Greetings! The following is an Index for Political Franchise in different countries on NationStates.

Political Franchise, otherwise known as Franchise or Suffrage, is the right to vote, or be voted for, by the public society. Suffrage is often conceived in terms of elections for representatives, referenda, or initiatives. It not only describes the legal right to vote but also the practical question of whether a question will be put to a vote. The utility of suffrage is reduced when important questions are decided unilaterally without extensive, conscientious, full disclosure and public review.

In most modern democracies, eligible voters can vote in elections of representatives. Voting on issues by referendum can also be available (in Switzerland, referenda are permitted at all levels of government. In the United States, some states have exercised their shared sovereignty to offer citizens the opportunity to write, propose, and vote on referendums and initiatives. In the United Kingdom, referenda are rare.)

The following questions are supposed to determine, if to a limited degree, whether or not a country is Franchised, the type of Franchise its citizens enjoy, and what affairs can or can not be put to vote.

The Wastrecht Index of Political Franchise (WIF) divides countries into five different categories:

Universal Franchise: The countries in this category extend the right to vote or be voted for by election to any and all adult citizens of the country.
Countries that do not extend the right to citizenship to all people living in their nation but allow all "citizens" the right to vote do not fit in this category.
Countries with appointed offices where appointment into office does not have any criteria fit into this category if Active Franchise is extended to all adult citizens of the country.

Full Franchise: The countries in this category extend the right to vote or be voted for to all adult citizens, but put a different weight to their citizens' votes based on criteria such as wealth, knowledge, property, taxation, race, ethnicity, etc.

Limited Franchise: The countries in this category do not extend the right to vote or be voted for to all citizens. The criteria that limits franchise can be gender, race, wealth, property, or permanent criminal disenfranchisement.

No Franchise: The countries in this category refuse to recognize the right to representation for their citizenry. All political offices are appointed by The State, and the citizenry do not have the right to vote.

Compulsory Franchise: Citizens are by law required to vote in elections in the countries in this category.

The Brytish Isles: Despite its authoritarian tendencies, it legally extends the right to vote to all citizens, which is as much as one can expect from any nation with universal franchise. x
Upper Secundus: Upper Secundus is an exceptional case. It has a population of 1, which means that it, at the same time extends the right to vote to all its population but also lacks any form of decision-making process for that franchise to have any effect. Uh... Surprise? x

Romsarend: Romsarend does not extend franchise to its female citizens. In a pre-1920 index, this would still mean universal suffrage, as votes are not weighted based on wealth, sex, etc., but in the modern contex, Romsarend has Limited franchise. x
North German Realm: North Germany does not extend franchise to its female citizens. In a pre-1920 index, this would still mean universal suffrage, as votes are not weighted based on wealth, sex, etc., but in the modern contex, it has Limited franchise. x
First American Empire: While in reality not a democracy and thus not subject to franchise, the American Empire employs a form of franchise that limits those that lack a college degree. x
Syrisch-Vrijstaat: While the Syrian Free State could be classified as in Full Franchise due to the fact all its "citizens" are extended the right to vote, the fact that citizenship is heavily based on race in a land where that race is -presumably- a minority makes it fall in the Limited Franchise category. x
Hamidiye: While nearly close to a No Franchise nation due to the low effect democracy -and thus a person's vote- has on their politics, it was put in Limited Franchise due to the fact the right to vote is not extended to women. x
Estainia: Estainia extends the right to vote to both genders. However, the votes of females is weighted significantly more than that of the men. This would have qualified them as full franchise. The fact that only property owners can vote makes Estainia qualify for Limited Franchise. x
New Yeeia: This nation specifically bars unemployed or uneducated individuals from participating in elections, and thus falls in the category of limited franchise. x
The Land of the Ephyral: Explicitly, it does not extend the right to be represented or to represent to women and certain classes of their citizenry. x
Seikokka: x
Ferlik: Does not allow women, slaves, or certain races to vote, requires wealth and military service for franchise. x
Pharexia: Their legal code denies the right to vote to a number of transgender individuals. x
TURTLESHROOM II: TurtleShroom as a nation does not extend the right to vote to a number of denizens in their country on the account of species/race, and thus can be considered to have limited franchise. x


Silver Commonwealth: In theory, The Silver Commonwealth could also be classified as Limited Franchise or as Compulsory Franchise, but considering the fact that the right to vote is given, almost consistently, to nobody but only the ruling faction, it was decided to put it in the No Franchise category. x
Castelia: While Castelia can be considered a state with universal franchise -as all citizens are allowed to vote-, there are no elections and the referenda are non-binding, thus it can equally be considered a nation with No Franchise. x
Imperial Slovonia: They have no elections, nor any laws on what limits or extends franchise. x

  • Would constituency votes appointing representatives to the legislature spread evenly across an election cycle (of four years, in my case) be considered a (four year-long) general election or several federal state elections (though the constituencies' own governmental bodies only really have the power of local councils, so the state isn't properly federal)?

  1. If the legislature in question is the General Legislature (i.e. the American Congress) rather than local legislature (i.e. Vermont General Assembly), then Yes. It would be considered a General Election. In certain cases where the two elections coincide would be counted as both General and Regional. In your situation, if there is no federal state (and having local independent legislature is kinda necessary for federalism), it could be regional if it wasn't about the General Legislature.
  2. Yes. Compulsory Attendance is compulsory attendance, even if it is for a good reason.
  3. It's a form of indirect (representative) democracy. Not very relevant to how your suffrage works, however, as I don't know who are allowed to vote (or rather, who aren't allowed to).
