POLITICAL RIGHTS:
Was the current head of government or other chief national authority elected through free and fair elections?: The head of state is not elected. The head of government is appointed by the HoS from the members of parliament (who are, in contrast, elected in free and fair elections).
Were the current national legislative representatives elected through free and fair elections?: Yes
Are the electoral laws and framework fair, and are they implemented impartially by the relevant election management bodies?: Yes and yes.
Do the people have the right to organize in different political parties or other competitive political groupings of their choice, and is the system free of undue obstacles to the rise and fall of these competing parties or groupings?: Essentially yes. Groups advocating the overthrow of the state are obviously illegal, likewise for any groups advocating for fascism (which is determined in a court of law).
Is there a realistic opportunity for the opposition to increase its support or gain power through elections?: Yes, the ruling party changes quite frequently.
Are the people’s political choices free from domination by the military, foreign powers, religious hierarchies, economic oligarchies, or any other powerful group that is not democratically accountable?: Yes.
Do various segments of the population (including ethnic, religious, gender, LGBT, and other relevant groups) have full political rights and electoral opportunities?: Everyone is equal under the law and treated as such.
Do the freely elected head of government and national legislative representatives determine the policies of the government?: Somewhat. Policies are determined via collaboration between the legislature and unelected technocratic bureaucracies (this is to ensure that all policies are backed up with data-driven research).
Are safeguards against official corruption strong and effective?: Yes, extremely so.
Does the government operate with openness and transparency?: Yes, reports are regularly published for everyone to read.
CIVIL LIBERTIES
Are there free and independent media?: Yes, free media exists alongside state-run media
Are individuals free to practice and express their religious faith or nonbelief in public and private?: Yes
Is there academic freedom, and is the educational system free from extensive political indoctrination?: Somewhat. Education is definitely skewed towards socialism, but teachers/professors are chosen based on their abilities, not their beliefs.
Are individuals free to express their personal views on political or other sensitive topics without fear of surveillance or retribution?: Yes, as long as they refrain from libel, slander, and hate speech (as defined in the relevant laws).
Is there freedom of assembly?: Peaceful assembly, yes
Is there freedom for nongovernmental organizations, particularly those that are engaged in human rights– and governance-related work?: Yes
Is there freedom for trade unions and similar professional or labor organizations?: Not only are they free, they are actively endorsed by the government
Is there an independent judiciary?: Yes, judges are expected to be completely apolitical.
Does due process prevail in civil and criminal matters?: Yes.
Is there protection from the illegitimate use of physical force and freedom from war and insurgencies?: Yes, public safety is of the utmost importance.
Do laws, policies, and practices guarantee equal treatment of various segments of the population?: Yes.
Do individuals enjoy freedom of movement, including the ability to change their place of residence, employment, or education?: Yes
Are individuals able to exercise the right to own property and establish private businesses without undue interference from state or nonstate actors?: Individuals are allowed to own personal property, but private property is illegal. That said, private (non-government) worker cooperatives do exist and participation in them is encouraged.
Do individuals enjoy personal social freedoms, including choice of marriage partner and size of family, protection from domestic violence, and control over appearance?: Yes.
Do individuals enjoy equality of opportunity and freedom from economic exploitation?: Boy do they! It's guaranteed by the constitution.

POLITICAL RIGHTS:
Was the current head of government or other chief national authority elected through free and fair elections?: The Prime Minister is appointed by the monarch and can technically be anyone, but in practice is the leader of the majority party/coalition in Parliament. The monarch is chosen by agnatic primogeniture (almost exclusively male-line) and actively participates in government, though the monarch's powers are limited by a written constitution.
Were the current national legislative representatives elected through free and fair elections?: Yes.
Are the electoral laws and framework fair, and are they implemented impartially by the relevant election management bodies?: Yes. However, federal suffrage (some cantons have less restrictive suffrage policies) is eligible to those known as "citizens" who are natural-born Vedastian subjects 25 years or older who own their own place of residence, do not receive government benefits, pay a 15% income tax, and can pass a basic civics examination, or are over the age of 16 and have performed military service for a period of five years, which waives all other requirements, including being born a natural-born subject. This is the only way for naturalized subjects to vote in Vedastian elections.
Do the people have the right to organize in different political parties or other competitive political groupings of their choice, and is the system free of undue obstacles to the rise and fall of these competing parties or groupings?: Yes.
Is there a realistic opportunity for the opposition to increase its support or gain power through elections?: Yes.
Are the people’s political choices free from domination by the military, foreign powers, religious hierarchies, economic oligarchies, or any other powerful group that is not democratically accountable?: Yes.
Do various segments of the population (including ethnic, religious, gender, LGBT, and other relevant groups) have full political rights and electoral opportunities?: Yes.
Do the freely elected head of government and national legislative representatives determine the policies of the government?: Yes, but the monarch can refuse assent to legislation passed by both houses of Parliament and often does so.
Are safeguards against official corruption strong and effective?: Yes.
Does the government operate with openness and transparency?: Yes.
CIVIL LIBERTIES
Are there free and independent media?: Yes.
Are individuals free to practice and express their religious faith or nonbelief in public and private?: Yes.

Does due process prevail in civil and criminal matters?: Yes.
Is there protection from the illegitimate use of physical force and freedom from war and insurgencies?: Yes.
Do laws, policies, and practices guarantee equal treatment of various segments of the population?: Yes, for the most part, but private-sector anti-discrimination laws that don't apply to medical treatment only exist in a handful of cantons.
Do individuals enjoy freedom of movement, including the ability to change their place of residence, employment, or education?: Yes.
Are individuals able to exercise the right to own property and establish private businesses without undue interference from state or nonstate actors?: Yes.
Do individuals enjoy personal social freedoms, including choice of marriage partner and size of family, protection from domestic violence, and control over appearance?: Yes.
Do individuals enjoy equality of opportunity and freedom from economic exploitation?: Economic equality is not a right in Vedastia, but Vedastians are relatively equal in terms of economic opportunity.

POLITICAL RIGHTS
Was the current head of government or other chief national authority elected through free and fair elections?
Yes.
Were the current national legislative representatives elected through free and fair elections?
Yes.
Are the electoral laws and framework fair, and are they implemented impartially by the relevant election management bodies?
Yes?
Do the people have the right to organize in different political parties or other competitive political groupings of their choice, and is the system free of undue obstacles to the rise and fall of these competing parties or groupings?
No, it is illegal to form anti-communist groups. See the politics page of our factbooks to see which parties are allowed (tl;dr there are many different socialist parties but other ones are illegal).
Is there a realistic opportunity for the opposition to increase its support or gain power through elections?
Not if it's capitalist opposition.
Are the people’s political choices free from domination by the military, foreign powers, religious hierarchies, economic oligarchies, or any other powerful group that is not democratically accountable?
Different Councils are democratically accountable, but they have a tight control over the political sphere.
Do various segments of the population (including ethnic, religious, gender, LGBT, and other relevant groups) have full political rights and electoral opportunities?
Yep! All people are equal. Citizenship is extremely easy to obtain. The only way to lose it is to commit some sort of counter-revolutionary crime such as attempting to lead a counter-revolution or other violent reactionary behavior, or to actively support such activities.
Do the freely elected head of government and national legislative representatives determine the policies of the government?
Yes.
Are safeguards against official corruption strong and effective?
Yes. All delegates to the Councils and the Congress are directly elected and recallable if not truly representative.
Does the government operate with openness and transparency?
Yes. There are very few things not known to the citizenry.

CIVIL LIBERTIES
Are there free and independent media?
Yes and no. The means of communication, print, web hosting, etc. are owned by the State, but the media organizations are controlled by the journalists. They do not run for profit, and the State does have the ability to step in and prevent something from being printed.
Are individuals free to practice and express their religious faith or non-belief in public and private?
If their religious views are not reactionary (meaning they are not racist, sexist, queerphobic, etc.), yes.
Is there academic freedom, and is the educational system free from extensive political indoctrination?
No one is forced to attend university or pre-university schooling, and if they do wish to, it is free. Educational facilities are based on Scientific Socialism and while schools do express socialist viewpoints, there is no force involved (students are not required to take any class or show up at all).
Are individuals free to express their personal views on political or other sensitive topics without fear of surveillance or retribution?
Not really. Most reactionary folk are treated with suspicion (although this is not due to any sort of official secret police or anything).
Is there freedom of assembly?
Not for capitalists.
Is there freedom for nongovernmental organizations, particularly those that are engaged in human rights– and governance-related work?
Yes, once again, unless they express reactionary views.
Is there freedom for trade unions and similar professional or labor organizations?
Definitely. The Congress (unicameral legislature) is essential a labor organization.
Is there an independent judiciary?
Yes.
Does due process prevail in civil and criminal matters?
Yes.
Is there protection from the illegitimate use of physical force and freedom from war and insurgencies?
Not really, unless (maybe you sense a pattern) it is reactionary violence, which would be stopped.
Do laws, policies, and practices guarantee equal treatment of various segments of the population?
Yes. All peoples are equal in Old Northwest.
Do individuals enjoy freedom of movement, including the ability to change their place of residence, employment, or education?
Yes.
Are individuals able to exercise the right to own property and establish private businesses without undue interference from state or nonstate actors?
If you own a business in Old Northwest, expect some sort of militia to knock at your door.
Do individuals enjoy personal social freedoms, including choice of marriage partner and size of family, protection from domestic violence, and control over appearance?
Yes, greatly so.
Do individuals enjoy equality of opportunity and freedom from economic exploitation?
Yes, again, greatly so. Those who wish to take away this right are violently opposed.

POLITICAL RIGHTS:
Was the current head of government or other chief national authority elected through free and fair elections?:
Yes. Elections for the Alkovansk National President are held every 5 years, and a secret ballot is maintained.
Were the current national legislative representatives elected through free and fair elections?:
Yes. Elections for the Alkovansk National Parliament are held every year, and a secret ballot is maintained. The ten most popular parties are listed, and other parties can be written in.
Are the electoral laws and framework fair, and are they implemented impartially by the relevant election management bodies? :
Yes. Each provincial region, some of which were once seperate nations, used to have their own electoral laws, or lack thereof for regions without elections. However, as of unification with the broader Alkovansk Commonwealth, each must agree to a nonbiased electoral framework where national, provincial, state, and city elections are chosen by the proportional votes of the national, provincial, state, and city populations, respectively, rather than by gerrymandered districts.
Do the people have the right to organize in different political parties or other competitive political groupings of their choice, and is the system free of undue obstacles to the rise and fall of these competing parties or groupings?:
Yes. As with electoral law, many different provinces have historically had various laws on the books concerning freedom to organize based on political or religious grounds, and which organizations were recognized as "official" or "forbidden". However, upon joining the Alkovansk Commonwealth, they must agree to allow freedom of speech and organization.
Is there a realistic opportunity for the opposition to increase its support or gain power through elections?:
Yes. Districts are drawn by an independent commission based on population and geography, and the race, religion, and political demographics are not allowed to play a role. Districts largely line up along city, state, and province borders, and great care is taken to ensure no bias, accidental or otherwise, that would infringe on a citizen's right to vote or their vote being worth more or less than any other.
Are the people’s political choices free from domination by the military, foreign powers, religious hierarchies, economic oligarchies, or any other powerful group that is not democratically accountable?:
Yes. Lobbyists from foreign nations, private companies, religious organizations, etc. must register as lobbyists, and lobbyist contributions, be they informational or financial, must be made public. Politicians must also make public any dealings with lobbyists. The public is free to agree or disagree with positions, regardless of where they come from, but any data or funds must come with a disclaimer of where it is from so that citizens are kept informed.
Do various segments of the population (including ethnic, religious, gender, LGBT, and other relevant groups) have full political rights and electoral opportunities?:
Yes. Upon unification with the Alkovansk Commonwealth, all provinces must abolish any law which treats a citizen differently based on status of race, religion, sexuality, etc, and all citizens aged 18 or older are allowed to vote and run for office they meet the qualifications for (such as age or, in the case of the court system, legal education).
Do the freely elected head of government and national legislative representatives determine the policies of the government?:
Yes.
Are safeguards against official corruption strong and effective?:
Yes. Any official found in violation of the law is fired from their position, and a member of their party is assigned to the position temporarily while new elections are held.
Does the government operate with openness and transparency?:
Yes. Justification must be given for information to be classified, and this must be reviewed by an independent body. This classification must be renewed yearly, and any information which does not pass its review for renewal is automatically declassified. In addition, citizens may challenge the classification of documents which have been classified for longer than 5 years and call for an investigation by a new independent body.

CIVIL LIBERTIES
Are there free and independent media?:
Yes. All provinces, upon joining the Alkovansk Commonwealth, must make no restriction on journalistic or creative media, except in cases where there is proof that the media directly advocates for violence or publishes incorrect content to the point of endangering others.
Are individuals free to practice and express their religious faith or nonbelief in public and private?:
Yes. All provinces, upon joining the Alkovansk Commonwealth, must make no restriction on practice and expression of religious faith or lack thereof, except when they are in conflict with secular law. Secular law can be challenged in the courts, and any law found to be overly restrictive will be struck down as in violation with the Alkovansk Constitution.
Is there academic freedom, and is the educational system free from extensive political indoctrination?:
Yes. All public education must be unbiased and, in cases where there is controversy, offer a variety of perspectives for the sake of nuance and greater depth of understanding. Students are encouraged to reach their own conclusions from the data given, and are taught to be quite skilled in forming their own arguments.
Are individuals free to express their personal views on political or other sensitive topics without fear of surveillance or retribution?:
Yes. All provinces, upon joining the Alkovansk Commonwealth, must make no restriction on freedom of speech, except where it is used to advocate for breaking the law or inciting violence. Discussion of the law, and whether a law should be in place, is a vigorously defended right.
Is there freedom of assembly?:
Yes. All provinces, upon joining the Alkovansk Commonwealth, must make no restriction on the freedom to assemble, unless such assembly is actively involved in violating the law, such as a gang of thieves.
Is there freedom for nongovernmental organizations, particularly those that are engaged in human rights– and governance-related work?:
Yes. Nongovernmental organizations, regardless of focus, are treated as lobbyist organizations. They are allowed to freely organize, spread information, and donate to campaigns or operate in a charitable context, as long as their actions, affiliations, and donations are officially declared to the public.
Is there freedom for trade unions and similar professional or labor organizations?:
Yes. Trade unions and similar professional organizations are treated as lobbyist organizations.
Is there an independent judiciary?:
Yes. Members of the judiciary must have a Master's degree in Law and be at least 25 years of age, but beyond those qualifications all Alkovansk citizens are allowed to apply for judicial positions and stand for election. No party affiliation is allowed for members of the judiciary, and judges thought to show bias on political, religious, or ethnic grounds can be put on trial and, when biases affect their impartiality, recalled. Judges serve 5 year terms.
Does due process prevail in civil and criminal matters?:
Yes. All Alkovansk citizens are entitled to due process under the law, and are innocent until proven guilty.
Is there protection from the illegitimate use of physical force and freedom from war and insurgencies?:
Yes. Police brutality is carefully guarded against, and a long history of insurgencies and civil war has led to a large amount of law in place designed to resolve issues without tyranny or violence and punish abuses of power.
Do laws, policies, and practices guarantee equal treatment of various segments of the population?:
Yes. All provinces, upon joining the Alkovansk Commonwealth, must uphold the equal rights of their citizens, in accordance with the Alkovansk Constitution.
Do individuals enjoy freedom of movement, including the ability to change their place of residence, employment, or education?:
Yes, unless they are currently imprisoned as punishment for a crime.
Are individuals able to exercise the right to own property and establish private businesses without undue interference from state or nonstate actors?:
Yes, unless they are currently imprisoned as punishment for a crime or are serving in public office where their private businesses may pose a conflict of interest. In either case, such property and businesses are put into a public trust until their service has ended, upon which time they regain their property and businesses.
Do individuals enjoy personal social freedoms, including choice of marriage partner and size of family, protection from domestic violence, and control over appearance?:
Yes. All provinces, upon joining the Alkovansk Commonwealth, must uphold the equal rights of their citizens, in accordance with the Alkovansk Constitution.
Do individuals enjoy equality of opportunity and freedom from economic exploitation?:
Yes. All provinces, upon joining the Alkovansk Commonwealth, must uphold equality of opportunity and make no restrictions based on religion, ethnicity, politics, etc. Fraudulent businesses and unfair loan practices or interest rates are carefully guarded against, and government-provided lawyers are well-funded to ensure that all citizens can defend themselves from exploitative contracts and the like.

POLITICAL RIGHTS:
Was the current head of government or other chief national authority elected through free and fair elections?: High King Cyneric II was elevated to the High Kingship as King Frederick of Tuathstra by the decision of the High Folkmoot.

Were the current national legislative representatives elected through free and fair elections?: The Third and Fourth Estates are elective in the High Folkmoot, the Third being along corporatist principles while the Fourth along regional lines and Workingman Associations.

Are the electoral laws and framework fair, and are they implemented impartially by the relevant election management bodies?: Where there are elections there is a strong tradition and culture of transparency with all records, minus votes, being available for public observance.

Do the people have the right to organize in different political parties or other competitive political groupings of their choice, and is the system free of undue obstacles to the rise and fall of these competing parties or groupings?: There are political parties though 'Societies' based around noble patronage and ideals are in greater positions of power. Societies differ from political parties as they are political groups that promote the desires of varying noble families, though there are some commoner societies that can compete with the noble societies. While political parties are based on ideology societies are based around patronage and loyalty.

Is there a realistic opportunity for the opposition to increase its support or gain power through elections?: If a society gets enough allies throughout the government then yes but it is rare for one society to dominate the government so thoroughly making the High King more or else secure.

Are the people’s political choices free from domination by the military, foreign powers, religious hierarchies, economic oligarchies, or any other powerful group that is not democratically accountable?: Yes as most local elections are outside of the scope of the nobility

Do various segments of the population (including ethnic, religious, gender, LGBT, and other relevant groups) have full political rights and electoral opportunities?: Catholicism is the national religion and while other religions are tolerated they are not allowed public worship outside of their own properties. It should be noted though that Protestants and Jews have held positions in the government and in a few of the southeastern cities the lower nobility are Protestant as well. Teasa, the Camelonean word for foreigners, are rarely ever naturalized though their children may be naturalized through being married to a Camelonean but just as any subject of the High King they have the right to petition their lords for redress.

Do the freely elected head of government and national legislative representatives determine the policies of the government?: The High King and his Court have the most power.

Are safeguards against official corruption strong and effective?: Yes due to the mandatory openness and transparency as well as the oversight of the Brehorn make corruption difficult, though in some of the larger cities it is more difficult to deal with quasi-legal Bata Factions.

Does the government operate with openness and transparency?: Yes, though attempts are always made to hide activities more or less the government attempts to be open and transparent to the citizenry.

CIVIL LIBERTIES
Are there free and independent media?: Officially no, but unofficially the bards and minstrels are left alone as well as the chroniclers out of respect for tradition.

Are individuals free to practice and express their religious faith or nonbelief in public and private?: In private yes though only the Camelonean Catholic faith is free to express the faith publicly through ceremonies, non-Catholic prayers are tolerated though if it is of personal devotion.

Is there academic freedom, and is the educational system free from extensive political indoctrination?: The Faith and Camelonean identity are heavily present in schools but this is mostly due to local choices as there is little intrusion into the academies by the High King's government, though more radical individuals and groups are watched closely by the Royal Inquisition.

Are individuals free to express their personal views on political or other sensitive topics without fear of surveillance or retribution?: Radical individuals and groups are watched closely by the Royal Inquisition such as Communists, secular Socialists, republicans, and anti-clericalists. Criticism in of itself is not criminal.

Is there freedom of assembly?: For the most part yes, though assemblies which become dangerous to the God-given order will begin to be placed under watch, as in the organizers and not the participants.

Is there freedom for nongovernmental organizations, particularly those that are engaged in human rights– and governance-related work?: No these groups are watched heavily.

Is there freedom for trade unions and similar professional or labor organizations?: Yes, they are even given a place in the government.

Is there an independent judiciary?: The highest judge in the land is the High King and under him the landed nobles act as the highest judge in their jurisdiction but the check on the nobility and the High King is if the overwhelming majority of the Brehorn in the jurisdiction dissent from the decision.

Does due process prevail in civil and criminal matters?: Yes, no subject of the High King may have their rights taken away permanently without a proper and public trial. Though they would be placed in a state of 'suspense' to either protect the accused or prevent them from fleeing.

Is there protection from the illegitimate use of physical force and freedom from war and insurgencies?: There are a few insurgent groups left but they are nothing but glorified bandits nowadays and struggle to take on armed shepherds and herders.

Do laws, policies, and practices guarantee equal treatment of various segments of the population?: More or less, greater respect is at times given to others based on clan names, with some commoner clans garnering more respect than nobles.

Do individuals enjoy freedom of movement, including the ability to change their place of residence, employment, or education?: Certainly though they would have to deal with their employer/guild/workers association if they wish to do so.

Are individuals able to exercise the right to own property and establish private businesses without undue interference from state or nonstate actors?: Yes they are.

Do individuals enjoy personal social freedoms, including choice of marriage partner and size of family, protection from domestic violence, and control over appearance?: Yes to all except that there are some clothing laws to differentiate between nobles, commoners, religious, and which clan a person comes from.

Do individuals enjoy equality of opportunity and freedom from economic exploitation?: Yes, the Brehorns and most of the High Kings have generally supported and empowered commoner institutions so as to create a proper balance with the nobles.
