Technically speaking it's by birthright, but it's a little more complicated than that.

Anyone who is in line to the throne is required to undertake extensive and exhaustive training for the task, starting as a child. There are various trials and tests they have to complete. They have to prove that they have both the technical ability to rule, have a deep understanding of the issues and tasks they will be faced with, as well as being intelligent, physically fit, and of strong moral character. Only after they have shown all of these are they eligible for the throne.

When the previous monarch dies or is otherwise removed from the throne, the Third House will choose a new one based on the available candidates. Usually this goes to the direct next in line, though it is their right to choose someone else if they feel that person is more appropriate.

Those in line for the throne are not allowed to abdicate the role unless they are directly the next in line, though informally a strong desire to not lead would probably be taken into consideration when choosing the next leader. This is to avoid issues of people abdicating so that they don't have to undergo the training. If the next in line wishes to abdicate, they must request this from the Third House, who have the right to refuse them. Abdication also results in the loss of your title and the privileges of royalty.

All of this is in an attempt to make sure that the person leading things actually knows what they're doing.

Although it has never occurred in practice, if an event were to happen where there were no eligible candidates available for the throne, the Third House would be required to take emergency measures to find a new ruler, and provide them with ongoing training. The exact nature of these measures is not specified, and changes depending on the current Head of House.

Devernia is a democracy. Election day is around June 31, and occurs annually. There are no term limits, however the law states that a politician can never run for President again when they are defeated by an opponent.

The most common voting method is electronic voting, either through online methods or an approved voting booth. Most of the public prefers the latter, largely due to distrust in the online method over potential vote-hijacking; voting machines are perceived to be much more invulnearable to such, thanks to extensive cryptographic measures and impenetrable material. Paper voting is still popular in some areas of Koskania and Granik.

They are chosen via a democratic election. The leader is chosen every four years for six weeks between Late July and Early August.

The leaders are usually chosen with either electronic votes or simply with voting slips that are sent to local voting stations all over the country. As the nation is a federation, both of it's constituent parts are responsible for choosing the leader. Each provincial government collects the votes from their respected counties, and they are responsible for counting how many votes are for which politician. These provincial votes are then used on election day to decide who gets to become the leader of Caracalia.
Wanted to be called just Caracalia, but that name wasn't freed up yet. So just refer to me as "Caracalia", okay?

Probably the closest I'll ever get to giving a nation to Serval, the main character from Kemono Friends, by the way (Caracal is Serval's friend, but Serval isn't the best person to give a nation to, as she's not that bright or focused).

Dushan is an elective monarchy.

Formally the ruler is chosen and elected by the Great Council.

In practice however, sucession is often dynastic and monarchic, while the elections have more an acclamatory character. For the past decades the throne has been held by House Mandakh.

The practice of elective monarchy is deeply rooted into dushani history, dating back to ancient and archaic times when the leader was choosen in times of war and emergency by a assembly of the various dushani tribes and respective noble houses. This system has, being many times abandoned and reintroduced, in one or other form managed to survive to the current day.

A mixture of lottery, selection, and public vote.

The leader is chosen from a pool of qualified individuals who are curated from the population at large, the current ruler has the option to nominate a few individuals to add to the pool. Once the number of candidates reaches between 15 and 20 people the list of the chosen is made public and the campaigning can begin. This is not as large an undertaking as it sounds as normally only two or three of the pool actively want the job while others chose to anounce their disinterest. Once the leader is voted in by qualified voters the newly elected leader then, from the same pool of candidates, then picks their department heads.

If there is emergency with the government, the Vice President will temporarily be the President until the government is fine.

The Federal is chosen by the provinces of Tendiesia after the death of the last Federal and serves until death.

The President is elected monthly. The secretaries who head each branch of government are elected monthly, though they are elected by specific groups, ie the Secretary of Business and Trade is elected by owners of businesses.

He/she is chosen in a democratic vote between two of the Surpassing Electees. Surpassing Electees are citizens that have chosen to run to represent the Nation of Evaropi for 100 years. The Surpassing Electees first win for their town, then for the county, then state, then if they win that they go to the Big Stage. The Big Stage has 13 of the best and most voted for electees by state, and they debate on live television broadcasted around the region on why they should become Surpassing Electees. The top two most voted for go on to the national vote, in which everyone, except for mentally ill persons, criminally incarcerated persons, and anyone under the age of 13 can vote.
