It gives me great pleasure to announce that the People's Revolutionary Republic of Mambenga (République Populaire Révolutionnaire du Mambénga) hereby opens its arms to all countries, big and small, rich and poor. Mambenga aspires to establish diplomatic, cultural, and commercial relations with as many other countries as possible. Your nation's demographic composition, size, economic system, and political system are of no importance. We welcome ties with every nation, be it capitalist, communist, or socialist, provided that due respect is shown to our national sovereignty, territorial integrity, and the inviolability of our borders.
Mambenga steadfastly opposes imperialism, colonialism, neo-colonialism, and militarism and will never be a party to any attempt to oppress another state or group of states. We renounce war as a matter of policy and firmly believe that all international disputes should be solved through pacific arbitration.
Our policy is based on positive neutralism. We will not involve ourselves in any petty ideological geopolitical disputes.

Armored vehicles and weapons of mass destruction may not be brought into Mambenga. All foreigners must provide proof of inoculation against yellow fever before being admitted into Mambenga.
