For the first time in history, the Queedom of Global Harran is opening an Embassy Program. Any nation willing to have ties with us is welcomed to apply. Despite our differences with the human race, we wish to move past that and establish stong bonds with anyone willing to.

In 2014, the city-state of Harran, on the mediterrean coast of Turkey, was struck by a virus, known as the Harran Virus, who transformed most of its inhabitants into zombie-like creatures. The Harran Ministry of Defense tried to establish containment procedures, mainly by building a wall around the city and the countryside as well.Unfrotunately, despite the best efforts of the remaining uninfected citizens, and the help of a few countries, including theEmpire of The Scarlet Eagle, the entire city fell to the virus, fortunately without contaminating the outside world.
After some time though, the inhabitants wh had been infected, and who had been mindless creatures until that point, regained their mental faculties, their sanity and their memories, although their bodies were forever changed by the virus, making them unable to age ike a normal humans.
And among them, some were more mutated than others, being called Volatiles, infected who were very agile, more resistant, and capable of parkour.
So, under the guidance of Jasmine "The Mother", the widow of a Harran high-ranking military officer, the city state managed to put itself back on track, and with the help of other countries, reconstructed its infrastructure, and established itself as the first country entirely polulated by zombie-like people, its inhabitants now calling themselves Harran Virals.

Additional Rules:
-Weapons: Are allowed Assault Rifles, handguns, stun guns/tasers, police batons, knives, and tear gas grenades. Civilian Staff may be allowed to carry concealed handguns on embassy grounds.
-Vehicles:: Are allowed up to 3 Armored SUVs or equivalent for the Ambassador's transportation. Ohterwise, up to 5 Sedans and 2 vans are allowed.
-Staff: Up to 30 Civilian Staff, and 15 Security Staff, are allowed on the embassy grounds.

Location
All the embassies offices will be located in the Harran Tower, a skycraper whose cosntruction had started before the outbreak, and who was finished afterwards. The residences of the Ambassador and the additional staff will be located at the foot of the tower, in apartment buildings

Dear Minister Harris Brecken,

Thank you for your thread creation of 31 January 2019 allowing for a Parliamentary Confirmation into agreement of legation exchange between the Queendom of Harran and the Realm of Yohannes. I am also responding on behalf of The Rt Hon First Lord Hilda von und zu Hartjenstein and The Hon Minister Emily Kirchweger to whom I report on the matter.

Harran and the Nineteen Countries, I believe, share the same values of diplomatic partnership, of responsible government, and a history of open diplomacy—three important things to realising a harmonious relationship between two nation-states. I have been impressed also by the good manner of the Harran Viral people during my visit to your brave city. It is for that reason that I would like to acknowledge the strength that you have shown, and are showing, in realising the principles of democracy and equal rights for all before the law. Your governing principles align well with the fourth introductory principle of the Rule of Law of our nation-state. That is why I am committed to realising this legation exchange agreement.

Following the discussion held by our respective diplomats behind the scenes over the last few weeks, I would like to clarify that parliament did finally issue their assent on 17 February 2019, Parliamentary Motions—Envoy Extraordinary and Minister Plenipotentiary, which confirmed the letter of credence of Her Excellency Klara Schönfinkel in her place as Envoy Extraordinary and Minister Plenipotentiary of the Realm of Yohannes to the Queendom of Harran. A copy of the Executive Council’s response and parliament’s final assent and report of stipulations in their entirety will be published on the Electoral Debates Hansard website shortly.

I am keen to encourage Yohannesian businesses to participate in the Harran Viral market. As I suggested based on the discussion at our last meeting, I believe that new commerce and trade between companies of our respective citizen sectors may offer new opportunities to maintain our respective nations’ growth target for the fiscal year 2019-2020.

I would like to finish by acknowledging the important contribution Her Majesty the Queen Jasmine is making to the cause of open diplomacy and the principle of open diplomatic exchange between members of the international community of nations and regions. Klara Natali Schönfinkel, Her Excellency Envoy Extraordinary and Minister Plenipotentiary (born 7 December 1978), is a Yohannesian diplomat and former solicitor who is the first and current Minister Plenipotentiary of the Nineteen Countries to the Queendom of Harran. Her accreditation was registered by parliament’s Advisory, Press and Private Committee on 17 February 2019.

Raised by her parents Vincent and Brigitte in Crescent, Schönfinkel was educated at the state-integrated Frauenmundistadt Grammar and attended the University of Yohannes to study Law. Upon her graduation in 2001, she was nominated to become one of many promising interns for the World Assembly Mission of the Nineteen Countries. Schönfinkel returned to Yohannes after two years to work at the specialist commercial law firm Hopfer Felgenhauer in Royal Lindblum. Coming into contact with then local Member of Parliament for the Altbrandenburg electorate, her name was forwarded as a possible Legal Attaché for the Yohannesian embassy in the Empire of New Edom.

In February 2018, following the electoral victory and subsequent reign of The Right Honourable Marion Jeanne Maréchal-Le Men as the eighteenth Yohannesian Emperor, Schönfinkel was nominated, in her position as a senior diplomat and provisional parliamentary adviser to the Thirty-sixth Christian Democratic Executive Council by then, as a possible candidate for the Office of Minister Plenipotentiary of the Nineteen Countries in Harran.
