What is referred to as a billion by most English speakers, is called a milliard in Estrago; and when an Estragoneese English speaker uses billion he means what other English speakers would call a trillion. The reason for this oddity is that the other two national language of Estrago also use the long scale format, and the government wants to avoid confiusions between the speakers of those languages.
A slightly weird aspect of this is that Estragoneese universites publish their English language documents twice, once with long scale numbers for domestic use, and once in short scale for an international audience.
