How is the head of state selected?

The President is selected by an Electoral College System, where how many votes each State gets is dependent on the total number of legislators it has in the legislature. In theory, these Electors can vote for whomever they see fit, however, they have voted in favor of the candidates that won each state's voters in nearly every presidential election (i.e, if a state votes for a Republican candidate, the electors are statistically extremely probable to vote in favor of the Republican candidate).

How is the head of government selected?

How are members of the cabinet selected?

Members of the Cabinet are nominated by the President and confirmed by the Senate with a majority vote.

II. The legislature
How are members of the legislature selected?

Members of the House are elected every two years by the people of their district. Senators, in contrast, are selected by their State Legislature, although they can be recalled in a popular vote.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote?

The President can veto legislation, which can be overridden by a 2/3rds vote in both houses. The High Court can also deem legislation unconstitutional and strike it down. Lastly, both houses have restrictions on what they can create. The House, for instance, has no say in Cabinet Members, Court Nominations, and Treaty Ratification, whereas the Senate has minimal say in the creation of Revenue bills.

Does the ability to set public policy rest solely within the legislature and departments dependent upon the legislature?

Yes.

III. Participation
What percent of the population above the age of majority is eligible to register to vote?

All citizens over 18 may register to vote. As of 2020, the voter registration rate stands at 99.3% due to ease of registration policies.

What was the voter turnout among the eligible population for last election?

Midterms are usually not as active as Presidential Elections, but the 2018 Midterms saw 58% voter turnout, and the 2016 Presidential Election saw roughly 72% voter turnout.

Are all eligible citizens of age allowed to run for office regardless of their partisan loyalties or other conditions?

Yes.

Is voting voluntary?

Yes.

I. The executive branch
How is the head of state selected?
The Head of State is the president, who is elected by universal suffrage of all citizens. There are no term limits in place, but there is an election once a year, during a Congress of Councils (the legislature). Once every year, Citizens vote for who they would to be the President, and the candidate that gains 60% or over is elected. If no candidate gains 60%, then the Congress elects the President from the top 3 choices, with whoever gets the most votes as the winner. Any citizen that is 15 years old or older, does not own private property, and has never been considered counter-revolutionary can run for the election.

How is the head of government selected?
The President serves as both Head of State and Head of Government.

How are members of the cabinet selected?
They are elected by the Congress.

II. The legislature
How are members of the legislature selected?
Each county has a Council which rules over it, formed of delegates that are elected by workers directly in their workplaces, students directly in their schools, militia folk directly in their militias, so on and so forth. Each Council that represents a county elects a delegate of their own, which is sent to the Congress of Councils, or Congress for short, which forms the unicameral legislature of the Proletarian Dictatorship of Old Northwest.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote?
Each delegate is required, by the Constitution, to vote in favor of/against legislation based on what the Council they represent wishes. Each delegate is immediately recallable in the event that they do not represent their Council truthfully. Legislation is passed with majority vote.

Does the ability to set public policy rest solely within the legislature and departments dependent upon the legislature?
Yes, almost entirely. The only exception is during a state of emergency, during which the President has final say. A state of emergency can be declared at any time by the President, which causes the Congress the meet and if the majority agrees with the decision, a state of emergency is declared. The Congress still meets, but practically the only legislation debated is whether or not the state of emergency should be repealed.
TL;DR: Yes, except in a state of emergency (which can't just be declared willy-nilly).


III. Participation
What percent of the population above the age of majority is eligible to register to vote?
Around 92% or so.

What was the voter turnout among the eligible population for last election?
Around 96%. It's very rare for citizens not to vote for a delegate, because they don't really need to go out of their way. For the Presidential election, however, last year it was around 91%-94%, seeing as the Presidential election is frequent and it does require a bit more work than the Council elections.

Are all eligible citizens of age allowed to run for office regardless of their partisan loyalties or other conditions?
No. Those that have been declared "counter-revolutionary" at some point (even if they are not in counter-revolutionary standing currently) cannot run for office. One is declared counter-revolutionary when they have actively shown that they oppose proletarian rule.

Is voting voluntary?
Yes.

IV. Dissent
Does the state censor any media for political reasons?
Yes. Militias (composed of elected militia folk) may shut down or eliminate the distribution of certain communications organizations. Means of communication are owned by the State, that is, the proletariat organized as a class. All means of printing, producing, publishing, distributing, web hosting etc. are owned by the State. Media is controlled (with the exception of counter-revolutionary publications) by the journalists that write for them, not the State nor business owners.

Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?
Ehhhh... yes and no. Those that do are likely to be declared as counter-revolutionary, depending on the dissent. This causes them to lose their citizenship and their emigration rights, meaning that if they attempt to leave, they will be reclassified as an émigré, which is even more serious.

Generally speaking, citizens are allowed to dissent freely as long as they are not speaking in support of ending the Proletarian Dictatorship or a return to capitalism. Therefore, citizens can dissent freely, as long as they are attempting to build international communism.

Also, those that dissent against communism or are racist, sexist, queerphobic, etc., would usually (socially, not legally) be considered outcasts even if they aren't declared counter-revolutionary, and may face violence from citizens (which, honestly, is usually not stopped by the militias).


Are residents allowed to form non-violent and non-obstructive demonstrations against the government without fear of persecution?
Yes, as long as they fit under the parameters above. Essentially, if they are left-wing and proletarian in nature, yes, but otherwise, no. Anyone protesting the rule of the proletariat would almost always be denounced as counter-revolutionary.

Is state-owned or publicly funded media impartial and non-partisan, reporting objectively and allowing a platform for popular dissenting positions when discussing political matters?
Eh, once again, this is a complicated question. Seeing as the Proletarian Dictatorship is formed under the principles of Scientific Socialism, where materialism and pragmatism are upheld and idealism is discouraged, yes, debate, discourse, theory, and praxis may all be commented on freely-- as long as the dialogue is not in support of ending the Proletarian Dictatorship.

V. Electoral integrity
Are elections fair, with results reported objectively and without the use of voter intimidation or other means of preventing eligible citizens from voting for their preferred candidate?
Yes. For those that are eligible, voting is free, fair, equal, and true.

Essentially, the Proletarian Dictatorship is, in a way, a tyranny of the majority, where the will of the proletariat is faithfully and fairly carried out, but those against the will of the proletarians and oppressed masses, well...

State governments open polls to the public every six years on the middle Thursday of November, count them all up, decide whether or not they want to follow that for the Electoral College vote (98% of the time, they do), and send them to Columbia, TN to determine a winner.

Members of the cabinet are nominated by the heads of state governments, and approved or vetoed by the President.

12 of 15 state governments must approve the change in order to enact it.

The ability to set public policy, de facto (and in a way de jure; the confederal government only has enough power to sternly tell state governments to enact policies) rests only in the hands of the state governments by means of public vote on the most important legislation (the legislation that directly affects them) and Senator/Representative/Governor assumption on minor legislation (the legislation that doesn't, e. g. the budget).

What percent of the population above the age of majority is eligible to register to vote?
94%; the only people ineligible are those provably incapable of making sound judgements and criminals convicted of crimes worse than petty misdemeanor.

No political parties exist in the country, at least no officially recognized ones. Regardless, if such a thing did actually exist, yes, all citizens eligible to vote are eligible to hold office.

The confederal government can barely get the states to agree on everything, let alone the media, but the media isn't exactly chomping at the bit to dissect and criticize every single thing the government does.

Yes. Depending on the state, even libel and incitement may not be officially on the law books. Fraud, however, is outlawed in all CSA territories.

Yes. Whether or not they're popular is another matter, but they are allowed to form such demonstrations.

State owned media doesn't exist. It'd be like asking the Soviet Union whether or not the private press agreed with them, it just doesn't apply.

About as fair as it's possible to know. Certainly, in twenty-some years of existence, no egregious evidence of voter fraud has occurred, though it is possible that could change.

Flawed Democracy
This government is by all means democratic on paper and in practice, however problems exist that prevent the idea of democracy being truly realised. Reform could do well to help this nation to fully realise its potential as a full democracy.

Popular elections with score runoff vote every 6 years.

How is the head of government selected? 
Selected with the same process as the other cabinet members (see below). The President is nominally the head of the government, usually leader of his party, and hold the real power, but the majority of his tasks is "helped" by the Chancellor as the president see fit.

How are members of the cabinet selected? 
Government is formed by the advice and consent of the parliament, with presidential approval. In practice, the President usually select anyone he see best, before being approved by the parliament after a lengthy, often intrusive hearings/ inspections. The cabinet can be brought down in a vote of no confidence.

II. The legislature
How are members of the legislature selected?
Free general elections through STV (Chamber of Representative/ Chares) and DMP (Chamber of Senators/ Charsen) every 6 years.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote?
Constitutional amendment need 2/3 parliamentary vote in both houses, and then they need public approval through referendum with a minimal turnout of 30%.

Does the ability to set public policy rest solely within the legislature and departments dependent upon the legislature?
No. The President can issue "presidential order" and the cabinet can pass "executive order", both of which can be repealed by a simple Chares majority.

What percent of the population above the age of majority is eligible to register to vote?
100%. That includes criminals and the mentally disabled.

What was the voter turnout among the eligible population for last election?
89.3%. Those who didn't vote is usually the sick, the mentally disabled, or those who worked in a focus-needing jobs (e.g those in the middle of active combat, etc).

Anyone need to pass the General Competency Test in order to serve in the government. Other than that, yes.

Is voting voluntary?
Yes.

Does the state censor any media for political reasons?
No, and it is constitutionally forbidden to censor even racist propaganda (although incitement of violence can be restricted). The media is however very polarized and unneutral (to both sides, although the reason is usually corporate influence and not the government).

Yes.

How is the head of state selected? By combat. The best warrior rules. Any member of the three ruling councils can duel the chief for his title. The three councils being the Council of Sages, the Council of Ten, and the Auxiliary Council.

How is the head of government selected? Head of state and government are the same person.

How are members of the cabinet selected? Council of Sages nominate and confirm new members internally. Auxiliary Council holds elections open to all auxiliaries(members of the Armada not of the zravvisk species). Both advise the chief and Council of Ten.

II. The legislature
How are members of the legislature selected? The Council of Ten chooses by combat. The ten best warriors other than the chief make it in. Any captain of an independent ship or chieftain/vice admiral of a fleet can duel a member of the Council of Ten for their spot. Those captains/chieftains/vice admirals are mostly also chosen by combat though it depends on the ship’s traditions, some are elected.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote? None, they have unlimited power.

Does the ability to set public policy rest solely within the legislature and departments dependent upon the legislature? No. Both the chief and Council of Ten have unlimited power with council votes overriding the chief’s actions. The chief can set public policy if the council agrees with him/her or can’t get a majority against it.

III. Participation
What percent of the population above the age of majority is eligible to register to vote? About 20% since that’s the population of auxiliaries who are automatically allowed to vote for the Auxiliary Council plus the non-auxiliary populations of ships that chose rulers by voting.

What was the voter turnout among the eligible population for last election? 85%

Are all eligible citizens of age allowed to run for office regardless of their partisan loyalties or other conditions? Yes, as long as their ship allows elections.

How is the head of state selected? There is no method for selecting the head of state, our Queen, Queen Aiko, is an immortal computer AI. If something were to happen and the currently running version of her were to somehow end up deleted or corrupted, the one of the thousands of backups of her programming would be activated, thus ensuring that her reign shall never end. (She has no real political power however)

How is the head of government selected? The Prime Minister is the leader of the largest party in Parliament following a General Election. If there is a coalition government (which has always occurred) then they are the leader of the largest party in the coalition. General Elections occur every seven years unless Parliament passes a motion of no-confidence, which has not occurred in our history.

How are members of the cabinet selected? The Prime Minister selects them and they must be approved by Parliament.

How is the head of state selected?
The head of state (President) is selected by instant runoff voting. If any candidate fail to win 50% of the vote, the counters remove whoever came last and look at the ballot papers with that candidate as their favourite. Rather than throwing away these votes, they move each one to the voter’s second favourite candidate. This process repeated until one candidate has half of the votes and becomes the President.

How are members of the cabinet selected?
Members of the Cabinet are appointed by the President and are subjected to Senate confirmation.

II. The legislature

How are members of the legislature selected?
Members of Parliament are elected by the people through first-past-the-post voting.

The President has the power to veto bills however Parliament can override it with two-thirds vote in both houses. Consitutional amendments require two-thirds vote in both houses and two-thirds of the state legislatures ratifying the amendment.

Does the ability to set public policy rest solely within the legislature and departments dependent upon the legislature?
The legislature has the power to set policy via making laws, however the President can influence agenda setting due to the powerful position. Agenda setting can be viewed as the process by which the executive branch influences or sets topic for the legislative branch to handle during the year.

What percent of the population above the age of majority is eligible to register to vote?
98.6%

What was the voter turnout among the eligible population for last election?
65%

The Prime Minister is appointed by members of the party that has won the majority in elections. If no party holds a majority, a Prime Minister would be appointed to represent the ruling coalition of parties.

Members of the cabinet are voted into their respective positions by both houses of Parliament, and approved by Her Majesty

How is the head of state selected? The head of state is selected by the party members and members of the military who participate in the Assembly (like a parliament place). A selection takes place every 12 years, with all members of the party or the military (who participate in the assembly) willing to become the General Leader have the right to apply to be voted. People who do not participate politically in the assembly and who are not members of the party or military cannot vote. Voting takes place ONLY in the Assembly building.

How are members of the cabinet selected? No elections, the General Leader can appoint whoever he wants.

How are members of the legislature selected? No elections. The legislature is formed by the members of the Antolanian National Party (the only party allowed) or the military and the members in the legislature are those who participate politically in the assembly.

None but the General Leader and important members of the military and the party have the right to place some restrictions even if it was voted by the majority of the members of the military and the party.

    Members in the lower house are elected in elections held nationwide every 5 years. Seats are delegated according to internal “mini-elections” out of a pool of 100 candidates. This is oftentimes lengthy and drawn out, but it has made the government more democratic.
    Senators are elected into the senate by the senate, lower house and president.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote?
    The legislature must have the approval of the President and the ruling parties in a coalition.

    Yes. Public policy is mostly delegated to local authorities when it is possible. However, the public may overturn the chosen policy and vote for a different one.

    Between 87% and 91% of the eligible population voted. The majority of those who did not vote were unable to due to various factors.

    Only native-born citizens may run for the presidency or become senators. Naturalised and native-born citizens may both run for any other positions.

    The state censors Islamist and pro-terrorist media, including radio stations and foreign news agencies. Those originating from Islamist regimes or monarchies are particularly targeted.

    Yes, this is the case. However, speaking favourably in regards to terrorist, Islamist and dangerous organisations can place someone on a government watchlist. Some have even been prevented from leaving th country for speaking in favour of the aforementioned groups.

    Yes, they are. Citizens have the most freedom in this, as they have the right to vote and other rights. Non-citizen residents and other foreigners may participate in demonstrations and help organise them, so long as they do so lawfully. Terrorist sympathisers, such as Islamists, can and are oftentimes closely monitored by the state. They can also be preemptively arrested and questioned if there is evidence that they’re a threat to the public.

    Yes. As a government-owned entity and state-media, it is considered an inalienable duty to report objectively and truthfully.

How is the head of state selected? The head of state is the Monarch, the first among equals of the Archonate. The Archonate has three tiers:
1. Monarch
2. Triarchs
3. Heptarchs
4. First to Fourth Nonarchs (Senior Nonarchs)
5. Fifth to Ninth Nonarchs (Junior Nonarchs)

The Tier Five archons are elected every five years until (a) a senior Nonarch exits the position, in the case of the Fifth (or, Sixth, etc..., if the preceding position is vacant) Archon or (b) chosen by a Heptarch as its successor, upon which they serve until death or retirement. Scenario b is repeated between Heptarchs and the First to Fourth Nonarchs, Triarchs and Heptarchs, and Monarch and Triarchs.

How is the head of government selected? The Head of State is the same as the Head of Government

How are members of the cabinet selected? Hired and vetted like how a private company would hire employees.

II. The legislature
How are members of the legislature selected? Diereses (administrative divisions) send their legislative representatives to the Monarchy's legislature. Their method of selection varies, but is usually elective.

What restrictions are placed upon the ability of the legislature to pass, repeal, or amend legislation or the Constitution with majority vote? Amending regular legislation needs a simple majority vote. Constitutional amendments require a super majority to vote in favor.
