Orestea takes citizenship and enfranchisement very seriously, having been ruled by a wide variety of uncaring colonial powers for several generations. Citizenship is a right, as is voting, though citizens must be represented by a national ID (a driver's license, for example) and therefore in national records. Approximately 11% of all Orestean adults do not fit this criteria, typically by choice and typically traditional rural villagers, but due to the appealing state welfare this is an increasingly unpopular position to take. Children are not allowed to vote, and there is no upper age limit.

Every two years, an election is held, though which one alternates based on the four-year terms of the elected representatives. If a Presidential election was just held, in two years a National Parliament election will take place, and two years after that, another Presidential. Referendums are held for legislature when voted for by Parliament or as a Presidential order.

There are some other factors that do play a role. For example, those in prison are not allowed to vote. Convicted felons may also not vote in the first general election after they served their prison sentences. Another group that cannot vote are those suffering from a severe mental disorder (this has to be certified by a body of experts and then approved by a specialised court of justice).
Is disenfranchisement a valid punishment in your nation's penal code? Yes, but only for the most serious felonies, and only for a limited amount of time.
