You fly through the vastness of the void, deep in Union territory, you - are hunted, there is no doubt about it.
Lucky, you find a derelict ship that you can stop on and rest, for a while, at least, it won't take long for a Union fleet to figure out that you are taking refuge in it, but months of flying on your own with only a handful of machines to help you, you are getting sick of living in the same space, sitting in it for seemingly, an eternity.
You board the giant vessel, it has no power, no life support, and has seemingly been here for eons, it's a very old and outdated Union design, and even that is an understatement.
Lucky for you, the gravity produced by eon old grav-generators is just enough to keep you on the ground despite a lack of power, and as you go deeper into the dark and empty craft, a sense of dread seems to shadow you... Maybe this wasn't the best idea.
You enter the voidcraft's Cantina, it was a science ship from what you can deduce, but, not shortly after you figure that out, the lights come to life, and the ship is humming once again.
This was a trap.
You try to run back into the place where you left your own vessel, but to no avail, someone, or, something, has complete control over the craft's system, including the blast doors.
You are stuck, and before you appears an entity, for a human, it looks to be feminine in stature, it speaks.
"It has taken me a long time to get you in here, but now you have nowhere to go, I will be honest, your, "dedication", is amusing, your planet is dead, and soon your species will be too, but I will grant you one, final, wish, and I shall make that wish for you, that wish is knowledge, use it wisely...

That aside, this isn't an RP thread, this is a thread to answer any questions you have about the Universal Union, how does it function, it's history, it's leader(s), military and so on.
I'd also love to receive criticism and/or suggestions when it comes to my writing(especially to my writing), geeky stuff, and in general, any ideas you'd think would work with the Union.

There is no such concept as protection of citizens unless they are on Paradise worlds, and in order to get that they must have done something spectacular, Paradise worlds are not planets, by the way, but rather Matrioshka Brain simulations, so, it doesn't really matter, since there are no children there to begin with.
Most citizens, however, are converted, or, "uplifted" to become synths, which are essentially a combination(ha, get it?)of living being and machine, made for one purpose, WAR, or very basic menial tasks, but that sounds less badass.
So the answer is both, yes, there are no families and if they exist, it's either short-lived, or simulated, and the answer to the second part is no.

Nope, it's based on the Combine from half life 2, well, based on, this faction is the Combine, at least, how I see it.

What types of defensive technology or shields of any kind does your civilization possess?

Defensive technology, for the most part, consists of Element-2295, a very strong material which the Union uses to construct everything, from citadels to void-craft, and point defense technology using beam weapons(Laser, for example) in order to destroy missiles and other kinetic weapons.
As for shields, they don't exist, the only thing similar to it is the force fields, which repels any unidentified organic material.

In a word? Fucked.
But that's not really fair is it? Story time! Because the entire Earth is fucked and I need to explain somehow, don't I?
After the Uprising in City 17 beat the Combine garrison and destroyed the citadel, most cities on Earth would rise up and achieve pretty much the same results, the uprisings were global and such a wave of attacks completely broke and shattered the unprepared Union garrisons, who later on would be forced to retreat and regroup.
The explosion of the main citadel was the beginning of the opening of a massive combine teleporter, an emergency one, that is
The rebels would attempt to close it using a rocket, holding out against Union forces at White Forest, they were successful in launching it and seemingly closing the Portal, however it was at this point when Eli, escorting Alyx and Gordon would get ambushed by two advisors and killed.
He was escorting them to a helicopter, which, after a few days, they would board and fly to the presumed location of the Borealis, and upon getting there, they would once again beat the Combine forces there and take hold on the vessel taking Judith with them, teleporting it on a crash course towards one of the Union's Dyson spheres.
Such a suicide mission wouldn't cause any damage what so ever, and would be a pointless waste of time and equipment, but at this point, there was no turning back.
As the(now, Alyx shot Judith) two were hurtling towards the Dyson sphere, the man in the blue suit would appear in front of them, putting Alyx in a stasis and congratulating Freeman, however informing him that he would not need his services anymore since he was "Corrupted and susceptible to outside influence."
At this point, once the man in the blue suit was gone, a void wanderer, known as "Singer", would approach Gordon casually, leaning against the window Gordong was right next to and looking at the Dyson sphere outside, they would ask the "mute" a question.

"Was it worth it? All this effort, all this time, the sacrifices, the losses, and in the end, your reward is to witness how pointless this all was. I would leave it at that, usually, but, you impress me, from an average scientist to a person speaking with gods, hurtling towards something his kin probably can't even imagine or comprehend, and probably neither can you.
But it is impressive none-the-less, you've achieved what very few beings can, and, by few, I mean a number you can't even comprehend.
There is so much more to the conflict than "Humans against Combine", there is an entire multiverse torn to shreds by two factions, and the man in the blue suit? He is a part of what used to be a third one, they are on the brink of extinction, however, and they will fight to the death.
So, here is my offer to you, Freeman, you can join us, and depending on your performance, some humans may still have a chance to live in a paradise, or, I can leave you alone, to your doom, and I will make sure that no one can extract you from here, not even those, who used to be your worst enemies.
And so, you shall now make a decision, I will give you time to think."

Freeman, now "The Reaper", would make their decision, cornered and betrayed, what choice did they have?
A new Union counter-offensive would begin, lead by Gordon, this would shock the already shattering resistance, and in a few months, Earth would be under Union control once more.
For such performance, Freeman would be given a host-body, as they would now join the Advisory Order, and they would be the true representative of humanity in the Union, Freeman would go along and hunt down G-man and his "Employers", hunting down another remnant of what used to be the Nihilanth Imperial government, they would perform well enough to earn humanity a new home, a Gaia world in humanity's home Galaxy, alas, Earth would have to be abandoned and as of now, it is a barren world devoid of any life but the most resilient one.
