We have also received word that a few members of the Royal Ministry are indeed Trinian Catholic and are pushing the King to put aside several million dollars for the Trinian Catholic Church.

Actually a patriarch is higher then a cardinal but only cardinals can attend a conclave. Plus a cardinal can also be a patriarch, primate, archbishop and bishop at the same time. He can even be a mere priest.
