"Well, Mister PhD, you must either have been misinformed, underread, or purposefully ignorant of the fact that we do not yet, in technical terms even practice Communism. Communism is a state wherein automation is the predominant mode of production in a Socialist society. We are merely on the road to total automation just yet. That is the purpose of a Socialist state: to transition a Capitalist society towards a Communist one. I'm afraid such a transition will outlive me and my grandchildren, and we will have to wait to see whether this transition is brought to fruition.

My stance on State Capitalism, correlated, is that it is the transitional mode of development from Capitalism to Socialism. The use of State Capitalism as the predominant and final mode of production in a society is not an evil one, but definitely one without ambition. And what is a nation except the physical manifestation of a people's ambition?"

This is, as based on Leninist and Dengist paradigms, because the Socialist state can only, realistically survive the environment of a global market through competing as a State versus international markets. This essentially means that while capitalist competition has been abolished within the Pan-Asiatic States, the Federation's authorized industries are selected by a specific agency, the State Development and Planning Commission (in cooperation with the Trade and Industry Commission as well as the Pan-Asiatic Economic Zone Authority) are mandated to import and export their monopolies over the nation's goods in exchange for capital, which is later converted to workers' capital in the form of labor vouchers."

Zimon Lubomir walked down the hallway to his first big meeting with officials from the Pan-Asiatic States. He, like most members of the diplomatic corps, had only had limited dealings with foreign officials. The Kronova they'd grown and worked in was a hermit, hesitant to deal with any group outside the authority of the governing Triumvirate. But, the Premier had selected him personally to meet with officials from Kronova's newest ally to present an offer in good faith to help jump-start their friendship in earnest. He slightly adjusted his lotus pin on his jacket, worn by most members of the Diplomatic Corps as a symbol of their ranks. Technically speaking, individuals of the Diplomatic Corps were military, but had largely been written off by other branches as lacking in importance. He meant to alter that.

He walked into the room with his aides to meet his Asian colleagues. He'd been selected because he was fluent in Mandarin, so he was able to freely speak with each of them before things began. Finally, they sat at the table, and he began negotiations.

"Comrades," he began, reinforcing their link under socialism, "I have been sent here by my government to speak on a matter that we hope to assist in streamlining." He shuffled some papers in his hands. "It's been well-recorded that in times of hardship, citizens of your nation will often apply en masse for visas to come live and work in Kronova. Now, I'm not here to tell you that it has to stop, quite the opposite. I am here in the spirit of socialist internationalism to offer a deal to expedite the process of allowing your citizens to come live and work in our country during such periods. Ever since the Presidium passed its laws decreasing the number of tourist visas issued to non-allied nations, there's been surplus state housing that's been lying empty. Despite what many may say of us, we are a least self aware to a degree." He involuntary lets out a chuckle at the frankness of his words. "Kronovans are a steady people. We aren't particularly vibrant or auspicious, but we have built and endured for centuries. And now, we offer to help you endure as you build socialism, just as you have helped us in our trade negotiations, getting our IT products out while helping us get new fruits for our distribution depots. Thank you personally for that, by the way, my daughter loves papayas." He looks down for a moment, before meeting the gaze of his colleague again. "My country also wishes to establish bilateral learning programs, to ensure more Kronovans learn Mandarin and that our guests pick up some Kovac, to promote travel and study in both nations. Ideally, our guests would work part-time jobs as teachers or whatever their skillsets would provide for while here. Not uncompensated, of course." He slides over the documents outlining the proposal. "We are eager to hear your thoughts."

Kronova had long been a favorite of the Pan-Asiatic States Ministry of Foreign Affairs, and many key political figures of the Pan-Asiatic States, Congressmen and District Assemblymen alike, showed signs of great interest in the motif of the Kronovan ideology. Universities in the Federation offered courses on Kronovan history and culture. State-Media wrote commendable articles on the Kronovan way of life. Popular Kronovan actors were popular in the Pan-Asiatic States too. And of course, tourism between the States and Kronova was always cordial on both ends.

Thus, it was to no surprise that the Ministry was hasty in opening-up diplomatic relations with the Kronovan government, and neither was it shocking that Mr. Lubomir would be received with the utmost respect among members of the organizational committees in charge of embassy preparation, composite of the Ministry of Foreign Affairs.

Malacañang Palace


Zimon Lubomir and his diplomatic corps had been personally invited to visit Malacañang Palace, not far from the embassy quarter, in Neo-Manila, the white jewel of the Paris of Asia. Unlike many offices of central government around the world, the Palace did not tower over its people. It stood commanded by the skyscrapers surrounding it, basking in its own glory, yet blending itself with its environment, because it is a part of the city; as the government it housed was itself, commanded by the People it served.

Zimon was welcomed into the Office of the Supreme Commissary. While the Secretary-General himself was in charge of external foreign affairs, the nature of Mr. Lubomir's visit was an executive one. And the Supreme Commissary was the Head of Government.

Members of Mr. Lubomir's diplomatic corps were likely expecting Fernando Lawrencio III, who had also served the term before the current administration's. However, only weeks before, the beloved executive had been shot by suspected Anglisch spies. Now, the Silicon Mayor of Nuevayangtze, Ren Cao, sat in his place. This was his first major transnational meeting as well. He displayed confidence, but inside, he was nervous to the bone.

He sat through the first part of the meeting, and met the delegation with an open mind and an open heart, and was delightfully surprised by Kronova's willingness to loosen-up immigration into Kronova.

"Mister Lubomir, we thank you wholeheartedly for your offer. We have done the same for Kronovans wishing to immigrate to our Federation as well. We noted your wishes to implement an Open Borders agreement with us in your embassy communique. My friends in the Ministry of Foreign Affairs have fulfilled their end of the bargain, and Kronova is already exempt from our Third Amendment laws. As we speak, some Kronovan families are already taking advantage of this revision of legislation.", approvingly spoke the Supreme Commissary.

"Now, regarding the economic liaison between our two nations, I've also already organized the National Telecommunications Commission to initiate talks with Asia Unicom and Asia Telecom. We're willing to offer Kronova the services of our broadband industry supported by our own government subsidy, if you'll allow them operate under Kronovan economic zones. We're willing to pay appropriate taxes to the Kronovan government and offer heavily discounted prices on our products. Our market will range from providing better internet services for your nation, to providing Kronovan BPO and IT companies with the capital they need to operate efficiently.

In return, we hope to gain access to your flourishing agricultural sector. While it would seem uncommon for a nation like ours to import agricultural goods, our rural farmers are severely lacking the veterancy and modernized equipment (as well as the experience required to operate such equipment) demanded of a developing economy. Our Bureau of Population Control wants to increase our number of citizens extremely by the year 2020, when we expect to accommodate a population surplus of over 5 Billion Asians. We can't do that without stability, and you can't have stability without a greater food surplus. We need a faster rate of agricultural production, and we need all the help we can get. We're looking for expertise more than anything else."
, continued the Supreme Commissary.

Ren Cao quickly browsed the documents regarding the proposed educational initiatives of Mr. Lubomir. He ended with a grin on his face.

"As for your requests to establish bilateral learning programs, I'll have to speak with the Congress of Soviets, but I am more than confident they would approve of greater educational relations between our two nations. I think the President of our Legislature, State-Soviet Yoon-Sook, is on me on this one, she'd spoken to me a few mornings ago regarding 'wanting to toss in a few more bullet points' to her new Education Bill. She says it wasn't 'sexy enough' yet to get it through Congress, and I think, since Kronova's already a fan favorite, we can use your proposed foreign learning agenda to hit bullseye.", responded he.

Zimon let loose a small but knowing smile. He, the son of a coal miner and school teacher from Tobokala Administrative District, was negotiating and politicking with officials from another of the great socialist states. Kronovan children grew up hearing tales of the steamy jungles and beautiful beaches of their homeland and their therapeutic value, as well as the sweet, delicious fruits produced by their farmers. Films from the Pan-Asiatic states were some of the only foreign films permitted by the Ministry of Culture and Media, making them popular, especially in the urban southern reaches of the country.

"We are more than eager to share our expertise in our agricultural sector," he replied. "The learn years of centralization taught us much. We have many agricultural scientists who have been working in the southern expanses of our nation, in the marine and marsh climates. They have been working with the indigenous wild rice strains to develop flood-resistant rice, that can survive extended periods of being submerged. The amount of rain that region gets..." he trailed off. "Well, let's say there's a reason the politicians put the capital in Novagrad instead. Marek Nakoten at the Agricultural Chemistry Department of the Deshevsk Scientific Institute has been at the forefront of this research, his work will be invaluable. Perhaps they'll even send him along, I know he's been dropping hints to be stationed with the Diplomatic Corps for warmer climes already."

"As for telecommunications, we welcome the help. Our infrastructure in the south is sound, but what has been truly limiting us is, well, the rest of the country." He chuckled again. Diplomatic decorum hadn't been included in his training per se, so he could feel his Kronovan bluntness peeking through again. "It's rural. Connected well enough by rail and road, but internet is a whole different story. Some have been getting by with mobile wireless hot-spots, but the Kronovan state dislikes forcing its citizens to rely upon consumer products for such a vital service. As automation begins to play a greater and greater role in the south, the Presidium has been eyeing resettlement programs in rural areas to improve quality of life, but it's unlikely they'll do so until a more reliable internet connection is established." He cleared his throat before continuing. "Your government's proposal of installing new services and providing new capital for expansion is very much satisfactory to mine." He pulled a thin, paperback packet from his suitcase. "I have this for you as well, a gift sent by the Minister of Health and Public Works Igumov Tikhon. It's a cookbook of recipes developed during Kronova's centralization, mostly in the southern urban areas as they industrialized. It's full of... interesting twists on traditional dishes when ingredients such as meat or dairy are scarce. You even had some making beer from spruce buds back in the day. My grandfather swore by the stuff, but I could never develop a taste for it. Tastes like chewing pine needles." He grimaced slightly for a moment. "But even today, many eat them without the shortages requiring them to. I believe the Minister means it as a sort of nudge of encouragement. We went through the shortages once, same as you, and we'll help you get through these."

"As for our learning program," he continued, "you may have set a record for being the first to describe the Kovac language in such a flattering light. But I'm glad we can help add to it, in any case. Some Kronovans will be resistant to their children learning another language, at least the old fashioned ones. They're not prejudiced, per se, merely from a different time, when making bread was more the focus than socialist internationalism. But we'll see to the expansion of their learning. And as we help you stabilize, and you help us reach for the stars, I think it'll be an interesting experiment indeed, asking Kronovans to think like Asians and Asians like Kronovans. I look forward to seeing the results. One way I think we can best facilitate the exchange is by sending chapters of the Youth Pioneer Leagues to visit your nation, to enrich them culturally. Perhaps as a culmination of their language courses or some such. The Leagues are one of our main avenues outside the schools of instilling socialist values, and by and large they've been a success. I myself was able to start the track I'm on now thanks to my membership in one."

Of course. The Youth Leagues. Re-establishing the global prominence of the Asian Communist Youth League (ACYL) had been something on the agenda of the Foreign Ministry for quite some time now, but doing so was way ahead of schedule. This was some information disclosed to the Supreme Commissary only a few days beforehand, during an informal meeting with the Ministry's Undersecretary. Nevertheless, it would indeed be an intriguing diplomatic schmooze to bump the plan up the Ministry's list of things to do.

"That was my first rank in the Party too, unsurprisingly. The Party has been my life. Did you know that I was selected to lead the singing of The Internationale in front of Sino-Soviet officials in 1979? I was 13!", chuckled Cao. He did indeed, in front of the whole of the Chinese State Congress too, as a member of the Chinese Communist Party's junior league, which would soon be incorporated into the Asian Communist Party by the '90s.

"I agree with this motion, Comrade. We've slowly been undertaking a road of transformation for the Party and its composite organizations. The Party has some stigma, y'know, and I'm not sure if it's the same in Kronova as well. A lot of our young, hardworking people are members of the Party, but they aren't as proud of it as they should be. That's because when other people find out that they are indeed, Party-members, they immediately envision the tooth-and-nail Maoist of the Cultural Revolution, barging into mansions and seizing wealth, and murdering landlords.

But that's not us anymore, the 20th Century has long passed and I think establishing the ACYL's presence in Kronova alongside your own 'Youth Pioneer League' establishing its presence here in the Federation, would create a great deal of political capital for both of our nations. The Youth League's primary function is no longer to create child-soldiers or whatever, but molding the youth into able-minded future social scientists. I think if we exposed our own youth to the Kronovan way of life, and vise versa, it would also certainly forge a cultural alliance between our nations for generations. There's an opportunity here to make history and create the foundations of an alliance that will stand long past when our lives have run their course. I wholeheartedly believe we should seize it."

The Arkanian military is not the buyer for the 194 Su-34 Stormduckling aircraft. House Gial is purchasing them for its own air guard, which is given the additional responsibility of protecting the State of Rakaid.

The counter offer, as said above, is intriguing. Up to 600 aircraft would be far more formidable, and I would immediately cancel my order from the Free Kingdom, if I were aware of the "Scarlet Devil" Q-11’s capability against the F/A 18, F-16 and the Su-34.

I would also be more swayed if I were aware of the ability to modify your aircraft with our technology. Such as Artificial Intelligence brains, energy weapons and cloaking devices.

If these aircraft are favourable on both accounts, I would immediately cancel my order with Allanea (the only economic ties the Arkanian Dominion has with the Free Kingdom) and come only to your government for military ordinance.

I have also been authorised by Volantis to send your nation a gift as a gesture of goodwill on our part

"Southeast Asian ethnic groups are subject to the Regalian Doctrine, which states that whilst all geographic boundaries of the Pan-Asiatic States as mandated by the constitution are subject to development by the Pan-Asiatic government, the judiciary has the responsibility to cater to protests or ancestral land claims by ethnic minorities.
