If one defines the term as meaning not just as eating the flesh of one's own species but as eating the flesh of any sapient beings then it is slightly more widespread, as there are also several groups of Bears who practice 'sky burial' -- leaving their dead in high places so that the flesh can be consumed by birds -- and it accepted that members of our Raven community can participate in that action.

Considering my nation has compulsory organ donation as a policy, it would be difficult to get your hands on a human corpse as it would be donated to medical science. That being said, if you did somehow manage to obtain one, provided their organs had already been harvested you would be allowed to cannibalise them. It would be viewed as highly deviant and you would almost certainly be shunned by society for it but it's not technically illegal. If their organs were still intact, however, it would be considered an offence and you would receive up to twenty years in prison, especially if the person was murdered/dismembered for the purpose of being eaten.

To answer the OP, cannibalism is permitted in Khoronzon under the right circumstances. Certain rituals involve the consumption of the flesh of human sacrifices, there is no stigma or punishment for eating enemy soldiers or civilians, and type 1 and 2 underlings are occasionally hunted for sport and eaten. The only rule is to follow the appropriate health guidelines - don't be stupid about it and get kuru. However, outside of rituals, the corpses of citizens are supposed to be handed over to the state for medical and research purposes, so consuming one is considered violation of societal duty and therefore illegal.
