The Goverment can not

establish a law restricting the freedom of production and trade
establish a law restricting the right to bear arms
making taxes that gives to others through the form of welfare
create public education or healthcare
establish any law that those not have a clear reason
establish any law that uses the reason social justice or social engineering
establish a program that uses goverment funding
take or gives rights away
establish a law that uses morality to prove it
hide any goverment records
increase the power of the goverment
allow courts to use thier power to take property
allow courts to use thier power to not prothect property
take property away from citzens

OOC: How does your government work if they can't spend any money?

OOC: because we use our money for Law and Order,Defense, and The Courts. spending money withouth letting the individuals look and scrutinise would be corruptive so the individuals are able to know what the money is being spent on

It's probably all privatization in that country kids learn by corps telling them how to work probably poor kids can't go to school there leader looks at his poor people like this

Private Schools exsit throught the nation. No one has a monopoly on education poor kids can go to school there are some charity schools that exsit on donations. But the goverment can not fund Public Education because it can be abused
