As stated in Section (II) of Article (I) of the Portuguese Constitution, the role of Portugal's head of state is as the following:
Section (II):
In accordance with the continuous existence of the monarchy of Portugal, the king or queen of Portugal is the sole head of state of the Kingdom of Portugal.His or her functions and roles are exclusive but not limited to:
  • -The head of state of Portugal and the Supreme Commander-in-chief of the Portuguese Royal Armed Forces.
  • -Electing the Prime Minister and Cabinet members by free will without any interference.
  • -Disbanding the Prime Minister and the Parliament by free will in times of national crisis and alike.
  • -Approve or disapprove proposals agreed to and forwarded by Parliament members.
  • -Outlaw any constitutional acts by the Prime Minister.
  • -Being granted full executive and legislative powers in national crisis.

John Anderson is the chief executive officer (CEO) of the Groeder Arms Corporation. He holds the most senior position in the company and is in charge of managing an organisation. Mr Anderson reports to the board of directors and is charged with maximising the value of the business, maximising the share price, market share, and sales revenue. Mr Anderson aims to oversee the successful delivery of only the highest quality defence systems to the customer, which is the company's key mission.

In Monsone, the Prime Minister is the head of government. They are elected every five years, with a term limit of 20 years. The PM is also the ceremonial Commander in Chief of the Monsonian Armed Forces.

The Head of State is the Supreme Lord/Lady, also called the ruler. (amongst other titles)

His or her position stand in the aeon long tradition that dates back to the archaic days of the Great Tyrant and his rule. In theoretical terms, his or her role lies in leading and unifiying the dushan in times of war, hardship and crisis and guiding them as - theoretically - absolute monarch being elected and choosen by the Great Council by the banners of the Dushan who in turn compose the dushani nations and its realms in their entirity. Being the supreme Lord/Lady all those (individuals and banners) who swore allegiance to the Dushan are subject to the ruler, who in return for their service guarantees their protection. It is a feudal and symbiotic relationship, rooted in the principles of the Bey'd, the honour codex to which the dushan live by.

In more practical terms, the Ruler is choosen for life by the Great Council and beyond that it's functions are technically that of an constitional monarch who acts as referee and moderators in matters of governance. The ruler is bound by custom and tradition to a role as overseer within the top of the political structure of the Imperium. Though some have taken a more active in imperial affairs while others refrained from getting involved alltogether. At times incompetent rulers stepped down or were otherwise removed from office, which has become a rare occassion though, but is not unknown either.

Formally the Ruler is also Commander-in-Chief of all military forces and formations, can choose, appoint or dismiss a Prime Minister and members of the Regency Council as they please, issue decrees and much more. That being aside a number of ceremonial duties are as well assigned to the ruler who is also supposed to act as spiritual guide to the dushan, though this is of relatively little significance.

The Head of State is the Queen of Vallermoore. She is the Commander in Chief of the Armed Forces (honorific), but only has any real power either if the nation has been invaded and the government killed or captured by the foe, or the Parliament cannot agree on something for three months or more. Early Queens had great power but after one went insane and kidnapped and murdered other people's daughters and the next one caused a crime wave by mistake, her powers in normal times went to the head of government, the President of the Central Committee.

Though never fully codified, there nevertheless exists in custom and practice a sort of constitutional check on the power of the Emperor, with many of the powers of government devolved (as Emperor-in-Council) to the Diet and the various ministries therein. There's nothing on the books to say that the Emperor could not step out from behind her screen tomorrow and declare a new law by divine edict - that's simply just not the role of the emperor in Mujin society (currently).

The role of the Emperor-in-Council is to:
- Formalize the appointment of the Prime Minister of the Lower House and the President of the Upper House after each election
- Formalize the appointment of various Bureau Ministers based on the joint recommendation of the PM and President, or, absent agreement, to fill the position by fiat;
- Issue Imperial Decrees to enact the laws the Diet pass through their parliamentary process;
- Perform other duties (such as the swearing in of judicial or diplomatic appointees) as is appropriate a head of state.

In times of war the Emperor may override the decisions of both the Minister for Defense and the Minister for Foreign Affairs as they deem appropriate.

Sociopolitically, the Emperor occupies a position something like a populist preacher or low-ranking (but charismatic) religious teacher. The Emperor is expected to be a dedicated and publically-open student of Rinzai Zen and its teachings and Emperors occasionally make pronouncements regarding the teachings of that particular school. However, there is also an expectation that Emperors gain no special rank within the sect merely because they are the emperor - actual teaching should be left to actual teachers.

The Empress has several powers, making her one of the most powerful constitutional monarchs.
According to the 2017 constitution, the Monarch can:

1. Send law projects to be voted by the Parliament
2. Appoint and remove judges of the Supreme Court
3. Remove the Prime Minister, with a limit of three removed Prime Ministers per decade
4. Veto laws, with a limit of seven vetoed laws per year
5. Approve laws without the approval of the Parliament, with a limit of five approved laws per year

9. Change monarchic laws, such as the creation or destruction of titles
10. Dissolve the parliament, with a limit of twice per decade

The Free Territory does not have a head of state, seeing it as a sort of stand-in for a monarch. Instead, the federal council elects eight executive presidents whose powers are derived from the federal council, essentially functioning as prime ministers.
