic missions are limited to thirty (30) live-in staff members and twenty five (25) security personnel. Under no circumstances may a mission exceed these limitations unless given permission by the Ministry of Foreign Affairs. Staff records and identification will be recorded and categorized, personnel not matching their descriptions will be investigated, arrested, and/or deported depending on the results of said investigation. Native staff members that are not diplomatic staff (such as local contracted help) are not counted as part of the limited staffing/security forces.
Regulation 4a:
The appointed ambassador may have his/her immediate family residing with hi/her within the Embassy grounds - whom will enjoy the same diplomatic immunity as the ambassador him/herself. Immediate family in this matter means the Ambassador's legal spouse(s) and legal children.
Regulation 4b:
The embassy may not employ more than 20 administrative/technical staff from their own nation at any one time.
Regulation 4c:
The embassy may not employ more than 10 service staff from their own nation at any one time.
Regulation 4d:
The embassy may not employ more than 25 security staff from their own nation at any one time.
Regulation 4e:
Native staff members that are not diplomatic staff (such as local contracted help) are not counted as part of the limited staffing/security forces.
Regulation 5: Firearms
The security forces of the embassy is allowed to posses firearms to defend themselves, the grounds and the embassy personnel.
Regulation 5a:
These firearms are restricted to two sidearms and one automatic type rifle only per security person, and three other non lethal or melee weapons.
Regulation 5b:
These firearms must be registered at the Ministry of Foreign Relations. Thus all weapons not mentioned as permissible is seen as unauthorized firearms and or weapons.
Regulation 5c:
Heavy weapons such as anti-tank weapons or explosives are prohibited, for example Anti-tank weapons, heavy machine guns, explosives, grenades, etc.
Regulation 5d:
Weapons of Mass Destruction (WMD's) are strictly prohibited. Evidence of these weapons in embassies will prompt a take over of the facility and any responsible persons to be arrested.
Regulation 6: Transport
Each diplomatic mission is allowed to own and utilize transportation vehicles for daily transportation duties in and around the greater Port Ember Megalopolis area. These vehicles will be issued special diplomatic license plates and permits and is afforded diplomatic immunity.
Regulation 6a:
Embassies can have a maximum of 10 motor vehicles including motorcycles.
Regulation 6b:
All Embassy vehicles must be registered as such with the Ministry of Foreign Affairs.
Regulation 6c:
These vehicles are considered to form part of the sovereign territory of the embassy nation.
Regulation 6d:
These vehicles may not be weaponised.
Regulation 6e:
These vehicles must fall under the "Civilian Vehicle" Category. Thus military-grade armored and armed vehicles are forbidden.
Regulation 6f:
These vehicles may receive armor upgrades.
Regulation 6g:
Each diplomatic mission is allowed to possess and utilize one helicopter for diplomatic transport purposes, which may be kept secure on a helipad on the embassy grounds. This helicopter must be an unarmed civilian type and must be used in conjunction with the city's air traffic control planning office and restricted air space must be adhered to at all times.

The PE Government has the right to reject, hold talks, and agree to any of the applying proposals. Discussions can be held to work out agreements or to appeal for the rejected application.
