Special: An Act of Dissolution


The following is a letter by the Empress following her televised speech this evening, it is not an endorsement by the Martian Times

What is a nation without its people, its pride, its ideologies, its borders, and its military? For nearly two centuries, the Martian nation, while not the sole entity on Mars itself, has existed in what many feel was a rather unique and exceptional position. From humble beginnings as a small city-state, to the rise of the Laconian Republic in the Anseris Basin, its eventual expansion in the Reaches, and realisation of its colonial ambitions across the galaxy -- the Martian nation has come far.

With each evolution and subsequent generation of this great nation, ideologies and people from far and wide have clashed, have taken pieces of Martian identity - not to tear it down - but to make it theirs, to define what it means to be Martian. At this nation's height, under the Conglomerate, the nation more than quadrupled in size and population, spreading this Martian exceptionalism to far-flung peoples across a vast and immense galaxy. The nation has come far, but far has it also fallen.

Martian society has changed and is changing in ways that it is practically unrecognisable to what it was just a century ago. From a human-centric state to a multi-species empire, the very foundations of Martian exceptionalism have been challenged. At least, those are the considerations and critiques by some, but it can be argued more favourably that those foundations have been reinforced by such a plurality of species and that together with the collective histories and knowledge going back thousands of years, Martian culture can actually flourish.

However, the collapse of our Conglomerate, and the great cost of our wars and attempts to dominate over the supposed lesser beings has wrought spectacular consequence. Like a master metalworker that hammers out and exposes the impurities within his craft, the loss of the Conglomerate has exposed impurities in the very fabric our great nation. Apparent strength became weakness, and long believed weaknesses became our strength.

For many, the Martian identity has been lost or called into question. Some clamour for a return to the old days of an era that has long since passed, others are forging ahead towards a new future of unknowns. We have arrived at a crossroads in our history, and been granted the opportunity to either succeed or fail upon our own merit during a time of great upheaval. Whatever decisions we make now will define what we become. The Conglomerate Era has come to a close, and with it, we must begin a critical examination of our faults and what impurities the forge has exposed.

For centuries, the Martian nation has been dominated and led by the Laconian Republic on Mars. It has sought to culturally, politically, and socially dictate both Martian identity and the billions it ruled over. Our expansionism, corporatism, and militarism have been carefully crafted by generations of policy and centralised authority vested into the Laconian Senate, who accumulated vast amounts of wealth and political capital at the expense of those around them. This parasitism can no longer continue. The Laconian Republic as a functioning and noble state that ruled as a hegemon across vast territories must be challenged and ultimately put to rest as the relic it is.

Thus, under my authority as the Empress of this new Martian Empire, I hereby permanently dissolve the Laconian Republic and its institutions. No more shall our empire's fate be guided by archaic policies and political thought that has long been out-of-touch with the new reality. Instead, the future of the Martian people will be decided by this new era - we must be like a bundle of sticks and play on our collective strengths for the new challenges we face ahead. Our identity has not been lost, but it shall be forged and crafted in the years to come. We must strive for a new awakening of the Martian nation.

Harlovian Accords Signed
// Laconia City, Mars // - What has been described as a historic event for the nation has had a resounding impact already on its future. Negotiations and discussions have been ongoing within the Empress-appointed Secretariat for several months now, the consequence of these talks has been the framework for a new administration and government to lead the nation out of its recession and the Reconstruction.

The Empress officially signed the Harlovian Accords as they've been called, named after the Empress herself, which establishes the national government and a transition plan for the interim administration. The accords also marks the official end of the Martian Colonial Empire, which survived the fall of the Second Conglomerate as a sort of rump state.

With the end of the Martian Conglomerate and its empire, the accords have declared a United Republic of Mars and Martian Colonies, United Republic (UR) for short, as the official successor state. Under this new state, the former colonies such as those in the Martian Delta, will officially be integrated into the nation and be given autonomy and the ability to elect their own representatives to a central legislature. The Empress described the system as a 'unified state of different nations', providing the formation of devolved democratic governments in these former colonial regions. The elected Heads of State of these 'nations' within the UR will be the representatives of their constituents.

The Accords were officially ratified by members from both Mars and the former colonies, establishing the nation's first constitution and replacing the Fredricanist Rule of Law system that had been with the Martians for nearly two centuries. The new government allows a unicameral legislature of elected officials, Governors, to represent their respective regions and both form and pass legislation for the nation. It also allows the creation of the Office of the President, Vice President, and other officials and departments.

Under the Transition Clause of the Accords, the Secretariat will phase out as elections are held to fill the national legislature. Once this process has been completed, the legislature will then elect a President to operate as the Head of Government. The Martian Empress, Nerys Harlow, will remain as the Empress and assume the role as Head of State, activating a number of clauses in the Accords to limit her position's authority over the government as the transition completes.

In the words of the Empress herself about the Transition Clause and limiting her own power, she spoke candidly, ''Two centuries this nation has been led by authoritarian governments. Centuries of rebellion and gridlock have eroded away the nation's cohesiveness. It is time that the Martian people decide how to rule themselves, and not have someone decide for them. The nation's future once transition is complete, is within their hands.''

The Accords were also bundled with a number of sweeping legislation the Secretariat had drafted. This included the frameworks for a national healthcare system, social security, nationalisation of certain industries, anti-trust legislation, and major economic reforms. All of which have been widely popular with the public and been a core tenet to Harlow's dismantling of Van Allenist policies and institutions.


The Martian Miracle

The nation has seen the first signs of recovery in recent weeks, thanks to massive policy plans implemented by the Secretariat. For the first time, unemployment had stopped rising and began to invert as reconstruction projects across the nation took shape. Elections in the Martian Delta, an experiment in democracy for the former colonial regions, went off with little complication and provided the necessary structure to build a larger democratic government for the nation.

''We are seeing what is, essentially, an economic miracle,'' Ruver Gantz, Professor of Economic Studies at the University of Anseris, noted. Gantz said he was optimistic for the nation's economic recovery. Gantz pointed to the astrostate's continued urbanisation in the wake of the Great War as being the primary driver for the revival. According to him and his colleagues, the nation's decision to launch its Citizen Consolidation Plan, a massive resettlement initiative, has actually been a boon to colonial regions.

In astropolitics, nations are defined as being 'rural' or 'urban' by their overall demographic layout. Rural empires are typically more spread out, with less dense settlements, even if they occupy or claim more systems than 'urban' empires. Urbanised astrostates are the opposite, their populations are more concentrated in systems and cover smaller territory. They have larger planetary settlements, more closely knit societies, and this helps spur greater economic development. This is where 'wide' vs 'tall' factors into astronational economies.

Regions like Hypatia have seen a population explosion as people are resettled, this demographic shift has also had major implications on politics and society, explains Gantz. ''Colonial empires are characterised by this sort of hegemon, the homeworld, or 'mainland' empire that dominates the rest is much more urbanised, industrial, and technologically sophisticated than its subjects. However, as a nation becomes less rural, these colonial regions began [SIC] to actually rival the homeland in this regard. Hypatia City is a good example, where its population boom has started to challenge Laconia's dominance as an economic centre. Socially, this means the bargaining power shifts drastically towards the territories.''

Gantz notes that the United Republic is on a strong recovery. Social programs, the population boom, and infrastructure spending will provide the foundation for a much stronger economy than the Conglomerate could have ever hoped for. The downsides to this revival is higher crime, greater debt, and growing pains involving cross-species interactions, the social hierarchy, economic disparity, and more.

Newly elected Secretary-General Ewan Roth chose to tour one of the more ambitious projects that was established during the interim administration under former Empress Nerys Harlow. DuVal Industries, alongside their Phoenixi counterparts, have been hard at work labouring away the time and money required to construct a series of megastructures within the Astral Verge stellarate.

Rickard DuVal had pitched his vision to the previous interim government as a solution to the food crisis the nation was facing. The loss of the Freyan Expanse in Gamma to the Nyteborne during the Marto-Nyteborne War meant that the UR had lost its breadbasket central to feeding its populace. DuVal's ambition and confidence in his company's Bioframes was so profound that he secured himself a decade long contract with the United Republic's government.

These hydroponic orbitals are massive rings filled to the brim with agriculture, carniculture, and all the services they need to ensure steady production. According to DuVal, the bioframes are being constructed in sections and will slowly be able to start churning out food in the coming months, with each megastructure taking anywhere between one to three years to complete. ''It won't be instantaneous, even with the help of AI and tens of thousands of workers,'' DuVal stated.

The first megastructure under construction is orbiting Orega, an ocean planet within the AV-102Y system. DuVal believes that about a fifth of the ring will be completed in about six months, at which point it can become operational while they work on the rest. In total, five megastructures are planned over the next decade, but whether that goal is reached is unknown. The cost of the bioframes alone are immense. ''We're talking several hundred trillion over the next few years for just a single structure,'' DuVal noted. Each bioframe is expected to be about twenty kilometres in diameter and roughly two kilometres thick.

FRFS and UR Negotiate Trade Agreement

Secretary of State, Ria Solomon, is in the Federal Republic of Free States (FRFS) to negotiate a groundbreaking trade agreement with the gamman nation as a part of the Secretary-General's ''Mutual Prosperity Initiative''. Solomon reportedly arrived in the FRFS yesterday to meet with FRFS' Special Foreign Liaison, Gregory Huererta, ahead of the talks. The trade agreement, if successful, would establish the Ilbanyac-Ebisu trade corridor between the two nations and come with lowered trade barriers and an open-market policy that would greatly expand business interaction between both nation's economies.

Ewan Roth, Secretary-General of the UR, told reporters during a press briefing that the deal would be an exemplary achievement towards his MPI program. ''My administration is taking a great step in the right direction towards fostering diplomatic and economic ties with the Free States,'' Roth was quoted as saying during the briefing. The bilateral talks are expected to last a few weeks, with many of the details regarding the supposed agreement still unknown. However, it is expected that once an agreement is reached, the Secretary-General will attend a meeting for the signing of the agreement.

Government Passes Biosecurity Act

As the United Republic opens up its trade and expands its diplomatic reach, many have been concerned with the potential for unmet pathogens that could infect millions in the nation. While the UR is already a multi-species nation with a variety of different ecosystems within its sphere, contact between these worlds has been commonplace for over a century. Indeed, the Nalari Plague that devastated parts of the Nalari population are now but a distant memory for most in the nation.

While domestic contamination between the extant species and worlds within the UR is not a major concern for scientists, foreign contamination does concern them, enough that when Secretary-General Ewan Roth launched his Mutual Prosperity campaign, over 2500 scientists wrote a letter to the government outlining the risks of a newly unidentified pathogen from a foreign species. In that letter, the scientists struck a chord with the public and a number of government watchdogs. The letter concludes:

''The risk of a contagion from the diplomatic interplay of different civilisations, whom themselves contain many different species and biospheres, threatens the communal health of UR citizens, raising the possibility of pandemic level outbreaks that could devastate billions. This in turn could create shortages of basic supplies, overwhelm medical facilities, cause famine and further outbreaks of other more preventable diseases, and plunge the UR into a humanitarian crisis across many different systems. This was evident during the Nalari and Nicean outbreaks that killed nearly three-hundred million humans, nalari, and niceans just over a century ago.

While the existence of the Biosecurity Enforcement Agency, which was established shortly after these outbreaks, has helped control domestic outbreaks of now mostly treatable diseases, it lacks the necessary authority and is too narrow in scope to effectively combat large-scale pandemics across multiple worlds. To date, there is no single, federally viable protocol in place to prevent extraneous outbreaks, making ports of entry a potential hotbed for the spread of new diseases that endanger not only UR citizens but also travellers from other nations.''


After the letter became public, thousands across the UR submitted their own calls for action to be taken by the government. Secretary-General Roth was even questioned about the issue during a press briefing a few weeks ago, and how it would effect his Mutual Prosperity campaign. Roth delayed to give a definitive answer, stating that his cabinet would look into the matter. This lukewarm response further garnered attention by the public, with a petition gaining nearly a million signatures and written out asking for the National Assembly to form a committee to examine the risks of the Secretary-General's diplomatic campaign.

President Rowland, who heads the National Assembly, finally took up the public's concern after being inundated with calls from concerned citizens. Rowland suggested the formation of a committee, to which a number of delegates formed the National Biosecurity Research Committee. In their own, independent investigation, the NBRC corroborated the data and concerns originally submitted by the scientists. The Executive Commission on Pandemic and Endemic Diseases, an organisation under the Secretariat, also submitted a number of papers relating to the matter shortly after the NBRC's paper.

And last week, Rowland tabled a bill written by the NBRC, known as the Security Act of Foreign-based Epidemics. SAFE was finally put to debate in the last few days before being slated for a final vote today. 217 delegates voted in favour of the legislation, just over two-thirds of the National Assembly, with the bill now expected to head to Secretary-General Roth's desk to be signed.

SAFE is ground-breaking in its scope. It establishes the United Republic's Centre for Disease Control and the URCDC's enforcement arm, the Federal Biosecurity Agency, which will replace the BEA. It also creates the Bio-terrorism Task Force under Civil Defence, and the Xenopathogenic Disease Research Institute for the Icarus Program. Transit Authority will also see an expansion in funding with a new biosecurity division at ports of entry. SAFE also lays out a number of preventive measures at ports of entry including quarantine, decontamination, and containment procedures and provides for the funding and design of new equipment to detect infections among those entering the UR.

Furthermore, SAFE provides for a federal plan to combat potential pandemic outbreaks and outlines a BIOCON system for the public that Civil Defence can use to adjust containment measures needed during an outbreak. While the National Assembly cannot create executive commissions, SAFE does allow funding to the Secretary-General to create one if he so wishes. Otherwise, the oversight provided for these new departments and organisations will rely on the NBRC. While SAFE has no provisions in it to manage traffic moving between systems within the UR, something that even the NBRC acknowledged would be pointless, it does mandate at minimum a 5-day quarantine for all persons entering the UR at a 'port of entry', such as stations and planets. A task delegated to Transit Authority.

This quarantine and decontamination period can be increased based on reports from Civil Defence and the URCDC, who will monitor ongoing situations in other nations that the UR has contact with. According to Director Nakamura, who oversees Civil Defence, the agency will have the authority to provide recommendations to the URCDC and NBRC about developing situations around the galaxy regarding outbreaks, and assist in enforcing those measures if need be.

Cybersecurity: Law Enforcement Wants Deceased Data

Law enforcement could soon have access to the data held within the cyber-brains of deceased victims, according to Cyberights, a non-profit advocacy group that represents cyborgs. The case of whether law enforcement can download data located in a cyber-brain to solve crimes has been fought in the courts for weeks now and has finally arrived at the Supreme Court. The matter comes after the vicious murder of Alena Fitzgerald (23), a vlogger and internet personality who was found dead months ago in a ditch twenty miles from her Port Anseris apartment.

According to Fitzgerald's family, Port Anseris police hired a local cybermancer to access the victim's data-stores in an attempt to learn about her assailant. Judge Amy Garfield sided with law enforcement last month and supplied the warrant that permitted them to carry out the data-dive. Fitzgerald had already been laid to rest, and so the warrant was served to her family and her body exhumed to perform the act, against the family's wishes, according to legal documents in the Fitzgerald's lawsuit, Fitzgerald v. Port Anseris Police Department.

A suspension was later placed on the investigation by the Anseris Appellate Court, pending review. By then, the matter had reached headlines with Cyberights picking up the family's case. According to the the original ruling made by Judge Garfield, Article VI and VII which guarantee the right to personal sovereignty, and privacy cannot be applied to a deceased person in the case of a criminally related investigation. Judge Garfield argued that for the ''common good'', it was in the best interest of the public's safety to use the tools necessary to prevent further murders by Ms. Fitzgerald's assailant.

Fitzgerald's family was unaware of the ruling made by Judge Garfield until they were served a warrant by law enforcement to exhume Ms. Fitzgerald's body. ''I was absolutely disgusted. That's my baby. I am now going to have to bury her a second time, do you have any idea what that is like? Especially after knowing not only that someone took her from me, but that she was dissected by some lab tech like a sick experiment. A mother should be able to bury her daughter and let her rest in peace,'' Talia, Alena's mother, tearfully told Martian Times.

The case was successfully appealed by the family and Cyberights to the Supreme Court of the United Republic (SCOTUR). Cyberights is arguing that the warrant should be voided since it could not be served against Alena. ''They looked for a loophole to desecrate a body, regardless of how noble they think their intentions, they disturbed the resting place of a poor woman and put her family through further grief. What Judge Garfield's ruling tells us is that Alena was not allowed her rights after her unfortunate passing,'' R'valla Sharakusara, President of the Cyberights Organisation told MT. SCOTUR is expected to hear out both sides of the matter and then make a ruling that could have a profound impact on cyborg rights.

The case has garnered national headlines in recent days with protests being staged outside the 17th Precinct of Port Anseris. Unfortunately for the family of Ms. Fitzgerald, her body remains at the New Santiago Coroner's Office awaiting its final fate. Talia told MT that Ms. Fitzgerald underwent cyberisation after it was discovered that she had developed Wesler-Schultz Disease, a rare genetic and debilitating neurological and neuromuscular disease that has no cure. She spent months in the hospital undergoing an extensive cyberisation process to provide her a new prosthetic body that took many more months of therapy to acclimate to.

Ms. Fitzgerald began documenting her struggles during therapy and afterward on popular video site viewtube, where she quickly gained several million subscribers.''She was very athletic, she loved playing football and did track before her diagnosis. It was hard watching her lose all that but then to see her undergo such a risky procedure, she adapted, and she got right back up from all that. She didn't deserve any of this,'' Carina Fusil, one of Alena's friends, told MT.

If SCOTUR rules against the Fitzgeralds, it'll set a precedent that rights are not perpetual and open the door for law enforcement to perform data-dives on the deceased without the family's consent. Cyberights describes it as a gross violation of privacy and sovereignty that creates a cybersecurity issue and may have unseen consequences beyond the precedent that could negatively impact cyborgs.

SCOTUR Makes Landmark Decision In Fitzgerald v. PAPD

At just 4 to 3, SCOTUR ruled against the Port Anseris Police Department after over twelve hours of review, a victory celebrated by Alena Fitzgerald's family and Cyberights, the organisation that represented them. However, the court's ruling wasn't just in the Fitzgeralds' favour. Justice R'kanni delivered the majority opinion of the Supreme Court, stating that law enforcement can exhume remains by order of a court when it is relevant to an investigation, such as to perform an autopsy on the deceased. And while, under most circumstances, the family or next-of-kin has a right to forbid disinterring of remains - exigent circumstances can overrule this.

Instead, what the Supreme Court took issue with was PAPD's grounds to disinter the remains of Alena Fitzgerald, the viewtuber and vlogger found dead several months ago near her neighbourhood. Justice R'kanni stated in the court's opinion that
''...when disinterment is permitted by law, that is at the discretion of a court, it must be done so with the utmost consideration. This means that law enforcement or other party wishing to disinter remains must provide clear, concise arguments necessitating the action, and in the case of law enforcement, by providing the court ample reason especially to disturb the remains such as its relevancy to their investigation, and what exactly they hope it may yield to that investigation. As a result, this court has found that the Port Anseris Police Department failed to meet this criteria.''


Justice R'kanni went on to state that there was no supporting evidence in the PAPD's argument that Alena may have seen her attacker, especially given that the post-mortem examination performed before her burial suggested she was taken by surprise. SCOTUR also ruled that PAPD violated the law by not notifying Alena Fitzgerald's family of the warrant and exhumation first, stating that family should be permitted to voice their objections in court. A blow to Cyberights, however, R'kanni finished up the opinion stating that unless otherwise dictated by law, burial sites are very much the matter of law, striking down the notion that PAPD violated Aricle VI and VII of the Sapient Rights Act.

SCOTUR has ordered PAPD and the New Santiago Coroner's Office to re-inter Alena Fitzgerald at no cost to the family. Likewise, the Fitzgeralds will receive 3.4 million in damages as a result. The Federal Commission of Police Ethics and Civil Defence have both launched an investigation into PAPD's handling of the matter.

National Assembly Approves CE Trade Agreement
Martian legislature approves Secretary-General's bilateral free trade agreement with the Californian Empire

The National Assembly voted in favour of Secretary-General Ewan Roth's trade proposal with the Californian Empire, the first of its kind. The bilateral free trade agreement known as the Trans-Solar Economic Partnership opens up both nations' economies and greatly strengthens the trade relationship between Laconia and Los Angeles. The Secretary-General met with Californian President Selena DeWinter for the official signing of the agreement before a room full of business executives and trade negotiators.

The agreement itself lowers trade barriers, removes tariffs, and establishes a central trade committee to help broker and mediate contracts and disputes between bionational corporations. The partnership will allow businesses to engage in binational trading, lending, investing, and opens the door for transnational expansion of corporate offices and capital. Companies will be able to hire foreign workers, and eligible workers will be able to apply for special visas to live in the country where they are employed.

The Californian Empire has also agreed to invest in the shipbuilding sector of the UR's economy at a low interest rate with preferential exports of ship contracts and services. A move that will likely spur greater development of the UR's civilian and military production of vessels and enable the industry to employ many more workers. Market analysts and members of the National Assembly's Economic Action Committee believe that the agreement will create almost ten million jobs by 2185.

''What we have achieved here is groundbreaking. We have strengthened not only our friendship, but our economic ties that will benefit Californian and Martian workers and businesses for decades to come,'' URSG Roth stated during the signing. The Secretary-General is also expected to sign an executive order later this week to establish a 'Foreign Trade Commission', though the details on that EO are speculation.

National Assembly votes in favour of 'Colonisation Act'
Martian legislature passes a comprehensive colonisation act that'll allow the nation to shift its foreign policy to the Reaches

The National Assembly voted 253-47 in favour of the 'Colonisation Act' proposed by delegates Ferdinand Kümmel and Xia Guanting, that would allow the United Republic to open up the Reaches to colonisation. Secretary-General Ewan Roth congratulated the effort made by the National Assembly and announced that he would meet with the State Department to create a foreign policy initiative for review.

Colonisation in the Reaches was halted by the former Conglomerate as it adjusted its focus to colonial territories in other parts of the galaxy. This shift in policy left colonial worlds already established in the Reaches, known collectively as the Martian Interior Systems, in limbo when it came to colonial grants, funding, and even national security. For many living in the interior systems, it felt like the government had abandoned them and settlements dwindled as people moved elsewhere.

However, legislators both in the former Conglomerate and the United Republic had long wanted to return to settling the region. The post-war republic is in a better position economically than it was a few years ago, with reconstruction showing very promising signs, and for many it is an indicator that the nation is moving towards a strong recovery and will need to carefully plan out its next steps.

The Colonisation Act will free up government funding to scout out new systems in the Reaches, and consolidate its efforts on resettling post-war refugees in the region. The move is expected to change how Laconia views the region as well. Many experts believe that the UR will take a more aggressive approach in the region to secure its interest and exert pressure on what it may see as its sphere-of-influence, especially within the Martian Expeditionary Perimeter, the UR's patrol and identification zone. An idea not very popular with the delegates that voted against the measure.

In all, fourty-seven delegates led by Li Zhen, opposed the measure and did so strongly. ''Like it or not, Mars cannot change international law. Sol and the United Republic are extraordinary cases within an extraordinary situation that should prevent any sort of exertion of influence by Laconia on the surrounding region. My fellow opposition and I cannot possibly support this legislation as it establishes a precedent for the republic, tacitly granting it authority it does not currently possess,'' Zhen said as he addressed the floor before the final vote.

The move struck a significant divide within the legislature, with Guating and Kümmel both berating the opposition. Kümmel, who spoke to the floor as well, rebuked Zhen's assertions. ''Delegate Zhen is correct that our nation exists as a special circumstance. However, I find the notion of international law ridiculous. There has not been an internationally recognised convention by any party of the galactic community. Instead, what we have is unofficial conventions made between localised bilateral and sometimes multilateral parties that govern things like territory and national relationships. None of which exists, even in that remote example, over the Reaches.''

Guating also fired back against Zhen, ''By majority, our government has decided to respectfully disagree with delegate Zhen. The supreme legislative body of the United Republic, has with this vote today, made the law and made it clear that the law is backed by consensus. The United Republic is not looking to claim the Reaches, nor is it interested in doing so. Instead, what this legislation ensures is that the interior systems are once again a priority and that Mars will move to defend them against all aggressors.''

Perhaps one of the more contentious parts of the Colonisation Act that Zhen took issue with was the ''imperial posturing'' presented in Article V.
''In order to maintain a more capable defence of the interior systems within the Reaches and of Sol itself, this body calls upon the Secretary-General at the behest of the assembly to outline a new doctrine no later than thirty (30) days after this bill's passing, [...] that will comprehensively provide both a budget for review and considerations by the Security Council of a potential increase in force numbers that will operate within the Reaches, as well as a foreign policy directive to be executed by the federal government and its military forces to safeguard its interests and promote both national security and the general welfare of the Martian Interior Systems.''


Zhen and his opposition, who've taken to calling themselves the Anti-Colonial Caucus, and the 'party of sense and decency', blasted the final vote's results after it was called stating that the republic is looking to violate international norms. Secretary-General Ewan Roth weighed in on the matter following the vote in an attempt to sooth tensions. ''I can promise you that the doctrine we will work out with my administration will be reasonable and dispel any concerns the honourable delegate from Takoma has about the legislation. We are going to go over with a fine-toothed comb with considerations from the State Department, Security Council, the Secretariat, and international partners.''

'Roth Doctrine' and the New Future
After a landslide win for the Colonisation Act, the UR's Secretary-general has submitted his foreign policy proposal to the Natl Assembly as lines are drawn

As the United Republic's first political parties since the fall of the Martian Conglomerate takes shape, the nation has coiled up like a spring in anticipation for the next moves of the federal government. The National Assembly passed the divisive Colonisation Act that has, as one political pundit put it, ''opened the flood-gates of Martian colonialism in the Reaches.'' However, many officials both in the government and retired have cautioned that the legislation and developing foreign policy of the UR isn't what it seems.

''There's concern among several of my colleagues that this is setting a precedent for renewed imperialist aspirations similar to that of the former Martian Conglomerate,'' one palace official, who spoke on the condition of anonymity, told the Martian Times. Indeed, the anxiety among palace staff working in and around the Secretariat under SG Roth has been palpable. But for many, it's not so much imperialism but strengthening of the United Republic's diplomatic policies that the Secretary-General has championed since taking office.

''There's a lot of anxiety that we may be going backwards. But given the legislation and what the Secretary-General is doing -- it's signalling a different approach entirely, one that contrasts the Martian Conglomerate,'' Professor Konstantinous, a political university professor of Laconia University told MT.

Perhaps one of the more unexpected developments is the formation of the ''National Liberal Party'' by Zhen and his cohort. In response, the camp surrounding delegates Guanting and Kümmel have established their own, the ''United Conservative Party''. It's the first development of such parties in the United Republic, and hasn't been seen since the First Conglomerate Era more than a century ago.

None of this has deterred the Secretary-General who submitted the 'Roth Doctrine' to the National Assembly in accordance with the Colonisation Act. The doctrine lays the groundwork for a new foreign policy scheme by the United Republic that'll have a profound impact on its diplomatic strategy. Roth's plan relies on the Harlovian Accord's central tenets: Relief, Reform, and Recovery that catapulted into existence legislation that created such things as the Consolidation Plan, Basic Income, and Harlow's public works projects.

In all the, some of the details in the Roth Doctrine aim to increase military spending and strengthen Martian military forces in the Solarian Reaches. It also aims to greatly expand on anchorages and increase the diameter of the Martian Expeditionary Perimeter, and encourage more aggressive patrolling and interception of pirates in the region. At the same time, the doctrine calls for ramping up diplomatic outreach to neighbouring nations to foster trade under Roth's Mutual Prosperity Initiative. A special economic zone, called the Solarian Exchange has been granted extensive funding to act as a de facto embassy and economic centre to drive international trade and relations back to Sol.

This comes on the heels of the Consolidation Plan put into motion under former Empress Harlow, which is a forced resettlement and welfare program for the millions of refugees displaced by the Great War. The Plan has generated promising results, while remaining controversial. It created such programs as the National Health Service, Basic Income and Assistance, and the Martian Workforce Commission. More controversially, it has also enabled the federal government to forcibly move refugees and migrants to systems across the United Republic to avoid straining resources and pushed for massive infrastructure projects that are designed to employ these refugees and sustain them in the long-term. Places like Hypatia have seen an explosion in industrialisation unseen in the colonies as a result.

In all, the Roth Doctrine works hand-in-hand with the Consolidation Plan to achieve that recovery the federal government has been after. Federal grants have already been applied for by a number of corporations and public organisations, and funding has been expanded for the survey and research of potentially habitable systems in the Reaches. The UR is expected to start staking claim to these systems and become more aggressive in guarding its trade interests and its newfound territories against possible adversaries, but Roth himself has cautioned that the doctrine is mostly about 'soft-power'.

''What we are looking to achieve here is being able to assert ourselves in our sphere of influence without needing to turn to force. I'd like to say that we've learnt from our mistakes, and diplomacy is the better and more reasonable approach we need to take in order to move forward,'' Roth stated. Already, the UR has secured one major trade agreement with the Californian Empire with more in the works with the Free States and others.

For the first time, the UR currency has also bounced back and overtaken the Universal Standard Denominator, a special measurement used by economists that takes the average of most currencies' buying power and compares them to the UR's. It's a promising sign for many, including investors, who see it as an indicator that the economy is starting to recover under the guidance of the Accords.

United and Fenvarian Republics Sign Trade Deal
The United Republic establishes trade agreement with the Fenvarian Republic, forms Niskala-Solomon Trade Corridor

In another major victory for the Secretary-General and his Mutual Prosperity Initiative, the UR reached an agreement with the Fenvarian Republic on establishing bilateral trade relations. Secretary of State, Ria Solomon travelled to Arcadia, the capital of the Fenvarian Republic, and met with the Xeno Affairs Minister, Kaarina Niskala and the Minister of Commerce, Kaino Leno to negotiate the free trade agreement.

The Niskala-Solomon agreement lays down a number of important foundations that both countries have agreed to build on. Most notably, the UR and FR have agreed on standardising their IP laws to enforce patents and copyrights, preventing illicit business practises that hurt market competition, and opening up each other's economy to transnational trade of goods, services, and capital.

A mutually beneficial investment scheme was also a part of the agreement with the FR taking great interest in Mars' exports of AI architecture and ship-based systems, and the UR looking to invest in the ship-construction and ship-breaking industries of the FR, as well as their arms manufacturing. As tensions rise in the National Assembly over the Colonisation Act, SG Roth's momentum has yet to stall, perhaps to the irritation of the National Liberal Party.

Peace Declared: Mars and Eridani Cease Hostilities
The United Republic and the Eridani Imperium have signed a treaty officially ending the War of Eridani Succession

Many citizens would be forgiven for thinking that the war with the Eridani Imperium had already come to its conclusion, and while it is true that the two nations had unofficially ceased hostilities after the collapse of the Martian Conglomerate, the conflict was still technically waging even if there was no actual shooting. Sometimes referred to as the 'Quiet War', the Eridani Conflict was a complex situation of hostilities and tension that culminated into the Great War and spelt the downfall of the Conglomerate.

Kathira
Martian and Eridani history have been intertwined since Mars' discovery of Kathira nearly a century ago. Two conflicts were fought over the region between the First Conglomerate and the Eridani Imperium, before finally partitioning the region between the two powers. A decisions that would mean a divided Kathira for nearly thirty years. The two nations finally agreed in 2165 to come to terms and jointly rule the territory by each appointing a diarch who held veto over the other. In the decades that followed, relations remained uneasy.

The Colonial Wars
The Second Conglomerate was engaged in all out warfare against its colonies as a series of rebellions threatened the nations stability. Fearing renewed hostilities against the Eridani, the Conglomerate sponsored the Rowan Rebellion that installed a Martian-friendly government. This alliance was further strengthened when Rowan Bladeseer married into the Martian Sovereignty, and the two nations formed a Crown Union.

Haafingar
As a gesture of good will, the Martian Conglomerate under the discretion of Agatha IV, Sovereign of the Conglomerate, granted the Eridani Empress personal land on Mars, known as Haafingar. Empress Bladeseer established the city of Solitude in the new territory and continued to work in step with the Conglomerate. However, tensions were brewing for the Conglomerate with its neighbours, and both internal and external pressures were on a collision course that'd change the astropolitics of the region forever.

Succession Crisis
The Eridani Fyrd, its legislature, feared that the souring of Conglomerate relations among its neighbours and the instability of the nation would threaten the Eridani's own stability and put it in a difficult position if war were to break out. In a surprise declaration that rocked both the Imperium and Conglomerate, Rowan Silvershield and her cohorts denounced Empress Bladeseer and her rule, as Eridani hardliners bent on self-determination quickly took up arms in support of Silvershield.

The Succession Crisis had begun as lines were drawn, and Empress Bladeseer was forced to flee the Imperium with her outnumbered supporters to the safety of Haafingar on Mars. Seeing this as the Eridani's opportunity to pursue independence, the new interim administration under Silvershield launched the Arwig Offensive in the spring of 2175 against Martian forces. In response, the Martians harshly condemned the action, declared the Silvershield government as illegitimate, and quickly occupied Haafingar and Kathira, pushing pro-Silvershield forces out.

The next several months saw a number of major clashes between the Eridani and Martians. Silvershield's government called for the arrest of former Empress Bladeseer, and the reconquest of its territories. Bladeseer subsequently renamed Solitude to Ironforge and secured Haafingar's autonomy from the Conglomerate as a protectorate. This further infuriated the Silvershield government, who had managed to gather allies and launch a renewed offensive into Kathira in late-autumn of 2175. Kathira was abandoned by Martian forces after heavily losses, and the war entered a new phase.

Coup in the Conglomerate
War exhaustion and political instability had dominated the Second Conglomerate, which had never fully recovered from the Colonial Wars just five years prior. Despite Agatha IV's reforms, she remained a figurehead of a government that was hostile to her policies. Colonial-Mars tensions remained at an all time high as decades of apartheid and imperialism threatened the nation's ability to effectively govern its territories.

A group of fanatics supporting General Gracchus, believed that the Conglomerate needed stronger leadership, and so chose to assassinate the Sovereign. Quickly, a civil war followed as the Martian Navy, loyal to the late Agatha IV and the Martian Army, loyal to General Gracchus faced off across the Conglomerate. This pulled resources away from the periphery of Martian territory, and left the Conglomerate in a precarious position itself.

The Fall of Gamma
The Conglomerate had been engaged in a lend-lease program with the Galactic Republic of Alexzonya, supporting their ally against the Nyteborne, who had been waging a massive conflict along the Gamma-Delta demarcation. This lend-lease became the catalyst for the Nyteborne to declare war against the Conglomerate, and begin an offensive in the Freyan Expanse. For months, the conflict had progressed little, as Martian forces remained steadfast in the Gamma Quadrant.

However, at the onset of the Succession Crisis in the Imperium, and the resulting civil war in the Conglomerate's interior, Pro-Agathan and Grand Admiral Nerys Harlow made the difficult decision to withdraw forces from the Gamma Quadrant to support operations elsewhere. This created an opportunity for the Nyteborne, who launched an unprecedented wave of offensives beginning early spring of 2176, that quickly overwhelmed the Martian garrisons. Described as one of the largest humanitarian disasters in history, the subsequent onslaught created millions of refugees who fled towards the Martian interior.

Battle of Sol
Pro-Gracchus forces attempted to force their way into Sol to support the Martian Army battling it out on Mars. This force was the largest assembled fleet of the Gracchists, who engaged Grand Admiral Harlow's own forces in the Reaches. Nearly thirty-thousand ships engaged in a chaotic battle that lasted several hours until the Gracchists were dealt a critical blow by the hands of the Martian warmind, Athena, which had activated the Apophis Defence Array.

Crippled by the battle, and unable to secure their objective, the Gracchists were forced to retreat to Delta. Harlow's armada managed to finally secure the Conglomerate's territory on Mars, disabling Fort Anseris and recapturing the capital of Laconia from the Gracchists. In the aftermath of the battle, the United Imperial Kingdom declared Harlow as the successor to the Conglomerate's government and made her Empress of the Martian state.

The Quiet War
The Great War, the civil conflict that had consumed the Conglomerate, finally came to a close in 2177 during the Treaty of Tarragon. The Gracchist Meridian Empire had secured its independence, though it would remain a rump state within the Delta quadrant, having never managed to recover its losses from the Battle of Sol to ever mount another major offensive.

The Conglomerate itself had finally collapsed, with the loss of the Gamman territories, and the destruction from the civil war, the nation experienced a significant economic and social downturn. Foreign powers from Sol assisted the Empress in securing the remaining territories. The Martian Empress spent the next year putting down rebellions across the colonial empire. All the while, the quiet war was still raging with the Eridani, which had never secured an official treaty ending hostilities.

With the collapse of the Conglomerate, and the reconquest of Kathira, neither nations were in a position to continue the conflict. Momentum for war by the Eridani had slowed to a crawl, and both nations refocused on recovery. In the years since, the United Republic would take shape as the successor to the Conglomerate, and the Eridani Imperium, with its de facto independence, would resume managing its own affairs under the Silvershield government.

The Treaty

Nearly five years since the Succession Crisis began, the two nations finally met in Hypatia City to discuss officially ending the conflict. The Treaty of Hypatia was negotiated by the Secretary-General, and officially ratified by the National Assembly. The treaty ended hostilities, though the agreement came at a cost. The United Republic handed over the blueprints and designs of its frameshift drive to the Eridani, as well as ceded the territory of Haafingar on Mars. In return, the Eridani Imperium agreed to pay annual reparations to the tune of £47.7 billion MSP, roughly $31.7 billion USD, for the next fifty years.

In response to the treaty, the Eridani became eligible once more to be included in the Martian Forum, the international congress on Mars. After a vote, the other astropolities including the United Republic voted in favour of readmitting the Imperium. The National Assembly also made the Eridani Imperium de jure independent of the United Republic, as a gesture of good faith, even though the Imperium had enjoyed de facto independence for the last five years.

What is it: The Consolidation Plan
The Times examines what the Consolidation Plan is, its pros and cons, and why its controversial among some

The Consolidation Plan guides the United Republic's domestic policy in the colonial systems, but little is known about it's full scope, and many are unaware how it works exactly or what it means for the future of the Martian Exterior. To understand this plan, the Martian Times has decided to examine the plan, and provide not only what it does and hopes to achieve, but the pros and cons of such a plan, and what the controversy is surrounding it.

The Refugee Crisis of 2177

The Martian Conglomerate has been at war now for two years, and is rapidly approaching its downfall. Just a year before, the Nyteborne launched an offensive into the Freyan Expanse, a colonial region settled in the Gamma Quadrant by the Conglomerate. This offensive overwhelms the Martian garrisons, left weakened after the withdrawal of the local armada to Sol, and forces colonists to flee with their lives. In total, an estimated 70 to 120 million refugees have been displaced by the invasion, fleeing spinward towards the Martian Delta, and coreward towards the Martian Interior Systems.

Some of these refugees find themselves being halted by Martian authorities, under the orders of the Governor-General in the Martian Delta, they are to be rounded up and sent to detention camps to await the unknown. Others not stopped by the authorities, find themselves stuck in the unincorporated territories on the periphery, with little to no shelter or resources to sustain themselves. Unable to enter the Martian Exterior Systems because of blockades and restrictions, they are left to fend for themselves. It is the largest humanitarian disaster to hit the Conglomerate since the Rtai Exodus during the Colonial Wars (2153-2170).

In just a few months, the Conglomerate will completely collapse and chaos will ensue across the colonial empire. The Governor-General is unexpectedly deposed of in the Martian Delta, and the United Systems Coalition forms to govern the region. A civil conflict follows, and repeats in other regions of the Conglomerate as the entire nation implodes practically over night. The Nalari League begins a war of independence and assaults the Martian garrisons in the Beta Quadrant, as the Nicean Federation renews border skirmishes sensing blood in the water of a weakened Conglomerate. A food shortage grips the nation as trade, communication, and order breaks down.

The newly crowned Empress of the Martian Colonial Empire, the only remaining territory of the former Conglomerate, begins a campaign of regaining control over the Martian periphery with the help of allies. The Martian Delta secures itself autonomy, and the Beta-colonies are ceded to the Phoenixi Domain. The remaining, fragile Martian state lacks the administrative capacity both politically and militarily to reinforce its will on these territories, and as crises begin to grip the nation, the new Empress needs a solution to prevent further collapse.

The Consolidation Plan

The Consolidation Plan is the Empress' smoking gun. It provides a comprehensive plan on how to enable the recovery of the colonies and integrate the refugees back into society without causing undue stress on the fragile economy. The plan creates the National Health Service, provides a Universal Basic Income, creates a Minimum Wage, sets up a Housing Assistance Program, and creates a number of executive bodies such as the Martian Workforce Commission and the Infrastructure Development Commission.

The federal government under the UR also creates the 'Harlow Line', an invisible barrier drawn on starcharts to separate what it considers Unincorporated and Incorporated territories. The latter will become the focus of infrastructure spending and development, allowing cities such as Hypatia to turn into the large powerhouses they are today. The former will be slated for 'shedding' after further surveys and assessments by the Territorial Survey Commission. Is is also here that these refugees exist.

Securing investments and engaging in multi-trillion dollar public works projects, the UR is preparing to create an artificial migration across its colonial systems to consolidate its territory and save a population on the brink of utter collapse. As the nation mobilises for such a feat, the consolidation program is brought into action, and these refugees are given a choice. They can enter the program, to be resettled by the government to regions that can support them, or they can remain in the unincorporated territories.

The policy by itself is controversial among some, while not forced resettlement, travel-restrictions will prevent these people from settling anywhere they want for the duration of the program once they enter. But it will mean that they can be reintegrated into society, and become normal citizens of the UR. If they opt not to join the program, they will be allowed to only travel in the unincorporated territories, with the risk that they may become stateless entirely if the UR sheds the territory they're in.

It's a difficult decision for a shell-shocked populace having fled their homes after an invasion, thousands of lightyears away. Yet, for many, a few years of restrictions and the promise of social programs, housing, food, and work is a prospect that can't be ignored. Overall, the UR has so far registered fifteen million new citizens to its interior. The processing is slow but as more ports-of-entry are opened and the country continues to expand on the program, the refugees being added into the UR increases by the day.

The Plan uses the refugees as an untapped workforce to help build infrastructure that will continue to support them after the Plan terminates in ten years time. In doing so, it has also greatly increased the development of the colonies. Hypatia City has gone from a small settlement in the Hypatia Sector to an industrial giant rivalling Laconia. For the first time in the Martians' history, the centre of their empire has shifted away from Laconia as the demographics change considerably.

With the adoption of a republican form of government, giving these regions a voice at the table, Laconia has lost its hegemon status entirely. Politicians serving in the Assembly are expected to be mostly from the colonies in the future, with the powers of government no longer being restricted to only Martian-born citizens. They will be the largest voting bloc, and have the greatest say in how the Republic conducts itself, something that could never have happened under the Conglomerate.

Not everything has been perfect, however. Tens of millions of refugees are still stuck in limbo in the unincorporated territories behind the Harlow Line as the UR tries to process them as quickly as it can. The government has started supply-shipments to these regions to sustain them for the time being. Likewise, anti-refugee sentiment is a problem with riots having occurred in places like Hypatia during the opening days of the program. Yet, despite this, the policies seem to be working as the United Republic's technological and industrial sectors recover, and there are promising signs that the economy is getting stronger thanks to the new infrastructure and continuance of trade.

Ambassador Dianna DuVal was relieved of her post late last night and taken into custody after trying to leak details of a meeting with nations attending the Martian Forum, an international congress for nations on Mars. According to an affidavit, DuVal attempted to release details about conversations she had with the Forum because of an apparent distrust between the member nations of the United Republic.

The State Department stated that DuVal was unsuccessful in releasing any information relating to the conversations. Authorities have described DuVal as a Martian Nationalist and hardliner, after materials were discovered during DuVal's arrest that showed her support of the pre-war Conglomerate and its policies. Such sentiments are not uncommon, especially among Martian-born citizens, the Department of Justice noted.

According to arrest records provided by the DoJ, DuVal attempted to leave her office in Laconia with the materials relating to the conversations in the Forum, and was stopped by security on her way out for a routine search. DuVal reportedly tried to get past security and that's when secret service were called after a short scuffle. Secret Service discovered the materials after subduing DuVal and took her into custody.

Secretary of State, Ria Solomon, released a memo in the State Department shortly after the incident reminding its staff that they are bound to non-disclosure of any and all details relating to national security and diplomacy. No doubt in response to the incident. DuVal has been put on a £1.2 million bail and faces charges of felony aggravated assault, felony obstruction, and attempting to leak classified information and state secrets. If indicted, DuVal could face up to thirty years in prison.

Conservatives Suffer Defeat Amidst Liberal Rally

Election results for the three-hundred member National Assembly are in, after a hundred seats came up for election. Just two years into Secretary-General Ewan Roth's term, and his United Conservative Party has suffered major losses in the legislature. Zhen's National Liberal Party surged ahead in the election, gaining fifty seats and putting the NLP on track for 97 seats in total, almost a third of the legislature.

The rally of the NLP means that the UCP's supermajority of 255 delegates has fallen to just 158. In another surprising result out of the election this year, 45 seats were awarded to the Marshal Party, who wants a return to the pre-Republican government under Nerys Harlow. Analysts have stated that the results indicate Roth's diplomatic and economic policies might be falling out of favour, as a result of a slow recovery of the nation's post-war economy.

The United Republic is on track for a strong economic recovery, as both its GDP and currency valuation has begun to increase in recent months. Yet, for many living in the colonies, this recovery is happening simply too slow for them, even if it is expected to make a strong comeback. Rising anti-refugee sentiment has also started to weaken Roth's political base, in part thanks to the Consolidation Plan, a policy that has been resettling refugees into the colonies. The introduction of foreign businesses and workforces has also struck a nerve with many Martians, who feel that they are losing what jobs there are, and any newly created ones are going straight to refugees instead of UR citizens.

Whatever the cause, the defeat puts the UCP in perilous waters. While the NLP and Marshal Party are at odds politically, the possibility of a pragmatic coalition between the two could thwart any legislation the UCP wishes to pass. According to the UR Constitution, 180 (three-fifths) delegates are required to pass legislation, meaning that no party holds the necessary delegates without needing to reach across the aisle. Zhen sees this as a victory for the NLP, largely because it forces the UCP to come to the table now.

Refugee Action Policy Begins Debate

The controversial Refugee Action Policy has been submitted by the National Security Council amidst a new political climate that didn't exist when it was first being proposed. The policy would enable loosening restrictions in the Consolidation Plan, and fast-tracking refugee processing for those that qualify. The bill was championed by Ewan Roth, the Secretary-General, as a solution to discontent with the Consolidation Plan's slowness, which has still left tens of millions beyond the 'Harlow Line' in the Martian periphery.

But now it seems that it'll be lucky if it clears the assembly at all. Recent elections cost the UCP its supermajority, and rising anti-refugee sentiment in the colonies has emboldened the NLP and Marshal Party, who made major gains against the UCP as a result. If the UCP expects to have its policy pass the assembly, it'll need to make concessions with one of the two other parties. The price of which, may be too great for the UCP.

Overall, the Refugee Action Policy expects to make the following changes to the Consolidation Plan and create additional programs for refugees by:

  • Fast-tracking processing of those who have technical skills, or are wishing to join the Armed Forces.
  • Providing loan programs for cyberisation to those with physical disabilities such as amputees.
  • Reserving manufacturing and industrial work for refugees.
  • Providing greater choice in where they wish to be resettled.
  • Loosening travel-restrictions from ten years to just five.

The bill has been lambasted by workers' unions and the NLP by providing special treatment to refugees, and further threatening Martian jobs. Likewise, refugee rights groups have also attacked the policy for prioritising those with technical skills over refugees with families, for lacking family-care programs such as healthcare and food subsidies, and pushing debt on refugees by taking advantage of their situation to be a cheap workforce. With the criticisms, it's expected that the NLP and Marshal Party may both challenge the policy in the forum, with the NLP being very likely to keep it from being voted through.

Refugee Action Policy Fails First Vote

In an unsurprising turn of events, the Refugee Action Policy, designed to aid refugees and speed up the processing in the Consolidation Plan, failed its first vote. A major defeat for Secretary-General Ewan Roth and the United Conservative Party. What was surprising however was that not only did the vote get rejected by the NLP, but a number of delegates in the UCP broke ranks and voted against their own party's legislation. The result created confusion and anger on the floor of the forum.

While the policy has suffered its first setback, it will now go through an amendment process where the UCP can negotiate the details of the bill to get a majority or pull it entirely before its final vote. Something that some UCP delegates have openly considered in light of the new balance in the legislature.

As for the delegates that broke ranks, President Rowland was forced to intervene on one occasion, having Caracalla-delegate Alfred Singer (UCP) removed from the forum after calling the 'yellow bellied delegates' that broke ranks cowards and traitors. President Rowland attempted to gain order but Singer continued, and a small physical altercation broke out between Singer and Hypatia-delegate and Nalari-borne N'kaia Suoua (UCP). The Sergeant-at-Arms reportedly dealt with Singer as he was held in contempt of the assembly.

"We will have order in this assembly. I will not tolerate any sort of physical abuse against any member of this assembly, nor will I tolerate any disruption. I hope I have made myself clear," President Rowland told the legislature after the incident. The assembly was out in recess shortly after by the President to allow for tensions to cool before reconvening later that afternoon for the closing remarks of the President.

Del. Singer is expected to be muted for the next few days while the Assembly Oversight Committee decides whether his behaviour during the incident needs further corrective action. As for the Refugee Action Policy, the UCP may have an ally in the Marshal Party for getting the votes necessary to pass the bill, with the least amount of concessions needed compared to working with the NLP. It is likely that the reservation program may be one of the parts of the bill thrown out if those negotiations move forward, according to political analysts.

Hypatia Declares State Of Emergency

Governor Armand has declared a State of Emergency for Hypatia City after anti-refugee demonstrations turned violent. Authorities have reported that a refugee state housing block was burned to the ground late last night during the unrest, and a number of refugees were injured and killed during a raid by anti-refugee supporters on a local food market. Hypatian police have condemned the violence.

RICAP Clears Assembly; Colonial Marshals Investigate Bombing

The United Conservatives secured an agreement with the Marshal Party, and managed to pass the Refugee Integration and Community Action Policy in the National Assembly, despite a protest by the National Liberal Party. The renamed and reworked bill lays down the groundwork to increase refugee migration under the Consolidation Plan. The process of which had been considered too slow by critics of the plan.

Overall, an estimated fifteen million refugees have been resettled under the plan, still leaving around sixty million beyond the Harlow Line in need of support and a faster processing plan. Living conditions of those beyond the line have barely improved despite federal supply drops, and the region has remained contentious for local authorities with rising crime and piracy having exploded along the demarcation. RICAP was Secretary-General Ewan Roth's answer to these problems, though it looked as if it would fail after the assembly elections cost the UCP its supermajority.

RICAP provides for the following:

• Processing through the Consolidation Program will be fast-tracked for refugees with technical skills

• Travel-restrictions on refugees will be reduced from ten years to five, enabling them to qualify for Compassionate Citizenship

• Refugees with physical disabilities will be able to apply for, and obtain prosthetics and undergo cyberisation via a lender program where they can work off the debt

• Refugees that join the Armed Forces can be fast-tracked even without technical skills, and can also obtain prosthetics under the same lender program

• Infrastructure jobs will be preferential towards refugees but only when regular candidates do not otherwise qualify

• A family social program will be provided to house, feed, and clothe refugee families

• Refugees will have a tax reduction for five years, and will be able to receive Basic provided they are actively searching for employment, and may qualify for a business loan program if they are willing to create an enterprise

The policy also allows for 'community settlement', to help strengthen the social net needed for refugees to recover. Communities will be able to petition the government and apply for a colonial charter, though there are a number of requirements for this process such as needing to elect community leaders, and provide the government a detailed ledger of community assets and finances.

While RICAP is an important step forward for the United Repubilic, tensions have continued to flare in the Martian Exterior. Economic growth is steady, according to the Department of the Treasury, and employment is rising but for many Martian citizens, this recovery is simply too slow and hostility towards refugees who are perceived as taking Martian jobs is on the rise.

Hypatia has resorted to its third State of Emergency in two years as the city is once again gripped by riots. A mob managed to break into and burn down a state-housing complex, and violent clashes occurred at a food market between refugees and Hypatians. Governor Armand has deployed the Colonial Marshals and is requesting deployment of the State Guard to Hypatia to quell the unrest.

Civil Defence's Anti-Terrorist Task Force is also investigating a recent bombing after a device reportedly exploded in downtown Hypatia, injuring a number of people. Civil Defence says the device was located in a trash bin and did not fully detonate. Despite this, the development has added new concerns for authorities who are worried that unrest could spread or continue to escalate from both sides.

Secretary-General Authorises State Guard Deployment

Secretary-General Roth has authorised the deployment of State Guard to Hypatia following a second bombing, and at the request of Governor Armand. An explosion ripped through Hinata Market in Hypatia's West District that is frequented by refugees. Civil Defence stated that the device or devices were left in a vehicle parked at the east entrance to the market, and loaded with bearings. Director Nakamura of Civil Defence stated that they had 'no doubt' the device was designed as an anti-personnel weapon to inflict as many casualties as possible. Dir. Nakamura says they are treating it as a terrorist incident.

Demonstrations following the terrorist attack have only grown. Thousands of refugees from Goldhaven Park took to the streets to condemn the violence, and anti-refugee demonstrators formed counter-protests that resulted in a number of clashes between the two groups. The United Republic Colonial Marshal Service stated they had made several dozen arrests during the clashes, with a number being charged with unlawful weapon violations.

''What we have currently is a very precarious situation that is rapidly developing in Hypatia, we are working with Civil Defence's Anti-Terrorist Task Force, and with the State Guard and other agencies to capture those responsible for the two bombings, and instigators that are fuelling the violence,'' URCMS Director Kyo Tokugawa stated.

The Governors-General of Hypatia also stated that Hypatia's Cybercrimes Division is following a number of leads after an anti-refugee and anti-establishment manifesto was found online. Civil Defence is currently working with the division and has reportedly deployed a specialised team into Hypatia to track down leads, which has already resorted in at least on SWAT raid on a local sushi bar in the West District, though details about that operation are limited.

''We cannot tolerate such terrorism, and my administration condemns any sort of violence. At the request of Governor Armand, who has briefed me on the matter, I will be deploying 2,500 State Guard to Hypatia to apprehend any and all responsible for these heinous acts,'' SG Roth stated. The National Security Council in the National Assembly is also being briefed on the situation, with news that there could be an anti-terror bill in the works to widen state surveillance.

Hypatian Nationalists Behind Manifesto

Hypatian Nationalists are behind the anti-establishment and anti-refugee manifesto that was released online and circulated through chatboards and social media, according to Civil Defence. The manifesto urged the public to take up arms against refugees and their sympathisers in a 'nationalist revolution'. Civil Defence says it is still too early in their investigation of the two bombings to definitively link them to the nationalists, but does suspect they are partially involved.

The news of a grassroots nationalist movement has surprised law enforcement and authorities, most notably the Governors-General of the Hypatia Stellarate. However, the group's motives seem largely influenced by the Marshal Party, according to some officials. The manifesto titled, Le Revoluxion dels Naxionalistes, or the Nationalists' Revolution is littered with references to a Harlovian State and the Marshal Party's referendum on an imperial government.

Civil Defence has said there is no link between the former Empress and the nationalists, and has yet to find any credible information linking the Marshal Party to the movement as well. Chairman of the Marshal Party, David Waverly said that neither he nor any of his officers have ties to the movement, and condemned the violence in recent days as acts of terror.

''We do not support such a thing, we want a purely democratic process to enact change that we feel appropriate for the nation, and are disgusted by these extremists,'' Waverly said.

According to authorities, the raid conducted on a local sushi bar uncovered information about the group and linked them to the manifesto, as well as plans for future attacks on refugees. They have what they believe is the bomb-maker for one of the devices in custody along with a dozen other accomplices, and are still pursuing leads over the incidents.

Citizens of Caracalla in the Astral Verge stellarate were also greeted by leaflets created by nationalists, delivered via drones in the city, suggesting that the group responsible is more networked than originally thought. Both the Astral Verge and Hypatia stellarates reside in the Martian Delta region of the Delta Quadrant, and have seen renewed tensions thanks to refugee migrations as of late. Caracallan residents have stated they feel nervous about the leaflets, and what is happening in Hypatia, with some worried that the violence may spread.
