There is no one RL culture that matches that of the Decepticons. Instead, it's made up of several, as well as the "Decepticon-ness" that isn't like anything that both exists and actually works out.

That said, here are some major influences:

The Vikings, only with enough military power and staff to actually keep some of the territories it raids. I believe that the Vikings were under an actual despotism during their raiding years as well, with the ruler gaining his leadership privilege mostly (or entirely) through the virtue of his strength and that of his followers. Megatron is a despot/tyrant of this variety, and he has no respect for "wimps" who rely on popular appeal alone to gain their positions - or for the societies who prefer said wimps.

Of course, there are other civilizations and/or regimes that have some similarities, too: The Decepticon penchant for taking over planets that are far more primitive than their own, and then using the inhabitants as slaves, is quite Romanesque (as is the use of mine slavery in particular). Their idea that the Decepticons have the natural right to do this because they are so superior to the lesser races species, on the other hand, is Third Reichish. Another prominent feature of Decepticon life is corruption. No specific country was the inspiration, though reports about several third-world and second-world RL nations provided a general overview.

The final nation to provide notable inspiration is the United States. Decepticons' hyper-capitalism comes from here, but turns it up to 111. Just 11 would be too little.

There's also the fact that it's the Decepticons. I figure that Decepticons would not want to have to go around hiding their criminality, and it makes sense that if the entire population is Decepticons and so is the government, it just stands to reason that they will not have any cops, or any laws against the usual sorts of crime.

Which brings me to the Mafia. While the Mafia isn't a "civilization," per se, it is a group with certain set social practices and ideals. Some, but not all, of these ideals have been adapted for the Decepticon Empire. The nation doesn't have the "families" thing, but many of the principles of omerta would seem very familiar to a Decepticon, as well as that rare ability to turn even the most mundane business into a corrupt enterprise. With no laws to stop this type of behavior or counter the mindset that goes with it (in fact, trying to counter the mindset is Treason Against the Decepticon Way, which IS very much illegal), it permeates all but a few aspects of Decepticon life like a strong marinade.

Some people, due these characteristics, affirms that Alinghi is more a "Neo-Western Civilization" or "Minori-Western Civilization" (Minori is the continent that Alinghi F.D.R. is situate), but other people say that the differencies is not so big to justifcate a differentiation from Western Civilization, assuming that globalization, slowly vanish some differncies from "civilizations"

The strengths and flaws of both pre-and-post Marxist Slavic nations dominate TurtleShroomian society, permeating everything from its leadership style to the way TurtleShroomers vote.
