It's hard to know exactly which level without some specific descriptors or RL comparisons. A few years ago, Havl likely would have been much higher on the scale.

Jajal would qualify, like most nations in the comments, between L4 or L5. We're still relatively new and we do have a lot of problems with our neighbour.

NOTE: Universal is L13, not L21. Multiverse it L14, you control multiple so you'd be between L15 - L20, not "L23"
