The Constitution of the Federated States of California gauruntees protections to the citizenry's right to free speech, assembly, protest, and a few other things in the first clause of the sovereign duties of the government. Note that the Constitution does not lay these out as privileges, it affirms their 'natural' existence and reinforces that that existence will be respected by the F.S.C. Government.

Are there any limitations on freedom of speech? Don't yell fire in a crowded room if there is no fire. Other than that, not really. Hate speech laws don't exist.

Agarna, a ruling that was upheld in 2016.

The publication or display of obscene images or written words is not permitted, however, written works with "merit as literature" that contain certain obscene descriptions are permitted. Well the government isn't going to stop anyone from saying anything that isn't intended to promote anger or hate. It isn't spelled out explicitly, its merely beyond the direct purview at the national level.

Mostly we respect the rights of every local community to each set their own standards, but we do protect the rights of everyone to relocate from communities who's standards are less agreeable to them, to those which are more so. Actively protect the right to relocate and do so covertly if necessary.

Are there any limitations on freedom of speech?
Not really on speech itself. Local communities are permitted a wide range of what they might choose to limit or not limit, hopefully consistent with the consensus of their populations.

Basically everyone has an equal and absolute right, to think their own thoughts, dream their own dreams, and believe their own beliefs. This includes the right to not be robbed of doing so, by others demading someone else follow their own same. (or by inconsiderate nois levels for that matter) Thus we consider overt forms of advertising and prostilatizing generally equivelant to prostitution, which is however legal, (with local restrictions optional), but that's how we look at it. Instead of promotion, we encourage the use of illustrative and litterate arts, in an influentially neutral manor, as a means of communicating concepts.

National and regional governments have no objection to any speech that is polite and considerate of one's peers. Again local authorities, are free to represent the consensus of their own populations.

Basically all censorship exists solely as a local perogative.
The nation only intervenes at that local level to prevent the abuse of individuals,
their beliefs, ideologies, ethnicities, and to prevent denial of their right to relocate.

Most of the responsibility to protect individuals from each other falls upon the local level,
but the nation can intervene to achieve this end, usually covertly,
if there is reason to suspect its failure to do so.

(thoughts are indeed things, and robbing an individual's rights to think their own, is considered no different then robbing their most valuable material possessions)

Does your nation's government respect its citizens freedom of speech? The government may manipulate what influential people can say. Opinions can be given, but certain things may be seen as poor form. It’s best to go with the flow.
Are there any limitations on freedom of speech? There are vague rules about hate speech, as well as speech deemed inflammatory. The government takes a stand against racism and discrimination. It uses the cover of hate speech to include the government and politicians.
Are citizens allowed to criticize the government and voice their opinions freely without fear of government retribution? This is where the vague rules come in. You might be able to say, “the train service sucked”. But if an official or policeman deems this to potentially incite negative behavior, one can be prosecuted. Criticizing politicians too vehemently can also cause problems for the orator. Yet one is technically allowed to voice minor disagreement.

Does your nation's government respect its citizens freedom of speech? It does, the United States was widely praised for it's expansive laws promoting the freedom of speech, and many modern countries do their best to promote healthy discussion in an attempt to emulate the old world.
Are there any limitations on freedom of speech? Specifically you can't say anything that could bring someone harm, such as shouting fire in a crowded room, reasonable limitations based on context of the situation.

Simply put, freedom of speech (and any other freedom) is almost absolute in Blodrike. Even threatening, defamatory and hateful speech aren't restricted, and there aren't any public decency or disorder laws.


The fine print
You are free to say whatever you want without official interference. That is, you won't face arrest or trial (there are zero police and criminal courts, because Blodrikers are extremely opposed to a state monopoly on force). But if your speech pisses somebody off enough to hurt or kill you, you're also on your own. The state never gets involved in private disputes, even when there are deaths involved. Then again, killing has never been a taboo for vampires, at least to the degree that humans condemn it. Nobody's going to object if they think the death was deserved.

However, things could change if you're influential enough that you become famous, and not in a good way. Think Jesus, Galileo, Marx, Hitler, etc. Once your speech is seen as dangerous (inciting a popular uprising, rallying the people to overthrow the Queen, destabilizing the nation, etc), all bets are off. Queen Freya has an elite troop of soldiers, the Queen's Life Guard (Drottnings Livgardan), at her disposal. And once given the command to hunt down a traitor, they'll ruthlessly track and pursue their target, and make sure he or she's no longer a threat. But most of the time, such a person wouldn't last long enough to make it to this step. Chances are, before you can finish your revolutionary speech, you'll be booed or mobbed out of the pub, and scamper away with your tail between your legs.
