BREAKING: Chaos has erupted on Parliament Hill as Prime Minister Uchimura Kanzo has used an Executive Order to enact sweeping changes to the administration of Guangdong and Guangxu territorial regions in Sishai after prolonged stalling of democratic reform negotiations in Parliament. The measure would also see a motion to re-designate Urran from a constitutional republic to the "Federal Empire of Urran".
Moments ago, PM Kanzo concluded a speech in which he announced that he would be using his position as Commander in Chief of the Urranese Armed Forces to bring long demanded democratic reforms to the territorial regions, which have been under military rule since annexation by previous Prime Minister Saki Hanajima's regime. Kanzo's speech was followed by speeches from acting Defense Minister Hayato Igarashi and General Kazuki Izumi, military administrator and acting governor of the combined Territorial Regions. Gen. Izumi confirmed and accepted the new orders from the PM via teleconference.
Among the reforms presented include the introduction of an election system for governorship, as well as for representation on Parliament Hill, both of which have been absent since official annexation. Residents of the Territorial Regions, which have been renamed to "Imperial Provinces", will be able to run and vote in gubernatorial and parliamentary elections on a similar cycle to that followed in Urran proper. Standards for governorship present in Urran will be followed for both Gunagdong and Guangxu instead of one governor to administer both regions. Applicants for candidacy must be at least 30 years of age, be a qualified voter, be a resident of the territory for at least 10 consecutive years, and be an Imperial National or Urranese citizen. Governors will be allowed to serve two five year terms.
In addition to the governorship, the provinces will be allowed to draft provincial constitutions and run their own senates as long as the constitutions fall in line with provisions outlined in the Executive Order and the Urranese Constitution.
The two provinces will be allowed a single House and Senate seat each and follow the same standards as those for representatives and senators in Urran proper, those being the same for governorship, but with marked restrictions. Senators or representatives from Imperial Provinces may not serve as members on defense or intelligence committees, which would entitle them to two 10 year terms if academic and career standards are met as outlined in the Constitution.
The reforms also grant all current permanent residence the title of "Imperial National" and entitles them to nominally the same passport as Urranese citizens but with marked differences in rights and abilities. The passports will read "The holder of this passport is an Urranese Imperial National" in the stead of "Urranese Citizen". Those with the title of Imperial National may hold office and vote in their province only, not in any federal capacity or in federal elections save for parliamentary elections. This means that Imperial Nationals may not vote in referendums or in ministerial elections.
Constitutional rights of those living in the regions was something of a hot debate among politicians and activists in recent years. The current executive order dictates that Imperial Nationals will be granted the same rights as citizens, though with some restrictions. The right to free speech and expression will not extend to acts of sedition or activities expressing the desire for separatism. The order also gives the PM or 3/4 majority of Parliament the ability to suspend those rights, in part or in full, in the face of war or "other national emergency".
DM Igarashi announced that the first gubernatorial elections will be held as soon as the passport printing process begins and applications for candidacy can begin in earnest. After both provinces choose a governor, a ceremony will be held and official military administration of the territories will end.
PM Kanzo preempted challengers by saying that his position as Commander in Chief of the Armed Forces and the official Act of Annexation gives him "supreme authority" enact these changes without the consent of Parliament. Of this, Kannzo said the following:
"The constitution is very clear, as is the Act of Annexation, which, need I remind us all, Parliament ratified under the Hanajima administration. It specifically states that the Prime Minister can administer the territorial regions if he or she chooses. I have my authority from the constitution to administer the military as well, as these provinces are under direct military control. It is clear that Hanajima did not manage to achieve all of her designs before she was removed from power. I will thus have to write another ending to what she intended. God willing, we shall forge a new Urran from the ashes of strife and controversy. We shall become a nation to be respected in the eyes of the world once more. Seek Justice. Love Mercy. Walk Humbly With Your God."
The PM went on to state that he will be submitting the Executive Order to Parliament to be voted on as a constitutional amendment. If it gains 3/4 vote in Parliament, it will then pass on the the prefectures to be voted on and ratified.
