At its core, the complication derives from the "sapience" rule. Sexual acts with non-sapient beings (what you would consider animals) is illegal in our nation, and you can fined if you are caught however consensual relations between two sapient beings is legal and, as such, a few dogs are in inter-species relations.

The perception of bestiality is viewed through a dichotomy of myth versus actuality, for though Selian mythology and religion features with some consistency either typical or divine bestiality (including the founding myth of Ephyra itself), as acts which can either have no negative consequences or even desirable ones (though harmful accounts do exist), this goes no way to cultivating any tolerance for sexual practice between humans and animals. In the AIS, Bestiality is technically illegal as an animal or any non-sentient being does not have the ability to consent. This does not apply to machines that do not pass the Turing test, however.
