We have far too many to count! The raid gang is our basic social unit, and most are dedicated to raiding oil from other planets. Some choose to run drugs or engage in other such activity instead, finding it either more lucrative or less dangerous (or both). That means we have hundreds of thousands of so-called "criminal" factions, at least by the reckoning of many other nations. Of course, this sort of activity is entirely legal within the Empire, so to us, these groups are - according to Decepticon law - NOT criminal.

Since it'd be impossible to list every raid gang, we will highlight just some of the largest organizations and syndicates:

The Decepticon Government
Universally acknowledged as the Empire's biggest syndicate overall, the Decepticon Government engages in many supposedly-criminal activities, usually through the private corporations or personal activities of its members. Notable connections of this sort include:

Leader Megatron's Megatron Energon Company. All but a tiny fraction of the trillions and trillions of barrels of crude oil looted by our billions of raiders get sold to this company. The company is therefore the direct driver of the raiding economy.

The Megatron Metals Company - Have you been raided for slaves? The mines those slaves end up in sell their ore to this business. Megatron Metals is also known to own Decepticon slaves, which gives it a negative reputation here, but what are people going to do? Refuse to buy new parts because all of the metal they're made from comes from this firm? *Smug laughter*

Carjack Agriculture - This company is known mostly for growing the crops needed to feed our legions of biological slaves, and this part is quite legal by any standards. However, it also grows vast amounts of marijuana (this land is measured in square miles rather than mere acres), coca, opium poppies, peyote, and any other kind of plant needed for drug manufacture that you can imagine.

Shockwave's Upgrades - You'll never see a factory with this name. Instead, it is a licensor of inventions. These inventions are used by raid gangs to improve both their survivability and their deadliness. Usually, people who try to license IP rights here get copied from immediately, but that doesn't happen to Shockwave. The reason is that he has partnered with General Soundwave of Intelligence, so whenever someone tries to infringe on his rights, he is immediately informed and "takes care of" them.

The Decepticon Military - The Military is not only our organized protection force, dedicated to the "preservation of the Decepticon Way against foreign threats" (ie, blowback), but also our biggest raid gang. Oil is the main focus, and this haul typically pays for all Military expenses for the next year. Soldiers are not only allowed to do personal looting, they are ordered to - this loot is their bonus pay for being chosen to partake in the Military Raid!

Soldiers will also loot every planet we attack during regular warfare. As with the Raid, this looting officially augments their pay. It also helps to screw with the enemy, so it is an ordered activity.

Of course, we don't let the government have all of the fun. In fact, governmental syndicate-style activity is actually dwarfed by that of the general population. That's because while any one private raid gang only does a smidgen of the "business" as the giant, corrupt companies owned by Megatron and his High Generals, there are hundreds of thousands of private operators. Here are a couple of the most notable of them:

The Interplanetary Commerce Commission - This is currently our biggest private syndicate. Like most of our syndicates, it started out as a raid gang and branched out after achieving outstanding success. Now, it raids oil, runs drugs, captures and deals in slaves, operates casinos on other planets, and is rumored to be moving into the sex trade in foreign lands.

The Interplanetary Oil Procurement Corporation - While "Da Corpa'ration" was officially banned and disbanded after its boss decided that HE should be the leader of the Decepticons, many of its members are still around. As could be expected, these individuals have maintained their old connections and soon reorganized under a variety of new names, albeit more loosely. Rumors say that some are still in contact with the boss, Masher, who fled (along with some top IOPC members) to a distant planet to avoid the execution order sworn out on him. That said, the "ex-IOPC" are much smaller than they once were, despite their persistence. Without their boss right there to lead them, they have lost much of their drive and direction.

The Cybertronian Business Association - This up-and-coming group is still a raid gang, but it has its sights set directly on full syndicate-hood. It currently has about 25-30 members, which is far more than the average raid-focused organization.

Due to our moralistic laws prohibiting the production, possession, distribution, consumption, etc. of several substances, we have a slick and highly efficient black market in just about everything, run by competing cartels, mafias, and gangs. The more ordinary members claim to be newly discharged soldiers, if asked again they claim to have found work as scribes.

Legitimate fronts: in a handful of temples the collection box funds them, bootlegging, opium farming is disguised as medical opium farming and some pharmacies do buy from them. They also kidnap non-Hindus to ransom them.
Rules: no one knows most of them but they refuse to employ castes traditionally oppressed as well as obviously Muslims.

Highwayman gangs: often Rajputs who sometimes consider it their right but there are some of Pashtun origin(normally fleeing the law due to blood feuds or crimes of passion), normally 5 groups with a leader they ride horses and carry guns and swords, robbing commercial transport.
They avoid killing during robberies(therefore getting a relatively lesser sentence) and when interviewed in prison, describe a code of honour.
When spending their money after selling loot they describe themselves as young Knights leading to the police not suspecting them.

Prostitution rings- typically based in cities(though committing crimes in the country), these gangs are typically composed of 1 boss, 2 pimps and 20 prostitutes.
They are divided into different types.
Many are involved in sex trafficking.

There are also local gangs include especially brutal ones in Delhi
