For say, carrying a box of computers. A strong, fit(both physically and mentally) person may be able to carry it with little help but a weak person won't. But, how does your nation emphasise on fitness? Do your people go to the gym or workout at home? Is it necessary? But, sometimes it depends on the leader too. If the leader is fit, then a lot of people will probably try to be like him or her but if he or she is way off the mark, then the people will have an excuse of not working out: My leader doesn't so I won't.
There is also a type of fitness called mental fitness. A lot of the world's population, whether rich or poor, is mentally sound. However, there are some whose brains/bodies are not working fully and that's why they act like some mental guy or something. Examples of mental diseases are dyslexia and depression.

The King has confessed to the public the nature of his struggles with anxiety and accompanying drug use, but he is widely considered to be competent.
