Allow some anime, such as [insert Pokémon-esque show here] and other tolerable shows. All merchandise, however, will remain banned, with some exceptions.

It would help if you were to explain further the harms anime could or already has brought to your nation. The "cost on the economy" alone raises questions on how Asian cartoons could possibly bring such a danger to the people of Memelandia. We're not necessarily saying you shouldn't ban anime (though I obviously wouldn't), but it would help justifying your actions if we better understood the nature of the situation and what all would bring Memelandia's politicians if not people into enforcing this unusual decision.
Basically speaking: Please insert more info.

Adad Civilization, upon researching what an anime is using this magical metal-window some sky-fairies gave to us, hereby give our full endorsement and support to the nation of Memelandia Major. With a few exceptions, Anime and it's variants are disgusting exploitation of the arts for profit or sexual, usually relating to a fetish, gratification (Except for the OG Dragon Ball Z, that shit is great. Pokemon is eh). We congratulate Memelandia Major for taking this great decision that will further help their nation.

The Crookfur International Law Review has given the "Memelandian Anime Prohibition Act" a grade of D.
They note that whilst at least some effort has been made to at least address the formalities of an act of government the act completely fails to define what anime is, what it's predecessors or off shoots might be, what the punishments might be for contravention of this act or how they intend to detect any contraventions.
It is further noted that many of the objectional aspects of a form of media or artistic expression tend to be covered by other more general peices of legislation but as no other Acts are referenced the Review would tend to assume that this more general legislative base currently does not exist on the Memelandian law books.

OOC: The act seems very oddly worded. Recitals, as I guess those participial phrases are meant to be, in English at least customarily begin with 'Whereas'. The act is also very loosely worded, as it doesn't attempt to define what 'anime' is, nor what 'predecessors' or 'offshoots' would entail. Would all animated cartoons be banned as such, given that they could be argued to be the predecessors of the specific form of cartoon, being 'anime'? The second recital says there are effects which 'anime' causes on vulnerable citizens, but we are left to guess that such effects are negative. It is also exceedingly bizarre to claim that, supposing 'anime' were to mean an animated cartoon broadcast visually through television for means of entertainment, such 'anime' is depraved or would have negative effects on any large sector of the population. All on all, this is a patently absurd act and I recommend that recitals use full clauses rather than participial statements more befitting speech than legislation.

A beleagured government politician finally returns home after a long day of work in Parliament. I mean, good gravy, how many countries do I have to file an embassy to? Surely, such a job would be automated by now? Well, it isn't 2050 yet, that's for sure, so he'll have to wait a while before he gets freed from the shackles of manual paperwork labor. He greets his wife and kids, sits on the couch in his suit and tie, turns on the TV, and switches to the news.

...No. You're fine to do it, I haven't watched much anime, but I don't really see why anyone has a problem with it (though it might be because of
certain anime). Also, why do you have a problem with anime in the first place? I mean, memes are the true evil you should be fighting (except, again, for certain ones, like Robbie Rotten, Waluigi Pre-SSBU or Steamed Hams).
In my opinion, this is just cruel, to sacrifice civil rights like it. If other people like Anime, don't ban it!
Also, if I can't see something like JoJo, Fist of the North Star or Kemono Friends (the only anime I've really gotten into in recent years), I'd probably lose it (I have other forms of entertainment though, so I might live)!

"This violation of civil rights and personall freedoms for the sake of something vague and not so valid is just a total mess. We just think, that one of the leaders didn't like modern anime and decided to put people in prisons because of his petty revenge.
And that economy reason is totally illogical. Many people in many countries watch anime, and their economies are thriving, so don't try to pin your stewardship fails on cartoons.
We condemn this crackpot law thingy and no amount of words like "Degenerate" or other slurs will convince us otherwise."

In TurtleShroom, the anime art style and anime content are lawful. It's Hentai you have to watch out for, and in TurtleShroom possession of certain classes of Hentai is punishable by death.
We believe that your nation has thrown the offspring out with the bath water and punished an entire genre for the sins of those who make porn.

While we probably cannot talk, with all we have banned, we can say for certain that banning anime is unfair on the populace and affects their rights and freedoms. If you're banning Hentai, we understand, as we have already banned it alongside other forms of pornography, but not even we believe that banning the entire genre is not the way to control that sort of media. Besides, the West can be just as disturbing with their cartoons (ever looked at Ren and Stimpy Adult Party Cartoon, Modern Family Guy or Mr. Pickles?).
If you hate anime so much, and you have to do something about it, why don't you just divide the nation into two parts and force the people who watch anime to move away from you? It would probably still affect their rights, but probably not as much as banning an entire artform just because you saw the wrong anime!
Therefore, we have decided to condemn your little act for going to far with your ban.
