Political Hiearchy/Titles

Postby Kurona » Thu Jun 25, 2009 10:08 pm

In this thread you can talk about your nations Political Hierarchy and the Individual Titles.

At the top of the country rules the Prince or Princess. As the ruler they have the top authority. The crowned Prince or Princess is the official ruler and the spouse may take temporary authority if one is out of the country. In most cases the Crowned is the full authoritarian figure, including the decisions of law making, appointments or dismissals of Representatives or judges, and other city officials, and most importantly is the Commander in Chief. The spouse will assist and help otherwise tend to the family.

The Minister of the Country-Directly bellow the Minister of the Country is entrusted to all domestic issues of the interior of the nation. Including maintaining natural resources, coastlines, levying taxes. He or She is also the senior adviser to the Crowned Prince or Princes.

Includes sub-positions with a title called a Cabemer (a portmanteau of the words Cabinate, the spelling and usage regarding members of the royal advisers and member) for individuals:

Cabemer for Health
Cabemer for Welfare
Cabemer for Education
Cabemer for Land Management
Cabemer for Justice
Chief Operation Scientist for the Royal Sever Storms Laboratory (the only position w/o Cabemer for the title)

The Minister of Foreign Affairs -Self explanatory, handles all diplomacy abroad as well as the dealing with international delegates and embassies.

The Minister of the Treasury - Handles the budget and other financial services for the country.

The Minister of Defense - in charge of national defense and is considered the Lieutenant general of the Royal Armed Forces. (Under the Crowned Prince or Princess)

The Children of the Crown:

The children of the crown are not considered members of the Cabinate and do not have any official royal authority until they are 13 (the age just before adult hood). At 13 they may exercise minor authority such as lobbying for new legislation and voting. If the parents die or become incompatible they will be crowned when they age 14.

At 14 they have full royal authority and can act on almost all powers of their parents, with the exception of Veto and Absolute Vote, held by the Crowned. They are at this point entitled to the throne upon death or illness of the parent(s) and immediately crownable.

Hime -Commonly meaning Princess in Japanese is given to the daughters of the Prince and Princess. The title can be used both ways Hime-XXXX X. XXXX or the opposite way XXXX-Hime.

Kou - or Koi is the male title for the child of a Prince or Princess. Like hime can be used in both fashions.

The President of the Republic is the head of state. He detains the executive power. Elected by the Parliament.
The Prime Minister is the head of government. Elected by popular vote. He chooses the Cabinet of Ministers.
The Cabinet of Minister is made of all the ministers of the government:

Ministry of Interior

Ministry of Public Transportation
Ministry of Culture and Tourism
Ministry of Children
Ministry of Defense
Ministry of Justice

The Parliament holds the legislative power. Elected by popular vote, deputees also vote for the President.

In rough order of importance:

The President (head of state, largely ceremonial powers, has veto powers)
The Prime Minister (head of government, elected, has veto powers)

Goias is notable for having an unclear division between executive and legislative powers in the case of the Prime Minister. While the President has only executive powers, the PM has executive and legislative powers shared with Parliament, but their extent is unclear. For political purposes, the tradition is to consider the PM has having only legislative powers, with the executive ones as a "reserve power" that is rarely used, and the Parliament as merely the Parliament. It's a confusing situation, but no one has gotten around to clarifying the Constitution yet.

Then, we have the following order of ministries:

Ministry of Interior Affairs
Ministry of Finances
Ministry of Foreign Relations
Ministry of Defence
Ministry of Health
Ministry of Justice
Ministry of Culture
Ministry of Environment
Ministry of Education
Ministry of Transport
Ministry of Tourism

This does not represent the hierarchy of succession, merely the "traditional" order in which they're given. No one knows why.

The last member of the political hierarchy is the Chief Representative of Parliament. The position used to have more extensive powers between 1964-2004, but it's since been stripped of all its far-reaching attributes and now functions as a sort of combination between Speaker of Parliament and Leader of the Opposition.

The Republic of Yellerbellies has only one authority - the First Citizen. He or she is elected for life by popular vote and is responsible for all aspects of the governance of the country. Ordinary citizens may petition the First Citizen on any subject, and should petition show sufficient support (a variable percentage, but presently only 20%) then its subject must be referred to universal local public assemblies and their decision is binding on the First Citizen, unless he/she decides that it is not in the National Interest.

In Motokata titles befall based on the Social status within the government.

Stateholder- (or State Holder) the title given to the ruler of the country. Usually the most wealthiest in the nation as well.

Executive of- Given to the Cabinet of the State Holder (ie. Executive of Treasury, Executive of State, Executive of Commerce etc.)

G20-Technically a G20 is a collective title used for the top wealthiest and most powerful people within the Government. It has become a slang word to refer to some one in such a position of power ("He's a G20")

Heir/Heiress-To the child of the State Holder, Motokata's unique style of Oligarch, Plutarch, and Monarch system of government resides strongly. Not used commonly when addressing but usually used in formal occasions.

The Congressional members are referred to as Congregates

We have no heirarchy to speak of. Members of Parliament are elected by the people. The Cabinet is chosen by consensus of Parliament from among its members. (There have been instances when non-members were appointed but that is the exception.) The Prime Minister is selected in the same way but he/she is more of a chairman than a 'leader'.

The only power of the Cabinet is to suggest a legislative program to be discussed by Parliament. They have no power to promote their own agenda. The Prime Minister or any Cabinet Minister can be replaced at any time, so they are effectively servants of Parliament as Parliament is the servant of the people.

Emperor
___

Commander of the Empire
Commander of the Military
Commander of the State
Commander of the People

___

Imperial High Command:
Chief Minister
Head Minister
War Minister
Defense Minister
Information Minister
Minister for Public Interests(Controls propaganda and police, as well as the Royal Military Enforcement Police)
Minister for Citizen Welfare (General position, reported to by Secretary for Education, Transport etc.)
State Minister

Under each of these will be secretaries, for example under the Minister for Citizen Welfare there will positions such as secretary of education.

In each individual nation, there is a Command, virtually a smaller version of the high command without the military roles. It's led by the State Minister, and the people under him are governors.

The Tal-Celion/Sul-Celion -- Usually a brother/sister or husband/wife pair, elected for life, the Tal-Celion (the male) is usually the most prominent. These are war-leaders elected by the council of thirteen and the people of Roten, and the only person who would not vote for them is themselves. Their duties are primarily to determine national military policy, and are expected to lead the soldiers into battle. Officeholders usually have a far decreased life expectancy due to death in battle.

The Council -- the Council is comprised of thirteen members, and is easily the most powerful single Rotenese group.
The Archbishop of Roten -- Appointed by Rome, he is easily the single most influential person on the staff. The Rotenese cirizenry is 97% Roman Catholic, all very devout. It is almost a requirement to live in Roten.
--The Aspects -- Chosen for their displays of each positive aspect of existence (Mercy, Reason, Love, Honour, Courage, Knowledge, Foresight, etc.)

Knights Of Roten -- the Cream of the crop, they are measured by their morality, and are given a higher standing than regular citizens.

Thte Army Regulars -- 10% of the Rotenese population, this is a very large group. They do most of the fighting.

The Auxilaries -- called only if the city is in need of boots on the ground. fully 28% of the population (universal military service!).

The Retired Soldiers -- Soldiers who have outlived their usefulness in the field, and never rose into the higher command. 40% of the population, they drive most of Roten's prodigious economy.

Not of age citizens -- all those under 17, the age of service.

Non-citizens -- all those who want to emigrate to Roten, living in camps upon it's coastal continental holdings, they must pass a surprise morality test in oreder to be accepted. Any Crime in Roten is punished by immediate banishment, following a hearing.

Mama regards all of her Children as equals, so we have no permanent titles. A Child may be assigned as a Leader when a group of Children are engaged in a common task, but the role is purely temporary for the duration of the task.

"If you go to the city of Washington... almost all of them claim that they have risen from the ranks to places of eminence and distinction. I am very glad I cannot make that claim for myself. I would be ashamed to admit that I had risen from the ranks. When I rise it will be with the ranks, and not from them..."

Up on the housetop Santhbots pause;
Peace torn apart by steely claws!
Does it bring gifts of fun and games?
Nay, 'tis the king of acid rains!
Where can we flee from Santhbot's path?
No place is sheltered from his wrath!
Cyborg horror of the skies,
Flee! Save your children! Santhbot rides!
