The Empress wields full executive, legislative, and judicial power, and any government officer in any of these three branches gain power from the Empress' investment of said power in them.

In theory, the Empress determines policy, but in practice she mainly concerns herself with high national policy, and regional governors and departments make smaller less important law. She will, however, always have the final say.

Anti-corruption laws are incredibly strong and with very harsh punishments (capital punishment or life imprisonment, typically), and watchdogs report all the way up to the Empress, sometimes directly. The only person who could be corrupt, therefore, is the sovereign, but history has shown so far that every surviving and continually sane candidate of the Ritual of Succession has been quite the upstanding ruler.

C3: Is your nation's government transparent and open?
Partially; transparency and openness is required at lower levels of government for general accountability, but the upper levels can legally be shrouded in secrecy, with the Empress and her watchdogs being the primary sources of accountability. Despite this legal ability, however, government is general (including the Empress) takes a general policy of being open unless that could harm the people or nation in some way.

There are significant behind-the-scenes controls on the media, stemming from things such as licensing requirements. Strong and careful laws also limit the ability for anybody to spread fake news, hate speech, defame others, and so on, and these laws apply equally to the media. That said, the media is generally allowed (outside of illegality) to report as it pleases, including criticising governmental actions, so long as it does so on the basis of fact and reason.

Yes, though there are no religious exceptions to general law, so one cannot rely on religion as a defence for doing things that are illegal (for instance, genital mutilation of minors).

The government-managed education system encourages rational thought, intellectual rigour, and scepticism of all things lacking evidence, but that is generally where the indoctrination ends.
