How is the head of state selected? The 9-seat Board of Commissars, our collective head of state & government, is chosen by sortition from among the members of the State Soviet.

How is the head of government selected? See above.

How are members of the cabinet selected? Nominated by the Board of Commissars and confirmed by the State Soviet. Members of the Council of Administrators (Cabinet) are usually nominated based on the party makeup of the State Soviet, even if the party makeup of the Board of Commissars is different (due to the sortition method of selecting the Board).

How are members of the legislature selected? The State Soviet has 230 seats. 176 seats are elected by single non-transferable vote in multi-member constituencies. The remaining 54 seats are elected by approval voting in a single at-large district that encompasses the entire nation.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote? The Board of Commissars can veto State Soviet legislation.

How is the head of state selected? The President of Heloin is selected during general elections by a simple first-past-the-post vote. As the Presidential position in Heloin is almost entirely ceremonial there is no plans to change that.

How is the head of government selected? The Prime Minister of Heloian is both an Elected MP for the Provincial Assembly and the leader of the largest current ruling party in the Assembly. Party elections that take place about six to eight months before general elections decide who is the party leader.

How are members of the cabinet selected? Cabinet members are selected by the PM from MPs of both the Provincial Assembly and the House of Delegates.

II. The legislature
How are members of the legislature selected? MPs are voted from within Provincial voting districts called counties through the alternative vote system.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote? Any legislation only needs a simple majority in order to pass, repeal, or amend. Constitutional amendments need 70% of the legislature of both houses and needs four of the seven provinces to approve of the amendment.

Does the ability to set public policy rest solely within the legislature and departments dependent upon the legislature? All public policy is decide by the Houses of Parliament, the PM and Cabinet, and Government Departments.

How are members of the legislature selected? There are three Estates, or classes of people in Nesanda: the Nobility (upper class), Gentry (middle class) and Yeomanry (lower class). Each class acts as one constituency, with thirty representatives each in the Senate. Senators are elected by each of the three constituencies using the Huntington–Hill method of proportional representation.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote? Most legislation (notably excluding the yearly budget, which can not be vetoed) is passed by a majority but may be subject to a veto by the Prince. The veto may be overridden by a 2/3 majority of the Senate, which is also the margin required to amend the Constitution and to recall members of the Prince's Court (cabinet) or the Supreme Court.

Does the ability to set public policy rest solely within the legislature and departments dependent upon the legislature? The Prince may introduced legislation to the Senate, but the Senate has the sole right to debate and pass legislation. If relations are particularly poor, the Senate may even outright refuse to debate the Prince's legislation altogether, although this hasn't happened in our history so far. The only other way that legislation can be made is in the event of a plebiscite, called when a piece of legislation is able to obtain a signature of support from at least 25% of people in each of the three constituencies. These plebiscites are rare - we have had just 8 of them in our history, with 6 passing the final vote and becoming law.

Incitement to any crime is illegal except in protest (and even then, destructive or otherwise needlessly criminal forms of protest are illegal). Hate speech and profanity are not actionable unless they are made with the intent to incite crime or made against specific individuals. Note that this does not mean a citizen cannot be denied a platform for these views.

Yes.

How is the head of state selected? The head of state is a hereditary monarchical position. The current heir apparent, Prince Daniel Stephen, will become the next head of state on the death or abdication of his father King Daniel.

How is the head of government selected? The King selects the Prime Minister, an MP in the National Assembly to lead his government. Usually this person is the leader of the largest party in Parliament, which is always the Lanolan Union.

How are members of the cabinet selected? The Prime Minister selects members of their cabinet at their choosing from their fellow MPs from the lower house, the National Assembly.

II. The legislature
How are members of the legislature selected? Officially in free and fair elections of one vote, one value by all citizens twenty one years old and over. In reality elections are essentially a sham with fake ballots, carousel voting and only one official party.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote? The National Assembly may revise the constitution at their liking but the upper house of Parliament, the Council of the King, of which the King is a member, can reject any changes outright. The assembly does not have the ability to overrule this rejection.

Does the ability to set public policy rest solely within the legislature and departments dependent upon the legislature? Officially yes. However in reality, the King himself retains significant, nearly autocratic powers over Parliament and government.

What percent of the population above the age of majority is eligible to register to vote? Officially 90%, but in reality only 30-40% of those above the age of majority actually vote.

What was the voter turnout among the eligible population for last election? Officially 97.5% but illegal opposition groups within the country and human rights organisations estimate real turnout was less than 30%.

Are all eligible citizens of age allowed to run for office regardless of their partisan loyalties or other conditions? Officially yes. However, the only true, legal party is the Lanolan Union. Some other parties exist as fake sham ones but they never win seats.

Are residents allowed to form non-violent and non-obstructive demonstrations against the government without fear of persecution? Officially yes but in reality no. Demonstrations are classed as disturbances of the peace and protests and demonstrations shut down.

How is the head of state selected?
The Monarch of the Union of Provinces in North America is subject to hereditary succession (equal primogeniture), while the Monarch's personal representative, the Governor-General and Commander-in-Chief in and over North America, is appointed officially by the Crown but bound by the House of Commons' nomination after a general election. The term of office of the GG is officially at the Crown's pleasure but this convention of the Commons effectively choosing the GG means he or she has 4 year terms renewable, the same as a MP.
How is the head of government selected?
The Governor-General is the effective head of government (see above for selection process) but is assisted by a cabinet of ministers nominated by the Commons and approved by the GG before they can take office. The General Treasurer is the closest thing to a what most consider a head of government in a parliamentary system, nominated by the House of Commons and approved by the GG before he or she can take office.
How are members of the cabinet selected?
See above.

How are members of the legislature selected?
The bicameral All-Union Parliament has the lower house--the House of Commons--elected to 4-year terms renewable via plurality/FPTP voting system. The upper house is the House of Provinces, elected indirectly by provincial parliaments to 6 year terms renewable.
What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote?
Money bills must come from the lower house. The upper house handles the technical language of treaties with foreign nations.

Many constitutional amendment proposals require supermajorities (2/3 of each chamber) and 3/4 of provincial parliaments approving the proposal (with some amendments requiring all provinces to approve). Some constitutional amendments are subject to ordinary legislative revision but not many fall under this (privacy rights is a grey area between these two processes, there is an entrenched vague concept of it (which means falling under the first amendment process), while there are some dedicated statutory protections for things like government collection of data that could be changed by ordinary legislative processes). Entrenchment means that constitutional statutes passed by simple legislative majorities like privacy can be made part of the more difficult process of amendment (the supermajorities) but this cannot be undone.

The legislature is effectively unicameral; the lower house introduces and passes most legislation while the upper house acts as a place of second sober thought and it protects provincial interests.

In answer to the obvious question of "what if she doesn't have a daughter?", the presumed heir keeps trying until she gets one, aborting male fetuses until after a daughter has been successfully carried to term.

If there are mass demonstrations, it is clearly because a policy is widely unpopular. Provinces with democratic governments must have fair elections or they risk the imperial government stepping in and holding new ones, as well as investigating why the election was flawed to start with. While so far Meridian has only ever had its current head of government based on the wording of the common law it is a hereditary office and will be passed down to his eldest upon death or abdication

By a single transferable vote in one of 420 seats divided per 10 million people every two years for the lower house usually there are the 7 candidates from the major parties and any number of indipendents that are either serious or a joke because they lost a bet with there friend in the bar

For the upper house its odd because there the Lord-Governor of one of 21 realms and the Lord-Mayor of Primus (capital and largest city) and each of the 21 realms have an assortment of 121 provinces grouped in and of the provinces is held a STV election for that Provinces Governor and in each realm the governors vote who to elevate to Lord-Governor. Lord-Mayor is specific to the capital in that its a city with realm status so whoever's voted Mayor is Lord Mayor and there elected every five years

How is the head of state selected? Through vote in a presidential election every 5 years. President can serve 2 terms but must have a different vice president in the second term.

How is the head of government selected? The president also holds the title as the head of government.

How are members of the cabinet selected? Appointed by the president. Citizens may propose a candidate through the representatives (this limits to 1 candidate per states)

II. The legislature
How are members of the legislature selected? Through vote in a legislative election every 4 years.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote? First, a legislation must be discussed in a national meeting and at least 2/3 of the legislative members must attend the meeting. Second, at least 50% of the legislative members must agree to the creation of a "Proposed Legislation", a final result from the meeting. Third, the proposed legislation must be approved by the president, and later be signed by the president and the head of the PCA (People's Consultative Assembly) in order to successfully applied to the constitution.

Does the ability to set public policy rest solely within the legislature and departments dependent upon the legislature?
No. The president can write emergency laws and the people can push laws through referendum.

How are members of the legislature selected? House of Commons MP's and Elected Princes are elected by people after their term(usually 4 years)

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote? An act or legislation must have a majority vote of 50% and up on the public referendum in order for it to be voted at the House of Commons and House of Princes. Once voted, it can be either passed as a law with Royal Assent if both voted for majority or it can be also passed even if the Commons or the Princes voted against the act since it has a guarantee from the referendum majority votes.

Does the ability to set public policy rest solely within the legislature and departments dependent upon the legislature? Nope, due to devolution and public referendum

No. The President-Executive can pass whatever bill he wants without the approval of the stockholders, but can be 'impeached' by them as they wish, only requiring a majority vote and nothing else.
